Ahem at 8:05 p.m. , Pledge of Allegiance to the Flag was recited, after which the invocation was given by Reverend Gilbert Vieira of Bur~ Buri Methodist Church. Present: Absent: Councilmen PatriCk E. Ahem, Emili° Cortesi, iAndrew Rocca, G. J. Rozzi, and Frank Bertucelli. None. Nayor Ahem asked if there was a motion approving the ~lnutes of the special meetin~ of March 23, 1964, and ~he regular meet- ing of April 6, 1964.- Councilman Rozzi moved, Seconded by Councilman Rocca and regu- larly carried, that the minutes of ~he special meetin~ of March 23, 196~, and the regular meeting of April 6, 1964, b~iapproved as submitted. Mayor Ahem then asked if there was a motion approving!the reg- ular claims as submitted for payment. Councilman Rocca moved, seconded by Councilman Rozzi a~d regu- larly carried, that the regular claums totaling $20,66~.80 be approVed for payment. Mayor Ahem then asked if there was a motion approviugjthe claims for Parking District No. 1 as submitted for payment. Councilman Bertucelli moved, seconded by Councilman Cortesi and regularly carried, that the claims as submitted for Parking District No. 1, totaling $11.76, be approved for paymeSt. City Attorney Noonan asked that the PUblic Hearing on ~he Baden Crossing Lot Annexation, continued ~?rom the meeting of April 6, 1964, again be continued pending th~ opening of the Public Hearing on the Valley Park Center Annexation which was~to ap- pear on the agenda of May 18, 1962. There being no ob~ections, it was so ordered. Mayor Ahem declared the Public Hearing opened on the amended assessment for Lot 13, Block 11, S~uth Sau.Francisco Ihdustrial Park, Unit 2B, asking if any written protests had been received to which the City Clerk replied nor~e had been receivedi by his office. He then asked if anyone pmesent wished to register a protest. There being none, Mayor Aheru declared the Public Hearing closed, i The City Clerk annOunced a Proclamation had been p~ep~red en- titled "A PROCLAMATION DESIGNATING MAy l0 TO 16, 1964,1 AS tNATIONAL POLICE WEEK~ IN THE CITY OF SOUTH SAN FRANCISCO". Mayor Aheru so proclaimed. He then commented on the invitation of the Police Chief to the public to view the facilities of the Police Department during the period mentioned, after Which Po- lice Chief Fabbri also extended the invitation advising as to the hours tours~would be conducted. Inter-Office Memorandum dated April 14, 1964, from the Director of Public Works concernin2 .the P~emhiminary Grading. Plan - West- borough Homes - NeighborhOod 18 (Future Unit No. 5). City Attorney Noonan explained the resolu~ion,,after which Councilman Bertucelli introduced: "CITYCOUNCIL, CITY~0F SOUTH SAN FRANCISCO, STATE OF CALIFORNIA - A RESOLUTION GRANTING A GRADING PERMIT TO WESTBOROUGH HOMES". Roll call vote was as follows: Ayes, Councilmen Patrick E. Aheru, Emilio Cortesi, Andrew Rocca, G. J. Rozzl, and Frank Bertucelli. Noes, none. Absent, none. City Attorney Noonan explained the next resolution, after which Councilman Bertucelli introduced: "CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA - A RESOLUTION PROVIDING FOR ADDITIONAL INDEMNITY TO SURVIVORS OF POLICEMEN AND FIREMEN". City Attorney Noonan explained the next resolution, after which Councilman Rocca introduced: "CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA - A RESOLUTION DECLARING THE CITY COUNCIL'S POLICY WITH RESPECT TO SANITARY SEWER SERVIdES FOR A PORTION OF THE WESTBOROUGH AREA". Roll call vote was as follows: Ayes, Councilmen Patrick E. Aheru, Emilio Cortesi, Andrew Rocca, G. J. Rozzi, and iFrauk Bertucelli. Noes, none. Absent, none. The City Attorney at this time brought to Council's attention the request of Marco and Marie Seusldi, developers of a subdi- vision on Airport Boulevard, who wished to use a strip of land adjacent to the slough for additional parking facilities for the I.B.M. plant which was going to build on the property. He mentioned that the ownership of this property was iu question, and pending determination the City could adopt a resolution that iu the event the courts determined that ownership belonged to the City, the City could lease the property for a certain period of time at a certain rental fee. He then explained the resolution, after which Councilman Rozzi introduced: "CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA - A RESOLUTION DECLARING THE COUNCIL'S ~NTENTION TO GRANT A LEASE OR PERMIT TO USE A PARCEL ADJACENT T0~ SAN BRUNO SLOUGH". Roll call vote was as follows: Ayes, Councilmen PatriCk E. Ahern, Emilio Cortesi, Andrew Rocca, G. J. Rozzi, and Frank Bertucelli. Noes, none. Absent, none. City Attorney Nmouau explained the ordinance which was ready for second reading and adoption, stating that a motion could be adopted by Council if they so de~ired that reading of the ordinance in its entirety be waived and that it be passed and adopted by reading of the title only. Councilman Rozzi so moved, seconded by Councilman Bertucelli and regularly carried. City Attorney Noonan then remarked that a motion could be adopted by Council that the ordinance entitled "AN ORDINANCE OF THE CITY OF SOUTH SAN FRANCISCO AMENDING 0RDENANCE NO. 396 ENTITLED 'AN ORDINANCE OF THE CITY OF SOUTH SAN FRANCISCO PROVIDING! FOR SEWER RENTALS AND CHARGES IN SAID CITY; PROVIDING THAT SUCH SEWER REN- TALS AND CHARGES SHALL BE COLLECTED ON THE MUNICIPAL T~X ROLL AND SHALL BECOME A LIEN UPON THE RESPECTIVE PARCELS 0FREAL PROPERTY'", be read for the second :ime by title and be passed and adopted, the reading in its eutlrety having been duly waived. The next item for Councills attentlou was the Variance Resolu- tion No. 1697 of the Planning Commission as applied for by Mr. and Mrs. Ray Giaunecchini, which had been continued from the meeting of April 6, 1964, requestirg permission to maintain existing 12 foot encroachment into required 15 foot setback ou the lane to expand present use at Lll Baden Avenue. Councilman Rocca moved, seconded by Councilman Rozzi, that the recommendation of the Planning Commission, which recommended permission be granted, be approved and accepted. Roll call vote was as fOllows: Ayes, EmY~lmen Emilio Cortesi, Andrew Rocca, G. J. Rozzi, and Frark Bertucelli. Noes, Council- man Patrick E. Aheru,~ Absent, note. Mayor Ahem commented that he wished to qualify his reason for voting no, stating that he felt that in the future the property owner would realize that he could ~.ave developed the property better had he retained the proper setback. The next item was Use Permit Resolution No. 1703 of the Planning Commission as applied for by Oliver 0. Allen, which had been con- tinned from the meeting of April 6, 1964, requesting Permission to erect a 14-unit apartment buildfiug in an unclassified district on Alida Way - Lot 2, Parcel C, Block A, Assessorls N0. 13-145-1 (Country Club Park), subject to conditions. There being no objections, Mayor Ahem continued the matter pend- ing receipt of a grading plan by the Director of Public Works. Letter dated April 13, 1964, received from the P/S Construction Co., Inc. concerning a request to close the Person and Swanson Assessment District. There being no objections, Mayor Ahem ordered the master held over for further Council study. Letter dated April 10, 1964, received from Barrett, Lucey and Harkleroad, attorneys for Person and Swanson, concerning their request to close the Person and Swanson Assessment DiStrict. There being no objections, Mayor Ahem ordered the master held over for further Council study. Letter dated April 3, 1964, received from the County of San Mateo Greater Highways Committee recommending Cities to apply the new gas tax funds toward construction of City-County roads system. There being no objections, Mayor Ahem requested the matter be continued for further study by Council. VARIANCE Resolution No. 1708 was received from the Planning Commission recommending permission be granted for the:request for a l½ foot encroachment into required side and rear yards, and to maintain 44.2% lot coverage instead of permittRd 40% 201 Piuehurst Way. Councilman Rozzi moved, seconded by Councilman Rocca and regu- larly carried, that the recommendation of the Planning Commission be approved and accepted. ~ VARIANCE Resolution No. 1709 was received from the Planning Commission recommending permission be granted for the'request to encroach 15 feet into required i[5 foot front yard for park- ing lot adjacent to 609 West 0range Avenue iua C-1 district. Mayor Ahem asked if there was anyone present who wished to speak on the matter. Mrs. Bessie :Darlyle, 708 West Orange Ave- nue, remarked that the residents of the area were interested in the traffic conditions which would be created as welllas whether or not entrance or exit would be on 0range Avenue or E1 Camiuo Real. ~ Councilman Rozzi suggested that the planner meet with Mrs. Car- lyle ou the matter. Councilman Rocca remarked that the develop- er of the laud should show the entire plan and suy~es~ed that the matter be continued. There being no objections, Mayor Aheru ordered the matter con- tinued pending receipt of a full development plan of ~he area. SHAW-WAI~ CO. VARIANCE APPLICATION P.C. RES0. Councilman Rozzi moved, seconded by Councilman Rocca and regu- larly carried, that the recommendation of the Planning Commis- sion be approved and accepted. Inter-Office Memorandum dated April 14, 1964, received from the Planning Commission recommending approval of the freeway connec- tion at Avalon Drive rather than Granada, as had been !previously approved, in order to better serve the traffic needs and best interest of the City, and request for the Council to pass a res- olution to that effect. Councilman Rozzi moved, seconded by Councilman Bertucelli and regularly carried, that the reconmnendation of the Director of Public Works be approved and accepted and Change 0rde~ No. 7 authorized. MONTHLY REPORTS: GOOD AND WELFARE: DISCUSSION - CIVIC IMPROVEMENT: DISCUSSION -- SEWER RENTAL INCREASES: DISCUSSION -- PARKS AND RECREATION: ADJOURNMENT: Monthly Reports for March, 1964, were received from: City Clerk Building Inspection Department Fire Department Library Police Department San Marco County Department of Public Health and Welfare - Housing Survey. There being no objections, Mayor Aheru ordered the repgrts ac- cepted and place on file. ~ There being nothing further, Mayor Ahem asked if any member of the Council had anything they wished to offer under Go~d and Welfare. There being none, he asked if anyone iu the audience had anything they wished to offer. Charles Lema commented ou the old building across the Street from the Police Station which was iua state of disrepair and which was also au eyesore. He suggested that the Cityltake some action. Mr. Lema then remarked that the owner of a newly constructed apartment building on Linden Avenue had Placed loose rock iu the front of the building instead of landscaping and as a result the loose gravel was being kicked ou the sidewalk which could cause someone to fall. He then remarked that he was still urging the Council to build au indoor swimming pool, tO which Mayor Ahem replied that this was one of the projected plans over a five-year plan. Mr. Don Frolli, 149 N~la Avenue in Serra Highlands, asked con- cerning the increase of sewer rental rates for the residential . Mayor heru, as areas, requesting the reason for tbs increase ~ well as City Mauaser Aiello, explained the recent Bondl sale for the Sewer Treatment Plant enlargement which necessitated increase of sewer rental rates not only for the residential areas but also for all commercial and industrial a~eas as well. He further re- marked that they all received au increase of 66 2/3%. Mr. Young Hau Choo of Serra HiEhlar~s also stated that he was present for the same reason and was now satisfied with the ex- planation. Mr. Finnerty commented on the Brockure sent out by Councilman Rozzi stating that it contained information about Councilman Rozzi~a being instrumental in the development of playffrouuds iu Francisco Terrace, Peck~s Subdivision, etc. He asked as to what was going to be done to the playgrcUud at Clifdeu and iDuudee. At the request of Councilman Rozzi, City Manager Aiello explained that the City was taking the Tot Lots each year and improving them on a Capital Improvement Project and that he was certain the lot mentioned was ene the Recreation and Parks Department would include in their next budset and would be developed in the next fiscal year.
