RESO. NO. 1714: WEED REMOVAL - REFUND REQUESTS: 8:00 p.m. Council Study Room, City Hall The meetin~ was called to order by Mayor Patrick E. Ahern at 8:05 p.m. Present: Absent: Councilmen Patrick E. Ahem, Frank Bertucelli, Andrew Rocca, and Guido J. Rozzi. Councilman Emilio Cortesi. The first item for Council consideration concerned the matter of Cabot, Cabot and Forbes Industrial Park Unit No. 1. City Attorney Noouan remarked that the Bond counsel for the assess- meut district had requested continuance of one week. Mayor Ahem stated that if there were no objections it would be held over. No objections were registered and it was so ordered. .~ouncil then took up the matter of the request of United Air- lines for the relocation of one of the traffic signals near vheir plant. City Attorney Noonau explained the resolution which had been prepared, after whic~ Councilman Rocca intro- duced a resolution entitled "CITY CCUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA -- A RESOLUTION GRANTING A PERMIT -- RELOCATION OF TRAFFIC SIGNAL FOR UNITED AIRLINES". Roll call vote was as follows: Ayesj Councilmen Patrick E. Ahem, Frank Bertucelli, Andrew Rocca, and Guido J. Rozzi. Noes, none. Absent, Councilman Emilio Cortesi. The City Council next took the matter of Plannin~ Commission Resolution No. 1714 entitle~P"A RESOLUTION OF THE P~ANNING COM- MISSION OF THE CITY OF SOUTH SAN FRANCISCO RECOMMENDING TO THE CITY COUNCIL APPROVAL OF THE AMENDMENT PETITION OF CAESAR-CALLAN P~OMES, INC. D/B/A WESTBOROUGH HOMES, TO REZONE AN AREA DESIG- nATED ON THE SOUTH SAN FRANCISCO GEN~RAL PLAN AS NEIGHBORHOOD 18, FROM AN UNCLASSIFIED DISTRICT TO A PLANNED COMMUNITY DIS- TRICT". City Attorney Noonan stated that it was in order for Council to set a Public Heariu~ on the matter, hear the items as re- ceived from the Planning Commission, and if in order, a~prove the adoption of au ordinance. The C~ty Attorney then sSated it would be in order at this time to adopt a motion that a No- tice of Hearing be published with th~ heariu~ scheduled for the ~dJourned meeting of May 25, 1964, at 8:00 p~m. ~ouncilman Bertucelli so moved, seconded by Councilman Rocca. ~ity Manager Aiello stated that the representatives from the Smbdivision were present to answer any questions there might be. ~ouncilmau Bertucelli stated he had heeu concerned over the ~6 foot roadways but was satisfied now. Motion as made a~d sec- ouded was regularly carried. Councilman Cortesi was absent. The following letters were received ~equestiu~ refunds on weed cleaniu~ charges which the City made and which the writers claimed they had cleaned as well: March 10, 1964: An~elo Colombo - Lot 20, Block 1, Amended Map of High School Park Terrace - $13.26. ~rch 11,~196~: Giacomo Colombo - LoS 19, Block 1, Amended Map of High School Park Terrace - $15.08. January 18, 196~: Elizabeth Fireuze - Lot 7, Block C, Peck's Subdivision - $6.50. December 3, 1963: J. F. Vieria - Lot 9, Block 2, Map of High School Park Terrace - $11.8~. Eiscussion followed, at which time Comcilman Rozzi asked if the work was being performed in the proper manner since the ~eople were going through the trouble of writing letters. City Manager Aiello explained the manner in which the City con- tracted for the performance of the work, that it was done under the supervision of the Street Department through one of its foremen, and that it was possible tha~ the people were cleaning the lots as soon as the City sent out the notices and that after- wards, when the City was prepared to start its cleaning program tae weeds had regrown to such a height as to require their re- moval again. He said that so far as the City's procedure was coscerned the procedure was a legal ore. WEED REMOVAL - REFUND REQUESTS: ( CONTINUED ) RESOLUTION NO. 3936 WEED ABATEMENT - REFUND OF CHARGES: 5'oo 1963 SANITARY SEWER PROJECT - CHANGE ORDER NO. 10: ADJOURNMENT: Mr. Aiello then commented that ot~rs might make similar requests under the same reason. Further discussion followed, at which time Councilman Bertucelli read portions of Mr. Colombo's letter, commenting that he favored refund. Mayor Ahem suggested a letter be sent to these people advising them as to the City's program and how it operates and when the City would be cleaning the weeds. Further discussion followed, after which Councilman Bertucelli introduced a resolution entitled "CITY COUNCIL, CITY OF SOUTH' SAN FRANCISCO, STATE OF CALIFORNIA - A RESOLUTION AUTHORIZING REFUND OF WEED ABATEMENT CHARGES". Roll call vote was as follows: Ayes, Councilmen Patrick E. Ahem, Frank Bertucelli, Andrew Rocca, and Guido J. Rozzi. Noes, none. Absent, Councilman Ewilio Cortesi. Mayor Ahem requested the City Manager send a letter to each of the people who requested refunds and explain the Cityts procedure. Councilman Bertucelli requested tb~ Director of Public Works to check the vacant lot ou Tamarack Lane between Magnolia Avenue and Elm Court which should be cleaned of weeds. There being nothing further, Mayor Aheru asked if any member of the Council had anything they wished to offer under Good and Welfare. There being none, Director of Public Works Goss com- mented that a Change Order No. l0 for the Sewage T~ea!tment Plant Enlargement had been prepared by the engineers, Jenks & Adamson, for Brady Constructors, and which was needed to take care of concentration of greases which were coming through the Treatment Plant. He stated the engineers were present to answer any ques- tions or give any information which might be necessarY. Mr. Goss then read iu full the Change Order. In answer to the Mayor's question, the Director of Public Works stated that the greatest contribution of grease was coming from Swift and Company and Shop Towel. Mr. Adamson then gave Council a su~marization in detail of the greases entering the Treatment Plant and how they had to be treated. He likewise gave a detailed accounting of the Change Orders and their comparison to other savings which had been effected iu the Plant's construction. Further discussion followed, after which Councilman Rozzi asked Mr. Goss if he recommended the Change Order to which he replied he did. Superintendent of Sanitation Schweining concurred iu the recommendation of the Director of Public Works. Councilman Rozzi moved, seconded b~ Councilman Bertucelli and regularly carried, that the recomn~eudation of the Director of Public Works for Change Order No. l0 be approved and accepted. Mr. Jenks then gave a detailed progress report on the work which had been done on the Treatment Plant enlargement and its near completion, closing with the comment that South San Francisco could be proud of the fact that it was far ahead in its progress than other cities. There being nothing further, Councilman Rozzi moved, seconded by Councilman Bertucelli and regularly carried, that the meet- lug be adjourned until Monday, May 18, 1964, at 8:00 p.m. Time of adjournment: 9:04 p.m. RESPECTFULLY SUBMITTED, City Clerk
