Ahem at 8:04 p.m. Pledge of Allegiance to the Flag was recited, after which the in- vocation was given by Reverend Donald Wertz of Good News Chapel. Present: Absent: Councilmen Patrick E. Aheru, Frank Bertucelli, Emilio Cortesi, Andrew Rocca, and Guido J. Rozzi. None. Mayor Ahem asked if there was a motion approving the minutes of ~he adjourned regular meeting of May 25, 1964, tee regular meet- ing of June l, 1964, and the adjourned regular meeting oil June 9, L964. Councilman Rozzi moved, seconded by Councilman Bertucellli and regularly carried, that the minutes cf the adjourned re~!ular neetin~ of May 25, 1964, the regular meeting of June 1,-11964, and the adjourned regular meeting of June 9, 1964, be approved as submitted. Mayor Ahem then asked if there was s motion approving the regular claims as submitted for payment. Councilman Rocca moved, seconded by Councilman Rozzi and regularly carried, that the regular claims totaling $27,155.45 be ~approved for payment. Mayor Ahem then asked if there was a motion approving the claims for Parking District No. I as submitted for payment. Councilman Bertucelli moved, seconded by Councilman Rocca and ~egularly carried, that the claims as submitted for Parking Dis- ~rict No. 1, totaling $58.95, be approved for payment. : City Attorney Noonan explained the first resolution whic~h had been prepared for Council action, after which Councilman Rozzi intro- duced: "CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA - RESOLUTION REQUESTING TKAT CONGRESSMAN J. There being uo objections, Mayor Ahem ordered that the minutes so reflect. The City Attorney then explained the ~esolution, after which Councilman Rozzi introduced: "A RESOLUTION OF INTENTIONi TO MAKE CHANGES AND MODIFICATIONS - INDUSTRIAL PARK UNIT NO. 3".~ Roll call vote was as follows: Ayes, Councilmen Patrick~E. The City Attorney explained the next ~esolution, after which Coun- cilman Rocca introduced: "A RESOLUTIgN APPOINTING ENGINEER AND ATTORNEYS - INDUSTRIAL PARK UNIT NO. 3". City Attorney Noonan explained the ordinance which was ready for ~ecoud reading and adoption entitled: "AN ORDINANCE APPROVING THE ANNEXATION OF CERTAIN UNINHABITED TERRITORY DESIGNA~D ~VALLEY PARK CENTER ANNEXATION~ TO THE CITY OF SOUTH SAN FRANCISCO". He then requested the ordinance be continued to the next regular meet- irg pending receipt of all consents from the property owners. There being no objections, Mayor Ahern deferred the second read- ing and adoption to the next regular meeting. City Attorney Noonan explained the ordinance which was ready for second reading and adoption entitled: "ORDINANCE OF THE iCITY OF SOUTH SAN FRANCISCO CONSENTING TO THE ESTABLISHMENT OF AiPORTION CF HICKEY BOULEVARD EXTENSION WITHIN THE CITY OF SOUTH SAN FRAN- CISCO AS A PART OF THE COUNTY HIGHWAY SYSTEM OF THE COUNTY OF SAN ¥~TE0". He likewise requested that a Public Hearing be set for the meeting of July 20, 1964. The Planning CommiSsion recommended permission be granted for the request to peX'mit ll offstreet unloading spaces instead of required 46 spaces at the F. W. Woolworth Co. warehouse site on Eccles Avenue, Lots 14 through 23, and Lots 31 through 36, 40, ~l, and portions of Lots 24, 25, 26, 38 and 39, Block ~6, Sou~h San Francisco Industrial Park Unit No. 3A. Inter-Office Memorandum from the Planning Officer suggesting the rescinding of the Planning Commission's action. Councilman Rozzi moved, seconded by Councilman Rocca and regularly carried, that Variance Resolution No. 1723 be dropped from the agenda iuaamuch as it is to be replaced ~y Variance Res01utiou Ko. 1736 (Plannin~ Commission Ite~ No. 8(d)' Letter dated June 8, 1964, received from the Winston Manor Home Cwuers Association, Inc. requesting permission to hold their annual 4th of July celebration, as well as to hold a teenage dance. Councilman Rocca moved, seconded by Councilman Bertucelli and regularly carried, that the request be approved in accordance with the recommendations of the Police Chief. His recommenda- tions were as follows concerning the teenage dance: (a) That the specific area where the dance will be held be given!to the Police Department, (b) The approximate time it starts aad ends &lsD be supplied, (c) Supply the name, address and phone number of the person or persons directly responsible or in chapge of the activity, and (d) Advise the approximate number of teenagers that are going to attend and if outside teenage guests are allowed to attend. 6O7 COLMA CREEK CHANNEL UTAH RESPONSIBILITY: FOURTH LANE CLOSING: GRAND AVENUE EXTENSION: LOMALINDA TERRACE NO. 1 - LOT PURCHASE: SENALDI LANDS - I. There being no objections, Mayor Ahem ordered the communication accepted and placed on file. Letter dated June 4, 1964, received from the Downtown Merchants' Association of South San Francisco requesting consideration be given to the extension of Grand Aven~e to E1Camino Real. Mayor Ahem, there being no objections, referred the matter to the City Manager for a report on the whole area. Letter dated May 29, 1964, received from the County of San Mateo Tax Collector concerning the Agreement Sale of May 28, 1964, with the City of South San Francisco, for the purchase of four lots in Loma Liuda Terrace No. 1, the cost of advertising beingiSBy.60 &nd the purchase price, $6.00. Councilman Rozzi moved, seconded by ~3ouncilman Rocca and regularly carried, that the offer as received from the County TaxiCollector be accepted and payment authorized. Inter-Office Memorandum dated June 9, 1964, received from the City Attorney submitting proposed lease of lands along the slough for the Seualdi property to accomoda;e parking for the new I.B.M. Building. At the request of the City Attorney, and there being no objections, Mayor Aheru deferred the matter to the next meeting pending fur- ther report. Letter dated June .8, 1964, received from four soccer teams request- ing certain facilities at Orange Avenue MemoriAl Park for their ~se. Mayor Ahem asked if there was a spokesman present for the four soccer teams. Alvaro Bettucchi, present, stated that he had been delegated to act as spokesman for the soccer group. Helsummarized how soccer started in South San Francisco, remarking that this was a function he himself organized some twelve years ago. ;He stated that after ten years their groups had only one field wish no per- ~anent installations as desired. He further commented that they bad met with the Recreation Department on their requests some one year ago which to this date had not been fulfilled. He,remarked that their organizations did not wish to be in disagreement with the Recreation Commission, but on the contrary desired $o work with them and were only asking for an area with which to promote their activities. ~yor Ahem at this time called on Robert Maxey, Superintendent of Parks and Recreation, who stated that records in the Recreation Department will show that soccer was sponsored and introduced by the Recreation Department and it was during this time that Martin ~rum of San Bruno was used as a specialist for this function, and during which time Alvaro Bettucchi was appointed to the!Recreation Department and assigned this departmental activity. He ~further commented on the need of all requests to be made in written form, and that the letter which had been submitted to the Recreation Com- mission concerning the request of the soccer teams some ione year ago had been written hurriedly with ro signature and had been re- ferred by the Commission to himself. He remarked that if Council wished there were also present Jerry Reynolds, RecreatiOn Super- visor, and Owen Kashevaroff, who, while a schoolteacher,i was also a member of the Recreation Department staff on a seasonal basis, and who could also furnish Council with further information and details ou the Recreation Department's cooperation in this acti- vity. SAperintendent of Parks Maxey then outlined to Council ~he number of pee wee baseball teams and adult softball teams that'iwould uo longer have the use of the Park area if it were reserve~ for the exclusive use of the soccer teams. Councilman Rozzi moved, seconded by Councilman Rocca and regularly carried, that the recommendation of ~he Planning CommisSion be approved and accepted. Mayor Ahem stated at this time that the Use Permit Reslolution would be deferred to the next regular meeting. Discussion followed, at which time Mr. Kirk Moon of 8 Campbell Lane, Menlo Park, one of the applicants, commented that since the 21auniug Commission had granted the Use Permit a delay at this ~ime would be costly to them. Further discussion followed, at which time Mayor Aheru conuneuted that the change iu plans were Just received by Council this afterr~on and since they !had not had sufficient time iu which to make a study further time w~s needed, ~herefor making it necessary to continue the item to the next reg- ular meeting. Fire Chief Marchi mentioned that it was necessary that adequate width iu the 300 foot long private roadway was necessary in order for his department to enter with their equipment in the event of a fire. Robert Miller of 711Kains Avenue, San Bruno, remarked ithat inas- much as the plans as submitted complied with the Healt~ and Safety Code as well as the Building Code of the City, he could! see no reason for not accepting the approvsl of the Planning COmmission. There being no objections, the Mayor's continuance of tihe matter ~o the next regular meeting was approved. USE PERMIT Resolution No. 1742 received from the Planniing Commis- sion recommending permission be granted for the request for a ~emporary construction sign 640 sq. ft. in area on Soutlh Airport Boulevard to advertise the new I.B.M. site, subject to ithe con- dition that the sign be removed in 60 days. Councilman Rocca moved, seconded by Councilman Bertucelli and regularly carried, that the recommendation of the Planuling Com- mission be approved and accepted. Inter-Office Memorandum dated June 12, 1964, from the Planning Officer recommending approval of the Tentative Map of SOuth San Francisco Industrial Park Unit 3B - Drawing No. 212-0307-20-D1 - subject to the following conditions: (1) Block numbers should be shown for each grouping of lots; (2) Traverse notes should be furnished showing all distances, bearings and closuries of the proposed subdivision; (3) Proposed cul-de-sac should b~ named, and statement furnished that this street is to be dediciated to ~he City of South San Francisco; (~) Public utilities !to be carried ou the south side of the cul-de-sac within the Street right of way; (5) In accordance with Section III, paragraph 3.31(h), proposed street lighting shall be indicated; i(6) 20- foot radii from the cul-de-sac right of way lines ou Loits 13 and 14 should be shown connecting tc the South right ofl way lines of Eccles Avenue; (7) Chapge public utility easement f~om cul- de-sac to 15-foot width; (8) Improvement plans filed ~ith the .~ity of South San Francisco containing the information ~as shown in the June 5, 196~, memo from J. City Manager Aiello declared the bids received, recommeindin~ award to the low bidder, after which Councilman Rozzi moved~ seconded by Councilman Rocca and regularly carried, that award be made to Volonte Motors as the lo, est bidder. After the letter had been read, Mayor Ahem commented that the in- stallation of signals as mentioned iu Assemblyman Ryan'S letter were not the ordinary type of signal but that these would be man- ually operated and that before reaching the signal an amber and red flashing signal would be actuated. Mr. Saclotes, present in the audience, expressed the thanks of ~he residents of that area to Council for their work in obtaining some form of traffic enforcement. Victor Boido congratulated the Council for holding over for fur- ~her study the matter of Use Permit Resolution No. 17~l. He com- mented that developers come into the City, build their buildings, and then leave the City with their peoblems. Mrs. Kinsey, 1276 Mission Road, brought to Council's attention The dust from the operations of the Cunco Ranch nearby as well as ~he smell and flies which come from the fertilization which takes place, stating that it creates an unhealthy condition which they have been putting up with a long time and which is becoming worse. She requested Council's assistance i3 alleviating this condition. Brief discussion followed, after which, there being no objections, Mayor Aheru referred the matter to t3e City Manager. Councilman Cortesi brought to Council's attention the deep ruts Ln the street along Railroad Avenue from Spruce Avenue to Orange Avenue near the railroad tracks whic3 were caused by large trucks going to and from the industrial pla3ts. He suggested that the City contact the property owners in ~n effort to alleviate this condition. A resident from the area of Sutton and Longford Avenues in Winston Manor brought to Council's attention the area to the entrance of the cemetery which is overgrown with weeds and requested the City's assistance in the removal and cleaning of these weeds. There being no objections, this was also referred to the City Manager by Mayor Ahem.
