Father Louis Facchino of Ail Souls' Parish appeared present at 8:07 p.m. and gave the invocation. Mayor Ahem declared the Public Hearin2 opened on the proposed vacation of a public utility easement ~ying within Block 16, Lot 29, South San Francisco Industrial Park Unit No. 3. He asked if a~/~ written protests had ~been received to which the City Clerk replied none had been received by his office. He then asked if ar~one presen~ .wished to register an oral protest. The City Attorney then explained the next resolution, after which Councilman Rozzi introduced: "A RESOLUTION ORDERING CHkNGES AND MODIFICATIONS - INDUSTRIAL PARK UNIT NO. 3". City Attorney Noonan explained the o~dinance which was ready for second reading and adoption entitled: "AN ORDINANCE APPROVING THE ANNEXATION OF CERTAIN UNINHABITED TERRITORY DESIGNATED iVALLEY PARK CENTER ANNEXATION~ TO THE CITY DF SOUTH SAN FRANCISCO". He then requested the ordinance be continued to the next meeting. There being no objections, Mayor Ahevn deferred the second read- ing and adoption to the adjourned regular meeting to be held on July 15, 1964. City Attorney Noonan explained the ordinance which was ready for its second reading and adoption, sta~iug that a motion could be adopted by Council if they so desired that reading of the ordi- rauce iu its entirety be wavied and ~hat it be passed and adopted by reading of the title only. Councilman Rocca so moved, seconded by Councilman Bertucelli and regularly carried. City Attorney Koonau then remarked that a motion could be adopted by Council that the ordinance entitled "ORDINANCE OF THE CITY OF SOUTH SAN FRANCISCO CONSENTING TO THE ESTABLISHMENT OF A PORTION OF HICKEY BOULEVARD EXTENSION WITHIN THE CITY .)F SOUTH SAN FRANCISCO AS A PART OF THE COUNTY HIGHWAY SYSTEM OF THE COUNTY OF SAN NATE0" be read for the second time by title an~ be passed and adopted, the reading~iu its entirety having been ~uly waived. Councilman Rocca so moved, seconded by Councilman Rozzi. A lengthy discussion followed, at whuch time the following spoke and offered their comments concerning the subject matter. Paul Kaufman of 109 Longford Drive mentioned the letter of protest ~hich he had filed, to which the City Clerk replied that this had been brought to the attention of the Council at au earlier meeting. Mr. Kaufmau then read the mentioned Letter. He then asked Director of Public Works Louis Goss a number of questions concermiug the drainage matter as it affected his property and the effect that any additional water would have on his property as a result of the Kickey Boulevard extension or the development of the surrounding residential area. Director of Public Works Louis Goss 5hen commented on the inspec- tion of the drainage pipe which he had made and the repairs which resulted. He likewise added that it had been determined that the danger no longer existed. Mayor Ahem remarked that this information concerning the matter of water and drain problems would be brought to the attention of the County Engineer. 616 ORDINANCE -- HICKEY BOULEVARD EXTENSION: ( CONTINUED ) ORDINANCE -- ELECTRICAL CODE ADOPTION: 2nd Re ading/Adoption Mr. John Saciotes commented on the ~.eeting which had been held with the members of the City Council and his group concerning the Hickey Boulevard extension. He alsc stated that they attended the County meeting in hopes that Collins Avenue would be considered as The extension route. He at this time submitted to members of the City Council and the City Clerk a statement of Summary of Findings requesting that a "No" vote be cast ou the adoption of the ordi- nance. Mr. Kaufman remarked that the people of the Serra Monte residen- tial district would not pay for the installation of a p!ipe iu South San Francisco to carry their ~ater, to which the City Manager ~eplied that no connection could be made without the Ci~ty's per- uission. Councilman Rocca commented that the hatter of the Hickey Boulevard extension had been studied many years ago by the County! and re- uarked that the record would show that Council approved this some three years previously. He further stated that Collins Avenue was not practical since it would create a dog leg fashion of alignment. Mr. Saciotes stated that the City of South San Francisco would not receive the full benefit in the extension of Hickey Boulevard and that further study should be given to this matter. Councilman Rocca remarked that the State would not grant aid to the Collins Avenue extension. Mr. John ~ne of 116 Dunman Way stated that the full facts had not been given, and commented that from ~he Resolution adopted by the Board of Supervisors that thirteen homes instead of seven were to be removed. He further stated that ~e was told only a Small tri- &ugular piece of his lot would be lost whereas his whole lot was to be taken. He also stated that the public was not furnished with the full facts. Mayor Ahem remarked that it appeared all of the facts were given since he had all of them in his statement. Discussion followed between the members of the City Council, City ~taff and representatives of the Winston Manor area at ~hich time the description of the area to be taken for the exte~alon of Hickey Boulevard was checked against the ordinance and it was ~etermined that it affected thirteen homes instead of seven. Mayor Ahem then stated that if ther~ were no objections the voting cn the ordinance would be held up since incorrect infor~atiou had been furnished Council. No objections were registered.
