The meeting was called to order by Mayor Patrick E. Aheru at
8:02 p.m.
Pledge of Allegiance to the Flag was recited, after which the in-
vocation was given by Reverend Paul P. Coleman of St. Veronica's
~hurch.

Mayor Aheru at this time made preser tation of service pins to
those employees of the City who had been employed for ten, fifteen
and twenty years. They were as follows:

After presentation, Mayor Aher% on behalf of himself and members
of the Council, congratulated those employees for theirlyears of
faithful service to the City.
Mayor Ahem asked if there was a motion approving the minutes of
the adjourned regular meeting of JuLy 15, 1964, and the regular
~eeting of July 20, 1964.
Councilman Rozzi moved, seconded by Councilman Rocca and regularly
carried, that the minutes of the adjourned regular meeting of July
15, 1964, and the regular meeting of July 20, 196~, be~approved as
submitted.
Mayor Ahem then asked if there was a motion approving the regular
claims as submitted for payment.
Councilman Rocca moved, seconded by Councilman Bertucelli and reg-
ularly carried, that the regular claims totaling $31,310.03 be
approved for payment.
Mayor Ahern then asked if there was a motion approving the claim
of Ben Mortara, Jr. for $60.00 for ~ecretarial services for the
Parking Commission as submitted for payment.
Councilman Rozzi moved, seconded by Councilman Rocca and regularly
carried, that the claim as submitted for Parking District No. l,
iu the amount of $60.00, be approved for payment.
Butler Road Assessment District Claims:

of $43.55 for legal advertisiu~ (Bids) for Butler Road Im-

Councilman Bertucelli moved, seconded by Councilman Rocca and reg-

Councilman Rozzi moved, seconded by Councilman Bertucelli and reg-
ularly carried, that the claim as submitted for the Sou!th San Fran-
cisco Marina be approved for payment.
City Attorney Noouau explained the first resolution whioh had been
prepared for Council action, after which Councilman RocCa intro-

3ity Attorney Noonan explained the text resolution entitled: "CITY
30UNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA - RESOLU-
TION AUTHORIZING THE EXECUTION OF A~' ADDENDUM AGREEMENT - MARCO WAY".
There being no objections, Mayor Ahem deferred this resolution to
~he next meeting pending receipt of the executed Addendum Agreement.
City Attorney Noonan briefly explair~ed the resolution which had been
prepared with regard to the Hickey Boulevard extension !insofar as it
concerned the tying into the City's storm drain of storm waters from
vhe area outside the City. He explained the methods bY which the
City could take its action with regard to the extension of Hickey
Boulevard. He commented that a letter had been received from the
developer of Serra Monte submitting statistics on their!water flow
and the method by which it would be taken care of, as well as another
letter from the Mayor of Daly City who assured the City:of their co-
operation iu this matter. He then stated that the resolution had
been prepared in order that the existing friendly and cooperative
atmosphere could be maintained with the neighborning cities.
Mayor Ahem at this time introduced James Fitzgerald, Chairman of
the Board of Supervisors, Joseph Verducci, recently elected Super-
visor, and County Engineer Don Wilson.
Further explanation followed by the 3ity Attorney who remarked that
the resolution placed on notice the City of Daly City ahd the County
that no connection to the City's sto?m drain would be permitted un-
til a study had first been made. He also stated that a~complete
check of all maps and other document~ regarding storm w~ters had not
been made but that the resolution could be adopted by COuncil if they
so desired. In the meantime, a study of these documents would be
made and still not hurt the good will of neighboring cibies and legal
entities by the adoption of this resolution.
Councilman Rozzi then introduced a resolution entitled: "CITY COUN-
CIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA - A RESOLUTION
GIVING NOTICE TO TEE COUNTY OF SAN M%TEO; THE CITY OF DALy CITY AND
OTHER PARTIES THAT THE CITY OF SOUTH SANFRANCISC0 WILLiNOT PERMIT
THE CONNECTION OF HICKEY BOULEVARD STORM DRAINS TO CITY,FACILITIES".
Roll call vote was as follows: Ayes. Councilmen Patrick E. Ahem,
Frank Bertucelli, Andrew Rocca, and Guido J. Rozzi. i

made his commitment on the matter and could not change his thinking.

City Attorney Noouan then suggested the followiu~ motion for Coun-
cil consideration: that it be moved that the Planning Officer and
the Director of Public Works confer with the County Engineer in or-
der to establish adequate space from the edge of the right-of-way
to the side property for planning and safety purposes. Councilman
Bertucelli so moved, seconded by Councilman Rozzi.

City Attorney Noonan then suggested that the record show that the
letter dated August 3, 1964,-[rom the Suburban Realty Company over
the signature of E. V. Schulhauser wherein it states the ~atter of
the flow of water, and the letter dated August 3, 1964,i from the
City of Daly City over the signature of Michael R. DeBernardi offer-
in~ their cooperation be made a part of the record. C0uucilman Rocca
moved, seconded by Councilman Rozzi that the two mentioned letters be
made a part of the record.

City Attorney Noouan then explained the ordinance couce!rnin~ the
extension of Hickey Boulevard which was ready for second reading
and adoption, stating that a motion could be adopted bY Council if
they so desired that readin~ of the ordinance in its e~tirety be
waived and that it be passed and adopted by reading of ithe title
only. Councilman Rocca so moved, seconded by Councilman Bertucelli
and regularly carried. City Attorney Noouan then remarked that a
motion could be adopted by Council that the ordinance e!ntitled:
"ORDINANCE OF THE CITY OF SOUTH SAN FRANCISCO CONSENTING TO THE ES-
TABLISHMENT OF A PORTION OF HICKEY BOULEVARD EXTENSION !WITHIN THE
CITY OF SOUTH SAN FRANCISCO AS A PART OF THE COUNTY HIGHWAY SYSTEM
'DF THE COUNTY OF SAN MATE0" be read for the second time! by title
and be passed and adopted, the readiu~ in its entirety ~haviu~ been
duly waived. Councilman Bertucelli so moved, seconded by Councilman
Rocca.
Under the question, the following persons spoke on the matter:
Mr. Elchiuoff, Attorney at Law representing the West W~nston Manor
residents, urged the Council to consider the effect the! extension
of Hickey Boulevard would have on the City as a cross liateral. He
also asked further study be made ou the matter of drainiage, comment-
ing that additional water would cause flood damage. Hei fur~er com-
mented that he understood that if the City did not appriove the ex-
zeusiou of Hickey Boulevard it woul6 not receive funds for the im-
provement of Chestnut Avenue.
At the request of Mayor Ahern, County Supervisor Chairman Fitzgerald
stated that the County has no commitment to the City on the matter.
Mr. Elchinoff called on Dan Murphy of 104 Sutton Avenue who stated
uhat at the conclusion of the last weeting he spoke to Mr. Fitz-
gerald who remarked that if Hickey Eoulevard was not approved the
City would not have the extension of Chestnut Avenue and all monies
would go to the southern end of the County.
]~. Fitzgerald replied that the remarks were not correct and what
he pointed out was the importance of improved roads. He stated if
zhis road could not be passed, the City would lose the monies in-
volved to some other city, which has happened in the past.
Mayor Aheru stated that never to his knowledge was a threat ever
imposed on the City over the extension of Hickey Boulevard and he
would be willing to subscribe this statement under oathl.
Mr. Elchiuoff at this time thanked Council for the =ons:ideratiou
shown him ou behalf of his clients.
City Attorney Noonau then briefly explained the study which had been
made concerning the matter of water drainage. Director of Public
Works Goss then commented on the discussio~conceruing the matter
of water drainage from the Serra Monte development which were held
with the subdivider and the Engineer for the City of D~ly City.
He commented that based ou preliminary plans the actual! runoff of
water would be uo more than what it is at the present tiime.
Mr. Paul Kaufmau, 109 Longford Drive, thanked Council for the check
made recently by the City on the storm drain near his property. He
commented that at no time did he me~tion the waters which would be
coming from Serra Monte and that he only mentioned the water which
would be coming from Hickey Boulevard.

Mr. Kaufman then made mention of the building of a dam to the rear
of Winston Manor for the retention of waters, which would create a
lak~. He also stated that the storw, drain on his property was there
illegally. He then asked about a future drain problem in his area
and as to where the water would drain. City Attorney Noonan briefly
explained this to Mr. Kauffman.
Mr. Kaufman asked as to which development would take place first;
Hickey Boulevard extension or Serra Monte subdivision, and was in-
formed by County Engineer Wilson that the timing ou the construc-
tion of the Junipero Serra Freeway, Hickey Boulevard extension and
Serra Monte development would be going on more or less at the same
time. Mr. Kaufmau stated the reason he asked was becaused he wished
to know if a connection for storm drainage waters was tlo be made to
'his manhole, to which the City Manager replied that the! resolution
stated uo connection was to be made.
City Attorney Noonan at this time explained to Mr. Kaufman the reso-
lution and what it proposed.
Mr. Saciotes, president of the West Winston Manor Community Asso-
ciation, remarked he was glad to see something done regarding the
matter of the drainage of storm waters. He again asked for the al-
ternate route and a no vote on the extension of Hickey !Boulevard.
He further remarked that if the Hickey Boulevard extension was
passed they would take every action necessary to stop it since he
:Felt not all of the facts were brought to light.
John Pene, 116 Duuman Way, asked County Engineer Wilson if Hickey
Boulevard was to connect to Hillside Boulevard, to which he replied
the Master Plan showed the connection. Mr. Pene then asked as to
the location, to which Mr. Wilson replied this had not :been deter-
mined but that it would be in the open area near the High School.
Mr. Pene at this time commented on a discussion he had !had with the
Arch Bishop's office in San Francisco concerning the property recent-
ly acquired by them in the City of ¢olma for cemetery purposes and
remarked that if this area was not available, it could not be used
for highway purposes.
Mr. Wilson commented that while it bas true that acquisition of cem-
etery property could not be acquired through eminent dOmain it could
'se acquired through negotiation, just as in the case of the acquisi-
tion of property from the Chinese Cemetery for the Hickey Boulevard
extension.
Mr. Elchinoff at this time polled the members of the Council as to
their feelings if the extension of Kicke~ Boulevard had to be routed
through either Evergreen Avenue or Holly Avenue in SunShine Gardens.

FAMILY RESIDENTIAL DISTRICT OR R-3 DISTRICT AND AMENDING ORDINANCE
NO. 353AS AMENDED ENTITLED ~ZONING ORDINANCE OF THE CiTY OF SOUTH
SAN FRANCISCO¥ PASSED AND ADOPTED AUGUST 10, 1954".
No objections being registered, Mayor Ahem continued the second
reading and adoption of the ordinance to the next regular meeting
pending receipt of the Nolte report.
The next item was the 2nd reading ar.d adoption of the ordinance en-
titled: "AN ORDINANCE REZONING THE PARCELS DESCRIBED HEREIN AND
KNOWN AS THE BRUSC0 AND CASSINELLI PARCELS RESTRICTED MULTIPLE FAM-
ILY RESIDENTIAL DISTRICT OR R-3 DISTRICT AND AMENDING ORDINANCE NO.
353 AS AMENDED ENTITLED 'ZONING 0RDZNANCE OF THE CITY OF SOUTH SAN
FRANCISCO' PASSED AND ADOPTED AUGUST 10, 19~".
No objections being registered, Mayor Ahem continued the second
reading and adoption of the ordinance to the next regular meeting

City Attorney Noonan explained the ordinance which was ready for
its second reading and adoption, stating that a motion could be
adopted by Council if they so desired that reading of the ordinance
in its entirety be waived and that it be passed and adopted by the

a recorded deed showing ownership of bhe full 24.91 ft, of frontage;

A new Use Permit under Resolution No. 1758 having been issued and

from the Planning Officer requesting the rescinding of~Use Permit
No. 1740, uo action ou this Use Pernit was taken and the Use Permit
ordered rescinded.
Letter dated July 21, 1964, received from the County of San Mateo
Board of Supervisors concerning the Regional Planning Committee
for San Mateo County and requesting Council to designate one of
their members to this Committee and urging the Planning Commission
to appoint someone from their group.
Mayor Ahem requested that Chairman Fitzgerald be notified that an
appointment would be forthcoming.

The following application was received from the Department of
Alcoholic Beverage Control:
Application filed by Daniel Preffer and
James Charles McAsey, Jr. for Ch-Sale
General (public premises) at The Manor
House at 107 Hickey Boulevard.
There being no objections, Mayor Ahem ordered the report placed
on file.
There being nothing further, Mayor Ahem asked if any member of the
Council had anything they wished to offer under Good and Welfare.
.~ouncilman Cortesi asked why the Plsnning Commission denied permis-
sion to Mr. James Hubrel to construct a second home on the rear of
uis property when there were other such permits granted. Mayor
Ahem commented that what Mr. Cortesi was referring to was the ear-
lier resolution of the Planning Commission which recommended denial
and which had been rescinded. He stated that a second resolution
had been received from the Planning Commission recommending approval
and that Council had acted earlier o~ this recommendatiOn, granting
5hem permission.
Councilman Rocca asked about the new library, stating that it was
not progressing as rapidly as it should. He requested the City
Manager to have it expedited as quickly as possible.
City Manager Aiello remarked that he had spoken to Mr. Paul Markling
and that the design work was proceeding. He stated thait Mr. Mark-
Ling had five people ou his staff working full time on this. It
appeared the hold up was with the Civil Defense office and that as
soon as the matter of the Emergency Operating Center, which was to
be located in the basement of the library, had been cleared the de-
sign would move more rapidly and the City could call for bids.
Mayor Aheru then asked the City Manager to see what he could do to
expedite the matter.
There being nothing further, and at the request of City Attorney-
Noonan, Councilman Rocca moved, secomded by Councilman Rozzi and
regularly carried, that the meeting be adjourned to Monday, August
lO~ 1964, at 5:30 p.m.
