Councilman Rozzi moved, seconded by Councilman Rocca and regularly carried,
that the minutes of the regular meeting of ~ovember 16, 1964, and adjourned
regular meeting of November 23, 1964, be approved as submitted.
~ayor Ahem then asked if there was a motior approving the regular claims as
submitted for payment.
Councilman Bertucelli moved, seconded by Councilman Rozzi and regularly carried,
that the regular claims totaling $80,292.19 be approved for payment.
4ayor Ahern then asked if there was a motior approving the claims for Parking
District No. 1 as submitted for payment.
Councilman Rocca moved, seconded by Councilnan Rozzi and regularlyCarried,

$1,742.31 for Construction Surveys for the month of October, 1964 -

The Lowrie Paving Co., Inc. claim datec November 30, 1964, in the
amount of $33,016.05 for Progress Billing No. 3 for work performed
to November 30, 1964 - Butler Road Improvement Project.

Enterprise Press claim dated November 18, 1964, in the amount of
$14.80 for legal advertising.

3ity of South San Francisco Municipal Improvement Bonds of 1963 - Construction
F~nd Claims:
Pacific Cement & Aggregates, Inc. claims dated October 26th, 27th,
and 28th, 1964, totaling $1,733.42, for delivery of Road Rock to
the Sewage Disposal Plant.
~ouncilman Rocca moved, seconded by Councilman Bertucelli and regularly carried,
that the claims as submitted for City of So,th San Francisco Municipal Improve-
aent Bonds of 1963 - Construction Fund be approved for payment.
Tae next item for Council attention was the continued Public Hearing on the
Solomon-Mabie Annexation. Mayor Ahern agair, asked if there were any written
mrotests received, to which the City Clerk replied none had been received by
his office. The Mayor then asked if anyone present wished to register an oral
protest. There being none, Mayor Ahern decLared the Public Hearing closed.
~yor Ahem declared the Public Hearing oper.ed on the Resolution of Intention
to make changes and modifications to Cabot, Cabot & Forbes Industrial Park,
Jnit No. 1, asking if any written protests had been received, to which the
City Clerk replied none had been received by his office. The Mayor then asked
if anyone present in the audience wished to register an oral protest. There
being none, Mayor Ahern declared the Public Hearing closed.

The next item for Council attention was the Bid Opening for the Sale !of Improve-
me~t Bonds for the Butler Road In~rovement Project. At the request .of the Mayor
the bids received were opened and read hy the City Clerk. They were then given
to Miss McElligott of the law firm of Wilson, Harzfeld, Jones and Morton for
caecking and report to Council.
Ivter-Offtce Memorandum dated December 2, 1964, received from the City Manager
s'~bmitting con~ilation of bids for janitorial services to be provided for the
P~lice Station, Library and Magnolia Recreation.
City Manager Aiello declared the bids received, after which he recommended the
award be made to the A-1 Progressive Maintenance Co, Councilman Rocca moved,
seconded hy Councilman Rozzi and regularly c~rried, that. award be made to the
A-1 Progressive Maintenance Co. as the low htdder.
City Attorney Noonan explained the first resolution ready for Council's atten-
tion, after which Councilman Bertucellt introduced: "A RESOLUTION ORDERING
C~ANGES AND MODIFICATIONS - CABOT, CABOT & FORBES INDUSTRIAL PARK, UNIT NO. 1".

Bids received, recommending award he made to Kennedy Electric Company.
City Attorney Noonan then explained the resolution which had been prepared,
after which Councilman Rocca introduced: "CLTY COUNCIL, CITY OF SOUTH SAN
FRANCISCO, STATE OF CALIFORNIA - A RESOLUTIOF OF AWARD OF CONTRACT - FIRE ALARM

City Attorney Noonan explained the ordinance which had been prepared and was
ready for first readingyand introduction, s~attng that if Council wished a
motion could be adopted that reading of the ordinance in its entirety be waived

only. Councilman Rocca so moved, seconded by Councilman Bertucelli and regu-

City Attorney Noonan then stated that a motion could be adopted that an ordi-

The next item for Council attention, continued from a previous meeting, was
~esolution No. 1785 of the Planning Commission entitled~ "RESOLUTION OF THE
~LANNING CO~MISSION OF THE CITY OF SOUTH SA~ FRANCISCO RECOMMENDING TO THE
$ITY COUNCIL ON THE ACCEPTANCE OF THE FINAL SUBDIVISION MAP OF SOUTH SAN FRAN-
CISCO INDUSTRIAL PARK UNIT 3B AS SUBMITTED BY CABOT, CABOT & FORBES".
At the request of the developer, Cabot, Cabot & Forbes, Mayor Ahern deferred
t~is item to the next regular meeting of the City Council.
T~e next item, continued from the previous meeting, was Use PermitResolution
Ho. 1803, as applied for hy Gus and Ann Nodaros, requesting permission to con-
struct a second single family residence on rear of lot at 674 Miller Avenue in
an R-2 district. Accompanied by Inter-Office Memorandum dated December 2, 1964,
from the Planning Commission recommending denial.
Mayor Ahern at this time asked concerning the matter of a Public Hearing, to
which the City Attorney replied that the Zoning Ordinance required.the setting
of such hearing and if Council wished, the hatter could be scheduled for a
hearing on December 21, 1964. Mayor Ahem ~hen ordered the Public:Hearing -
set for December 21, 1964.
Planning Commission Resolution No. 1799 entltled= "A RESOLUTION OF THE PLAN-
~ING COMMISSION OF THE CITY OF SOUTH SAN FRANCISCO RECOMMENDING TO!THE CITY
COUNCIL APPROVAL OF AN AMeNDMeNT TO ZONING ORDINANCE NO. 353, AS A~NDED, SO
~.$ TO DELETE THE RESIDENTIAL USES IN SECTION 4.4 OF SAID ZONING ORDINANCE AS
INITIATED. BY SAID PLANNING COMMISSION RESOLUTION NO. 1786".
Accompanied by~ Resolution No. 1786, Summary of Hearings, Planning Officer's
Report, and Findings of Fact.
Mx. Robert S. Weber, Attorney with the firm of Ross and Weber, spoke, comment-
~ng that he represented the interest of Sunset Oil who were the owners of the
Tanforan property and who felt they would be vitally affected by this amend-
ment. He further commented that he had bee~ called by the owners today from
Los Angeles, asking that he request Council to continue the matterover for
one more meeting so that his client could make their presentation.. Mayor
Ahern replied that this presentation could ~e made at the Public Hearing, to
which Mr. Weber replied they could make such presentation at that time.
City Attorney Noonan commented that the mat=er required the setting of a Pub-
].ic Hearing and that this could be set for a meeting in Januaz7 or, next year.
Councilman Bertucelli moved, seconded by Councilman Rozzi and regularly car-
ried, that the Public Hearing he set for the meeting of January 18, 1965.
Inter-Office Memorandum dated November 23, .964, from the Planning:Commission
Secretary concerning the request from Bell 21ectrical Signs, Inc. for an in-
terpretation of conditions of Use Permit No. 948. Accompanied hy letter dated
September 4, 1964, from Ken F. Royce.
Councilman Rozzi moved, seconded by Councilman Bertucelli and regularly carried,
~hat the recommendation of the Planning Commission be approved and accepted and
~hat the restrictions on Sign Use Permit No. 948 stating "providin~ the sign is
used for advertising International Inn and ~otel only" be deleted and provisions
of Ordinance No. 455 be complied with.
The next item for Council attention concerned the proceedings for forming a
reclamation district and assessment district in Cabot, Cabot & Forbes Indus-
nrial Park, Unit No. 2.
City Attorney Noonan asked Council if they would consider adjoura~i~g this to
next Monday to consider the starting of this matter as he and Mr. Wilson had
~eached a method of procedure which would be. agreeable to both the City and
~he developer.
Mayor Ahern then adjourned the matter to th~ meeting to be!held Monday, Decem-
ber 14, 1964, at 7530 p.m.
Claim against the City in the amount of $75.37 as filed by Elmer G. Karcich
of 532 Cherry Avenue, San Bruno, alleging damages to his vehicle by a City
owned truck in an accident at Grand and Linden Avenues.
Councilman Rocca moved, seconded by Councilman Bertucelli and regularly carried,

Claim against the City in the amount of $50,000.00 general damages, plus approx-

City Attorney Noonan remarked that the Attorney for the applicant was present
=his evening to speak in his client's behalf. Mr. Floyd Demanes, Attorney at
Law, remarked that they were not prepared tm make a presentation ak this time
and that this was the reason for their request that the Public Hearing be set
for the meeting of January 18, 1965.
Councilman Rocca then moved, seconded by Councilman Rozzi and reguJlarly carried,
=hat the Public Hearing be set for the meeting of January 18, 1965. Councilman
Cortesi abstained from voting, commenting t~at it was because of ai conflict of
interest.
VARIANCE Resolution No. 1808 from the Planning Commission recommending denial
for the request to allow four dwelling units on 3,500 sq. ft. of land area in-
stead of required 4,000 sq. ft. in the 600 ~loCk on Commercial Avenue, Lot 24,
Block 97, in an R-3 district.
Accompanied byletter dated November 27, 1964, from H. B. Clews of the G. R. D.
Co. requesting an appeal on the decision of the Planning Commission.
Councilman Rocca moved, seconded by Councilman Rozzi and regularly carried,
=hat a Public Hearing be set for the meeting of January 18, 1965.
USE PERMIT Resolution No. 1809-A (rescinding Resolution No. 1809) from the
Planning Commission recommending denial for the request to permit the sale of
&lcoholic beverages within 200 feet of a residential district and for a pizza
hut for commercial use in a "U" district, o~ a portion of Lot 2, Block A,
Country Club Park.
Councilman Bertucelli moved, seconded by Councilman Rozzi and regularly carried,
that the recommendation of the Planning Con~nission be approved andaccepted.

on the rear of lot at 831 Baden Avenue in an R-2 district.
Councilman Rozzi moved, seconded by Councilman Rocca and regularlycarried,
that the recommendation of the Planning Commission he approved and~accepted.
Inter-Office Memorandum dated December 2, 1964, from the Planning Commission

to Subdivision Ordinance No. 297.
Discussion followed, at which time City Attorney Noonan commented that the
Tentative Map of Willow Gardens could stand approved upon the granting by the
Planning Commission of the Variance applied for. Councilman Bertucelli so
moved, seconded by Councilman*Rocca and regularly carried.
Resolution No. 1811 from the Planning Commission entitled, "A RESOLUTION OF THE
PLANNING COMMISSION OF THE CITY OF SOUTH SA~ FRANCISCO RECOMMENDIMG TO THE CITY
COUNCIL APPROVAL OF USE PERMIT OF PEDEMONTE PROPERTIES, INC. (WILLOW GARBENS) TO
PERMIT A PLANNED UNIT DEVELOPi~ENT IN AN R-3 DISTRICT ON WILLOW AVENUE CONTAINING

Accompanied by, Findings of Fact, and Inter-Office Memorandum from the Planning
Commission approving exceptions to SubdivisLon Ordinance and approval of Tenta-
tive Map for Willow Gardens, subject to the conditions outlined in Resolution
~o. 1811.
City Attorney Noonan suggested that the Use Permit Resolution be held over to
the next regular meeting pending receipt of the Variances from the Planning
Commission. There being no objections, Mayor Ahem so ordered.
JSE PERMIT Resolution No. 1812 from the Planning Commission recommending per-
=ission be granted for the request to erect a duplex on rear of lot, forming a
d~elling group, at 637 Commercial Avenue in an R-3 district, subject to the fol-
lowing conditions, (1) Carport be deleted, &nd all garages to have!garage doors;
(2) That applicant comply to the recommendation of the Director of.Public Works
regarding the erection of any portion of the building over the sewer line.

Irter-Offtce Memorandum dated December 2, 1964, from the Planning C~mmisston
recommending approval for the request of Morro Galeottt to amend Use Permit
Resolution No. 1745 to approve new building plans for 24 units on Mission Road,
scbJect to the conditions contained tn the o=lgtnal Use Permit.
Councilman Rozzi moved, seconded by Councilman Bertucelli and regularly carried,
that the recommendation of the Planning Con~nfssion be approved and accepted.
Irter-Office Memorandum dated December 2, 1964, from the Planning Commission
recommending approval for the request of Guido Guaspari to amend use Permit
resolution No. 1228 to allow sign at Spruce and Mayfair Avenues to be increased
~ feet in height.
Councilman Rozzi moved, seconded by Council~m Bertucelli and regularly carried,
that the recommendation of the Planning Commission be approved and accepted.

There being no objections, Mayor Ahem ordered the reports accepted and placed
or file.
There being nothing further, Mayor Ahern asked if any member of the Council had
anything they wished to offer under Good and Welfare.
Councilman Bertucelli requested the adoptlon of a Resolution conmending Coach
Rcy DeJang, his staff, the team and players of the South San FranciSco Football
Team on the occasion of their championship; Aaving been unscored and unbeaten
in any of their games. He then introdtced a Resolution entitleds "CITY COUNCIL,
CITY OF SOUTH SAN FRANCISCO, STATE OF CALIF~{NIA - A RESOLUTION COMMENDING THE
CCACH, STAFF AND TEAM OF SOUTH SAN FRANCISCO HIGH SCHOOL FOR THEIR OUTSTANDING
ACHIEVEMENT DURING THE PAST YEAR".
Roll call vote was as follows~ Ayes, Councilmen Patrick E. Ahem, Frank
Bertucelli, Emilio Cortesi, Andrew Rocca, and Guido J. Rozzi.

Councilman Bertucelli then suggested that no public dumping be allowed at the
City dump. Discussion followed, at which tine Mayor Aborn suggested the matter
be studied by the Council. Councilman Rozzi suggested the matter b~ referred
tc the City Manager for further study. Councilman Bertucelli stated that a
~reat number of outsiders are dumping at the City dump, that they lose their
loads along the way, littering the streets, and that this was the reason for his
scggestion. After discussion it was agreed =he matter be left for further Coun-
cil study.
kiss McElligott of the firm of Wilson, Harzf, ld, Jones and Morton at this time
stated that the review of the bids received flor the sale of the Butler Road
Improvement Bonds indicated the bid of Stone & Youngberg was the best bid and
recommended award to that firm. She explained the resolution, afte~ which Coun-
cilman Rozzi introduceds "A RESOLUTION AWARDING SALE C~ BONDS - BUTLER ROAD
I~LPROVEMENT PROJECT".

~r. Robert Menicucct of the G. R. D. Co. stated that it was not theitntent of
their letter to appeal for a Public Hearing on their Variance Resolution No.
1808, but rather to have it referred back to the Planning Commission. He stated
that they had spoken to the Planning Commission about their revisediplans which
they felt would be agreeable to the Planning Commission and requested the matter
be referred back to them.

that Council's earlier action be rescinded and the Variance Resolution be re-
ferred back to the Planning Commission.

Rozzi and regularly carried, that the meeting be adjourned to DeceegOer 14,
1964, at 7830 p.m.
