'that the minutes of the regular meeting of December 7, 1964, be approved as
submitted.
~ayor Ahern then asked if there was a motion approving the regular claims as
submitted for payment.
Councilman Rocca moved, seconded by Councilman Rozzi and regularly carried,
'that the regular claims totaling $22,530.§? be approved for payment.
~ayor Ahern then asked if there was a motion approving the claims .for Parking
District No. 1 as submitted for payment.
Councilman Rozzi moved, seconded by Councilman Rocca and regularly carried,
that the claims for Parking District No. 1, totaling $4,754.31 be approved

Department of Parks and Recreation claim dated September 1, 1964, in the
amount of $1,359.90 for principal and interest due on Small Craft Harbors
planning loan.
Councilman Rozzi moved, seconded by Council~an Rocca and regularly carried,
=hat the claim as submitted for the South San Francisco Marina be approved for
payment.
Mayor Ahern declared the Public Hearing opened on Planning Commission Use Permit
Resolution No. 1803 as applied for by Gus a~d Ann Nodaros, requesting permission
~o construct a second single family residence on rear of lot at 674 Miller Ave-
nue in an R-2 district. He asked if any written protests had been received, to
which the City Clerk replied none had been meceived by his office.: ~ayor Aborn
~hen asked if anyone present in the audienc~ wished to register anoral protest.
There being none, Mayor Ahem declared the =ublic Hearing closed.
Councilman Rocca moved that the City Council find and determine that the use
sought is not detrimental to the health, safety, peace, morals or general wel-
fare of persons residing or working in the ~eighborhood and will not be detri-
nental or injurious to property or improvem~nts in the neighborhood or to the
general welfare of the City and that the Us~ Permit applied for be granted on
=he terms and conditions set forth on the plat submitted byMro and IArs. Gus
Nodaros, 674 Miller Avenue, South San Francisco, which plat shall be attached
~o the Use Permit as "Exhibit A". Councilman Rozzi seconded the mOtion, and it
was unanimously carried.
The next item for Council attention was a P=oclamation concerning ,'Experiment
tn International Living".
At the request of the City Attorney, Mayor Ahem deferred this item to the meet-
lng of January 4, 196§.
City Attorney Noonan explained the first resolution which had been. prepared for
Council's attention, after which Councilman Rozzi introduced~ "CITY COUNCIL,

City Attorney Noonan explained the first ordinance which was ready for second
reading and adoption, stating that a motion could be:adopted by Council fi they
so desired that reading of the ordinance in its entirety be waived and that it
be paseed and adopted by the reading of title only. Councilman Rocca so moved,
seconded by Councilman Rozzi and regularly carried.
City Attorney Noonan then remarked that a motion could be adopted by Council

There belng no objections registered, Mayor Ahem deferred the second reading

session meeting and that pending receipt of the reports from the City department

Tae next item for Council attention was the hatter of payment of acquisition of
:right of way service for Cabot, Cabot & Forbes Industrial Park, Unit N~, 1.
A~ the request of the developer, this item~as held overlpending receipt of the
documents from Mr. Wtlson's office, attorneys for the project.
Letter dated December 16,1964, from Brady Constructors requesting extension of
~Cme to December 21, 1964, on the Waste Treatment Enlargement project. This was
accompanied by letter dated July 27, 1964, from Jenks & Adamson recommending the
contract completion date be July 17, 1964.
DLscusston followed, at which time mention was made by Director of Public Works
Louis Goss concerning the matter of penalty orovisions. City Manager Aiello
=hen commented that he had spoken to Mr. Bra.~y, recon~nending that the ~atter of
~he penalty provisions be held over for a meeting to be held between Mr. Brady,
CLty representatives, and the project engineers, at which time this matter would
be discussed.
There being no objections, Mayor Ahern so ordered.
VARIANCE Resolution No. 1815 from the Planning Commission recommending permis-
sLon be granted for the request for variances into required ~0 foot rear yards
on the following lots in Westborough Unit No. 3~ Lot 24, Block 30~ Lot 20,
Block 30; Lot 8, Block 29; Lot 19, Block 2~; Lot 4, Block 28; Lot 20, Block
26; Lot 23, Block 30; Lot 19, Block 30; Let 20, Block 28; Lot 6, Block 28;
Lot 21, Block 26 - in an R-1 district, subject to the following conditions~
(1) Any front yard variances will have to be ~heard at a separate public hearing;

Discussion followed, at which time City Atto=ney Noonan suggested to Council the
fcllowtng motion~ "That the variances as re¢oa~nended by the Planning Commission

v=riances apply to the lots as they presently exist in the "U" district."

VARIANCE Resolution No. 1816 from the Planning Commission recommending permission
be granted for the request to allow an accessory use (swimming pool) to be erected
3 feet from existing home instead of required 10 feet at 237 Manor Drive in an
R-1 district, subject to the following conditions= (i) A hand railing to be con-
structed on the NW corner of the pool where it is 3 feet from existing dwelling;

Councilman Rozzi moved, seconded by Councilman Rocca, that the recommendation
of the Planning Commission be approved and accepted.
L nder the "question" Councilman Rocca asked if in granting this variance, and
an accident occurred at the swimming pool, would the City be responsible. City
Attorney Noonan replied that this was on pr.rate property and did not involve
the City,
Motion as made and seconded was regularly carried.
VARIANCE Resolution No. 1817 from the Planning Commission recommending denial
for the request to permit a 3 foot side yard instead of required 4 foot side
yard at 51 San Felipe Avenue, in an R-1 dis=tic,. Accompanied by Planning

Councilman Rocca moved, seconded by Council mn Rozzt and regularly carried,
that the recommendation of the Planning Com~ission be approved and accepted.
VARIANCE Resolution No. 1818 from the Planning Commission recommending permission
be granted for the request to permit various reduced lot sizes in Willow Gardens
Planned Unit development - Lot and Block nu~ers attached as "Exhibit A".

session meeting and that pending receipt of the reports from the City department
heads, to be studied by Council, the matter would be continued to an adjourned
seeting which was tentatively scheduled for 5=30 p.m. on Wednesday, December 23,

VARIANCE Resolution No. 1819 from the Planning Commission recommending permission
be granted for the request to reduce distance between buildings tozero instead
of required 10 feet in a Planned Unit develepment (Willow Gardens) - Lot and

=ion had been prepared on this matter and ex3lained the resolution. Councilman

FORTH IN THEIR RESOLUTION NO. 1821".
Director of Public Works Goss at this time requested that one additional require-
nent be made that the applicant agree to pay his fair share for the installation
of curb, gutter and sidewalk on E1Camino Real.
City Attorney Noonan suggested that the applicant be requested to make such in-
s=allation or elect to discharge them througa payment of an assessment. The
D~rector of Public Works then commented that this work could not beidone at this
=:me since E1Camino Real was to be widened. He suggested a temporary driveway
Eot the present. City Attorney Noonan commented that this could be!incorporated
in the resolution. Councilman Rozzi accepted the amendment as proposed.
