HomeMy WebLinkAboutMinutes 1964-12-23ADJOURNED REGULAR MEETING OF THE CITY COL NCIL OF THE CiTY OF SOUTH SAN FRANCISCO HELD MONDAY, DECF.~BER 23, 1964 TIME, PLACE, GALL TO ORDER, ROLL CALL, WILLOW GARDENS PLANNED UNIT DEVELOPMENT, RESOLUTION NO. 4113 GRANTING VARIANCES WILLOW GARDENS, RESOLUTION NO. 4114 GRANTING USE PERMIT WlLLOW GARDENS, 5,30 o.m. Council Chambers, City Hall The meeting was called to order by Mayor Patrick E. Ahern at 6,31 p.m. Present, Absent~ Councilmen Patrick E. Ahern, Frank Bertucelli, Emilio Cortesi, Andrew Rocca, and Guido $. Rozzi. None. City Attorney Noonan mentioned that the first items on the Willow Gardens Planned Unit development concerned the matter of variance applications. Dis- cussion followed, at which time Mayor Ahem commented that before Council action was taken, was the City staff satisfied with this development. City Attorney Noonan remarked that the developers had met the legal require- ments of the zoning and subdivision laws if the variances and exceptions are granted. Further discussion followed by the City Attorney concerning the de- velopment, after which Councilman Bertucelli asked the Police Chief for comments, to which the Police Chief replied that the project itself met the standards of his department. Mr. Pedemonte, the developer, stated that he would comply with all of the City's standards. ~ouncilman Rocca remarked that mention had been made some time previously con- cerning the matter of sidewalks; asking if this had been worked out. Director of Public Works Goss answered that it had not been worked out to this time. 3tscussion followed concerning rolled curbs, as well as sidewalks, after which Mr. Pedemonte replied that anything the City desired would be installed, in- cluding the sidewalks. FJrther discussion followed concerning the effect of sidewalk installation to t~e develomment, at which time the Engineer for Mr. Pedemonte stated that in- stallation of sidewalks would reduce the green area and restated Mr. Pedemonte's earlier remark that they would do anything the City wished. Lengthy discussion then followed concerning the development itself, as well as the installation and financing of a storm drain to take care of the storm waters ~ich would come as a result of the development. Mr. Pedemonte requested that the City contact the adjacent property owners to be affected rather than himself, a~d that in the event the City was.unable tc get cooperation of the adjacent =roperty owners he would make such installation and then attempt to recoup some =f his monies from those who would be benefited by such an installation. After discussion, City Attorney Noonan explained the first resolution which granted variance resolutions as follows, Planning Commission Resolution No. 1818, recuesting permission to permit reduced lot sizes in Willow Gardens Planned Unit development - Lot and Block numbers as 3er attached Exhibit "A". Olanning COmmission Resolution No. 1819, recuesting permission to reduce dis- tance between buildings to zero instead of zequired 10 feet in a PLanned Unit development - Lot and Block numbers as per attached Exhibit "A". Planning Commission Resolution No. 1820, reouesting permission to permit front a~d rear yard setback variances in Willow Gardens - Lot and Block numbers as =er attached Exhibit "A" and Exhibit '°B". After explanation, Councilman Bertucelli introduced a resolution entitled, "CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA - A RESOLUTION G~ANTING VARIANCES - WILLOW GARDENS PLANNED iNIT DEVELOPMENT". ~oll call vote was as follows~ Ayes, Councilmen Frank Bertucelli, ~milio Cortesi, A~drew Rocca, and Guido J. Rozzi. Mayor Ah~rn voted "No", commenting that he felt that the area could have been developed to a better use for boith the City a~d Mr. Pad,monte. Absent, none. City Attorney Noonan then explained the next resolution which concerned Planning Commission Resolution No. 1811 entitled~ "A RESOLUTION OF THE PLANNING COMMIS- SiON OF THE CITY OF SOUTH SAN FRANCISCO RECO~IENDING TO THE CITY COUNCIL APPROVAL OF USE PERMIT OF PEDENONTE PROPERTIES, INC. [WILLOW GARDENS) TO PEP~IT A PLANNED UNIT DEVELOPMENT IN AN R-3 DISTRICT ON WlLLO¥ AVENUE CONTAINING 8.77 ACRES". [Properties of Brusco, Casstnellt and Giseldini) Councilman Rocca then introduced a resolutio~ entitled, "CITY COUNCIL, CITY.OF $,~UTH SAN FRANCISCO, STATE OF CALIFORNIA - A RESOLUTION GRANTINGUSE PEP, NIT HiLLOW GARDENS PLANNED UNIT DEVELOPMENT". Roll call vote was as follows~ Ayes, Councilmen Frank Bertucelli, Emilio Cortesi, Amdrew Rocca, and Guido J. Rozzi. Noes, Councilman Patrick E. Ahern. Absent, hone. 700 RESOLUTION NO. 4115 APPROVING FINAL NAP WILLOW GARDENS{ REVISED SITE PLAN WILLOW GARDENS{ RESOLUTION NO. 4116 GISELDINI ShiNER EASEMENT - WlLLOW GARDENS{ RESOLUTION NO. 4117 WA~ER SERVICE - CABOT, CABOT & FORBES INIXISTRIAL PARK, UNIT NO. is COMMENTS - MR. PEDEMONTE s ADJOURNMENT, Cfity Attorney Noonan explained the third resolutton which concernedPlanning Co~uission Resolution No. 1824 entitled{ "A RESOLUTION OF THE PLANNING COMMIS- SZON OF THE CITY OF SOUTH SAN FRANCISCO RECCMMENDING TO THE CITY COUNCIL AP- PROVAL OF THE FINAL SUBDIVISION MAP OF WILLOW GARDENS". He remarked that this resolution approved the final map, accepted the easements and authorized the execution of the agreement and addendum agreement providing for off-site storm drain and the installation of sidewalks, cur=ing and driveways. This likewise concerned the Inter-Office Memorandum of the Director of Public Works dated December 16, 1964, concerning Willow Gardens Improvement Plans. Councilman Rozzi then introduced a resolutio~ entitled{ "CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA - A RESOLUTION APPROVING FINAL MAP - 'I-LLOW GARDENS". Roll call vote was as follows{ Ayes, Councilmen Frank Bertucelli, E~ilio Cortesi, Andrew Rocca, and Guido J. Rozzi. Noes, Councilman Patrick E. Ahern. Absent, ~oneo Council nexttook action on the Inter-Office Memorandum from the Planning Com- nLssion dated December 17, 1964, concerning the revised site plan for the. PLanned Unit development of Willow Gardens. Councilman Rocca mevedi, seconded by Councilman Bertucelli and regularly carried, that the recommendaLion of the PLanning Co~ission be approved and accepted. Councilman Ahern voted "No". Cflty Attorney Noonan then explained the resolution accepting a Grant Deed of Easement from Giuseppe Giseldini and Mary Gimeldini, after which Councilman Bertucelli introduced{ "CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO,~ STATE OF CALIFORNIA - A RESOLUTION ACCEPTING A GRANT 'DF EASEMENT FROM GIUSEPpE GISELDINI AND MARY OISELDINI FOR A STORM AND SANITARY SEWER LINE - WILLOW GARDENs". Roll call vote was as follows~ Ayes, Councilmen Frank Bertucelli, Emilio Cortesi, Andrew Rocca, and Guido J. Rozzi. Noes, Councilman Patrick E. Ahern. Absent, uone. C:ty AttOrney Noonan at this time brought to Council's attention a resolution which had been prepared by the law office of Wilson, Harzfeld, Jones & Morton, a=torneys for the Cabot, Cabot & Forbes Industrial Park, Unit No. 1., and which concerned the matter of water service. He r~quested Council's consideration so as not to further delay the developers. After explanation, Councilman Ber- =ucelli introduced a resolution entitled{ "A RESOLUTION OF THE CITY COUNCIL OF .-HE CITY OF ~OUTH SAN FRANCISCO AUTHORIZING ACQUISITION OF RIGHT OF: SERVICE FOR YATER SERVICE - CABOT, CABOT & FORBES INDUSTRIAL PARK, UNIT NO. 1". Roll call vote was as followss Ayes, Councilmen Patrick E. Ahern, Frank Bertucelli, Emilio Cortesi, Andrew Rocca, an~ Guido J. Rozzi. Noes, none. Absent, none. I,r. Pedemonte at this time expressed his thanks to the Council members for their consideration to his project and to the City's staff for .their deliberations and s=udies.
