Ahern at 8:03 p.m. PLedge of Allegiance to the Flag was recited. Due to the absence of Reverend Robert Nelson of Grace Covenant Church, no invocation was given. Present: Absent: Councilmen Patrick E. Ahern, Frank Bertucelli, Emilio Cortesi, Andrew Rocca, and Guido J. Rozzi. None. Mayor Ahem at this time asked if there was a motion approving the minutes of ~he regular meeting of January 18, 1965. Councilman Rocca moved, seconded by Councilman Rozzi and regularly carried, that ~he minutes of the regular meeting of January 18, 1965, he approved as submitted. Mayor Ahern then asked if there was a motion approving the regular claims as submitted for payment. Councilman Rozzi moved, seconded by Councilman Rocca and regularly carried, that ~he regular claims totaling $26,346.42 he aporoved for payment. Mayor Ahern then asked if there was a motion approving the claims for Parking District No. 1 as submitted for payment. Councilman Bertucelli moved, seconded by Councilman Rozzi and regularly carried, ~hat the claims for Parking District No. 1, totaling $61.27, he approved for ~ayment. 3utler Road Assessment District Claim: Wilsey, Ham & Blair claim dated December 31, 1964, in the amount of $741.70 for Construction Surveys - Butler Road - for the month of November, 1964. Councilman Rocca moved, seconded by Councilman Rozzi and regularly carried, that the claim as submitted for the Butler Road Assessment District he approved for 9ayment. Cabot, Cabot & Forbes Industrial Park, Unit No. 1 Claims: (a) (~) Wilsey, Ham & Blair claim dated January 14, 1965, in the amount of $2,889.46 for Construction Staking Services through December 31, 1964. Wilsey, Ham & Blair claim dated January 14, 1965, in the amount of $4,373.70 for Contract Administration, Resident Engineering and Inspec- tion Services through December 31, 196z. (c) A. Carlisle & Co. claim dated January 15, 1965, in the amount of $719.34 for printing of Improvement Bonds. (d) California Water Service Company claim dated January 13, 1965, in the amount of $343.81 - charges for relocating fire hydrant on East Grand Avenue. (e) Robert S. Cooper & Associates claim dated January 11, 1965, in the amount of $364.10 for inspection of site grading and trench backfill. Councilman Bertucelli moved, seconded by Councilman Rocca and regularly carried, that the claims as submitted for Cabot, Cabot & Forbes Industrial Park, Unit No. 1 he approved for payment,. City of South San Francisco Municipal Improvement Bonds of 1963 - Construction Fund Claim: Electro Rust-Proofing Corp. claim date( December 31, 1964, in the amount of $1,273.00 for installation of CathoCic Protection System ($963.67 to he paid hy South San Francisco and $309.33 to he paid hy San Bruno). He asked if any written protests had been received, to which the City Clerk replied none had been received by his office. The Mayor then asked if any- o~e present in the audience wished to register any oral protest. There being none, Mayor Ahem continued the Public Hearing pending receipt of the necessary documents from the Planning Com~nission. A representative of American Guild Homes, present in the audience, asked as to what documents were needed, towhich the City Attorney explained the documents still needed before final action. The next item for Council's attention was a Proclamation designating the week of February 21-28, 1965, as "Brotherhood Week". The Mayor so proclaimed. The next item was a Proclamation, sponsored by the Rotary Club, designating the meek of March 14-20, 1965, as "World Underst&nding Week". The Mayor so proclaimed. City Attorney Noonan explained the first resolution which had been prepared for Council action, after which Councilman Bertucelli introduced: "CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA - A RESOLUTION AUTHORIZING ACCEPTANCE OF A GRANT OF PUBLIC SERVICE EASEkENT - COUNTRY CLUB PARK SEWER EASE- NENTS". Roll call vote was as follows: Ayes, Councilmen Patrick E. Ahern, Frank Bertucelli, Emilio Cortesi, Andrew Rocca, ant Guido 3. Rozzi. ~oes, none. Absent, none. City Attorney Noonan then explained the resolution, after which Councilman Rocca ir.troduced= "CITY COUNCIL, CITY OF SOUTH SAM FRANCISCO, STATE OF CALIFORNIA - A RESOLUTION ADOPTING AND SUBMITTING A BUDGEt FOR EXPENDITURE OF STATE-ALLOCATED (ENGINEERING) FUNDS". Absent, none. inter-Office Memorandum dated January 21, 1965, from the Director of Public Works ~tbmitting plans and specifications, cost estimate and request to advertise for bids for the dismantling and reconstruction .Jr the existing gardener's shed on ~[iller Avenue at the Police Station site. City Attorney Noonan then explained the resolution, after which Councilman Ber- ~ucelli introduced: "CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALI- .--ORNIA - A RESOLUTION APPROVING PLANS AND SPECIFICATIONS, AUTHORIZING THE WORK AND CALLING BIDS FOR DISMANTLING AND RECONSTRUCTION AT MILLER AVENUE POLICE STATION SITE". City Attorney Noonan explained the next resolution concerning the rezoning of S~onegate Ridge. Brief discussion followed, at which time mention was made that 3ecause of the meetings held between the developers and the residents a satis- factory plan had been worked out. Councilman Rozzi then introduced the resolution entitled: "CITY COUNCIL, CITY O? SOUTH SAN FRANCISCO, STATE OF CALIFORNIA - A RESOLUTION DECLARING THE COUN- CIL'S INTENTION TO ESTABLISH A ZONING CLASSIFICATION AND AMENDING ZONING ORDI- NANCE NO. 353 AS AMENDED TO REZONE THE PARCEL HEREIN DESCRIBED AS PLANNED COM- ~3NITY DISTRICT OR P-C DISTRICT". aayor Ahem then expressed his thanks for tke discussion and meetings held be- tween the residents and developers so that the differences could be worked out to the satisfaction of those concerned. The City Attorney explained the next resolution. Mayor Ahern briefly commented cn the work of Mr. and Mrs. Druhn with the youngsters of the community through their Bow and Arrow Club, known as the Robin Hood Club. He stated that it would he hard to replace them on this type of activity with the youngsters. Mayor Ahern f~rther remarked that it was only because of Mr. Druhn's transfer due to his work that brought about this discontinuance. He expressed appreciation of the Council ~nd the residents of the City for their work. Councilman Bertucellt then introduced a resolution entitled5 "CITY COUNCIL, CITY OP SOUTH SAN FRANCISCO, STAIR OF CALIFORNIA - A RESOLUTION COMMENDING MR. AND MRS. ENIC DRUHN FOR THEIR CONTRIBUTIONS TO THE YOUTH AND WELFARE OF THE CITY OF SOUTH SAN FRANCISCO". Roll call vote was as follows: Ayes, Councilmen Patrick E. Ahern, Frank Bertucelli, Emilio Cortesi, Andrew Rocca, and Guido J. Rozzi. ~oes, none. Absent, none. City Attorney Noonan explained the next resolution. Mayor Ahern briefly commented that February 3, 1965, had been designated as Margaret Kiessling Day in honor of one of the City's oldest residents. Councilman Rozzi atl.this time introduced the resolution entitled5 "CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFOINIA - A RESOLUTION HONORING MRS. NE~RGARET HARRISON KIESSLING". Roll call vote was as follows: Ayes, Counci.men Patrick E. Ahern, Frank Bertucelli, Emilio Cortesi, Andrew Rocca, and Guido J. Rozzi. Noes, none. Absent, none. City Attorney Noonan explained the ordinance which was ready for second reading and adoption, stating that a motion could he adopted hy Council if they so de- sired that reading of the ordinance in its e~tirety be waived and that it he passed and adopted hy reading of the title o~ly. Councilman Bertucelli so moved, seconded hy Councilman Rocca and regularly carried. City Attorney Noonan then remarked that a motion could he adopted hy C~unctl that the ordinance entitled "AN ORDINANCE OF THE CITY OF SOUTH SAN FRANCISCO AMENDING ORDINANCE NO. 353 AS i~IENDED ENTITLED 'ZONING ORDINANCE OF THE CIIY OF SOUTH SAN FRANCISCO' PASSED AMD ADOPTED AUGUST 10, 1954, AND IN PARTICULAR AMENDING SECTION 4.44 THEREOF" i~e read for the second time hy title and he 3assed and adopted, the reading in ins entirety having been duly waived. T~e next item for Council attention was a Nctice of Public Hearing for the rezon- iug of the Magliocco-Gomez parcel of property from a P-1 District to a C-1 Dis- trict, scheduled for the City Council meetirg of February 15, 1965, Mention was ~ade that was for the information of Council only at this time. T~ere being no objections, Mayor Ahern ordered the Notice accepted and placed on file. ~onthly Reports were received from the following: City Clerk - December, 1964 Library - December, 1964 Police Department - December, 1964 County of San Mateo Department of Public Health and Welfare - Housing Survey - October, November and December, 1964. There being no objections, Mayor Ahern ordered the reports accepted and placed on file. GOOD AND WELFARE: DISTINGUISHED ACHIEVEMENT AWARD - CLEAN UP CAMPAIGN: DISCUSSION - CITY BUS SERVICE= CO~ENTS - ERIC DRUHNS: 7 REAPPOINTMENT - JACK FERRO LIBRARY BOARD: ADJOURNMENT: There being nothing further, Mayor Ahern asked if any member of the City Council had anything they wished to offer under Good and Welfare. There being none, Mayor Ahem brought to the attention of the Council and the audience the matter of the Distinguished Achievement Award which the City won for its Clean Up - Paint Up - Fix Up campaign, expressing the thanks of the City to everyone who helped in acuieving this award. He commented that this was the third year in a row that rue City had received such an award. Mayor Ahem then asked if any member of the ~udience had anything they wished to offer. Mr. Tony Montoyo of the Sunshine Gardens Subdivision brought to Council attention the matter of bus service within t[e City, stating that better bus ser- vice should be offered the residents of the community. He commented on the fre- quent breakdowns of the buses, as well as the need for repairs to the buses. A discussion followed after which Mayor Ahem commented that the City would do what- ever it could to help this matter. Mr. Mario Gagliolo of 760 Grand Avenue suggested for Council consideration the presentation of some form of plaque to Mr. ard Mrs. Eric Druhn for their work with the youth through their Robin Hood orgarization. Mayor Ahern then offered for confirmation the reappointment of Jack Ferro as a member of the Library Board. Councilman Rozzi moved, seconded by Councilm~n Rocca and regularly carried, that t3e Mayor's appointment he confirmed.
