T~e meeting was called to order by Mayor Patrick E. Ahern at 8:05 p.m.
Pledge of Allegiance to the Flag was recited. The invocation was given by
Reverend Robert A. Lundy of St. Paul's Methodist Church in place of Reverend
Donald Wertz of Good News Chapel.

At the request of the Mayor, City Attorney Noonan explained the resolutions and
commendations which had been prepared and which commended Susan Johndrow and
Marianne Evans, employees of the Buri Burl Branch of the Bank of America. He
then read the following resolutions and commendations in full:

Mayor Ahern then extended, on behalf of the Souncil and the residents of the City,
i~s commendation to Susan Johndrow and Marianne Evans and the Police Chief for
~heir part in the capture of the hank robbers.
Chief of Police Fabbri at this time introduced the branch manager of the Burl Burl
Branch of the Bank of America, Susan Johndro~, Marianne Evans and Mr. Johndrow,
father of Susan.
.Mayor Ahern at this time asked if there was a motion approving the minutes of the
regular meeting of February 15, 1965.
Councilman Rozzi moved, seconded by Councilman Bertucelli and regularly carried,
that the minutes of the regular meeting of Pehruary 15, 1965, he approved as sub-
mitted.
~ayor Ahern then asked if there was a motior approving the regular claims as sub-
~itted for payment.
Souncilman Rocca moved, seconded by Councilman Rozzi and regularly carried, that
t~e regular claims totaling $27,563.50 he approved for payment.
~ayor Ahern then asked if there was a motion approving the claims for Parking Dis-
trict No. 1 as submitted for payment.
3ouncilman Rozzi moved, seconded by Councilrlan Bertucelli and regularly carried,
that the claims for Parking District No. 1, totaling $144.89, he approved for
payment.
Butler Road Assessment District Claim:
The Lowrie Paving Co., Inc. claim datec February 9, 1965, in the amount of
$18,655.92 for Progress Billing No. 5 tFinal) for work completed to February
9, 1965, on the Butler Road Improvement Project.
Councilman Rozzi moved, seconded by Councilman Rocca and regularly carried, that
the claim as submitted for the Butler Road Assessment District he approved for
payment.

Councilman Bertucelli moved, seconded by Councilman Rocca and regularly carried,

he approved for payment.
City of South San Francisco Municipal Improvement Bonds of 1963 - Construction
Fund Claims:
(a)
Cima Construction Co., Inc. claim dated February 5, 1965, in the amount of
$3,619.17 for work completed on Earth Dike Lagoon at Sewage Treatment Plant
($2,739.73 to he paid hy South San Francisco and $879.44 to he paid hy San
Bruno).
Schlegel Mechanical Contractors claim dated January 26, 1965, in the amount
of $7,065.40 for steam generator and appurtenances at Sewage Treatment Plant
(5,722.97 to he paid hy South San Francisco and $635.89 to he paid hy San
Bruno).
Councilman Rocca moved, seconded by Councilman Bertucelli and regularly carried,
tPat the claims as submitted for the City of South San Francisco Municipal Improve-
merit Bonds of 1963 - Construction Fund he approved for payment.

An additional claim was brought to Council's attention - the claim of Brady
Construction Company in the amount of $48,530.70 for monies withheld on the
request of Dorr-Oliver Incorporated in ~heir letter dated January 25, 1965.
City Attorney Noonan stated that a motion could be adopted by Council if they so
cesired that payment he approved upon the filing of a cancellation or withdrawal
by Dorr-Oliver Incorporated of its letter da~ed January 25, 1965, or an assurance
of the surety company adequate to indemnify the City.
Councilman Rozzi so moved, seconded by Councilman Rocca and regularly carried.

At the request of the City Attorney, Mayor Ahern deferred this matter to the next
regular meeting.
Mayor Ahern declared the Public Hearing opened on the ESTABLISHING ZONING CLASSI-
FICATION FOR A 10.36 ACRE SITE IN WES/BOROUG4 KNOWN AS WESTBOROUGH NO. 5, asking
if any written protests had been received, t3 which the City Clerk replied none
had been received by his office. The Mayor %hen asked if anyone present in the
audience wished to register an oral protest. There being none, MayOr Ahem de-
clared the Public Hearing closed.
City Attorney Noonan explained the first resJlution which was ready for Council's
a~tention, after which Councilman Rozzi introduced: "CITY COUNCIL, CITY OF SOUTH
SAN FRANCISCO, STATE OF CALIFORNIA - A RESOLJTION APPROVING THE REPORT AND RECOM-
MENDATION OF THE PLANNING CON~ISSION SET FORTH IN PLANNING COMMISSION RESOLUTION
NO. 1830, PASSED JANUARY 11, 1965, AND ORDERING ENDORSEMENTS AFFIXED TO SAID RE-
PORT AND RECOFNENDATION". (Westborough Unit No. 5)

inter-Office Memorandum dated February 17, 1965, received from the Director of Pub-
l'c Works submitting compilation of bids and recommending award to the lowest qual-
Xfied bidder for the dismantling and reconstruction at the Miller Avenue Police
Station Site.
T'%e bids as received were read and declared by the Director of Public Works who
recommended award to the lowest qualified bidder; namely, Albert Martin. City
Attorney Noonan remarked that the lowest qualified bidder submitted a hid in a
total amount and that since the Notice did rot make it mandatory to submit a hid
~y unit prices or total hid amount the Council could award the contract to the
lowest responsible bidder.
Sity Attorney Noonan then explained the resclution, after which Councilman Rocca

Grading Permit Application of Big Eye - South San Francisco, Inc. c/o Beneficial
Standard Life Insurance Co. to grade for building site at Tanforan Park property.
Inter-Office Memorandum dated February 17,19§5, from the Director of Public Works
recommending issuance of the grading permit, subject to the following conditions:
(1) A complete report from a recognized soi4s engineer be furnished submitting
cetailed recommendations for this grading work. The soils engineer's report shall
include information on subsurface boring and test reports showing whether existing
fill material is suitable to be used in the grading work and the compaction re-
cLired to support the proposed structure and parking areas (2) All the work
sfall be done under the immediate supervision of a soils engineer who shall cer-
tify that all work has been done under his supervision in accordance with approved
plans and specifications and that the fill wzll safely support the structures pro-
posed to be constructed thereon~ A copy of ~he agreement between the permittee
&nd the soils engineer shall be submitted prior to issuance of grading permit:
(5) Permittee shall control dust by use of an adequate number of water trucks on
& 24 hour, 7 day a week, if necessary and in the event that sufficient water trucks
are not used, the City may suspend operations until the~idust problem is controlled}
(L) A $10,000 bond shall be deposited guara%teeing compliance with the require-
ments of the grading permit.
City Attorney Noonan then explained the resolution, after which Councilman Bertu-

T%e next item for Council's attention was a resolution entitled: "A RESOLUTION
APPROVING THE REPORT AND RECOMMENDATION OF THE PLANNING COMMISSION SET FORTH IN
ITS RESOLUTION NO. 1743, ADOPTED THE 22ND DAY OF 3UNE, 1964, RECOMMENDING THE
ZONING OF THE PROPERTY KNOWN AS WESTBOROUGH UNIT NO. 3 TRACT 817, INCLUDING PAR-
CEL F BUT ~XCLUDING PARCEL E SINGLE FAMILY RESIDENTIAL DISIRICT (R-1 DISTRICT)

The next item for Council's attention was the continued matter of the Planning
Co~mission Variance Resolution No. 1833 - CAESAR-CALLAN HOMES, INC. - Westborough
knit No. 3 - to permit various reductions in lot sizes in Greenview Commons Planned
Lnit.
City Attorney Noonan remarked that a resolution could be adopted by Council if they
so desired granting this variance. He explained the resolution, after which Coun-

was accompanied hy Findings of Fact and the Planning Officer's Report.

concerning the maintenance of Oolma Creek fr(ma Holiday Inn to the Navigable Slough.
Mayor Ahem referred this matter to the City Attorney, the City Manager and the
Director of Public Works for further study and report.
Letter dated February 11, 1965, received from the Santo Cristo Society requesting
reoair and widening of Oak Avenue adjacent tc the Santo Cristo Society property.
Accompanied by Inter-Office Memorandum dated February 18, 1965, from the Director
of Public Works recommending the Public Work~ Department be authorized to do the
work, and Inter-Office Memorandum dated Febr%ary 16, 1965, from the Superintendent
of Public Works submitting cost estimate.
Councilman Rocca moved, seconded by Councilman Bertucelli and regularly carried,
that the recommendation of the Director of Public Works be approved and accepted,
the work authorized, and arrangements be made with the Santo Cristo Society to do
their portion of the work.
Inter-Office Memorandum dated February 9, 1965, received from the Planning Officer
registering no objections to the issuance of a building permit for single family
dwellings on Lots 9 and 10, Block 13, Avalon Park No. 2.
Accompanied by letter dated November 18, 1964, from The Stoneson Development Cor-
pora%ion requesting release of the lots by the City and classification as an R-1
cistrict, and letter dated November 17, 1964, from the Division of Highways stating
these lots are no longer needed for highway ~urposes.

the recommendation of the Planning Commissio~ be approved and accepted.
VARIANCE Resolution No. 1849 received from the Planning Commission recommending
permission be granted for the request for a ~ foot encroachment into side yard and
42% lot coverage rather than required 40% lo5 coverage at 608 Zita Avenue.
Councilman Rozzi moved, seconded by Councilman Rocca and regularly carried, that
che recommendation of the Planning Commissio~ be approved and accepted.
VARIANCE Resolution No. 1850 received from t~e Planning Commission recommending
~ermission be granted for the request to construct an addition to the existing
i%ouse at 533 Theresa Drive, creating 43% lot coverage instead of required 40%.

VARIANCE Resolution No. 1851 received from the Planning Commission recommending
3ermission be granted for the request to construct an addition to existing house
at 121 Arden Avenue, with a 3 foot side yard rather than required 4 foot side yard.

the recommendation of the Planning Commissicn be approved and accepted.
JSE PERMIT Resolution No. 1852 received from the Planning Commission recommending
permission be granted for the request to corstruct 45 single family homes in an
Jnclassified District, Foxridge No. 3, Westborough, Tract 817.

the recommendation of the Planning Commission be approved and accepted.
USE PERMIT Resolution No. 1853 received from the Planning Commission recommending
permission be granted for the request to install flammable (gasoline) tanks in an
N-2-H area - Belle Air Tract, Assessor's No. 15-180-02, subject to conditions 1
through 12 inclusive as attached to said resolution.
There being no objections, and at the request of the City Attorney, Mayor Ahern
referred the matter to him for further study and report.

Director of Public Works Louis Goss at this time requested an amendment to his
Memorandum submitted, recommending 'the acceptance of both the cleaning of Digester
Tanks No. 1 and No. 2, and authorizing the progress payment of $1,500 for a total
of $3,000 payment; the remainder of't~e money due and owing to be held and not paid
until the expiration 35 days after the recording of the Notice of Completion to be
filed by his office.

that the recommendation of the Director of Public Works be approved and accepted.
In%er-Office Memorandum dated February 17, 1955, received from the Director of
Public Works recommending final acceptance of the work done hy the Lowrie Paving
Co., Inc. on the Butler Road Improvement Project, authorization to file a Notice
of Completion and payment of the ten per cent retention ($15,456.84) 35 days after
filing of Notice of Completion.
