The meeting was called to order by Mayor Patrick E. Ahern at 8:03 p.m.
Pledge of Allegiance to the Flag was recitec. Due to the illness of Monsignor
Eugene Gallagher of All Souls Church, no invocation was given.
Present:

Councilmen Patrick E. Ahern, Frank Bertucelli, Emilio Cortesi,
Andrew Rocca, and Guido J. Rozzi.
None.
At this time, Mayor Ahem made the following statement:
"Ladies and Gentlemen, the time has come when a new Mayor is to be selected. I
would like to express my gratitude and appreciation for the singular opportunity
and privilege of serving our City as Mayor. There is no easy or short way to de-
scribe the many honors, joys, frustration and disappointments that many times goes
with the job of being Mayor. I think sometimes my biggest frustration was because
of time needed but not always available to co the many jobs a Mayor is called upon
to do. In recent years there can be no doubt in anyone's mind but that our City
has seen tremendous growth and as a result has become very complex. However, at
the same time, I know and feel in my heart our City has come to command a greater
degree of admiration and respect from every level of government. I hope as I leave
the center chair that I too had a share in making the position of Mayor and Coun-
cilman a little loftier in the minds of our people. I might conclude by thanking
all the members of our commissions and boarcs and all the City employees who faith-
fully fulfilled their duties.
"In accordance with the resolution adopted by Council last year in April, it is in
order at this time to entertain a motion for the appointment of a new Mayor".
Councilman Cortesi moved, seconded by Councilman Rozzi and regularly carried, that
Vice-Mayor Frank Bertucelli be appointed Mayor.
~ayor Bertucelli then made the following acceptance speech:
"Thank you very much, Mayor Ahem. I am honored to accept the Mayorship of our
City.
"Mayor Ahern, My Fellow Councilmen, City Officials, Honored Guests, Residents of
South San Francisco, and Gentlemen of the Press: I would like to take this oppor-
tunity to welcome you all here tonight and to thank you very much for attending.
At this time, I would like to express my sincere thanks to my predecessor and fine
friend, Patrick Ahem. He has been most inspiring and helpful to me during my
orientation period as Junior Councilman - not necessarily chronologically but only
as to time of service. I guess I could be called the 'freshman of my class'. I
~ould also like to thank my other colleagues - ~milio Cortesi, Andrew Rocca, and
Guido Rozzi. ~
"Our City, during Mayor Ahern's leadership and also during his predecessors, Coun-
cilmen Andrew Rocca, Guido Rozzi, Emilio Co]'tesi and Assemblyman Leo Ryan's guid-
ance, has progressed and grown from what Mayor Ahem likes to call 'an Industrial
City to an Industrious City'. Now I promise you several things about whatever I
Fay say. In the first place, I shall give no political oratory. And I promise
you another thing: In the future, I am going to be brief because I have always
felt that a speech, in order to be immortal, need not necessarily be eternal.
But for tonight I'll take a little extra tine.
"This reminds me of a story I heard of the xime that a certain well-known speaker
came to Yale University to address a class, and he took as his text the letters
~ich are used in the word 'Yale', Y-A-L-E. And so he spoke for about thirty min-
utes on 'Y', how important 'You' are to life, and how important life is to 'You'.
Ihen he came to 'A', which stands for 'ambition', and how important that is, and
without which no one ever got very far. And 'L' stands for 'loyalty', and he de-
voted about thirty minutes to loyalty to your country, to your friends, etc. He
finally came to 'E', which he said stands for 'energy', without which nobody can
get very far in life. He talked about two hours, and one of the students upon
leaving the lecture hall at the conclusion of his remarks was heard to say to a
friend: 'Thank heavens we are not students at the Massachusetts Institute of
Iechnology'.
"This brings us up to the meat of my topic ¢or this evening. My text will be the
letters 'POSDCORB', a synthetic word that I have taken from author Luther Gulick.
It's about the areas involved in Administraiion, and defining facets about govern-
ment. Aren't you happy that I didn't selec~ the letters to my name, Frank 3oseph
Bertucelli.

NO. 1 CLAIMS:
"'P' stands for 'Personnel'. In any organization, what is the most important thing
necessary for its proper function? 'People' - the right people. First of all, you
have to recruit them. I believe that we have done a good job thus far, and it will
be my aim, and I am certain also the aim of my colleagues, to strive for the best
personnel possible, which in turn will produce the finest service to our people.
Our City employees have only one thing to sell - that is service - and I mean ex-
peditious and courteous service. Courtesy ~ill continue to maintain a high prior-
ity on our personnel's performances with stress on further improvements in this
phase.
"'0' stands for 'organization'. Organization starts from the top and descends down-
ward on a scalar system. These lines will be given finer definition and clear-cut
clarification. Chain of command will continue to be strictly adhered to. The di-
rection of orders and fulfillment of those orders will also be strictly adhered 'to
and improved. A chain is only as strong as its weakest link. We shall aim to
strengthen any purported weak link. This shall be done in a very firm, fair and
businesslike manner.
"'S' stands for 'service'. I'm certain tha~ this factor has been good in the past,
but it shall be our aim to improve it for you fine citizens of South San Francisco.
Our Department Heads are responsible for maintaining this fine service and I know
they will cooperate with me in striving for improvements. This brings to mind a
story about being superior. A boy came home from school and asked his father:
'Father, was the white man superior to the 2ndian?' The father thought for a min-
rte and said: 'Well, when the Indians were running things, they had no taxes, they
had no debts, and the women did all the wore'. I'm sure my colleagues and I will
work together to present our city with the finest service feasible. I shall main-
%ain what I llke to call an 'open door policy' to all our citizens.
"'O' stands for 'direction'. This phase inevitably starts from the top - meaning
your elective body - my colleagues and myse_f. I know that is our responsibility
and I'm sure we will strive for stronger direction - downward, upward and diagon-
&lly.
"'CO' stands for both cooperation and coordination. Both items are very essential
for a smooth running organization. Great f~rward strides have been made in these
directions. Any hindrance or stumbling block toward achieving the proper coopera-
tion and coordination needed for our organization has been in the communications
field, or 'lack of communications'. I believe this has been somewhat improved with
~he addition of our Xerox copy machine now situated in the City Hall. The help of
everyone concerned is needed to eradicate any 'lack of communications'.
"'R' stands for 'Records'. All the work achieved by an organization may go for
naught if good records are not maintained. Our staffs have been performing well
and we urge them all to keep up the good work. But we must not stop there. We
can't live on our laurels. We can't win today's game on yesterday's hits.
"And finally we come to 'B' which stands fo~ 'Budget'. Here is where we wish we
were that superior Indian race I spoke of earlier. Unfortunately, our economical
society prevents us from operating without that green stuff or what I like to call
'the George Washington'. This, my friends, presents us with our greatest headaches.
l%e are fortunate in having a large industrial tax base, instead of being strictly a
~edroom community. We are also fortunate in having real leaders on this Council,
in our appointed Commissions and also in the staff positions, all of whom have com-
oetently pursued a course of progress. We shall continue to encourage prosperity,
through growth, with foresight, so that we may maintain the pride we have in our
City.
"Again - I would like to extend my sincere thanks to each and every one of you in
attendance tonight. Many of you present h~re are regulars -- I see you at our Coun-
cil meetings and I understand you attend other meetings held here. I congratulate
you on your civic interest. Keep it up and inspire your friends and neighbors to
come along.
Mayor Bertucelli at this time asked if there was a motion approving the minutes of
the regular meeting of March 15, 1965.
$ouncilman Rozzi moved, seconded by Councilman Ahem and regularly carried, that the
minutes of the regular meeting of March 15~ 1965, be approved as submitted.
Mayor Bertucelli then asked if there was a motion approving the regular claims as
submitted for payment.
Councilman Rocca moved, seconded by CounciLman Ahern and regularly carried, that the
regular claims totaling $25,655.52 be approved for payment.
Mayor Bertucelli then asked if there was a motion approving the claims for Parking
District No. 1 as submitted for payment.
Councilman Ahem moved, seconded by CounciLman Rozzi and regularly carried, that the
claims for Parking District No. 1, totaling $42~.15, be approved for payment.

Councilman Ahem moved, seconded by Councilman Rocca and regularly carried, that the

proved for payment.
South San Francisco Industrial Park, Unit 2-C, Zone 3 Claim:
City of South San Francisco claim dated March 15, 1965, in the amount of
$400.00 for installation of four fire alarm boxes at Central Fire Station.
Councilman Rozzi moved, seconded by Councilman Ahern and regularly carried, that the
claim as submitted for South San Francisco industrial Park, Unit 2-C, Zone 3 be ap-
proved for payment.
City of South San Francisco Municipal Improvement Bonds of 1963 - Construction
Fund Claim:
South City Lumber and Supply Co. claim dated February 26, 1965, in the amount
of $154.96 for supplies at the Sewage Ureatment Plant ($117.31 to be paid by
South San Francisco and $37.65 to be paid by San Bruno).
Councilman Rocca moved, seconded by Councilman Ahem and regularly carried, that the
claim as submitted for the City of South San Francisco Municipal Improvement Bonds of
1963 - Construction Fund be approved for payment.
The next item for Council's attention was the continued Public Hearing on the AMEND-
WENT OF ZONING ORDINANCE REZONING TO SINGLE FAMILY RESIDENTIAL DISTRICT (R-1 DIS-
TRICT) THE PARCEL KNOWN AS WESTBOROUGH UNIT NO. 3 TRACT 817, INCLUDING PARCEL F BUT
EXCLUDING PARCEL E.
~ayor Bertucelli asked if there were any further protests concerning the continued
Public Hearing, to which the City Clerk replied none had been received by his office.
There were no oral protests registered from the audience. City Attorney Noonan re-
marked that the report as required had been received from the Planning Commission
and that it would be in order for the introduction of a resolution and ordinance
after the Public Hearing was closed.
There being no objections, Mayor Bertucelli closed the Public Hearing.
hayor Bertucelli declared the Public Hearing opened on the Amendment of Personnel
Rules and Regulations, asking if any written protests had been received, to which
the City Clerk replied none had been received by his office. The Mayor then asked
if anyone present wished to register an ora[ protest. There being none, and no ob-
jections having been registered, at the request of the City Manager Mayor Bertucelli
continued the Public Hearing to the next regular meeting.
Mayor Bertucelli declared the Public Hearing opened on the Uniform Building Code,
Volumes I and III, asking if any written pretests had been received, to which the
City Clerk replied none had been received b7 his office. The Mayor then asked if
anyone present wished to register an oral protest. There being none, Mayor Bertu-
celli declared the Public Hearing closed.

The next item for Council's attention was the Public Hearing on proposed amendment of
Zoning Ordinance to rezone a certain parcel o: approximately 57.9 acres referred to
as Stonegate Ridge Planned Community District or PC District.
There being no objections, Mayor Bertucelli set the Public Hearing on this matter for
April 12, 1965, at 5:30 p.m.
The next item was the Public Hearing on proposed amendment of Zoning Ordinance to re-
zone a portion of Parcel 13-14-15 Regli Tract Restricted Multiple Family Residential
District or R-3 District. (Marie, Elsie S. aid Antoinette Zuninoe)
There being no objections, Mayor Ber%ucelli scheduled this Public Hearing for the
meeting of April 19, 1965.
The next item for Council's attention was a Proclamation designating April 14, 1965,
as "PAN AMERICAN DAY".
The Mayor so proclaimed.
The next item was a Proclamation designating April 4, 1965, to April 10, 1965, as
"BOYS' CLUB WEEK" in the City of South San Francisco. At the request of Mayor Bertu-
celli, the City Clerk read the Proclamation in full.
The Mayor then so proclaimed.
City Attorney Noonan explained the first resolution which had been prepared for the
attention of Council, after which Councilman Rozzi introduced: "A RESOLUTION FIXING
TIME AND PLACE OF HEARING ON PROPOSED ANNEXATION TO THE CITY OF SOUTH SAN FRANCISCO
OF CONTIGUOUS UNINHABITED TERRITORY DESIGNATED AS WESTBOROUGH HOMES LANDS - 1965-1
(PARCEL 1) AND REQUESTING CONSENT TO SAID ANN2XATION FROM THE CITY OF DALY CITY".

City Attorney Noonan then explained the resolution, after which Councilman Rocca in-

At the request of City Attorney Noonan, this item was deferred by Mayor Bertucelli to
the next regular meeting.
Grading Permit Application as filed by Kennedy, Goldkuhl and Berretta for property
between E1Camino Real and San Francisco Municipal Railway, south of the Golf Driving
Range.
Director of Public Vi'orks Louis Goss remarked ~hat the soils report had been filed
this afternoon and that it was in order for the Permit to be issued subject to this
scils report and the other items as required.

Compilation of Bids received for the purchase of four vehicles to be used by the
Police Department. City Manager Aiello declared the bids which had been received,
conmenting that the Police Chief recommended award to the lowest bi~der, in which
he concurred. ~
Councilman Rocca moved, seconded by Councilman Ahern and regularly carried, that the
reco~nendation of the Police Chief be approved and accepted and award made to Volonte
Motors, the low bidder.
Compilation of Bids received for the purchase of one line striper to be used by the
Street Department.
There being no objections, Mayor Bertucelli ordered the award be held over pending a
further report from the Superintendent of Pukllc Works.
Compilation of Bids received for the purchase of fire hose for the Fire Department.
City Manager Aiello declared the bid received, commenting that while six bidders were
solicited only one bid was received. He remarked that the Fire Chief recommended the
bid be accepted and that he concurred in the recommendation of the Fire Chief.
Councilman Rocca moved, seconded by Councilman Rozzi and regularly carried, that the
recommendation of the Fire Chief be approved and accepted and award made to American
Ruober Company.
