The meeting was called to order by Mayor Frank J. Bertucelli at 8:00 p.m.
Pledge of Allegiance to the Flag was recited, after which the invocation was given
by Reverend Paul P. Coleman of St. Veronica's Church.

Mayor Bertucelli at this time asked if there was a motion approving the minutes of
zhe regular meeting of April 5, 1965.
Councilman Rozzi moved, seconded by Councilman Ahem and regularly carried, that
zhe minutes of the regular meeting of April 5, 1965, be approved as submitted.
Mayor Bertucelli then asked if there was a motion approving the regular claims as
submitted for payment.
Councilman Ahern moved, seconded by Councilman Rocca and regularly carried, that
zhe regular claims totaling $32,342.02 be approved for payment.
Mayor Bertucelli then asked if there was a motion approving the claims for Parking
District No. 1 as submitted for payment.
Councilman Rocca moved, seconded by Councilman Ahem and regularly carried, that
~he claims for Parking District No. 1, totaling $145.32, be approved for payment.
Cabot, Cabot & Forbes Industrial Park, Unit No. 1 Claims:
Baldwin Warren Company, Inc. claim dated March 26, 1965, in the amount of
$72,353.52 for Progress Billing No. 6 for period ending March 25, 1965.
California Water Service Company claim dated March 29, 1965, in the amount of
$1,380.76 for extending two 6-inch Fire Hydrant Services on Sperry Avenue and
the removal and installation of one Hydrant Service at end of Sperry Avenue.
Councilman Rozzi moved, seconded by Councilman Rocca and regularly carried, that
zhe claim as submitted for Cabot, Cabot & Forbes Industrial Park, Unit No. 1, be
approved for payment.
City of South San Francisco Municipal Improvement Bonds of 1963 - Construction
Bund Claims:

Schlegel Mechanical Contractors claim dated March 25, 1965, in the amount of
$6,358.86 for work performed at Sewage Treatment Plant ($5,722.97 to be paid
by South San Francisco and $635.89 to be paid by San Bruno).
South City Lumber and Supply Co. claim dated March 11, 1965, in the amount of
$38.03 for supplies at Sewage Treatment Plant ($28.79 to be paid by South San
Francisco and $9.24 to be paid by San Bruno).
Councilman Rocca moved, seconded by Councilman Rozzi and regularly carried, that
zhe claims as submitted for the City of So~th San Francisco Municipal Improvement
Bonds of 1963 - Construction Fund be approved for payment.
Mayor Bertucelli declared the Public Hearing opened on the proposed amendment of
~he Zoning Ordinance to rezone a portion of Parcel 13-14-15 Regli Tract Restricted
i~ultiple Family Residential District or R-3 District. He then asked if any written
orotests had been received, to which the City Clerk replied none had been received
oy his office. The Mayor then asked if anyone present wished to register an oral
orotest. There being none, Mayor Bertucelli declared the Public Hearing closed.

The next item for Council attention was the continued Public Hearing on the A~END-
~ENT OF PERSONNEL RULES AND REGULATIONS. There being no objections, and at the
request of the City ~anager, Mayor Bertucelii deferred this matter to the next
regular meeting.
The next item for Council attention was a Proclamation designating April 18, 1965,
%o April 24, 1965, as "NATIONAL SECRHTARY WEEK".

Ihe next item for Council attention was the PETITION FOR THE FORMATION OF RECLAN~-
IION DISTRICT - CABOT, CABOT & FORBES INDUS?RIAL PARK, UNIT NO. 2. Accompanied by
a resolution entitled: "A RESOLUTION SETTING TIME AND PLACE OF HEARING ON PETITION
FOR THE FOR~tATION OF RECL~'~ATION DISTRICT - CABOT, CABOT & FORBES INDUSTRIAL PARK,
iNIT NO. 2.
At the request of Miss McElligott of the firm of Wilson, Jones, Morton & Lynch, the
~atter was continued pending a decision from the Local Agency Formation Co,wnission
with a request for an adjourned meeting in ~he event a decision was received from
the Local Agency Formation Commission. The~e being no objections, Mayor Bertucelli
continued the matter to an adjourned meeting which would be scheduled at the adjourn-
ment of tonight's meeting.
City Attorney Noonan explained the first resolution which had been prepared, after

City Attorney Noonan declared the bids for uhe Buri Burl Park Bleachers, comment-
ing that only one bid had been received from Beatty Industries, Inc. It was his
recommendation that award be made to that firm. He then explained the resolution,

City Attorney Noonan explained the Ordinance which was ready for second reading and
adoption, stating that a motion could be adopted by Council if they so desired that
reading of the Ordinance in its entirety be waived and that it be passed and adopted
by reading of the title only. Councilman Rocca so moved, seconded by Councilman
Ahern and regularly carried.
City Attorney Noonan then remarked that a motion could be adopted by Council that
the Ordinance entitled: "AN ORDINANCE REZONING THE PARCEL DESCRIBED HEREIN AND
KNOWN AS WESTBOROUGH UNIT NO. 3 TRACT 817, iNCLUDING PARCEL F BUT EXCLUDING PARCEL
5, SINGLE FAMILY RESIDENTIAL DISTRICT (R-1 DISTRICT) AND AMENDING ORDINANCE NO. 353
AS AMENDED ENTITLED 'ZONING ORDINANCE OF THE CITY OF SOUTH SAN FRANCISCO' PASSED

The next item for Council's attention was the continued Variance Resolution No.
1864 of the Planning Commission recommending permission be granted for the request
for a 12 foot encroachment into required 20 foot rear yard at 394 Holly Avenue in
an R-1 District. This was accompanied by the Planning Officer's Report, an Inter-
O{fice Memorandum dated March 18, 1965, from the Planning Officer, and a letter
dated March 20, 1965, from Mrs. Peter G. Tasseff, registering objection.
Az the request of the Mayor, City Attorney Noonan explained the Deed restrictions
and covenants for the property in this area. He suggested that a motion could be
adopted that Variance Resolution No. 1864 stand approved upon the filing with the
City Clerk evidence of compliance with the restrictions and covenants now in force.
Councilman Rocca so moved, seconded by Councilman Rozzi and regularly carried.
Letter dated March 31, 1965, received from E. V. Schulhauser and Associates, Inc.
requesting vacation of a portion of Oakmont Drive in Westborough - West Park Unit
~o. 2. Accompanied by an Inter-Office Memorandum dated April 8, 1965, from the
Director of Public Works recommending approval to the abandonment.
At the request of the City Attorney, Mayor £ertucelli referred this matter to him
for the preparation of a Resolution.
Letter dated April 5, 1965, received from the Parents Association for Retarded
~3hildren of San ~ateo County requesting permission to hold a fund raising variety
show and circus at the South San Francisco Figh School gymnasium on Saturday, May
2P, 1965, at 2:00 p.m. and 8:00 p.m.
'Zouncilman Rozzi moved, seconded by Councilman Ahem and regularly carried, that
the request as submitted be approved with t~e details to be worked out through
the City Manager's office.
Resolution No. 1872 received from the Planning Commission entitled: "A RESOLUTION

Accompanied by a letter dated March 25,1965, from Bert Mantegani and Maria Rosa
~antegani appealing the decision of the Planning Commission.
Discussion followed, at which time the applicant, Bert Mantegani, spoke in his own
behalf stating that the requested rezoning was shown on the City's general plan and
he felt his request was not an unreasonable one. Aldo Minucciani of 18 Eucalyptus
Avenue spoke in opposition to the rezoning stating he felt that further action would
follow with a request for an R-3 district. Mr. Mantegani replied %hat this was not
so and that their application was for R-2 or.ly.
After discussion, the City Attorney explained the Resolution of Intention which
would set a hearing on the rezoning. Councilman Rozzi then introduced the resolu-
tion entitled: "CITY COUNCIL, CITY OF SOUT~ SAN FRANCISCO, STATE OF CALIFORNIA -
A RESOLUTION DECLARING THE CITY COUNCIL'S INTENTION TO ESTABLISH A DUPLEX RESIDEN-
TIAL DISTRICT OR R-2 DISTRICT ON THE PARCEL OF LAND AT THE SOUTHWEST CORNER OF
ORANG~ AND COmmERCIAL AVENUE KNOWN AS THE MANTEGANI PARCEL AND MO~ PARTICULARLY
DESCRIBED HEREIN".

recommending approval for the resubdivision request of Maria Rosa Mantegani so as

Orange and Commercial Avenue, into two parcels - Parcel One being 1~0' x 186' con-
taining 26,040 sq. ft. and Parcel Two being 239' x 1~0' containing 33,460 sq. ft.
City Attorney Noonan suggested that the motion approving the recommendation of the
Planning Commission include a provision thaz the resubdivision stand approved upon
the filing with the Planning Department, Building Department, City Clerk and the
Director of Public ¥~orks of a Record of Survey Map with the recording data.
Councilman Rocca so moved, seconded by Councilman Ahem and regularly carried.
VARIANCE Resolution No. 1873 received from ~he Planning Commission recommending
Fermission be granted for the request for 44% lot coverage instead, of required 40~
lo% coverage and a 15 foot rear yard instead of required 20 foot rear yard at 123
Sherwood Way.
Councilman Rocca moved, seconded by Councilman Rozzi and regularly carried, that
the recommendation of the Planning Commission be approved and acce)ted.
USE PERMIT Resolution No. 1874 received from the Planning Commission recommending
permission be granted for the request to construct a 54-unit motel, restaurant,
bar and banquet facilities on a portion of Parcel 151-1 on South Airport Boulevard
at Mitchell Avenue, subject to the conditions attached to and becoming a part of
Resolution No. 1874.

Discussion followed, at which time Councilman Ahem commented on the building site.
He asked if the property owner was aware of the type of fill that existed, to which
zhe Director of Public Works replied that a request had been made for a soils engin-
eering report. Mr. Brosnan, present in the audience, stated that the foundations
were to be placed on solid fill. Councilman Ahem stated that he wished %o make
%he property owner aware of the type of material that existed on which the buildings
were to be located so that the property owner would not come back to the City later.
Councilman Rocca suggested that a small scale vicinity plan be shown on the plan de-
,ail. Mr. Brosnan further commented that the matter had been thoroughly discussed
with the Director of Public ~orks concerning the mud and solid foundation.
Councilman Ahem then moved, seconded by Couqcilman Rozzi and regularly carried,
zhat the recommendation of the Planning Commission be approved and accepted.

Inter-Office Memorandum dated March 23, 1965, received from the Planning Commission
concerning Record of Survey Map on the division of site area containing 15.163 acres
as the site of White Front Store from the remainder of land owned by the Tavares
Construction Company~ and recommending approval.
City Attorney Noonan suggested that the motion approving the recommendation of the
Planning Commission include a provision that the division of the site area stand

letter dated April 15, 1965, received from John J. Bonalanza, City Treasurer, con-
cerning lost or misplaced Coupons due January 2, 1965, of various Series totaling
$7,733.30, and forwarding letter of indemnity dated April 12, 1965, issued by the
Sank of America under signature of A. Disanto, Manager, which reads as follows:
"Dear Mr. Bonalanza:
"On January 6, 1965 we received from ~he Federal Reserve Bank of San Francisco
$7733.30 in bond coupons on the City of South San Francisco. A list of these coupons
is attached, marked Exhibit "A". The coupons were subsequently lost before being
presented to the City of South San Francisco for payment. In consideration of the
City of South San Francisco issuing a check ~o the Bank of America MT&SA in payment
of these coupons, the Bank of America MT&SA agrees to indemnify the City of South San
Francisco and save them harmless at any and all times from all damages, costs, or
expenses which they may suffer or incur by reason of the presentation, production, or
payment of the original coupons.
"The Bank of America NT&SA also agrees to deliver said original coupons to the
City of South San Francisco for cancellation if the same should be found.

City Attorney Noonan commented that the Code required a motion approving the letter
of indemnity as submitted, and suggested the following motion: "I move that the
letter of indemnity issued by the Bank of America be approved and accepted as the
indemnity for payment of the lost or misplaced coupons as therein set forth".

Compilation of Bids for green reflective street name plates and hardware was the
pext item for the attention of Council.
City Manager Aiello give the compilation of bids received and the location where
the signs were to be placed, remarking that nhis was to replace badly worn signs
and installations at new locations. He commented thai the Superintendent of Public
7crks recommended award to Lyle Signs, Inc. as the low bidder and that he concurred
in his recommendation.
Ccuncilman Rozzi moved, seconded by Councilman Rocca and regularly carried, that
the recommendation of the Superintendent of Public ;'~orks be approved and accepted
and award made to Lyle Signs, Inc.
The next item was the compilation of bids received from the Park & Recreation De-
partment for award of contract for installatuon of bleachers at Burl Burl Park.
This matter havin9 been taken care of earlier under Resolutions, no further action

There being no objections, Mayor Bertucelli ordered the reports accepted and placed
on file.
There being nothing further, Mayor Bertucell[ asked if any member of the Council
~ad anything they wished to offer under Good and ~elfare.
Councilman Cortesi brought to the attention of Council the matter of a Mr. Ghiozzi
of 554 Miller Avenue who had made an applicazion with the Planning Commission for
the construction of a second dwelling on the rear of his property and had been de-
nied, asking as to what was going to be done concerning this matter.
Mayor Bertucelli commented that this matter i%ad not been received from the Planning
Commission and would in all probability be scheduled for the next regular Council
meeting of May 3rd.
There being nothing further, Mayor Bertucellu asked if anyone present in the aud-
ience wished, to offer anything under Good and Welfare.
~r. John Rich of 761 Circle Court spoke concerning a meeting which had been held
some months back with the City Manager concerning a closed drainage to the rear of
Circle Court rather than the open drain ditch that now exists. He further requested
that the sewer line presently existing underneath the homes of Circle Court be re-
~cved and relocated to the rear of the homes on Tennis Drive. He further remarked
that if a closed drain were installed the street could be improved and widened.
N.ayor Bertucelli referred the matter to the Director of Public Works, after which
Rich asked that they be notified by letter when the matter again came up. The
~ayor replied that this would be done.
Wrs. Florence Scannell, 775 Circle Court, commented on the weed growth that existed
to the rear of her property, remarking that something should be done concerning the
removal of these weeds. She likewise ¢ommen~ed on the improvement of the street on
Tennis Drive as well as the closed drain which they desired installed.
~ayor Bertucelli commented that this matter would be considered by the City staff
concerned. At the request of the Mayor, City Manager ,Aiello briefly outlined the
~eeting which had been held with the residents of the area. He stated the Director
of Public Works made an estimate of the cost involved for the improvement requested
and that it was discussed that an assessment district could be established with one-
half the cost by the City and one-half by property owners affected. He further com-
mented that the estimate could be brought up to date if it was so desired. Mr.
Aiello then remarked that the City does have a weed clearing program and that he
would check on the growth as mentioned earlier.
~r. Aldo Minucciani asked concerning the general plan of the City insofar as it af-
fected the property of the Mantaganis concert,lng their request to rezone~ to which
the City Manager replied that the general plan suggests an R-2 zoning but that this
did not mean the area was R-2 presently but would have to go through the procedure
of a rezoning.
f~r. Victor Boido commented on the requests tYat the Planning Commission receives for
second dwellings on the alleys. He stated t~at the method of voting by the Planning
Commission is always different and that people applying for these requests never know
what to expe~t. Mayor Bertucelli remarked t~at this matter would be checked as well
by the Council.
City Attorney Noonan remarked that the reason for the difference in voting was be-
cause of the difference of opinions by each cf the members of the Planning Commis-
sion, commenting that in the matter of Ghiozzi the Planning Commission makes its
recommendation to Council after which the Corncil has the power to either make addi-
tional qualifications and grant or deny. He further explained the method of appeal
tlue applicant may institute if he so desires. Mention was likewise made by the
Mayor that an appeal had been received from ~r. Ghiozzi and would be considered along
wi~h the matter he had before Planning at one of their meetings. Brief discussion
followed concerning the operations of the Planning Commission.
There being no objections, Mayor Bertucelli then adjourned the meeting to 5:30 p.m.
on April 26, 1965.
