The meeting was called to order by Mayor Frank J. Bertucelli at 8s00 p.m.
Fledge of Allegiance to the Flag was recited, after which the invocation was given
by Reverend C. Norman Allen of Mater Dolorosa Church.

Mayor Bertucelli at this time asked if there was a motion approving the minutes of
the adjourned regular meeting of April 12, 4965, and the regular meeting of April
19, 1965.
Councilman Ahern moved, seconded by Councilman Rocca and regularlylcarried, that
the minutes of the adjourned regular meeting of April 12, 1965, and the regular
meeting of April 19, 1965, he approved as submitted.
~ayor Bertucelli then asked if there was a motion approving the regular claims as
submitted for payment.
Councilman Ahern moved, seconded by Councilman Rocca and regularly;carried, that
the regular claims totaling $18,514.98 he approved for payment.
~ayor Bertucelli then asked if there was a notion approving the claims for Parking
District No. 1 as submitted for payment.
3ouncilman Rocca moved, seconded by Councilrmn Ahern and regularlylcarried, that
the claims for Parking District No. 1, totaling $49.32, he approved for payment.

California Water Service Company claim dated April 12, 1965, in the amount of
$478.39 - charges for a 6-inch Fire Hycrant Service on ButlerlRoad at Pomeroy
Company for the City.
Councilman Ahern moved, seconded by Council, an Rocca and regularly carried, that
t~e claim as submitted for the Butler Road Assessment District be approved for

The next item for Council's attention was the continued Public Hearing on A~ND~NT
OF PERSONNEL RULES AND REGULATIONS. Mayor fertucelli asked if there were any writ-
=em protests, to which the City Clerk replied none had been received hy his office
since the first continuance of the Public Hearing. He then asked for oral protests.
There being none, Mayor Bertucelli closed the Public Hearing.

Mayor Bertucelli declared the Public Hearing opened for the request of John Siri
to construct a coin-operated auto wash at 249 Hillside Boulevard in a C-3 district,
&sking if any protests had been received, to which the City Clerk replied none had
been received hy his office. The Mayor then asked if anyone present wished to regis-
her an oral protest. None were registered.
Mr. Edward J. Ready of 519 California Street, San Francisco, Attorney at Law, spoke
in behalf of the applicant, commenting that he had a petition, which he filed with
nhe City Clerk, containing 330 signatures who approved the construction of the coin-
operated auto wash. He further remarked on the Planned Commercial Development of
Mr. Siri and stated the area would he greatly improved hy the construction of this
car wash.
.-here being no further comments, ~yor Bertu:elli closed the Public Hearing, after
which City Attorney Noonan commented on the ?orm of motion that could he adopted.
Councilman Rocca then moved that the Use Permit he granted with the; condition that
the ingress and egress to the car wash meet ~he approval of the Director of Public
~torks and Police Chief, and the development De approved hy the Architectural Commit-
tee of the Planning Department. Councilman Gortesi seconded the mo~ion.

?he next item for Council's attention was th~ PETITION FOR THE ~ORMATION OF RECLA-
M~TION DISTRICT - CABOT, CABOT & FORBES INDUSTRIAL PARK, U~IT NO. 2. City Attorney
Noonan explained the accompanying resolution entitled: "A RESOLUTION SETTING TIME
AND PLACE OF HEARING ON PETITION FOR THE FOR~TION OF RECLAMATION DISTRICT - CABOT,
CABOT & FORBES INDUSTRIAL PARK, UNIT NO. 2".
Mayor Bertucelli remarked that this had been discussed at the study meeting earlier
and if there were no objections the matter would he dropped from the Council agenda.
No objections were registered and it was so ordered.
City Attorney Noonan briefly commented on the action taken by the Local Agency For-
nation Commission earlier in the matter and which made this action necessary.
City Attorney Noonan explained the next resolution entitled: "A RESOLUTION AUTHOR-
2ZING EXECUTION OF AN AGREEMENT WITH THE PACIFIC GAS & ELECTRIC COMPANY - RELOCATION
03 POWER POLES AT FORBES BOULEVARD IN THE VI.~INITY OF ECCLES AVENUEi".
Mayor Bertucelli remarked that this matter had been discussed earlier at the study
neeting and, there being no objections registered, was ordered dropped from the
agenda since the poles were to he relocated In the right of way and there was no
need for an agreement.
City Attorney Noonan explained the next resolution, after which Councilman Rocca
;ntroduced: "CITY COUNCIL, CITY OF SOUTH SA~ FRANCISCO, STATE OF CALIFORNIA - A
RESOLUTION AUTHORIZING EXECUTION OF A PETROLEUM PIPELINE AGREEMENT GRANTING A LI-
CENSE TO SHELL OIL COMPANY, A CORPORATION".
Roll call vote was as follows: Ayes, Councilmen Frank J. Bertucelli, Patrick E.
Ahern, Emilio Cortest, and Andrew Rocca. No~s, none. Absent, Counicilman Guido J.

City Attorney Noonan explained the next resolution, after which Councilman Ahern

RESOLUTION AMENDING THE CLASSIFICATION PLAN OF THE CITY OF SOUTH SAN FRANCISCO".

City Attorney Noonan then explained the next resolution, after which Councilman

Mayor Bertucelli then introduced Bob Lambertson, Chairman of this year's campaign,
who briefly outlined the program his group was going to undertake.
City Attorney Noonan explained the next resolution entitled: "CITY COUNCIL, CITY
OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA - A RESOLUTION APPROVING PLANS AND
SPECIFICATIONS, AUTHORIZING THE WORK AND CALLING BIDS FOR ADDITION TO CORPORATION
Y~RD BUILDINGS AND STALLS - 1965 (REV.)". He then commented that the resolution
had to he re-adopted and notice to bidders re-advertised due to a revision in the
plans calling for the bids. Councilman Rocca then introduced the resolution.

The next item for Council's attention was a Proclamation designating May 9 through
May 15, 1965, as "POLICE WEFt" and May 15, 1965, as "PEACE OFFICF. RS !MFJ~ORIAL DAY"

The Mayor so proclaimed. Mayor Bertucelli then called on Police Chief Fabbri for a
few words, who extended an invitation to everyone to attend their open house and in-
spect the operations of his department.
The next item was a Proclamation designating the month of May, 1965, as "ELECTRICAL
SAFETY OBSERVANCE MONTH".
The Mayor so proclaimed.
The next item was a Proclamation designating May 22, 1965, as "NATIONAL MARITIME
DAy".

City Attorney Noonan explained the Ordinance which was ready for second reading and
adoption, stating that a motion could be adopted by Council if they;so desired that
reading of the Ordinance in its entirety be waived and that it be passed and adopted
by reading of the title only. Councilman Rocca so moved, seconded by Councilman
k~ern and regularly carried.
City Attorney Noonan then remarked that a motion could be adopted by Council that

US~ PERMIT Resolution No. 1886 received from the Planning Conwnission recommending
permission be granted for the request to construct five separate signs for the White
Front Store at Spruce Avenue and E1Camino Real, as follows: Tower!sign, 30' high,
337.5 sq. ft.; Canopy sign on main building, 9' above canopy, 290 sq. ft.; Tire Shop
roof sign, 18' above roof of building, 153 sc. ft.l Directional service sign, 2' x 4',
8 sq. ft.; Directional service sign, 1' x 2'10", 2.5 sq. ft., subject to the condi-
tion the signs be nonrevolving, nonflashing, and nonscintillating.

USE PER~IT Resolution No. 1887 received from the Planning Con~nission recommending
denial for the request for a second 22 sq. fz. sign on their property located at
264 Airport Boulevard.
L~rry Freeberg, present in the audience and representing the applicant, remarked
that it was their desire to obtain a second sign to be placed at the front of their
location in order that their customers would he able to find the entrance to their
location. Discussion followed concerning the sign which already existed, to which
&x. Freeherg replied that while this was readily viewed from traffic going north
~rd south on the freeway, it could not he seen hy customers attempting to find the
ertrance.
After discussion, and there being no objections, Mayor Bertucelli continued the mat-
ter to the next regular meeting of the Council, and in the interim the applicant
could further discuss the matter with the Planning Commission in an attempt to re-
solve the differences.
USE PF~IT Resolution No. 1888 received from the Planning Commissioh rescinding pre-
vious Resolution No. 1880 which was a tie vo~e, and recommending denial for the re-
c~est to construct a duplex on rear of lot a~ 554 Miller Avenue, forming a dwelling
~roup in an R-3 district. Accompanied by letter of appeal.
City Attorney Noonan remarked that it would be in order to schedule a Public Hear-
irg for the meeting of May 17, 1965. CounciLman Rocca so moved, seconded hy Coun-
cilman Ahern and regularly carried.
Irter-Office Memorandum dated April 14, 1965, received from the Planning Commission
forwarding its report on the annexation of lands between Daly City and South San
Francisco and recommending adjustment of boundary lines in the Westhorough and Serra-
,.onte areas.
Councilman Ahem moved, seconded by Councilman Cortesi and regularly carried, that
t?e recommendation of the Planning Co,~aission be approved and accepted.
Irter-Office Memorandum dated April 14, 1965, received from the Planning Commission
recommending approval for the resubdivision request of Fred Ferrando & Co. to resuh-
civide three acres of land on Little'field Avenue into two parcels: Parcel One to
h~ve a frontage on Littlefield Road of 210 feet and an approximate depth of 342 feet;
Parcel Two to have a frontage on Littlefield Avenue of 182 feet with an approximate
cepth of 342 feet. Accompanied by letter of request dated March 17, 1965, from Fred
Ferrando & Co.
Councilman Ahern moved, seconded by Councilman Cortesi and regularly carried, that

Inter-Office Memorandum dated April 16, 1965, received from the Director of Public
~orks submitting Change Order No. 1 to A1 Martin for the Dismantlin~ and Reconstruc-
tion at Miller Avenue Police Station Site, and recommending approval.
Councilman Rocca moved, seconded by Councilman Ahern and regularly carried, that
t~e recommendation of the Director of Public Works he approved and accepted.
Compilation of Bids for the purchase of one 4ine striper for the Street Department
was the next item for Council's attention.
T~ere being no objections, Mayor Bertucelli deferred this matter to the next regular
meeting.

There being no objections, Mayor Bertucelli ordered the reports accepted and placed
on file.

There being no objections, Mayor Bertucelli ordered the report filed.
T~ere being nothing further, Mayor Bertucelll asked if any member of the City Council
had anything they wished to offer under Good and Welfare. There being none, Mayor
Bertucelli at this time offered for Council's confirmation the following appointments:
As a member of the Housing Commission, Mario Cutrufelli, 10 Clover Court, South San
Francisco.
Councilman Cortesi moved, seconded by CounciLman Rocca and regularly carried, that
the Mayor's appointment be confirmed.

As a member of the Planning Commission, the Mayor offered for Council's confirmation
the appointment of Frank Mammini, 308 Granad~ Drive.
Councilman Cortesi moved, seconded by Councilman Ahern and regularly carried, that
the MaYor's appointment be confirmed.
Nayor Bertucellt then asked if anyone present in the audience had anything to offer
~nder Good and Welfare.
Nr. Victor Boido, 505 Orange Avenue, commented on the resolution adopted earlier
ky Council concerning the City's Beautification Program. He asked if anything was
~oing to he done requiring a clean up of the area to the rear of the Jacopi Garage
which is littered with debris. Discussion followed, at which time the Mayor com-
mented that all areas would he checked by the City's Beautification Committee, and
suggested to Mr. Boido that he contact Mr. L&mhertson and offer his services as a
committee member. Mr. Boido stated that he would he willing to accept if he were
~iven the authority to make the property owners clean up as required. He further
c~plimedted the Fire Chief and his department for the manner in which they con-
cucted their home inspection tours.
~r. David Baba, 822 Maple Avenue, asked concerning the population of the City, re-
warking that some signs differed in population figures. City Manager Aiello stated
that the official population of the City is ~4,859.
~r. Tony Montoya, 1125 Miller Avenue, briefly commented on the Use Permit recently
applied for through the Planning Commission by the Aqutlinas, which~was opposed hy
the neighbor, Tasseff. He stated that he, along with members of his Architectural
C~mnittee, met concerning the matter and had spoken to both residents, discussing
· ith them the restrictions and covenants in their area. He furtherco,~ented that
they would soon meet and arrive at a decisior which he felt would he agreeable. He
co~ended the actions of the Planning Commission and the City Council in the manner
in which the matter was handled. He also expressed his thanks to the City Attorney
for his time and efforts spent in this regar¢, answering questions which he and his
committee members had concerning the restrictions.
City Attorney Noonan commended Mr. Montoya for his efforts, remarking that had it
not been for the interest which he displayed in a neighborhood matter, it would not
have reached its present state.
~r. Montoya at this time expressed his thanks to the members of theCity Council for
the improved bus service about which he had spoken to Council at anearlier meeting.
Pe likewise suggested that the people patronfze the bus service so that the public's
appreciation could he displayed.
There being nothing further, Councilman Rocc[ moved, seconded by Councilman Ahern
and regularly carried, that the meeting he acjourned to May 17, lg65.
