Bertucelli at 8=00 p.m. Pledge of Allegiance to the Flag was recited, after which the invocation was given by Reverend Harry H. Larson of First Baptisz Church. Present= Councilmen Frank J. Bertucelli, Patrick E. Ahern, Emilio Cortesi, Andrew Rocca, and Guido J. Rozzi. Absent= None. kayor Bertucelli at this time asked if there was a motion approving the minutes of the regular meeting of May 3, 1965. Councilman Rozzi moved, seconded by Councilnan Rocca and regularly carried, that the minutes of the regular meeting of May 3, 1965, be approved as submitted. ~ayor Bertucelli then asked if there was a notion approving the regular claims as submitted for payment. Councilman Ahem moved, seconded by Councilnan Rocca and regularly carried, that the regular claims totaling $31,792.10 be a3proved for payment. Nayor Bertucelli then asked if there was a notion approving the claims for Parking District No. 1 as submitted for payment. Councilman Rocca moved, seconded by Councilnan Rozzi and regularly carried, that the claims for Parking District No. 1, totaling $34.82, be approved for payment. Cabot. Cabot & Forbes Industrial Park. Unit No. 1 Claims= (a) Robert S. Cooper & Associates claim dazed April 9, 1965, in the amount of $2,646.90 for Inspection of Site Grading and Trench Backfill. (b) Robert S. Cooper & Associates claim dazed April 26, 1965, in the amount of $1,384.40 for Inspection of Site Grading and Trench Backfill. (c) Baldwin Warren Company, Inc. claim dated April 25, 1965, in the amount of $36,142.49 for Progress Billing No. 7 - period ending April 25, 1965. Councilman Rozzi moved, seconded by Councilman Ahsrn and regularly carried, that the claims as submitted for Cabot, Cabot & 7orbes Industrial Park, Unit No. 1, be 8pproved for payment. South San FranciSco Marina Claim= City of South San Francisco claim dated May 6, 1965, in the amount of $271.80 to transfer funds from the Marina Construction Fund Account to the Marina Operational Fund. Councilman Rocca moved, seconded by Councilman Rozzi and regularly carried, that the claim as submitted for the South San Francisco Marina be approved for payment. Although not appearing as an item on the ag~mda, Council considered the claim of Kennedy Electric Company, Progress Billing ~or March, for fire alarm system work performed in the below listed assessment districts for which each is to he billed ~s follows: South San Francisco Industrial Park, Unit No. 2-C, Zone 1 - $401.00. South San Francisco Industrial Park, Unit No. 2-C, Zone 2 - $401.00. Butler Road Improvement District - $1,604.00. Fire Department Budget Account PS 2-18 - $2,324.90, for which the Utah Construction Company is to be billed. Fire Department Budget Account PS 2-18 - $7-9.50, for which the effected property owners are to he billed. Councilman Ahern moved, seconded by Councilnan Rocca and regularly carried, that the claims for the Kennedy Electric Company for the above listed assessment dis- tricts he approved for payment. Mmyor Bertucelli declared the Public Hearing opened for the~request of Don Hegdahl to construct a single family dwelling on the rear of lot at 709 Baden Avenue in an R-2 district, asking if any written protests had been received, to which the City Clerk replied none had been received by his office. The Mayor then asked if any- one present wished to register an oral protest. None were registered. City Attorney Noonan explained the Ordinance which had been prepared and was ready for its first reading and introduction, stating that if Council wished a motion could be adopted that reading of the Ordinarce in its entirety be waived and that it have its first reading and introduction by the reading of title only. Council- rmn Ahern so moved, seconded by Councilman ~ozzi and regularly carried. $ity Attorney Noonan then stated that a motion could be adopted that an Ordinance entitled: "AN ORDINANCE ESTABLISHING A PLANNED COMMUNITY DISTRICT (REFERRED TO AS STONEGATE RIDGE); PROVIDING REGULATIONS THEREFOR FOR THE DISTRICTS THEREIN CONTAINED, kND A~ENDING ORDINANCE NO. 353 AS A~ENDED E~ITLED 'ZONING ORDINANCE OF THE CITY OF SOUTH SAN FRANCISCO' ADOPTED AUGUST 10, 195~" be introduced, reading in its entirety 3aving been duly waived. The next item for Council's attention was tee continued Use Permit Resolution No. 1~87 of the Planning Commission recommendin~ denial for the request of Valcar Rent- als Corp. for a second 22 sq. ft. sign on tfeir property located at 264 Airport Boulevard. Mayor Bertucelli commented that a communication dated May 17, 1965, had been re- ceived from Valcar of California, Inc. requesting a continuance in order that they might meet with the Planning Commission at their next regular meeting of May 24th to further discuss the matter. He stated if there were no objections, the contin- uance would he granted. No objections were registered, and it was so ordered. VARIANCE Resolution No. 1890 received from the Planning Commission rec~maending per- nlssion be granted for the request to construct four units on 3,500 sq.ft, of lot area, instead of permitted three units at 413 Baden Avenue in an R-3 district, sub- ject to the condition that detailed landscaping plan be approved by the Architectural Committee prior to issuance of a building permit. Councilman Rozzi moved, seconded by Councilman Rocca and regularly carried, that the recommendation of the Planning Commission he approved and accepted. VARIANCE Resolution No. 1891 received from t~e Planning Commission reco~aending per- nission be granted for the request for 43% lot coverage instead of required 40% at 358 Gardenside Avenue in an R-1 district. Councilman Rozzi moved, seconded by Council~n Rocca and regularly carried, that the recommendation of the Planning Commission he approved and accepted. USE PER~IT Resolution No. 1892 received from the Planning Commission recommending -3ermission be granted for the request to construct a public water district office and yard works on Westborough Boulevard easterly of Limerick Boulevard intersection ;n an R-3 district, subject to the condition that a Record of Survey Map dividing =his parcel from the larger acreage be filed with the Planning Commission at the earliest possible date. Councilman Rozzi moved, seconded by Councilman Rocca and regularly carried, that the recommendation of the Planning Commission be approved and accepted. IJSE PERMIT Resolution No. 1893 received from the Planning Commission recommending permission be granted for the request to construct a swimming pool according to re- vised drawings, submitted April 22, 1965, 5 feet from the rear of the house at 2942 Dublin Drive, where 10 feet is normally required for an accessory building, subject ~o the following conditions= (1) That a hand railing be installed along the edge ef the pool closest to the house; and (2) That the proposed 6 foot high fence not extend beyond the front building setback line. Councilman Rozzi moved, seconded by Councilman Rocca and regularly carried, that the recommendation of the Planning Commission be approved and accepted. USE PER~IT Resolution No. 1894 received from the Planning Commission recommending denial for the request to construct a restaurant ("The Dog House") in a '~" district on E1Camino Real on the east portion of Parcel 12, Assessor's No. 13-145-12. Also, communication dated May 10, 1965, from The N~dloh Corporation appealing the decision of the Planning Commission. Inter-Office Memorandum dated May 3, 1965, received from the Planning Commission recom- merding approval for the abandonment of a PuhlicUtility Easement across Lots 5 and 12, Block 16, South San Francisco Industrial ~ark, Unit No. 3. (Cabot, Cabot & Forbes) Councilman Rozzi moved, seconded by Councilma~ Rocca and regularly carried, that the matter he referred to the City Attorney for preparation of the necessary documents. Change Order No. 1 for the South San Francisco Public Library and Emergency Operating Center site for the removal of 6 inches of subsoil between Station 1-00 and 4-23 and replacement with 6 inches of Class 2 aggregate base received from Herman Christensen & Sons, Contractor, in the amount of $1,150.0~. Councilman Rozzi moved, seconded by Councilman Ahern and regularly carried, that the Change Order he approved. At the request of ~ouncilman Rocca, City Manager Aiello explained what the Change Order covered. Mayor Bertucelli then remarked that in or- der that construction of the Library would not he unduly delayed, the Change Order should he approved. In~er-Office Memorandum dated May 5, 1965, received from the Director of Public Works recommending installation of an underground fire alarm circuit on Oyster Point Boule- vard. Accompanied hy letter dated May 4, 1965, from Kennedy Electric Company quoting price of installation for the underground fire alarm circuit. Councilman Rocca moved, seconded by Councilman Ahern and regularly carried, that the recommendation of the Director of Public Works he approved and accepted. In~er-Office Memorandum dated April 27, 1965, received from the Superintendent of Pub- lic Works recommending acceptance of line striper. City Manager Aiello declared the hids and remarked that the Superintendent of Public Works recommended award to Wald Industries and that he concurred with this recommendation. Councilman Rozzi moved, seconded by Councilma~ Rocca and regularly carried, that the recommendation of the Superintendent of Public Works he approved and accepted. Monthly Reports were received from the follo~ring: Parking District No. 1 - March, 1965 Building Inspection Department - April, 1965 Fire Department - April, 1965 San Mateo County Department of Public Health and Welfare - Housing Survey - January, February and March, 1965. There being no objections, Mayor Bertucelli ~rdered the reports accepted and placed on file. There being nothing further, Mayor Bertucelli asked if any member of the City Council had anything they wished to offer under Good and Welfare. Councilman Cortesi asked City Manager Aiello ,hen the installation of stop and go sig- nals were to he installed at the intersection of Airport Boulevard and Oyster Point Boulevard. MINUGGIANI~ oa7 AtlIOURNMENT ~ City Manager Atello replied that it was the intention of the City to have three loca- tions all done at one time. He explained that traffic signals were to he installed · t Utah Avenue and South Airport Boulevard and at Linden and Railroad Avenues as well · s Airport and Oyster Point Boulevards. He further remarked that the reason for the celay was that clearance had to be received from the Public Utilities Commission for tke installation at Linden and Railroad Avenues and that it was expected all three irstallattons would be started within thirty days. Tfere being nothing further, Mayor Bertucelll then asked if any member in the audience wished to offer anything under Good and Welfare. ~z. Tony Montoya briefly commented on the action which his Committee took with regard to the Aquilina and Tasseff matter, remarkin~ that an agreement had been reached which was to the satisfaction of both neighbors, f~e explained the meeting which had been ?eld hy the Committee. Brief discussion then followed between the City Attorney and Mr. Montoya as to the possibility of such a committee functioning ~o the satisfaction of the residents and the City in a Planned Community unit. Nayor Bertucelli then thanked Mr. Montoya for his interest in a neighborhood problem, and further congratulated him on his appointr~ent to the poverty program. ~r. George Carey, 716 Larch Avenue, brought to Council attention the matter of a sewer problem which existed on his property and which required attention about every two or three months. He commented that the sanitary sewer was installed higher than the ele- vation of the house. M~yor Bertucelli instructed the Director of Public Works to make a check of the matter a~d report to Council. Mayor Bertucelli at this time offered for Council's confirmation the reappointment of F. D. Minucciani to succeed himself as a member of the Housing Authority. Councilman Cortesi moved, seconded by Councilman Ahern and regularly carried, that the Mayor's reappointment he confirmed.
