The meeting was called to order by Mayor Frank J. Bertucelli at 8503 p.m.
Pledge of Allegiance to the Flag was recited, after which the invocation was given
by Reverend Robert Harrison in place of the Reverend Carl Curtright of the First
Assembly of God Church and who was present with the Reverend Curtright as
his guest.

Mayor Bertucelli at this time asked if there was a motion approving the minutes
of the adjourned regular meeting of April 26, 1965 and the regularlmeeting of

the minutes of the adjourned regular meetin~ of April 26, 1965 and the regular
ueeting of May 17, 1965, be approved as submitted.
~ayor Bertucelli then asked if there was a rotion approving the regular claims as
submitted for payment.
Councilman Rozzi moved, seconded by Councilman Rocca and regularly carried, that
t~e regular claims totaling $33,601.89 be approved for payment.
~ayor Bertucelli then asked if there was a notion approving the claims for Parking
District No. 1 as submitted for payment.
Souncilman Rocca moved, seconded by Councilman Ahern and regularly carried, that

Olympian Dredging Company claim dated October 31, 1964, in the amount of
$297.65 for work performed.
Councilman Rozzi moved, seconded by Councilmau Rocca and regularly carried, that
the claim as submitted for the South San Francisco Marina he approved for payment.

TION FUND CLAIMS: (a) Schlegel Mechanical Contractors claim dated April 23, 1965, in the amount
of $701.00 for repair work done in Digester No. 2 at Sewage Treatment Plant
($530.66 to be paid hy South San Francisco and $170.34 to he paid hy
San Bruno).
Glanville Construction Co. Claim dated M~y 10, 1965, in the amount of
$677.85 for work completed on Wastes Pumoing and Treatment Works Enlargement
Project Unit II.
Brief discussion followed. At which time, meation was made that earlier in the
S~udy Session Meeting,.it was decided to hold over the claim from Glanville
Construction Co.
Councilman Ahern moved, seconded by Councilmau Rozzi and regularly carried, that
the claim for Schlegel Mechanical Contractors in the amount of $530.66 as suh-
mi~ted for the City of South San Francisco Municipal Improvement Bon,ds of 1963 -
Construction Fund he approved for payment.
PUBLIC HEARING -
ALLEN USE PERMIT
P.C. RESO. NO. 1894:
The next item for Council attention was the Public Hearing on Use Permit
A~plication of Oliver M. Allen (Planning Comnzission Resolution No. li894)
requesting permission to construct a restaurant on Easterly portion of
Parcel 12, Assessor's No. 13-145-12 on E1Camino Real.
Mayor Bertucelli declared the Public Hearing opened, asking if any written protests
had been received, to which the City Clerk replied none had been received hy
his office. He then asked if anyone present in the audience wished itc register
an oral protest or speak on the matter. Leo ~artay briefly commented on the
restaurant that they propose to build, stating that it was not to he of drive-in
variety; that in the event the Use Permit was not available, they could move to
a location approximately 150 ft. from their ~roposed location and construct
without the need of a Use Permit.

Further discussion followed. At which time Fire Chief Marchi remarked that the
construction, if it were granted by Council, ~eets the requirements ici his
department. There being nothing further, Mayor Bertucelli declared ithe Public

ZONING AMENDMENT
MISSION ROAD (GRAND-
HOLLY)
The next item for Council attention was the Public Hearing on proposed amendment
o3 Zoning Ordinance to rezone certain parcels #11-231-21, 22, 23, 24, 25 and 26
o~ Mission Road between Grand and Holly Avenues a neighborhood commercial
district or C-1 district.
Mayor Bertucelli declared the Public Hearing opened, asking if any w~ritten protests
had been received, to which the City Clerk replied none had been received hy his
o!fice. He then asked if anyone present in the audience wished to ~egister an
oral protest or speak on the matter. Then George Concannon remarked that he
re~resented the property owners and was requesting the rezoning. He further
renarked that he was present if there were any questions the Council wished
a~swered. There being nothing further, Mayor Bertucelli declared the Public
Hearing closed.

T~e next item for Council attention was the Public Hearing on Notice of
proposed vacation of a portion of Oakmont Drive (now designated Calllan
Boulevard) in Westborough - West Park Unit ~2.
Mayor Bertucelli declared the Public Hearing opened, asking if any written
protests had been received, to which the City Clerk replied none hadi been re-

City Attorney Noonan explained the next resolution, after which Councilman
Rozzi introduced~ "A RESOLUTION COMMENDING THE EL CAMINO HIGH SCHOOL
VARSITY I~ASEBALL TEAM". Councilman Ahern cmmmedded the E1Camino High
School Varsity Baseball Team for the three :hampionships which they won.

City Attorney Noonan explained the Ordinanc~ which was ready for second reading and
adoption, stating that a motion could he adopted hy Council if they so desired that
reading of the Ordinance in its entirety be waived and that it he passed and adopted
by reading of the title only. Councilman A~ern so moved, seconded hy Councilman
Rocca and regularly carried.
City Attorney Noonan then remarked that a motion could be adopted by Council that
the Ordinance entitled: "AN ORDINANCE ESTA3LISHING A PLANNED COMMUNITY DISTRICT
(REFERRED TO AS STONEGATE RIDGE); PROVIDING REGULATIONS THEREFOR FOR THE DISTRICTS
THEREINCONTAINED, AND AMENDING ORDINANCE NO. 353 AS AMENDED ENTITLED 'ZONING
ORDINANCE OF THE CITY OF SOUTH SAN FRANCISCO' ADOPTED AUGUST 10, 1954" he read

REGULATING CHARITABLE
SOLICITATIONS:
City Attorney Noonan at this time explained an Ordinance which had been prepared
&nd which regulated the solicitation of funds hy charitable organizations. After
an explanation of the Ordinance, adoPtion as an emergency measure, Councilman
Rocca moved that Ordinance entitled~ "AN ORDINANCE OF THE CITY OF SOUTH SAN
~RANCISCO REGULATING SOLICITATION FOR CHARIIABLE, PATRIOTIC, PHILANTHROPIC
AND OTHER PURPOSES AND PROVIDING PENALTIES FOR VIOLATIONS THEREOF" he read
and passed as an urgency measure and that t~e City Clerk read or cause to he
read presently said Ordinance in full and t~at said Ordinance is declared
~o he an emergency measure as set forth in Section 14 thereof, which statement
is hereby adopted as the statement of facts constituting the emergency or
urgency for purposes of adopting this Ordinance, and upon completion of the
reading hy the City Clerk, a roll call vote be taken. Councilman Rozzi seconded
~he motion. City Clerk then commenced the reading said Ordinance verbatim
assigning certain portions thereof for reading hy the City Manager and City
Attorney, and said Ordinance was read in its entirety in accordance with the
motion. Thereupon, a roll call vote was taken.

USE PERMIT Resolution No. 1894 from the Planning Commission recommending denial
for the request to construct a restaurant ("The Do~ House") in a '~" district
on E1Camino Real on the east portion of Parcel 12, Assessor's No. 13-145-12~
also, letter dated May 10, 1965, from the ~edloh Corporation appealing the de-
cision of the Planning Commission.
Councilman Rozzi moved, seconded by Councilman Rocca that the request as made,
he approved provided it complied with the Planning Officer's Report, dated
April 26, 1965, in accordance with the amended plan and complied with the
requirements of the Fire Chief. Brief discussion followed. At which time
Councilman Ahern made mention that the applicant could locate approximately
450 ft. distance from the proposed present location and construct his desired
restaurant without the need of a Use Permit.
Motion as made and seconded was regularly carried.

US2 PERMIT Resolution No. 1900 received from the Planning Commission recommending
pernission be granted for the request %o move a house from the Westborough model
homes area to Lot 8, Block 12, Westborough Unit No. 2, corner of Shannon Drive
and Turnberry Drive in an Unclassified District, subject to the following condi-
tions: (1) Applicant contact the Police Department for permission to move this
house over the city streets; (2) Submit a design for the retaining wall in the
rear yard for approval by the Director of Public Works. Councilman Rocca moved,
seconded by Councilman Rozzi and regularly carried, that the recommendation of
the Planning Commission be approved and accepted.

permission be granted for the request to operate a trap shoot on the Healy-

(1) That the discharge of firearms will consist only of a shotgun type of B-B,
the type commonly used in trap shoots, and not pellets; (2)No type of rifles~
or pellet type projectiles, or small arms weapons are to. be used; (3) That, as
in uhe past, trap shoots held by the Rod & Gun Club, shall be supervised and
Trap Shoot Master to be assigned at all times by the Rod & Gun Club. This was
accompanied by memorandum from the Planning Officer recommending additional
conditions and a memorandum from the Chief of Police with recommendat'ion.
Councilman Ahern moved, seconded by Councilman Rocca and regularly carried, that
the recommendation of the Planning Commission be approved and accepted with the
furiher condition that buoys er markers be placed 500 feet from the traps in
accordance with the recommendation of the Chief of Police.
VARIANCE Resolution No. 1902 received from the Planning Commission recommending
pernission be granted for the request to encroach 16 feet into required 20-foot
level rear yard at 737 Almond Avenue in an R-1 district, subject to the con-
dj%ion that building plans be checked by the ~gineering Department to assure
proper stability. This was accompanied by mermorandum dated May 12~ 1965, from
the Planning Officer concerning correction of legal advertising and a memorandum
from the City Attorney concerning proposed correction.
Councilman Rozzi moved, seconded by Councilman Ahern and regularly carried, that
the recommendation of the Planning Commission be approved and accepted.
US][ PER~IT Resolution No. 1903 received from the Planning Commission recommending
permission be granted for the request to move a house from the Westborough model
homes area to the southerly 57 feet of Lots 1 and 2, Block 16, Rancho Buri Burl
on E1Campo Drive in an R-1 district subject to the condition that the applicant
obcain the proper permits from the Police Department and the Division of Highways
to move this house through the city streets and across the State Highway.
Councilman Rocca moved, seconded by Councilman Ahern and regularly carried, that
the recommendation of the Planning Commission De approved and accepted.

denial for the request to erect an outdoor advertising structure 12' x 25' on
Airport Boulevard at the Southern Pacific overoass in an M-2-H district. Accompanied

City Attorney Noonan remarked that the City could communicate with the Alcoholic
Beverage Control Board pursuant to the provisions of the Business and Profession
Code to the effect that no application at this time existed under a Use Permit.
There being no objections, Mayor Bertucelli so ordered.
There being nothing further, Mayor Bertucelli asked if anyone on the Council had
snything that they wished to offer under Good and Welfare. Councilman Cortesi
ciscussed the matter of the recently increased assessed valuation hy the County
Assessor which would result in the payment of increased taxes requesting that a
protest he registered by the City with the County Board of Supervisors concerning
these increased valuations. Mayor Bertucelli replied that at the recent Mayors
Conference meeting held in Burlingame, a pro;est had been registered by himself
~ behalf of the City.
Mayor Bertucelli then asked if anyone presen~ in the audience had anything that they
~ished to offer under Good and Welfare. At ;he request of Mr. Victor Boido, the
City Clerk read the letter which had been adcressed to the City by the Italian-
American Citizens Club registering a protest at the increased assessments and
which further requested the City's registering its protest at these increases.
Marlo Gagliolo, 760 Grand Avenue, commented en the increased assessed valuations
asking if the City Council had any knowledge as to whether or not this was to he
a continuing practice in the future. Discussion followed, at which time mention
was made that it was the City's understandin~ that the reassessment.program was
u3dertaken so that all properties would he v~lued at their present market value.
Further discussion followed, at which time Mr. Gagliolo mentioned that it was the
desire of the people to live in the community but that increased taxes would make
it necessary~: for residents living on a limited income such as pensioners to dispose
of their property and move elsewhere.
To3y Montoya, 1125 Miller Avenue, outlined to the members of the Council and those
present his membership to the Human Resources Committee which met last month
together with Chairman James Fitzgerald, outling the contributions which would he
made hy the Government~$n the first and secord years of the program and the third

year which would be undertaken at the sole exp~nse of the tax payers within
the County. He likewise made mention of the veto powers which were discussed
connenting that he would withhold his comments on this item until their next
meeting which was to be held the following day. He further commented that
it was his feeling that every able-bodied man should he able to work since
work was available. He commented that help was badly needed in the agri-
cu4;ural areas for the harvesting of crops.
Councilman Rocca at this time commented on the meeting which had been recently
he4d by the Governmental Research Council whic~ met and discussed the
assessed valuations in the County. He further commented on the panel which
discussed this matter,~ remarking that it was the feeling that the assessment
program was fair.
At ;he request of Mayor Bertucelli, Bob Lambertson, Chairman of the City's
Beautification Committee, outlined the program his group was following in
this program, asking for persons interested to contact him so that they
could assist in this work.
Pe;er Mariani aAso commented on the complaints which had been received
co3cerning the increased assessed valuations, stating that this program
should have been carried over a period of years rather than to have the
change all at one time. He likewise commentec that even though the tax
ra;e were reduced, the increased assessed valuation would result in
increased taxes to the home owner. He also c~maented on the decrease
in ;ax rate by the City some years prior hut that this was as a result
of sales tax revenue which the City realized.
Mr. Guido Marsili asked concerning the third resolution adopted earlier
hy Council, as it affected the ammended assessment on property he was buying
in ;he Ponderosa Road Improvement District. City Attorney Noonan explained
the procedure which was followed in making the divided assessment. The
City Attorney's explanation was satisfactory to Mr. Marsili.
There being nothing further, Councilman Rocca moved, seconded by Councilman
Rozzi and regularly carried, that the meeting be adjourned to June 21, 1965.
