The meeting was called to order by Mayor Frank J. Bertucelli at 8s06 p.m.
Pledge of Allegiance to the Flag was recited, after which the invocation was
given by Reverend Robert Nelson of Grace Covenant Church in place of
Reverend Eugene Linamen of Hillside Churc~ of God.

Mayor Bertucelli at this time asked if there was a motion approving the minutes
of the regular meeting of July 19, 1965.
Councilman Ahern moved, seconded by Councilman Rozzi and regularly carried,
that the minutes of the regular meeting of July 19, 1965 be approved as submitted.
Mayor Bertucelli then asked if there was a motion approving the regular claims
as submitted for payment.
Councilman Rocca moved, seconded by Councilman Ahern and regularly carried,
that the regular claims totaling $47,304.C6 he approved for payment.
Mayor Bertucelli then asked if there was a motion approving the claims for
Parking District No. 1 as submitted for payment.
Councilman Rozzi moved, seconded by Councilman Rocca and regularly carried, that
the claims for Parking District No. 1, totaling $895.88, be approved for payment.
Butler Road Assessment District Claims~
(a) Chemical Weed & Pest Control claim dated July 1, 1965 in the amount of
$48.00 for weed control.
(b) Southern Pacific Company claim dated July 7, 1965 in the amount of $6,357.83
for installing flashing light signals at Butler Road.
(c) Claim of June, 1965 in the amount of $1,106.77 - Deposit with Treasurer
to Central Station Fire Alarm Equipment Account.
Councilman Rocca moved, seconded by Councilman Rozzi and regularly carried, that
the claims as submitted for Butler Road Assessment District he approved for payment.
Cabot. Cabot & Forbes Industrial Park. Uni~ No. 1 Claims:
(a) California Water Service Company clain dated June 28, 1965 in the amount
of $816.66 for relocating water meter.
(b) Robert S. Cooper & Associates claim dated June 28, 1965 in the amount of
$1,329.60 for inspection of site grading and trench backfill.
(c) Hop Ling's Delivery Service claim dated June 24, 1965 in the amount of
$2.35 for delivery services.
(d) Claim of June, 1965, in the amount of $2,469.76 - Deposit with Treasurer
to Central Station Fire Alarm Equipment Account.
Councilman Rozzi moved, seconded by Councilman Cortesi and regularly carried, that
the claims as submitted for Cabot, Cabot & Forbes Industrial Park, Unit No. 1,
he approved for payment.

Claim of Baldwin Warren Company for Progress Billing. Claim to be sub-
mitted to the Director of Public Works, July 26, 1965, for checking and
approval. (Amount unknown at Agenda preparation.)
Inasmuch as the claim of Baldwin Warren Conpany for Progress Billing was not
received in time for Council attention, the claim was deleted for approval
as listed.

publication of Amended Assessment.

the claims as submitted for Harbor Way Assessment District he approved for payment.

Councilman Rozzi moved, seconded by Councilman Rocca and regularly carried, that
the claim as submitted for South San Francisco Industrial Park Unit 2C Zone 3
he approved for payment.
The next item for Council attention was the Public Hearing on Continued Notice
of Hearing appealing denial of Planning Commission for a pole sign at
103 Wondercolor Lane.
There being no objections from any member of the City Council, Mayor Bertucellt
continued the matter to the next regular m~eting of August 16, 1965.
The next item for Council attention was th~ Public Hearing on Notice of Hearing
appealing denial of Planning Commission Use Permit Resolution No. 1929 to
establish a Pizza Hut at 609 West Orange Avenue.
Mayor Bertucelli opened the Public Hearing, asking if any written protests had
been received to which the City Clerk replied that a letter, dated June 3, 1965,
had been received from the Southwood Women's Club over the signature of
Mildred Eskelsen, protesti~g the establish,ent of a Pizza Hut. In addition,
a petition had been received, dated July 22, 1965, containing 49 signatures
registering objection to the Pizza Hut. Mayor Bertucelli then asked if any
person in the audience wished to speak on ;he matter. The following persons
then spoke=
Mrs. Michael Hernan, 128 Knoll Circle, remarked that she was speaking as a
representative of the Southwood Women's Club, objecting to the Pizza Hut since
the area would become congested by automobiles, insufficient parking, lights
shining into residential areas and the safety of children endangered. She
urged that Council not grant the request.
Theodore Long, applicant for the Pizza Hut, spoke in his own behalf, ~urnishing
photos to the Council of the type of location which they proposed to construct
and which presently existed in Visalia. He remarked on the national chain of
this form of business which they operated in 46 states. He gave his reasons
for the selection of this location since the building conformed to their present
design. He further remarked that his comp&ny was prepared to abide by any
request insofar as parking, lighting the area, control at the location hy
uniformed law enforcement, stating that the operation would he under the super-
vision of a local manager.
Discussion then followed between t~ayor Be~:ucelli and Mr. Long concerning the
~atter of vehicular noise, adequate parkin{, noise from parking lots, as well
as opposition voiced hy a member of the Sd,ool Board.
~r. William Zurnstein, 617 West Orange Avenue, spoke in opposition to the granting
of the request remarking that it would be 200 ft. from a residentAal area and
would create a neighborhood problem.
~r. John F. Donnellan, 609 West Orange Avenue, owner of the building in which
the request for the Pizza Hut had been made, spoke in favor commenting that it
appeared that the City did not wish to have the area developed commercially.
~e commented on the present restaurants in the area which used the parking lot
and did not see why this would increase the traffic conditions or the danger to
the children in the area. He further remarked on the adequate parking which was
available at its present location.

Mrs. Hernan, in answer to Mr. Donnellan, cited the high school students
leaving athletic events in the evening which created a noise problem and
traffic condition.
Jack Gibbs, 618 West Orange Avenue, registered opposition, remarking that he
lived from 60 to 65 ft. of the proposed location, cited parking problems on the
streets in the front of residential areas instead of the use of the parking
lot, further remarking that a letter of pzotest had been sent to the Alcoholic
Beverage Control Board.
A resident of 704 West Orange Avenue voice~opposition, objecting to children
observing people drinking beer at the establishment.
Mrs. Donnellan spoke, remarking that they had many young children in their
family and that these children were not affected hy observing adults using
alcoholic beverages.
Police Chief Fabbri then briefly informed ;ouncil concerning traffic studies
made in the area, commented on the type of operation in other neighboring Pizza
Huts which also served full course dinners as well. He then asked Mr. Long
questions concerning the number of restaurants he personally operated or
managed.
There being no further discussion, Mayor Bertucelli then closed the Public
Hearing. The City Attorney then explained the courses of action left to Council,
one of which would he for denial, the other which would he for granting. He
suggested the adoption of a resolution rat~er than an oral motion.
Councilman Ahern then remarked that he was prepared to introduce a resolution
denying '~upholding the Planning Commission's recommendation for denial,
stating that the people did not wish such an establishment.
RESOLUTION NO. 4257
CONFIRMING DENIAL OF
USE PERMIT
After explanation by the City Attorney, CoJncilman Ahern introduced a reso-
lution entitled: "A RESOLUTION CONFIRMING THE DENIAL OF A USE PERMIT SET
FORTH IN PLANNING COM~ISSION RESOLUTION NO. 1929, PASSED JUNE 28, 1965."

The next item for Council attention was Grading Permit Application from
Healy Tihbitts Construction Co. to fill Tide Lot 27 and a portion of Tide Lot
26, accompanying this is an Inter-Office Memorandum, dated July 8, 1965, from
the Director of Public Works submitting his recommendation~ and resolution
entitled: "A RESOLUTION AUTHORIZING THE ISSUANCE OP A GRADING PERMIT TO
HEALY TIBBITTS CONSTRUCTION CO."
There being no objections from any member of the City Council, Mayor Bertucelli
continued the matter to the next regular meeting of August 16, 1965, pending
the clarification of all legal obligations as requested hy City Attorney.

The next item for Council attention was Inter-Office Memorandum, dated July 21, 1965,
from the Office of the Director of Public Works stating bids will he received and
declared at 3~00 p.m. on July 28, 1965.
~ids received were declared by Mr. Neville of the Director of Public Works Office,
recommended award to Steiny and Mitchel, Irc., in the amount of $57,647.00 as
low bidder.
Discussion followed, at which time Mayor Bertucelli asked concerning the type
of installation which was to he made, suggesting a uniform type of equipment he
installed for easy repair.
City Attorney Noonan then explained the next resolution, after which Councilman
i{occa introduced: "A RESOLUTION OF AWARD CF CONTRACT TRAFFIC SIGNAL SYSTEM
INSTALLATIONS AND RELATED STREET WORK PROJSCTS."

USE PERMIT Resolution No. 1906 received fron the Planning Commission recommending
permission be granted for the request to erect three signs with a total area of
228 sq. ft. on their relocated service statSon on Spruce Avenue at proposed
Huntington Drive in a PCM district.
Councilman Rossi moved, seconded by Councilnan Rocca and regularly carried, that
the recommendation of the Planning Commission stand issued upon the execution
of the agreement to dedicate and the filing of the required bond.
The next item for Council attention was the appointment of South San Francisco
Representative to the Regional Planning Comnittee.
N.ayor Bertucelli, at this time, offered for Council"s confirmation the appoint-
went of Councilman Ahern as Council Represemtative remarking that within the next
few weeks, the appointment from the Planning Commission would be made for its
ffember.
Councilman Rozzi moved, seconded by Councilnan Rocca and regularly carried, that
the Mayor's confirmation he approved and accepted.
The next item for Council attention was the communication, dated July 19, 1965
from Very Reverend Msgr. Eugene A. Gallaghe~, requesting the abandonment of
Fourth Lane along the All Souls Parish property, the South San Francisco Women's
Club and Kaiser Hospital properties, and requesting permission for construction
of cul-de-sac for the use of the South San 7rancisco Women's Club and Kaiser
fospital.
There being no objections, Mayor Bertucelli referred the matter back to the
Planning Commission. Communication was ordered accepted and placed on file.
VARIANCE Resolution No. 1936 received from =he Planning ~on~ission recommending
permission be denied to permit an 8 ft. side yard on a corner lot instead of
required 10 ft. at 425 Alta Vista Drive in an R-1 district.
VARIANCE Resolution No. ~937 received from nhe Planning Commission recommending
permission be denied to permit a 9 ft. rear yard in lieu of required 20 ft.
rear yard at 413 Alta Vista Dr~ve in an R-1 district.
Accompanying is an Inter-Office Memorandum from the Planning Commission con-
cerntng the denial of the tentative map of Alta Vista Drive No. 3.
Also accompanying is a communication, dated July 15, 1965, received from
Louis Arata appealing the Planning Commission's decision on its Resolution
b os. 1936 and 1937.
There being no objections, Mayor Bertucelli referred the matter for Public Hearing
· t the next regular meeting of Monday, August 16, 1965.
VARIANCE Resolution No. 1938 received from nhe Planning Commission recon~aending
permission be denied to permit construction of 4 units on a 3500 sq. ft. lot
&t 453 Baden Ave, in an R-13 area in lieu of normal 3 units.
There being no objections, Mayor Bertucellt referred the matter for Public Hearing
&t the next regular meeting of Monday, August 16, 1965.
[SE PEE~IT Resolution No. 1939 received fron the Planning Commission recommending
permission be denied to permit a dwelling group on a 3500 sq. ft. lot at 453
Baden Avenue in an R-3 area. Accompanying was communication, dated July 14, 1965,
from the applicant, Robert-A. Comes, appealing the decision of the Planning
Commission.
There being no objections, Mayor Bertucelli referred the matter for Public Hearing
at the next regular meeting of Monday, August 16, 1965.
VARIANCE Resolution No. 1940 received from ~he Planning Commission recommending
[pprova! to the request of a variance to encroach 2 ft. into 5 ft. required side
yard to permit family room addition at 563 Myrtle Avenue in an R-1 district,
Councilman Rozzi moved, seconded by Councilnan Rocca and regularly carried, that
the recommendation of the Planning Commission he approved and accepted.
SIGN USE PERMIT Resolution No. 1942 received from the Planning Commission
recommending approval with condition, that ~he sign he granted for one year
~ith the privilege of renewing at the end of the year, to the request for a
c' x 8' non appurtenant sign to be located on a vacant lot at the corner of
Pine and Linden in a C-2 district.
Councilman Rozzi moved, seconded by Council~an Rocca and regularly carried, that
the recommendation of the Planning Commission be approved and accepted.
The next item for Council attention was I~ter-Office Memorandum from the Planning
Commission approving request for resubdivisfion of Lot 5, Block 2, Cabot, Cabot
& Forbes Industrial Park Unit No. 1.
Councilman Rozzi moved, seconded by Councill~an Rocca and regularly carried, that
the recommendation of the Planning Commission be approved and accepted.

USE PERMIT Resolution No. 1941 received from the Planning Commission
recommending approval subject to conditions for permission to store 5-
gallon pails containing flammable materiel which are to be cleaned at
102 So. Maple Avenue in an M-2-H district. Following are the conditions
set forth by the Planning Commissions (1) That the entire property bF
cleaned, particularly the rear storage area. (2) That there be provisions
for landscaping. (3) That the fence be replaced or repaired. (4) That
landscaping, fencing and improvements be subject to the approval of the
Architectural Committee.
There being no objections from Council, ~ayor Bertucelli continued the
matter pending completion of the conditions and a report from the City
Manager's Office.
Inter-Office Memorandum received from the Planning Commission approving
amendment to Resolution No. 1900 as applied for by Robert Lagomarsino.
Councilman Rozzi moved, seconded by Councilman Rocca and regularly carried,
that the recommendation of the Planning Commission he approved and accepted.
Resolution No. 1947 received from the Planning Commission entitled:
"A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SOUTH SAN FRANCISCO
RECOMMENDING TO THE CITY COUNCIL APPROVAL OF THE USE PERMIT APPLICATION OF
CAESAR-CALLAN HOMERS DBA WESTBOROUGH HOMES TO PERMIT A PLANNED UNIT DEVELOPMENT
IN A PLANNED COMMUNITY DISTRICT (ORDINANCE NO. 511) WEST PARK PLANNED COMMUNITY,
SUBDIVISION MAP OF WESTBOROUGH WEST PARK UNIT NO. 1, PLANNED UNIT"C",SUB-
JECT TO CERTAIN CONDITIONS, AND BEING A COMMFJ~CIAL PLANNED UNIT CONTAINING

Councilman Rocca moved, seconded by Councilman Rozzi and regularly carried,
that the Use Permit he granted as recommended by the Planning Commission in
Resolution No. 1947, passed and adopted cn July 26, 1965 and on the terms and
conditions set forth in said resolution with these additional conditions desig-
nateds That on the service station of A~erican Oil, a brick facing may he
installed in lieu of a stone facing and that the sign be a single pole instead
of double pole.
Inter-Office Memorandum, dated July 16, 1965, received from the Superintendent
of Recreation and Parks advising completion of Burl Buri Park Bleachers,
requesting acceptance and filing completion notice.
Councilman Rozzi moved, seconded by Councilman Rocca and regularly carried,
that the recommendation of the Superinterdent of Recreation and Parks he
approved and accepted and Notice of Completion filed.
The next item for Council attention was list of Commissioners and Board
Members with terms of office and expiration dates.
Mayor Bertucelli at this time offered for Council's confirmation the re-
appointment of the following Commissioners and Board Members whose terms
of office expired: Nello Lazzari to the Planning Commission; John Gardner
to Planning Commission; Mrs. Ruth Boyd tc the Libraryi Victor Robinson to
the Library; and Alvin Stuller to the Parking District.
Councilman Rozzi moved, seconded by Councilman Rocca and regularly carried,
that the Mayor's appointments be confirmed.
Monthly Reports were received from the following:
Police Department - June, 1965
Fire Department - June, 1965
There being no objections, Mayor Bertucelli ordered the reports accepted and
placed on file.
Department of Alcoholic Beveraqe Control:
Application as filed by Pacific Coast Food Store (Manuel A. Munoz)
for Off Sale Beer & Wine at 232 Janiper Avenue.
Application as filed by Pink ElePhant Market, Inc. for Off Sale Beer
and Wine at 645 E1Camino Real.
Application as filed by The Ladle Club (F. and S. Malcewicz) for
On-Sale General.
There being no objections, Mayor Bertucelli ordered the reports placed on file.
Inter-Office Memorandum, dated July 22, 1965, was received from the Planning
Officer requesting correction to their Resolution No. 1836 Greenview Commons
Planned Unit, requesting that the pages w~ich were listed as Resolution No. 1837
he corrected to read No. 1836.
Councilman Rocca moved, seconded by Councilman Rozzi and regularly carried,
that the correction to the three pages listing Resolution No. 1837 be corrected
to No. 1836.

BAYFRONT CO[~ITTEE
OF REGIONAL PLANNING
At the request of Mayor Bertucelli, the City Clerk read in full a letter
received from the Council for Governmental Responsibility, 29g§ Summit Drive,
Hillsborough, California 94010, under date of August 2, 196§, and it read
as follows:

Gentlemen=
Th~:~ City of South San Francisco is participating with all of
the cities in the County on the Regional Planning Com~ittee
of San Mateo County. This City is also cooperating with the
other cities and the County on the Biyfront Committee of RPC.
The Bayfront Committee has just begur its work; hence we urge
that all applications for permits foz Bay fill which come
before this Council be withheld until the Bayfront Committee
and the Regional Planning Committee of San Mateo County have
completed their studies.
We request that this message be read into the minutes of
your meeting of August 2nd.
As you will note below, we are a courty-wide citizen
organization.

There being nothing further, Mayor Bertucellt asked if any member of the City
Council had anything they wished to offex under Good and Welfare
At the request of Councilman Rocca, the City Attorney explained the McAteer
Bill and how it affected the filling of tide lands in the Bay, commenting that
the applications would first come to the City and which would then he submitted
to the Commission as the City's report.

remarked that local government was not ir any way losing its control in the matter.
