Eugene Linamen, Hillside Church of God. Present: A~sent: Councilmen Frank Bertucelli, Patrick E. Ahem, Emilio Cortesi, Andrew Rocca and Guido J. Rozzi. None Mayor Bertucelli at this time asked if there was a motion approving the minutes of the regular meeting of September 7, 1965. Cguncilman Rozzi moved, seconded by Councilman Rocca and regularly carried, that the minutes of the regular meeting of Septemker 7, 1965 be approved as submitted. Mayor Bertucelli then asked if there was a motion approving the regular claims as submitted for payment. Councilman Ahern moved, seconded by Councilman Cortesi and regularly carried, that the regular claims totaling $17,210.49 be approved for payment. Mayor Bertucelli then asked if there was a motion approving the claims for Parking District No. 1 as submitted for payment. Councilman Rocca moved, seconded by Councilma~ Rozzi and regularly carried, that the claims for Parking District No. 1, totaling $89.13, he approved for payment. Butler Road Assessment District Claim: Chemical Weed & Pest Control Co. claim dated September 1, 196§ in the amount of $48.00 for weed control. Councilman Ahern moved, second&d by Councilma3 Cortesi and regularly carried, that the claim as submitted for Butler Road Assessnent District he approved for payment. Cabot, Cabot & Forbes Industrial Park, Unit No. 1 Claims: (a) City of South San Francisco claim dated September 7, 1965 in the amount of $1,000.00 for 10 fire alarm boxes installed @ $100.00 from Central Station Fire Alarm Equipment Deposits with Treas,arer. (b) Wilsey, Ham & Blair claim dated August 33, 1965 in the amount of $2,383.60 for Contract Administration, Resident Engineering and Inspection Services. (c) Wilsey, Ham & Blair claim dated August 30, 1965 in the amount of $1,018.45 for Construction Staking. (C) Baldwin Warren Co. Inc., dated September 2, 1965 in the amount of $70,381.50 for Progress Billing No. 11. Councilman Rozzi moved, seconded by Councilman Rocca and regularly carried, that the claims as submitted for Cabot, Cabot & Forbes Industrial Park, Unit No. 1, be approved for payment. South San Francisco Public Library Claims: (b) Herman Christensen & Sons, Contractor, claim dated August 30, 1965 in the amount of $72,051.00 for General Construction on Library and Emergency Operating Center. Markling and Yamasaki, Architects, claim dated September 1, 1965 in the amount of $1,607.89 for Architectural Services en Library and Emergency Operating Center. Councilman Rocca moved, seconded by Councilman Ahern and regularly carried, that the claims as submitted for the South San Frarcisco Public Library be approved for payment. The next item was a Proclamation designating September 27 through October 1, 1965 as "ARMOUR AND COMPANY WEEK" in the City of South San Francisco. CO.: RESOLUTION NO. 4285 EXTENSION OF AGREF~ENT WITH UTAH CONSTRUCTION CO.: RESOLUTION NO. 4286 GRANT OF PUBLIC SERVICE EASF~ENT FROM BIG EYE- SOUTH SAN FRANCISCO INC.: RESOLUTION NO. 4287 GRANT OF PUBLIC UTILITY EASF~ENT FROM ATKINSON: RESOLUTION NO. 4288 WEST PARK UNIT NO. 1 MAINTENANCE DISTRICT: ORDINANCE NO. 535 CREATING AND ESTABLISHING FIRE DISTRICT: 2nd Reading/Adoption ORDINANCE - SOILS REPORT ON SUBDIVISIONS: 1 st Reading/Introdu cti on Tke next item for Council attention was a Proclamation designating October 3 t~rough October 31, 1965, as "CLEAN-UP, PAINT-UP, FIX-UP, PLANT-UP MONTH" in the City of South San Francisco. The Mayor then so proclaimed. The first resolution for Council attention was a resolution entitled: "A RESOLUTION GRANTING A GRADING PER~IT TO HEALY TIBBITTS CONSTRUCTION COMPANY- PROFIT SHARING PLAN, AND CROCKER CITIZENS NATZONAL BANK, TRUSTEE." There being no objections, Mayor Bertucelli ordered the resolution deleted at the request of the City Attorney. City Attorney Noonan explained the next resolution which was ready for Council action, stating that a related offer had been received from C & S Dredging Co., Inc. He likewise made mention of stabilizing the s_ope as well as the quantity of material which was to be removed after which Council Ahem introduced a resolution entitled: "A RESOLUTION AUTHORIZI4G NEGOTIATIONS OF AN A~END~ENT EXTENDING THE AGREF~ENT WITH UTAH CONSTRUCTION CO. FRO~ SAN BRUNO SHOALS Ab D THE TRANSMISSION OF THE PROPOSED AMENi~EN? TO THE COUNCIL FOR APPROVAL." At the request of Mayor Bertucelli, the City Manager read the letter which had been received from C & S Dredging Co., Inc. Roll call vote was as follows: Ayes, Councilnen Frank Bertucelli, Patrick E. Ahern, Emilio Cortesi, Andrew Rocca and Guido J. Rozzi. Noes, none. Absent, none. The next item for Council attention was the I~ter-Office Memorandum from the office of the Director of Public Works dated September 7, 1965 recommending acceptance of the grant of public easement from the Big Eye-South San Francisco Inc. City Attorney Noonan explained the resolution, after which Councilman Rozzi irtroduced: "A RESOLUTION ACCEPTING A GRANT OF PUBLIC SERVICE EASFJ~ENT FROM BIG EYE-SOUTH SAN FRANCISCO INC." Roll call vote was as follows: Ayes, Councilmen Frank Bertucelli, Patrick E. Ahern, Emilio Cortesi, Andrew Rocca and Guido J. Rozzi. Noes, none. Absent, none. City Attorney Noonan explained the next resolution, after which Councilman Rocca introduced: "A RESOLUTION ACCEPTING A GRANT OF PUBLIC UTILITY EASF~ENT FROM A?KINSON FOR WEST SIDE SPRUCE AVENUE." Roll call vote was as follows: Ayes, Councilmen Frank Bertucelli, Patrick E. Ahern, Emilio Cortesi, Andrew Rocca and Guido J. Rozzi. Noes, none. Absent, none. City Attorney Noonan explained the next resolution, after which Councilman Rozzi introduced: "A RESOLUTION OF INTENTION TO FO~ WEST PARK UNIT NO. 1 PARKS AND P;~RKWAYS MAINTENANCE DISTRICT." Roll call vote was as follows: Ayes, Councilnen Frank Bertucelli, Patrick E. Ahern, Emilio Cortesi, Andrew Rocca and Guido J. Rozzi. Noes%, none. Absent, none. City Attorney Noonan explained the Ordinance which was ready for second reading and adoption, stating that a motion could he adopted hy Council if they so desired that reading of the Ordinance in its entirety he waived and that it he passed and adopted hy reading of the title only. Councilman Ahem so moved, seconded hy Councilman Rocca and regularly carried. City Attorney Noonan then remarked that a motion could be adopted by Council that the Ordinance entitled: "AN ORDINANCE OF THE CITY OF SOUTH SAN FRANCISCO CREATING AND ESTABLISHING A FIRE DISTRICT AND DESIGNATING ZONES THEREIN WITHIN THE CITY OF SOUTH SAN FRANCISCO; AND REPEALING ORDINANCE ~0. 136" he read for the second time hy title and be passed and adopted, the reading in its entirety having been duly waived. Councilman Rozzi so moved, seconded hy Councilman Rocca. Roll call vote was as follows: Ayes, Councilmen Frank Bertucelli, Patrick E. Ahern, Emilio Cortesi, Andrew Rocca and Guido J. Rozzi. Noes, none. Absent, none. City Attorney Noonan explained the Ordinance which had been prepared and was ready for its first reading and introduction, stating that if Council wished a motion could he adopted that reading of the Ordinance in its entirety he waived and that i~ have its first reading and introduction hy the reading of title only. Councilman Rocca so moved, seconded hy Councilman Ahern and regularly carried. City Attorney Noonan then stated that a motio~ could be adopted that an Ordinance entitled: "AN ORDINANCE OF THE CITY OF SOUTH SAN FRANCISCO REQUIRING A PRELIMINARY SOILS REPORT OF SUBDIVISIONS AND SPECIFYING ~qE CONDITIONS UNDER WHICH A SOIL INVESTIGATION OF EACH LOT IS REQUIRED" be introduced, reading in its entirety having been duly waived. NO. 1959: o5O WHITEFRONT STORE PROPOSED EASEMENT FOR CALIFORNIA WATER SERVICE: Communication dated August 31, 1965 received from the South San Francisco Boys' Club requesting permission to conduct their annual Festival, October 1, 2 and 3, 1965. Councilman Rozzi moved, seconded by Councilman Ahem and regularly carried, that permission as requested be granted. Communication dated September 20, 1965 received from Reverend Father Norman Allen of Mater Dolorosa Church requesting permission to hold their annual Ponderosa 3estival, September 23 to 26, 1965. Councilman Ahern moved, seconded by Councilman Rocca and regularly carried, ~hat permission as requested he granted. VARIANCE Resolution No. 1953 received from t~e Planning Commission recommending permission be granted to permit 45.9% lot coverage instead of the maximum permitted 40% and to permit a 6" eave encroachment into the required side yard setback to allow 2½' eave over hang instead of permitted 2'. Councilman Rocca moved, seconded by Councilman Rozzi and regularly carried, that ;he recommendation of the Planning Commissio3 he approved and accepted. USE PERMIT Resolution No. 1954 received from :the Planning Commission recommending permission be granted to permit the sale of second-hand children's merchandise in a C-2 district at 610 Linden Avenue. Councilman Rocca moved, seconded by Councilman Rozzi and regularly carried, that ~he recommendation of the Planning Commissio~ he approved and accepted. USE PERMIT Resolution No. 1955 received from the Planning Commission recommending permission he granted to store (No. 2 fuel oil) inflammable liquids in an M-1-H district, subject to the condition that a check be made with the Fire Department for any special conditions. Councilman Rocca moved, seconded by Councilman Rozzi and regularly carried, that ~he recommendation of the Planning Commissio~ he approved and accepted. SIGN USE PERMIT Resolution No. 1956 received from the Planning Commission recommending permission be granted to permit 3 signs with a total of 320 sq. ft. of which one is revolving and lighted. Councilman Rocca moved, seconded by Councilman Rozzi and regularly carried, that ~he recommendation of the Planning Commissio~ he approved and accepted. SIGN USE PERMIT Resolution No. 1957 received from the Planning Commission recommending permission he granted to renew a Sign Use Permit for a 10'x24' lighted sign at 935 E1Camino Real subject to the condition that the permit be submitted for renewal in one (1) year. Councilman Rocca moved, seconded by Councilman Rozzi and regularly carried, that ~he recommendation of the Planning Commissio~ he~ approved and accepted. Inter-Office Memorandum dated September 7, 1965 received from the Planning Commission Secretary recommending approval of resuhdivision request of Cabot, Cabot & Forbes for the resuhdivision of Lot 3, Block 15, South San Francisco Industrial Park Unit 3-B into Lots 3A and 3B. Councilman Rocca moved, seconded by Councilman Rozzi and regularly carried, that the recommendation of the Planning Commissiou be approved and accepted. VARIANCE Resolution No. 1959 received from the Planning Commission recommending permission be granted to permit a covered pacio 3 ft. from the main building instead of required 10 ft. and a 6 ft. block wall along side yard to the front side of the building instead of a 3 ft. wall at 1 Maple Avenue, subject to the condition that the fireplace include a spark arrester for safety purposes. Councilman Rocca moved, seconded by Councilman Rozzi and regularly carried, that ;he recommendation of the Planning Commission he approved and accepted. inter-Office Memorandum dated September 3, 1~65 received from the Director of Public Works Office concerning proposed easements for California Water Service Co. in the Whitefront Store areas and Tanforan Park area. Brief discussion followed at which time, Mr. Neville of the Director of Public Works office explained the matter of the placement of water lines for the Whitefront store and the trunk lines to service other areas, recommending that a condition he made concerning the easements in which the water lines were to he installed. After discussion, City Attorney Noonan suggested the following motion: Moved that the easement within the boundary of the Whitefront property and other private properties be dedicated to the California Water Service by owners and that consent of the City to the extent permitted by the Agreement between ;he City and Tavares Company be given to the California Water Service to install ;he water line within the proposed right-or-'Nay of Huntington Avenue and "A" Street which connects Huntington Avenue and E1Camino Real. Councilman Rocca so moved, seconded by Councilman Ahern and regularly carried. 819 ACCEPTANCE OF EASF3~ENT GUY F. ATKINSON CO..' ALLERTON AVENUE RAILROAD CROSSING: ORANGE MENDRIAL PARK PICNIC SHELTER.' BIDS - FOUR VEHICLES FOR POLICE DEPARTMENT: MONTHLY REPORTS: DEPARTMENT OF ALCOHOLIC BEVERAGE CONTROL: GOOD AND WELFARE: INTERNATIONAL ASSOCIATION OF FIRE FIGHTERS APPRECIATION FOR WAGE INCREASE: WILDBERG BROS. SMELTING & REFINING CO. EXPRESSING GRATITUDE TO POLICE DEPT: ADJOURNMENT: Enter-Office Memorandum received from the Director of Public Works Office concerning the acceptance of a public utility easement from Guy F. Atklnson Company adjacent to Colma Creek. This matter having been acted on under ResolJtions, no further action was taken. Enter-Office Memorandum received from the Director of Public Works Office concerning the request of the Southern Pacific Company for a railroad crossing on Allerton Avenue. Councilman Rozzi moved, seconded by Councilman Rocca and regularly carried, that ~he permit be granted on the basis that it meet ail of the City's requirements, traffic conditions and engineering requiremeats. Inter-Office Memorandum dated August 20, 1965 received from the Superintendent of Parks and Recreation recommending acceptance of Orange Memorial Park Picnic Shelter House and authorization to file Notice of Completion. Councilman Rozzi moved, seconded by Councilman Rocca and regularly carried, that the recommendation of the Superintendent of 2arks and Recreation he approved and accepted and Notice of Completion he filed. Inter-Office Memorandum concerning the compilation of bids on four police vehicles was read hy the City Manager who afser declaring the bids received, stated that the vehicles met the specifications amd along with the Chief of Police, recommended award to Eautze Ford as _ow bidder. Councilman Rocca moved, seconded by Councilman Rozzi and regularly carried, that the award be made to Lautze Ford as lo~ bidder. ~lonthly Reports were received from the following: Public Library - August, 1965 Police Department - August, 1965 Fire Department - August, 1965 Building Inspection Department - Aug-]st, 1965 San Mateo County Department of Public Health and Welfare - Sanitation Section - July, 1965 There being no objections, Mayor Bertucelli ordered the reports accepted and placed on file. Department of Alcoholic Beveraqe Control: Application as filed by Foods Company, Liquors Inc. for Off Sale Beer and Wine at 180 East E1Camino Real. There being no objections, Mayor Bertucelli ordered the report placed on file. There being nothing further, Mayor Bertucelli asked if any member of the Council had anything they wished to offer under Good and Welfare. Councilman Rocca commented that he was pleased to see the Director of P~hlic Works, Louis Goss, back at work after his eye operation. Mayor Bertucelli then read a communication dated September 7, 1965 from the Inter- national Association of Fire Fighters, Local #1507 over the signature of Patrick Dunleavy, President, expressing the appreciation of their members to the City Council for the consideration given their wage requests for this year as in previous years. Fe likewise read a communication dated September 8, 1965 from Wildberg Bros. Smelting & Refining Co., over the signature mf Irving I. Wildberg, President, addressed to Police Chief Fabbrt expressing thanks and appreciation to his cepartment and its members for the recovery of the gold stolen from their property on August 12, 1965. There being nothing further, Mayor Bertucelli asked if any member of the audience had anything they wished to offer.
