The meeting was called to order by Vice Mayor Rozzi at 8:05 p.m.
PLedge of Allegiance to the Flag was recited, after which the invocation was given
hy Reverend Paul P. Coleman of St. Veronica's Church.
Present: Councilmen Patrick E. Ahern, Emilic Cortesi, Andrew Rocca and Guido J. Rozzi
Absent: Councilman Frank J. Bertucelli
Vice Mayor Rozzi mentioned that the Mayor anc City Manager were attending a conference
in San Francisco this evening, and therefore would not be present at the meeting.
Vice Mayor Rozzi at this time asked if there was a motion approving the minutes of
t~e regular meeting of November 15, 1965.
Councilman Ahern moved, seconded by Councilm~n Rocca and regularly carried, that
t~e minutes of the regular meeting of November 15, 1965 he approved as submitted.
Vice Mayor Rozzi then asked if there was a motion approving the regular claims as
submitted for payment.
Councilman Rocca moved, seconded by Councilman Ahern and regularly carried, that
the regular claims totaling $47,521.65 be approved for payment.
Vice Mayor Rozzi then asked if there was a motion approving the claims for Parking
Eistrict No. 1 as submitted for payment.
Councilman Ahern moved, seconded by Councilman Rocca and regularly carried, that
the claims as submitted for Parking District No. 1, totaling $768.13, he approved
for payment.
Lowrie-Bothin-Swanson Assessment District Claim:
Wilson, Jones, Morton & Lynch claim dated November 11, 1965 in the amount of
$3,909.18 for legal services.
Councilman Rocca moved, seconded by Councilman Cortesi and regularly carried, that
the claim as submitted for Lowrie-Bothin-Swa~son Assessment District he approved
for payment.
South San Francisco Public Library Claims:
(a) Testing and Controls, Inc., Contractor, claim dated October 8, 1965, in the
amount of $1,868.50 for work performed 3n Library and Emergency Operating Center.
(b) Markling and Yamasakt, Architects, claim dated November 3, 1965 in the amount
of $1,044.97 for Architectural Services on Library and Emergency Operating Center.
Councilman Ahern moved, seconded by Councilman Cortesi and regularly carried, that
;he claims as submitted for the South San Francisco Library and Emergency Operating
Center be approved for payment.
Vice Mayor Rozzi at this time stated that Mr. Don Simonson, Public Health Officer
for San Mateo County, was present to speak to Council on a matter of a garbage
nuisance and because he had to attend another meeting, would he called on at this
nime. Mr. Stmonson at this time explained to Council the matter of the existence
of a health problem at 98 Oak Avenue, statimg that he had received an affidavit
from Mrs. Elizabeth Keller, a neighbor, concerning the existence of garbage, refuse
and debris. He also showed Council a photograph of the mentioned garbage which was
naken hy Laurence Ross, Police Department Technician.
?urther discussion followed after whcih the Dity Attorney explained the procedure
which the City could follow pursuant to the requirements of the ordinance. He suggested
a motion for adoption by the City Council: Moved that in the matter of 98 Oak Avenue,
~he affidavit of Mrs. Elizabeth Keller, dated December 3, 1965, and the photograph
labeled "98 Oak Avenue, South San Francisco, December 3, 1965, 11:20 a.m." taken by
Laurence Ross, Technician, he received and together with the statement of Don Simonson,
Health Sanitarian, made to the City Council at this time to the effect that there is
an accumulation of garbage and debris he made part of the evidence and the fact that
said evidence was received he made part of the minutes and that ~resolution he pre-
sented, declaring the existence of a public nuisance at 98 Oak Avenue. Councilman
Ahern so moved, seconded hy Councilman Rocc& and regularly carried..
City Attorney Noonan then explained the resolution after which Councilman Rocca
introduced: "A RESOLUTION DECLARING THE EXISTENCE OF A PUBLIC NUISANCE AT 98 OAK
AVENUE IN THE FORM OF AN UNLAWFUL ACCUMULATION OF GARBAGE AND OTHER REFUSE PURSUANT
TO ORDINANCE NO. 538."

Vice Mayor Rozzi then requested that the evidence be filed with the City Clerk
and that the City Clerk he directed to mail notices to the owners and have the
property posted.
City Attorney Noonan explained the next resolution for Council's attention after
which Councilman Rocca introduced: "RESOLUTIDN OF INTENTION TO VACATE A PUBLIC

The next item for Council's consideration was the Petition entitled: "PETITION FOR

Mr. Kenneth Jones of the firm of Wilson, Jones, Morton & Lynch', Bond Counsel,
explained the Petition and Certificate, the area that the assessment district
~as to cover and the work which was to be performed. He then went on to explain
the resolutions which were to follow, if adopted would create the district.
fe then explained the first resolution for Council's attention after which Councilman

~r. Kenneth Jones explained the next resolution after which Councilman Ahern

~ouncilman Ahern at this time explained to Zhose in the audience that the road which
was to he built was to he acquired for the benefit of people in traveling from one
subdivision to the other, further remarking that this would link Country Club Park
area and Brentwood subdivision with a route parallel to E1Camino Real. He further
commented that this would afford the convenience to people of traveling from one
area to another without the need of going o'~ to the E1Camino Real and it likewise
would afford access to the areas for emergency vehicles.
City Attorney Noonan explained the next resolution for Council's attention after
which Councilman Rocca introduced: "A RESOLUTION AUTHORIZING THE CITY ATTORNEY
TO CONSENT TO CANCELLATION OF TAXES ON PROPSRTY ACQUIRED FOR PUBLIC USE AND
REQUESTING THE BOARD OF SUPERVISORS TO AUTHDRIZE CANCELLATION OF COUNTY TAXES
AND THE DISTRICT ATTORNEY'S CONSENT THERETO."

Vice Mayor Rozzi remarked that if there were no objections from any member of the

Discussion then followed after which Counctlman Rocca moved, seconded by Councilman
Ahern and regularly carried, that the ~elininary plan he referred to the Planning
Commission with a request that the Planning Commission advise as to whether the
design of the improvement set forth in the plan would meet the standards of the
Planning Commission for the area.

& Associates dated November 7, 1965 requestin~ re-assessment of Lots 10 and 11,

City Attorney Noonan explained the resolution after which Councilman Rocca introduced:

The next item was a communication from Reveremd J. J. Dollinger, Pastor of Burlingame
Seventh-Day Adventist Church, dated November 8, 1965, requesting permission to carol
ir the residential section until December 24, 1965.
Councilman Ahern moved, seconded by Councilman Rocca and regularly carried, that
the request he approved as submitted.
The next item was a communication from Reverend Joe. D. Marshall, Pastor of Tabernacle
SDA Church, requesting permission to solicit ~unds for the regular welfare work from
October 15 to December 31, 1965 between the hours of 9:00 a.m. and 9:00 p.m, each day
and to conduct a caroling program in the residential district.
Councilman Rocca moved, seconded by Councilma~ Ahern and regularly carried, that
the request he approved as submitted.
The next item was a communication from Miss Ruth C. Smith, Director of the San
Mateo County Section, Camp Fire Girls of San ~ateo County, requesting permission
to conduct their annual candy sale from January 29, 1966 through February 26, 1966.
Councilman Ahern moved, seconded by Councilmau Rocca and regularly carried, that
the request he approved as submitted.
The next item for Council's consideration was a communication from the Brentwood
Merchants Association, dated December 8, 1965, requesting permission to use a portion
o~ the parking area for a Children's Christmas Dance performance on December 11, 1965
from 2:00 p.m. to 3:00 p.m.
Councilman Rocca moved, seconded by Councilman Cortesi and regularly carried, that
ti~e request he approved as submitted.
I~ter-Office Memorandum dated December 2, 1965 as addressed to the City Manager from
ti~e City Attorney concerning the matter of North Canal Improvements which contained
a suggested motion hy Council was next taken up.
Brief discussion followed after which Councilman Rocca moved, seconded by Councilman
Aue~nand regularly carried, that the City Manager be authorized to confer with the
property owners with frontage on North Canal for the purpose of installing a temporary
pavement and other improvements and that the City Manager he further authorized to
issue a Permit to said property owners for the purpose of constructing and installing
temporary pavement and other facilities, on the following terms and conditions:
(1) Permittee shall construct and install said paving and improvements in accordance
with the plans, specifications and standards set forth in Exhibit "A" attached
fhereto at said Permittee's cost and expense. (2) Permittee shall maintain said
improvements and do any and all repairs necessary to keep improvements in a safe
condition. (3) Permittee in making said improvements does so with knowledge of the
fact that City may he required from time to ~ime to use all or portions of said
right of way and improvements installed thereon for the purpose of piling sand and
~redge material from Colma Creek, and City expressly reserves the right to pile
said sand and dredge material from Colma Creek on said right of way and improvements.
Claim as filed against the City of South San Francisco by the law office of Jack H.
~erchick in behalf of his client, Gladys Bri~ton Ward, alleging injuries as a result
of a fall in front of 1155 E1Camino Real was next taken up.
Councilman Rocca moved, seconded by Councilman Cortesi and regularly carried, that
the claim he denied and referred to the City's insurance carrier.
Claim for return of money wrongfully withheld as filed against the South San Francisco
Police Department, Pacifica Police Departmen; and San Mateo County Treasurer in behalf
of J. D. Hall, Claimant, was received from t%e office of Charles S. Gush, Jr., Attorney

Co'Jncilman Ahem moved, seconded by Councilmar Rocca and regularly carried, declaring
that the City has no interest in the claim to or possession of the said sum of money
and, therefore, denies the claim and orders the notice of said denial and grounds
therefor be communicated to $. D. Hall and his attorney.
The next item for Council's attention was the Inter-Office Memorandum from the
Director of Public Works dated October 26, 1965 concerning the slope in the rear
of 549 Valverde Drive on property owned by Vincent Ternullo and recommending work
to be done by City forces.
Brief discussion followed at which time the Director of Public Works explained the
work which was to he done hy City forces after which Councilman Rocca moved,
seconded hy Councilman Cortesi and regularly carried, that the recommendation of
the Director of Public Works he approved and accepted.
VARIANCE Resolution No. 1984 received from the Planning Commission recommending
permission be granted to erect 35 units on a ,ct 34,720 sq. ft. in area - Lot 7,
Block A, Country Club Park in an R-3 and C-1 district, subject to the following
conditions: (1) Installation of fire hydrant on Alida Way, subject to requirements
o{ Fire Department. (2) Reduction of indicated wall, within front setback, to no
higher than 3 ft. (3) Addition to garbage collection area, surrounded by solid six
foot wall, with gate, near northwest corner of building. (4) San Francisco Water
Department to indicate written approval, prior to construction of indicated pool
on San Francisco Water Department right-of-way. (5) Landscaping to be installed and
approved prior to occupancy; occupancy to be revoked if landscaping is not maintained
per plan or approved revisions. (6) Both permits subject to architectural and
landscaping approval.
Councilman Rocca moved, seconded by Councilman Ahern and regularly carried, that
the recommendation of the Planning Commission he approved and accepted.
VARIANCE Resolution No. 1985 received from the Planning Commission recommending
permission be granted for 364 sq. ft. of new construction to cover 47.5% of a
53'x90' lot, and to extend 4 ft. into required 20 ft. rear yard at 116 Casey Drive
il an R-1 district.
Councilman Rocca moved, seconded by Councilmzn Ahern and regularly carried, that
t%e recommendation of the Planning Commissior he approved and accepted.
VARIANCE Resolution No. 1986 received from the Planning Commission recommending
permission be granted to allow new construction to cover 42% of a 50'x90' lot at
326 Catherine Drive in an R-1 district, subject to the condition of removal of
existing greenhouse.
Councilman Rocca moved, seconded by Councilman Ahern and regularly carried, that
the recommendation of the Planning Commission he approved and accepted.
LSE PERMIT Resolution No. 1987 received from the Planning Commission recommending
permission be granted to erect 35-unit apartment within 200 feet of a dwelling
cistrict - on Alida Street, Lot 7, Block A, Country Club Park in an R-3 and C-1
eistrict, subject to the following conditions: (1) Installation of fire hydrant
on Alida Way, subject to requirements of Fire Department. (2) Reduction of indi-
cated wall, within front setback to no higher than 3 ft. (3) Addition to garbage
collection area, surrounded hy solid six foot wall, with gate, near northwest
corner' of building. (4) San Francisco Water Department to indicate written approval
prior to construction of indicated pool on Sin Francisco Water Department right-of-way.
(5) Landscaping to he installed and approved prior to occupancy; occupancy to he
revoked if landscaping is not maintained per plan or approved revisions. (6) Both
permits subject to architectural and landscaoing approval.
Councilman Rocca moved, seconded by Councilman Ahern and regularly carried, that
~he recommendation of the Planning Co~missio~ he approved and accepted.
USE PERMIT Resolution No. 1988 received from the Planning Commission recommending
permission be granted to erect a new service station to replace existing station
which is to be demolished, subject to the following conditions: (1) Approved
31anting to be installed at outside corner, under sign, and along alley property
Line, in addition to locations indicated. (2) Landscaping and architectural approval;
use permit to be revoked if landscaping is rot maintained according to approved plans.
[3) Additional courtesy screens or baffles to be installed in front of restroom doors.
(4) Approval does not extend to indicated free-standing sign; an additional sign
'~se permit will be required.
Accompanying were Inter-Office Memorandum d&ted November 10, 1965 from Planning
'Sonsultant and communication to the Plannin~ Commission under date of November
1965 from Yolanda Mahoney.
~ayor Bertucelli remarked that if there were no objections, the matter would be
referred back to the Planning Commission for restudy and report hack to Council.
No objections having been registered, it was so ordered.
VARIANCE Resolution No. 1989 received from zhe Planning Commission recommending
permission be denied for a sign 13'6"x36' with an overall height of 31'6" above roof -
486 sq. ft. in an area at 1415 San Mateo Avenue.
Councilman Rocca moved, seconded by Councilman Ahern and regularly carried, that
the recommendation of the Planning Commission he approved and accepted.

Resolution No. 1992 received from the Planning Commission entitled: "A RESOLUTION

INITIATE A JOINT EFFORT TO PRESERVE OPEN SPACE ON SAN BRUNO MOUNTAIN."
Accompanying were letters dated October 27, 1965 from residents of Paradise Valley.
City Attorney Noonan suggested a motion that the recommendation of the Planning
Commission be approved and accepted and furrier that the Planning Commissions of
South San Francisco, Brisbane, Colma and Daly City meet as a group or as individual
representatives to confer and develop an acceptable plan for a report to be submitted
to the City Councils of each representative city.
Councilman Rocca so moved, seconded by Councilman Cortesi and regularly carried.

City Attorney, dated December 2, 1965, regarcing Planning Commission Resolution
No. 1963 regarding Poletti Sign Use Permit.
City Attorney Noonan explained the error in the Planning Commission's Resolution
which was submitted to Council, suggesting that a motion could be adopted that
the condition "sign be issued on a one-year menewable basis" set forth in Planning
Commission Resolution No. 1963, passed the 13th day of September, 1965, and
approved by the City Council on the 18th day of October, 1965, stand deleted
upon the Planning Commission's adoption of an amending resolution deleting said
condition.
Councilman Ahern so moved, seconded by Councilman Rocca and regularly carried.
Monthly Reports were received from the following:

Fire Department - October, 1965
There being no objections, Vice Mayor Rozzi ordered the reports accepted and
placed on file.
Department of Alcoholic Beveraqe Control:
Application as filed by May T. and Wing Y. Gee for On Sale Beer & Wine
at Terminal Cafe, 125 Terminal Court.

There being nothing further, Vice Mayor Rozz[ asked if any member of the Council
had anything they wished to offer under Good and Welfare. Councilman Cortesi
reported that a complaint had been registered with him hy residents of Mayfair
Village that rats were seen in the vicinity of Colonial Bakery. There being no
objections, the matter was referred to the office of the City Manager for his
referral to the Health Officer.
Vice Mayor Rozzi at this time brought to Council's attention the matter of the Bay-
front Freeway, suggesting that the City Council reaffirm its approval of the
establishment of a Bayfront Freeway. He remarked that this conformed with the
City's Master Plan, suggesting that the City along with other cities in the County
express this appeal to the California Highway Commission. He further remarked
~hat this wou~d also afford some relief from the jet aircraft hy the extension
of the runways. He requested the adoption of a resolution hy the City Council.
City Attorney Noonan then explained the resolution after which Councilman Rocca
introduced: "A RESOLUTION REGARDING THE ESIABLISHMENT OF PLAN LINES FOR THE
BAYFRONT FREEWAY."
Roll call vote was as follows: Ayes, Councilmen Patrick E. Ahern, Emilio Cortesi,
Andrew Rocca and Guido J. Rozzi. Noes, none. Absent, Councilman Frank J. Bertucelli.
There being nothing further, Vice Mayor Rozzi asked if any member of the audience
had anything they wished to offer under Good and Welfare.
~r. Fortunato Perez, Secretary of Sociedad ~atualista Mexicana "Morelos" Inc.,
~resented a letter of request dated December 6, 1965 to the City Council ~or
~ermission to hold a dance on Saturday, December 11, 1965 from 9:00 p.m. to
2:00 a.m. and also their New Year's Dance on December 31, 1965 from 9:00 p.m.

3ouncilman Cortesi moved that the requests &s made be granted. Under the question,
~olice Chief Fabbri remarked that similar requests in the past had been received
on short notice such as this one and that they should he advised that compliance

with the Ordinance which required the request to be filed ten days prior should
he followed. He further commented that in this case, he would approve the request
as long as they would agree to follow the requirements of the Ordinance in the
fu;ure. Mr. Perez said that he would so inform his organization to this effect.
Coancilman Rocca seconded the motion which was regularly carried.
Mrs. Naomi Mariner, 1277 Miller Avenue, presented to Council a petition dated
December 6, 1965 signed by residents of Sunshine Gardens Subdivision, requesting
the installation of stop signs on Miller Aveme at the intersections between
Evergreen and Holly.
Discussion followed at which time Mrs. Miller recited the violations as weI1 as
accidents that occurred in their area. Police Chief Fabbri, in detail, explained
the enforcement activity which was taking pla:e, the conditions under which stop
signs could be installed as well as the constant traffic studies which were being
made, not only in their area hut throughout t%e City as well. He then went on
to explain the accidents and citations which in every case, with the exceptions
of a few, composed of residents of the area rather than persons outside the
subdivision.
P~rther discussion followed after which Vice Mayor Rozzi requested that the
Pglice Chief keep in touch with the residents of the area concerning the traffic
conditions.
Terrence Flynn, 127 Rockwood Drive, asked concerning what was being done with
regard to the traffic conditions at Spruce and E1Camino Real. Vice Mayor Rozzi
mentioned that a meeting was to be held in Sacramento the following morning with
representatives of the City concerning this very matter. Police Chief Fabbrl
explained that the City had no jurisdiction on E1Camino Real but that plans were
being formulated by City's staff members to alleviate the condition with a hope
that in the very near future, a solution to the traffic problem would he reached.
Discussion followed concerning entrance and 9xits to E1Camino Real as well as
"turns" from and on to the highway.
Councilman Ahern at this time mentioned a lo~-flying plane over the City the
~revious evening, requesting that a letter of protest he written concerning the
~light. Police Chief Fabbri stated that he had received a number of calls
immediately after the incident and that it had been determined that this was a
~ilitary plane and not a commercial flight. The matter was referred to the
Jity Manager for the necessary letter to be sent.
There being nothing further, Councilman Rocca moved, seconded by Councilman
Ahern and regularly carried, that the meetimg be adjourned to December 14, 1965,
7:30 p.m.
