The meeting was called to order by Mayor Bertucelli at 8~01 p.m.
Pledge of Allegiance to the Flag was recited, after which the invocation was given
by Reverendc Marshall of Tabernacle Seventh Day Adventist Church in place of
Reverend Kenneth Glenn of the First Southern Bm=fist Church.

At this time, Mayor Bertucelli made the followt ~g statement~
"Lacies and Gentlemen~
On Tuesday, February 15th, in Washington, D.C., a group of interested citizens
brought distinction to the City of South San Francisco. The chairman of that group
of citizens, Robert Lambertson, received the Na=ional Cleanest Town Achievement Award
frei Mrs. Johnson.
Many of the members of the Committee are in the audience tonight and I would like to
tell them at this time how pleased the City is with the award won with their efforts.
Winning the award is the high point of the effo:t, but the main thing to remember
here is that a group of citizens on their own, sparked by interest and pride in
their community, undertook the project, planned and carried out the work, which re-
suited in the receipt of the award. This error= was not one ordered by some govern-
ment decree but one that sprung from - as I said before - pride and interest of
citizens in the community.

Mayor Bertucellt at this time asked if there was a motion approving the minutes of
the special meeting of January 25, 1966. At th.~ request of the City Clerk, the
minttes of the regular meeting of February 7, 1966 was continued for approval at
the next regular meeting, inasmuch as they could not be completed in time for Council
Stucy prior to this evening's meeting.
Cour.cilman Rocca moved, seconded by Councilman Ahern and regularly carried, that
the minutes of the special meeting of January 23, 1966 be approved as submitted.
Mayor Bertucelli then asked if there was a motion approving the regular claims as
subnitted for payment.
Councilman Ahern moved, seconded by Councilman 3occa and regularly carried, that
the regular claims totaling $21,488.85 be approved for payment.

Dan Coleman Associates letter dated January 25, 1966 concerning claim.
Dan Coleman Associates claim dated January 25, 1966 in the amount of $2,990.00
for engineering services.
Councilman Rocca moved, seconded by Councilman Ahern and regularly carried, that
the claim as submitted for Willow Avenue Assess3ent District be approved for payment.

Councilman Rocca moved, seconded by Councilman Ahem and regularly carried, that
the claims as submitted for the South San Francisco Library and Emergency Operating
Cen~er be approved for payment.

(a) Title Insurance & Trust Company claim dated December 28, 1965 in the
amount of $15.00 for lot book report.
(b) Enterprise-Journal claim dated January 19, 1966 in the amount of
$22.00 for advertising.
Councilman Ahern move~, seconded by Councilman ~occa and regularly carried, that
the claims as submitted for Stonegate Ridge Unit No. 1 be approved for payment.
Mayor Bertucelli then asked if there was a motion approving the claims for Parking
District No. 1 as submitted for payment.
Councilman Rocca moved, secondediby Councilman Ahern and regularly carried, that
the claims as submitted for Parking District No. 1, totaling $1,474.45, be approved
for payment.
The next item was the continued Public Hearing on the proposed vacation of portions
of 3ourth Lane between Spruce and Walnut Avenues.
Mayor Bertucelli asked if on the continued Public Hearing of Fourth Lane if any
wrizten protests had been received since its coqtinuance, to which the City Clerk
replied none had been Yeceived by his office. 4e then asked if anyone present in
the audience wished to register an oral protest. There being none, he declare~
the Public Hearing closed.
The next item for Council's attention was the continued Public Hearing on the
proposed amendment for Stonegate Ridge Planned 3ommunity District.
Mayor Bertucelli asked if on the continued Public Hearing of Stonegate Ridge if
any written protests had been received since its continuance, to which the City
Cle=k replied none had been received by his office. He then asked if anyone present
in =he audience wished to register an oral protest. There being none, he declared
the Public Hearing closed.
The next item was the Public Hearing on Notice of Improvements - Cabot, Cabot g
Forbes Industrial Park, Unit No. 2.
May,mr Bertucelli declared the Public Hearing opened, asking if any written protests
had been received to which the City Clerk replied none had been received by his
off;ce. He then asked if anyone present in the audience had a protest they wished
to offer. There being none, Mayor Bertucelli declared the Public Hearing closed.
The next item was the Public Hearing on the prooosed zoning change establishing
Wes~borough Units 1-~, l-B, 1-C and 2 as single family residential districts.
Mayor Bertucelli declared the Public Hearing opened, asking if any written protests
had been received to which the City Clerk replied none had been received by his
off2ce. He then asked if anyone present in the audience had a protest they wished
to offer. There being none, Mayor Bertucelli declared the Public Hearing closed.
The next item was the Proclamation designating February 20-26, 1966 as "ENGINEERS'
WEEK."
The Mayor so proclaimed.
City Attorney Noonan explained the first resolution after which Councilman Ahern
introduced~ "A RESOLUTION ORDERING THE VACATION OF PORTIONS OF FOURTH LANE BETWEEN
SPRUCE AND WALNUT AVENUES."

The next item was the resolution entttleds "A RESOLUTION AND ORDER ADOPTING
ENGINEER'S REPORT, CONFIRMING THE ASSESSMENT AND ORDERING THE WORK AND ACQUISI-
TIONS - CABOT, CABOT & FORBES INDUSTRIAL PARK UNIT NO. 2."
City Attorney Noonan requested that the matter of the adoption of the resolution
be continued to an adjourned meeting.
There being no objections, Mayor Bertucelli so ordered.
City Attorney Noonan explained the next resolution after which Councilman Rocca

City Attorney Noonan explained the resolution after which Councilman Rocca tntro-

City Attorney Noonan suggested that inasmuch as the next six resolutions all con-
cerned the same subject matter, that Council consider their introduction as a group
with the roll call vote to stand on each one.

City Attorney Noonan explained the next resolution for Council's attention after
which Councilman Cortesi introduced= "A RESOLUTION AUTHORIZING THE EXECUTION OF AN
AGREEMENT WITH THE SOUTH SAN FRANCISCO UNIFIED SCHOOL DISTRICT FOR ACQUISITION OF
RIGET OF WAY FOR STONEGATE RIDGE ASSESSMENT DISTRICT."
Roll call vote was as follows: Ayes, Councilmen Frank J. Bertucelli, Patrick E. Ahern,
Emilio Cortesi and Andrew Rocca. Noes, none. ~,bsent, Councilman Guido J. Rozzi.
Bids received were declared by the Ctty Manager who afterwards stated that it had
been recorenended that the award be made to A. M. Hardy & Company as the Iow bidder
in which he concurred.
City Attorney Noonan explained the resolution after which Councilman Rocca introduced=
"A RESOLUTION OF AWARD OF CONTRACT FOR ENVIRONMENTAL DESIGN FOR THE SOUTH SAN FRAN-
CISCO PUBLIC LIBRARY AND EMERGENCY OPERATING CENTER, SOUTH SAN FRANCISCO, CALIFORNIA."

The next item for Council's attention while not listed as an item on the agenda con-
cerned the approval of the tentative map of Stonegate Ridge Unit No. 1, the recom-
mendation for which had been received from the Planning Commission.
Discussion followed at which time City Attorney Noonan suggested to Council a motion
that the tentative map of Stonegate Ridge Unit No. 1 be approved as recommended by
the Planning Commission.
Councilman Rocca so moved, seconded by Councilman Ahem and regularly carried.
City Attorney Noonan explained the resolution after which Councilman Ahem introduced:
"A RESOLUTION APPROVING FINAL NAP OF STONEGATE RIDGE UNIT #1 AND AUTHORIZING THE
EXECUTION OF AN AGREEMENT FOR THE CONSTRUCTION AND INSTALLATION OF PUBLIC IMPROVEMENTS."
Roll call vote was as follows: Ayes, Councilmen Frank J. Bertucelli, Patrick E. Ahern,
Emilio Cortesi and Andrew Rocca. Noes, none. Absent, Councilman Guido $. Rozzi.
The title of the ordinance was read. City Attorney Noonan then explained the ordinance
and advised the Council regarding procedure for introduction. Councilman Ahem
moved that reading of the ordinance in its enti;'ety be waived and that the ordinance
be introduced and read for the first time by reading title only, seconded by
Councilman Rocca and passed by a unanimous vote,
Councilman Rocca moved that the ordinance entitled: "AN ORDINANCE AMENDING ORDINANCE
NO. 528 ESTABLISHING THE STONEGATE RIDGE PLANNED CG~NITY, BY CHANGING THE BOUNDARIES
OF T~E PLANNED COM~JNITY DISTRICT: BY CHANGING THE BOUNDARIES OF THE RESIDENTIAL
MULTIPLE FAMILY ZONE CONTAINED THEREIN; BY ADDI~3 REGULATIONS FOR THE MULTIPLE

Councilman Rocca and passed by a unanimous vote,

Communication received from the Easter Seal Society dated February 8, 1966 requesting
permission to solicit funds was the next item for Council's attention.
Councilman Ahern moved, seconded by Councilman Rocca and regularly carried, that the
requmst as submitted be approved.
The uext item was the communication from the Sar Francisco Girl Scout Council dated
February 8, 1966 requesting permission for annull cookie sale March 4-21, 1966.
Councilman Ahem moved, seconded by Councilman Rocca and regularly carried, that the
request as submitted be approved.

The next item was a communication from the Foreiqn Language Club of E1Camlno

VARIANCE Resolution No. 2004-A received from the Planning Commission recommending
pereission be granted to encroach 6 ft. into required 15 ft. front yard setback
for a 5'x15' covered porch and walk addition at 700 Keats Avenue in an R-1 district;
rescinding P.C. Reso. No. 2004.

the recon~nendation of the Planning Commission be approved and accepted.
USE PERMIT Resolution No. 2024 received from th, Planning Commission recommending
pernission be granted for a 3-unit apartment building on a lot with an existing
single family dwelling to form a dwelling group in an R-3 zoned area at the rear
of 619 Baden Avenue, subject to the following conditions~ (1) The second unit in
the existing building shall be brought up to the standards of the City Building
Code. (2) One off-street parking space shall be provided if this second unit
remains; or that cooking facilities be entirely removed from this unit. (3) Doors
shall be installed on garages of the proposed apartment building and that garage
set~ack conform to the requirements of new section 5.7 of Ord. No. 353, depending
on type of door (21 ft. folding or sliding; 24 ft. swing). (4) The Architectural
Con-nittee shall approve the proposed building.

subject to the following conditions{ (1) ArchLtectural and landscaping approval, and
maintenance of all landscaping according to an approved plan. (2) Removal, or re-
placing at a 60-degree angle, the first five r[ght-angle parking spaces along the
socth property line, nearest the proposed addi:ion.

The next item for Council's attention was the Inter-Office Memorandum dated
January 25, 1966 as received from the Planning Commission recommending approval
to the tentative map of the resubdiviston of this property, subject to the condition
that within one year, subdivider shall file Final Parcel Map, with the required
recording fee, with the City Engineer for approval and recordation. Accompanied
w~mre Inter-Office Memorandums dated January 24, 1966 from the Director of Public
Works and Chief Building Inspector.

to the condition that action to abandon the old easements, and to accept the new

Cou3cilman Rocca moved, seconded by Councilman Ahern and regularly carried, that
the recommendation of the Planning Commission be approved and accepted.
The next item for Council's consideration was the Inter-Office Memorandum dated
January 25, 1966 as received from the Planning Commission recommending approval
of =he final subdivision map.
Mayor Bertucelli stated that if there were no objections, this matter would be
con=inued to the next regular meeting.
No objections having been registered, it was so ordered.
The request of Marklirgand Yamasaki, Architects, for Change Order No. 6 for the
Sou=h San Francisco Public Library and Emergency Operating Center was next considered.

the change order as submitted be approved.
The next item was the Inter-Office Memorandum dated February 8, 1966 from the
Director of Public Works recommending system proposed by Dan Coleman Associates
in their letter of February 7, 1966.

The next item was the Inter-Office Memorandum dated February 2, 1966 from the
Automotive Maintenance Supervisor submitting conpilation of bids and recommendation.
City Manager Atello declared the bids received ~fter which he remarked that it had
beer recommended that award be made to Arata Pontiac as the low bidder, to which he
concurred.

The next item was the Inter-Office Memorandum dated February 7, 1966 from Fire
Chief Marchi submitting compilation of bids and recommendation.
City Manager Atello declared the bids received &fter which he remarked that it had
been recommended that award he made to American Rubber Manufacturing Company as the
low ~idder, to which he concurred.
Councilman Rocca moved, seconded by Councilman Ahern and regularly carried, that the

There being no objections, Mayor Bertucelli ordered the reports accepted and placed

There being no objections, Mayor Bertucelli ordered the report filed.
There being nothing further, Mayor Bertucelli as<ed if any member of the City
Council had anything they wished to offer.
Dis~ission followed concerning the matter of the Bay Front freeway at which time,
Mayor Bertucelli requested a Council motion concsrning the matter which was con-
tained in a resolution introduced by Councilman ~ozzi at an earlier meeting,
stating that the matter should be resolved.
Councilman Rocca moved, seconded by Councilman Ahern and regularly carried, that
the City reiterate its feeling in the matter as was previously expressed for the
Bay Front freeway and as previously designated.
The kayor then requested City Manager Aiello to :ommuntcate the matter and advise
as to Council's action.
Mayor Bertucelli then brought to the attention of Council the matter of admitting
the City of Half Moon Bay as a member of the Nor=h County Council of Cities,
stating that each City had one vote in the matter.
Councilman Rocca stated that he saw no reason why the City of Half Moon Bay
should not be admitted since it would be beneficial to that city. He then moved,
secorded by Councilman Cortesi and regularly carried that the City of South San
Francisco cast its vote to annex the City of Half Moon Bay as a member of the
North County Council of Cities.

Mayor Bertucelli then asked if any member of the audience had anything they
wished to offer.
