The meeting was called to order by Mayor Bertucelli at 8:05 p.m.
Pledge of Allegiance to the Flag was recited, after which the invocation was given
by Reverend Dona~ Nelson of Grace Covenant Church.
Present: Councilmen Frank J. Bertucelli, Patrick E. Ahem, Emilio Cortesi, Andrew
Rocca and Guido J. Rozzi
Absent: None
Mayor Bertucelli asked if the~e was a motion approving the minutes of the adjourned
regular meeting of April 19, 1966 and the regular meeting of Nay 2, 1966.
Councilman Rocca moved, seconded by Councilman Ahern and regularly carried, that
the minutes of the adjourned regular meeting of April 19, 1966 and the regular meeting
of Nay 2, 1966 be approved as submitted.
MaFor Bertucelli then asked if there was a motion approving the re~ular claims as
submitted for payment.
Councilman Ahem moved, seconded by Councilman Rozzt and regularly carried, that
the regular claims totaling $39,696.52 be approved for payment.
Nayor Bertucelli then asked if there was a motion approving the claims for Parking
District No. 1 as submitted for payment.
Councilman Rozzi moved, seconded by Councilman Rocca and regularly carried, that the
claims as submitted for Parking District No. I totaling $1,171.40 be approved for payment

Pacific Gas & Electric Company claim dated April 8, 1966 in the amount of $559.60
to cover the fiat sum amount for the rearrangement of electric facilities to

Councilman Rocca moved, seconded by Councilman Rozzi and regularly carried, that
the claim as submitted for Cabot, Cabot & Forbes Industrial Park, Unit No. 1 be
approved for payment.

$4,338.00 for Clearing and Grubbing; Excavation.

$1,440.00 for Engineering Services.
(c) Wilson, Jones, Morton & Lynch, Attorneys at Law, claim dated April 22, 1966
in the amount of $778.23 for legal services.
Councilman Rocca moved, seconded by Councilma~ Rozzi and regularly carried, that
the claims as submitted for Conmur Street & Dianne Court Assessment District be
a~proved for payment.

Councilman Rozzi moved, seconded by Councilm~n Rocca and regularly carried, that
the claims as submitted for Stonegate Ridge Improvement District No. 1 be approved
for payment.
South San Francisco Public Library and E.O.C. Center,Claims:
(a) Herman Christensen and Sons, Contractor, claim dated April 20, 1966 in the
amount of $12,178.83 for general constriction work on the Public Library.
Accompanying the claim were the followirg Stop-Payment Orders~ (1) South
City Sheet Metal Company in the amount of $3,725.65; (2) Dalziel Plumbing
Supplies of Burlingame in the amount of $1,336.04! (3) Iron & Steel Contracting
Company in the amount of $3,192.28, for the total Stop-Payment Orders in the
amount of $8,253.97.
(o) Enterprise-Journal claim dated March 23, 1966 in the amount of $22.50 for
legal advertising.
Councilman Ahern moved, seconded by Councilm~n Rocca and regularly carried, that
t'~e two claims be approved for payment and that with regard to the claim of Herman
Christensen and Sons, the claim be approved in the amount of $3,924.86, with $8,253.97
to be withheld in accordance with the Stop-Payment Orders as filed by the mentioned
companies.
The next item for Council's attention was the continued Public Hearing on Planning
Commission Sign Use Permit Resolution No. 20~6 as applied for by Dog House, Inc.,
concerning matter of three lines of copy reqt ested on sign which was recommended by
Planning Commission be removed.
Accompanying was Inter-Office Memorandum dated May 3, 1966 from Daniel M. Pass,
City Planner, submitting reasons for conditional approval.
~ayor Bertucelli asked if anyone wished to register a protest on the continued
Public Hearing.
There being none, he declared the Public Hearing closed.

Accompanying was Planning Commission Resolutioa No. 2053 ~ntitled= "A RESOLUTION
REG(B~ENDING THAT THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO ADOPT AN INTF~IN
ORDINANCE PROHIBITING CERTAIN USES AT THAT CERTAIN PROPERTY KNOWN AS TANFORAN PARK
WITHIN THE CITY OF SOUTH SAN FRANCISCO."
The City Attorney described the ordinance, and advised the Council that as an urgency
ordinance, it was subject to passage immediately upon introduction.
The Council, by motion duly passed, ordered the title of the ordinance and the State-
ment of Facts constituting the urgency read. The title of the ordinance, Statement
of Facts constituting the urgency and the autherity set forth in Section 65858 of the
Government Code were read.
Councilman Rocca moved that the reading of the ordinance in its entirety be waived,
seconded by Councilman Rozzi and passed by the following roll call vote.

Councilman Rozzi moved that the ordinance entitled= "AN ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF SOUTH SAN FRANCISCO AMENDING ORDINANCE NO. 353 ENTITLED 'ZONING
ORDINANCE OF THE CITY OF SOUTH SAN FRANCISCO' (P-G-M DISTRICT REGULATIONS" be intro-
duced and passed as an urgency ordinance, the reading in its entirety having been
duly waived, said ordinance to be effective in-nediately as an urgency ordinance as
au;horized by the Government Code, seconded by Councilman Ahern and passed by the
following roll call vote.

Councilman Rozzi moved, seconded by Councilman Rocca and regularly carried that during
the ninety-day term of the emergency ordinance to Ordinance No. 353, the Planning Com-
mission is to undertake to revise the present-allowed uses under P.C.M. so as to allow
ce=rain uses that would not be so restricted, provided those uses would be comparable
to the overall development of Tanforan area.
The next item was the Inter-Office Memorandum dated ~ay 10, 1966 from Police Chief
John Fabbrt requesting Leave of Absence for approximately six weeks on or about
~ay 29, 1966 or June 5, 1966 to participate in a survey and reorganization of the
New York Police Department.
Councilman Rocca moved, seconded by Councilman Rozzt and regularly carried, that the
request as submitted be approved and permissi~ for Leave of Absence granted.
Mayor Bertucelli at this time on behalf of the members of the City Council expressed
co~gratulations to the Police Chief on his selection.
The next item was a claim against the City as filed by Nellie Riccomi alleging injuries
as a result of a fall at 612 Linden Avenue.
Councilman Rocca moved, seconded by Counctlmar Rozzi and regularly carried, that the
claim be denied and referred to the City's insurance carrier.
VARIANCE Resolution No. 2054 received from the Planning Commission recommending permission
be granted to encroach 2 ft. into required 5 ft. side yard to maintain existing side yard
se;back so as to add ll'x12'l" to garage.
Councilman Ahern moved, seconded by Councilman Rocca and regularly carried, that the
re3ommendation of the Planning Commission be ~pproved and accepted.
V~IANCE Resolution No. 2055 received from the Planning Commission recommending permission
be granted to construct a family room additior of 490 sq. ft. to be erected within 5 ft.
of an existing accessory building instead of required 10 ft.
Councilman Ahem moved, seconded by Councilmar Rocca and regularly carried, that the

.-he next ttem was the Inter-Office Memorandu~ dated May 5, 1966 from the Automotive
Maintenance Supervisor submitting compilatic~ of bids and recommendation.
City Manager Aiello declared the bids received, stating that three bids had been
received, that the low bidder was Lautze Ford but that he did not meet the specificatiom
fin delivery of the vehicle and that the next lowest bidder was Arata Pontiac who did
neet specifications. He further commented t~at it was the recommendation of the
Automotive Maintenance Supervisor that the a,ard be made to Arata Pontiac and that he
concurred in this recommendation. He further stated that Lautze Ford was aware of
=his recommendation and had no objections to it.
Councilman Rocca moved, seconded by Councilman Rozzi and regularly carried, that the
bid of Arata Pontiac be accepted and award be made to that firm in accordance with the
statements of the City Manager.

--here being no objections, Mayor Bertucelli ordered the reports accepted and placed
on file.

General Public Premises at 115 Grand Avenue.
--here being no objections, Mayor Bertucelli ordered the report filed.

Joseph T. Zlatuntch as a member of the Planting Commission to replace Warren Steinkamp.
Councilman Rozzt moved, seconded by Councilman Ahern and regularly carried, that the
*ayor's appointment be confirmed.
City Attorney Noonan at this time brought to the attention of Council the matter of a
resolution concerning the formal processing of applications for CAtV television service.
Discussion followed concerning a date which Council would meet on the subject matter,
at which time it was agreed that the evenin~ of June 13, 1966 would be the time when
Council would consider such applications.
Councilman Ahern then introduced a resolution entitled= "A RESOLUTION ESTABLISHING
TIME FOR RECEIPT OF CATV APPLICATIONS AND Tf'E FOPJL~L PRESENTATION OF SUPPLEMENTAL
DATA AND STATEMENTS."

There being nothing further, Mayor Bertucelli asked if any member of the Council had
anything they~shed to offer.
There being none, he then asked if anyone present in the audience had anything they
wished to offer.
John Martin, a resident of Village Way, registered a complaint with Council concerning
Arata Pontiac's continuing to park their vehicles on an area for which they had applied
for a Use Permit which had been denied, stating that this was in violation, of the Use
Permit and constituted a traffic hazard to pedestrians.
Discussion followed at ~hich time the Police Chief remarked that he had contacted the
3uilding Department, that notification of violation had been sent to Arata Pontiac and
=hat a citation would be forthcoming if the use was continued. This was satisfactory to
~r. Martin.
STATEMENT REGARDING
POLICE WEER~
Harnon Hallett expressed his thanks to the City Council for the adoption of the
resolution concerning support your local Police Week, stating that the South San
FranCisco Unit of San Mateo County would hold a form of Open-House on May 27, 1966
