Aayor Bertucelli asked if there was a motior approving the minutes of the regular
neeting of August 15, 1966; the adjourned regular meeting of August 22, 1966; and

Councilman Rozzt moved, seconded by Councilman Rocca and regularly carried, that
=he minutes of the regular meeting of August 15, 1966; the adjourned regular meeting
of August 22, 1966; and the special meeting of August 29, 1966 he approved as submitted.
· ~ayor Bertucelli then asked if there was a m~tion approving the regular claims as
submitted for payment.
Councilman Rocca moved, seconded by Councilman Rozzi and regularly carried, that
~he regular claims totaling $40,996.79 be aporoved for payment.
~ayor Bertucellt asked if there was a motion approving the claims for Parking District
No. 1 as submitted for payment.
Councilman Rozzi moved, seconded by Council~n Rocca and regularly carried, that the
claims as submitted for Parking District No. 1 totaling $122.66 he approved for payment.

MATELY 180-ACRE PARCEL OF LAND FROM A "U" DISTRICT TO A "PC" DISTRICT."
--here being no objections, Mayor Bertucelli continued the Public Hearing to the
next regular meeting.

for Council's consideration.

City Attorney Noonan explained the first resolution after which Councilman Rozzi

Director of Public Works Louis Goss read the bids received from his Inter-Office
~emorandum dated August 31, 1966 and recommended the award be made to L. C. Smith
Company and Barton Construction Company.
City Attorney Noonan explained the resolutio~ which had been prepared after which
Councilman Rozzi introduced: "A RESOLUTION OF AWARD OF CONTRACT DREDGING COLMA
CREEK AND TRIBUTARIES - 1966."
Councilman Rocca in voting, stated that he ~tshed to abstain in voting on the award
to L. C. Smith Company only, and voted "Aye" on the award to Barton Construction Co.

was read. City Attorney Noonan then explained the ordinance and advised the Council
regarding procedure for adoption and passage. Councilman Rocca moved reading of

The next item was the communication from George Lagomarsino & Company dated August 17,
1966 requesting reapportionment of Assessmen~ No. 22, Series 60, dated June 7, 1961,
on the Lowrie-Bothin-Swanson Project over five new parcels described as Bothin Sub-
division ~2, Lots 21, 22, 23, 24 and 25.
Action having been taken earlier under Resolutions, no further action was taken.
The next item was the communication dated August 5, 1966 requesting permission for
the South San Francisco Boys' Club, Dads' Club and Women's Auxiliary of the Boys'
Club to hold a festival on September 30, October 1 and 2, 1966.
Councilman Rozzi moved, seconded by Councilm&n Cortesi and regularly carried, that
the request as submitted be approved.
The next item for Council's consideration was the communication dated August 23, 1966
from the San Francisco International Airport transmitting Application for a Pre-
liminary Grading Permit to fill approximatel? 50 acres of tideland and submerged
land in Bay waters to accommodate portion of the air cargo center at the San Fran-
cisco International Airport.
Accompanying was the Inter-Office ~emorandum dated August 25, 1966 from the Director
of Public Works recommending tentative approval of Preliminary Grading Permit.
City Attorney Noonan stated that a resolution had been prepared which would spell
out the nature and scope of work to be performed.
After the City Attorney explained the resolution, Councilman Rozzi introduced~
"A RESOLUTION APPROVING THE NA~JRE AND SCOPE OF THE SAN FRANCISCO INTERNATIONAL
AIRPORT PROPOSED TIDELAND FILL."

Council considering the approval of Planning Commission items (a), (b), (c), (d) and
(~) as a group, ~t. John Yantis, 115 Drake Avenue, requested discussion on Planning
Commission item (f) Use Per, it 15 as it affected ~acy's. He was infoz~aed that this
was not an item that was being included and would be discussed separately. This
was satisfactory to Mm. Yantis.
USE PERMIT Resolution No. 8 received from the Planning Commission recommending per-
mission be granted for the placement of sever signs, with an aggregate area of approx.
413 sq. fi. on a service station canopy'and pump island and to the front and exterior
side thereof in the P.C.~. district.
Councilman Rozzi moved, seconded by Councilm~n Rocca and regularly carried, that
t~e recommendation of the Planning Comaissior be approved and accepted.
The next item was the Inter-Office ~emorandum dated August 10, 1966 from the City
Planner advising of the withdrawal of ~ichael Kalend's request to permit the establish-
ment of a convalescent home at the southeatezly corner of Baden and Orange Avenues.
Councilman Rozzi moved, seconded by Councilm~n Rocca and regularly carried, that

The next item was the Inter-Office Memorandum dated August 9, 1966 from the City
Planner recommending approval to permit the establishment of a service station
at the most southerly corner of South Spruce Avenue and Huntington Avenue in the
P.C.M. district and to permit four signs wi=h an aggregate area of approximately
300 sq. ft. to be placed on the service sin=ion and to the front thereof, subject
to the recordation of the final map of Tanforan Park No. 2, the requirements of the
Director of Public Works and that Architectural Conmuittee.
Councilman Rozzi moved, seconded by Counctlrmn Rocca and regularly carried, that
the recommendation of the Planning Commission be approved and accepted.
The next item for Council's consideration w~s the Inter-Office Memorandum dated
August 24, 1966 from the City Planner reconeuending approval to permit the place-
~ent of an approximately 250 sq. ft., illumLnated plastic sign on a warehouse
located at 101 Utah Avenue in the M-2-H dis=rict.
Councilman Rozzt moved, seconded by Counctlnan Rocca and regularly carried, that
the recommendation of the Planning Commission be approved and accepted.
The next item was the Inter-Office Memorandcm from the City Planner dated August 24,
1966 recommending approval to the Use Permit request of Pacific Telephone and Tele-
graph Company to permit the establishment of a telephone company business office
on property located northeasterly of Huntington Avenue approximately 150' south-
easterly of South Spruce Avenue in a P.C.M. district subject to the requirements
of the Director of Public Works, the Fire Ck.ief, the Police Chief, and the Archi-
=ectural Committee and also subject to the recordation of the final map of Tanforan
~ark Unit No. 2.
A representative of the Pacific Telephone ard Telegraph Company was present in the
audience and commented that this afternoon Ye was speaking to Mr. Robert Collins
of the Tavares Construction Company and that due to the delays in dealing with the
City and County of San Francisco, it is now their wish to file the map of Tanforan
Park without the lands of the City and County of San Francisco and which was part of
=he parcel on which they were to build. He further couunented that the plot plan,
=herefore, would be incorrect with changes iq boundary lines to the north and south
which would change the parking and landscapiqg.
Discussion followed at which time the City Attorney explained the methods by which
=he matter could be handled, in that the Council could grant the Use Permit with
a condition that an amendment be made to the original Use Permit or referring it
back to the Planning Commission if the applicant so desired.
After further discussion, it was mutually agreed that the applicant would accept
the Use Permit with an amendment to be applied for with the Planning Commission.
Councilman Rozzi moved, seconded by Councilman Rocca and regularly carried, that
the recor~mendation of the Planning Commissio3 be approved and accepted and the
modifications be worked out with the Planning Director.
]'he next item was the Inter-Office Memorandun dated August 24, 1966 from the City
Planner recommending approval to the Use Permit request of Macy's California to
permit the establishment of a department store chaih~*s administrative office and
service center complex on property located o~ the easterly side of E1Camino is a
C-1 district.
The following represents excerpts of statements and comments made concerning the
eatter of the Use Permit request of Macy's California:.
Nayor Bertucelli asked if there was anyone present in the audience who wished to
speak on the subject.
A lengthy discussion followed at which time =he following persons spoke.
~r. Paul Kaufmann, 109 Longford Drive, objec=ed to the granting of the Use Permit
since it affected the pathway to E1Camino High School as well as the extension of
Hickey Boulevard to Mission Road, requesting to see the two routes proposed for
this extension.
A recess was declared at 8~29 p.m. in order =he the Director of Public Works ~ould
obtain the maps.
The meeting was recalled to order at 8=32 p.n.
From the maps, the Director of Public Works explained the alternate routes "A" and
?B", one of which was in the vicinity of E1Camino High School and the other in the
vicinity of the cemetery properties.
F'Jrther discussion followed by Mr. Kaufmann ~t which time he mentioned the traffic
problem which would be generated by the establishment of Macy's. He then asked
Councilman Rozzf concerning the location of · Poletti Realty sign on the subject property
Councilman Rozzi replied that the firm of Poletti Realty had signs placed throughout
t:~e City and that Poletti Realty did not hancle 'this transaction.

kr. Daniel Pass, City Planner, then in detail explained the Hickey Boulevard Extension
and how it would connect to Hillside Boulevard and Skyline Boulevard which would
hake it the most important artery~i going east and west. He then explained the
cevelopment which was to be made by Macy's, ~hat the area was properly zoned for
such development and that there would be less traffic generated through this
cevelopment than would be if a number of small stores or shops were located.
~ir. Kaufmann then remarked on the trucks whi=h would be entering and exiting onto
the highway which would increase traffic conditions, especially left-hand turns. He
· lso commented on the installation of a traf[ic signal to protect the residents of
~tnston Manor.
Ar. Pass, City Planner, remarked that in all of the discussion at the time that the
matter was before the Planning Commission, the item of truck traffic was discussed
in detail. He further remarked that in these discussions, not only was the Chief of
Police present, but the Fire Chief as well a~d that both department heads had approved
the plan, that the use proposed would not gelerate more traffic.
~r. Kaufmann then discussed the matter of United Parcel trucks, both large vans
&nd small trucks, going in and out to make deliveries from the warehouse to the
tine Bay-area Macy's stores.
~r. Pass commented that the City was industr[al in nature, that the land had been
laid out in the early development of the Cit'f for this function and that ever since
the early days, E1Camino Real was a heavily-traveled street whose main function
was to carry such traffic.
kr. Kaufmann then commented that if this area were to be allowed to develop industrially,
could not the McLellan property nearby be developed likewise, stating that other lands
were available in the City to develop in this manner.
Aayor Bertucelli briefly mentioned that prior to the establishment of E1Camino
~igh School, the area was then occupied by the Reichard Duck Farm which had a great
·mount of truck traffic in and out.
kr. Kaufman then asked as to who would bear the cost of the relocation of Colma Creek
&s well as the relocation of the San Francisco water main to which Mr. Egan, a
representative of Macy's, stated that the cost would be borne by Macy's.
Ar. Kaufmann then again asked concerning the location of a Poletti Realty sign on
the property to which Councilman Rozzi again answered that the firm of Poletti Realty
had permission to place such a sign not only on this property but others as well
throughout the City, that the firm of Polett: Realty did not have the exclusive on
the sale of this property and did not enter into this sale.
hrs. L. Boning, 1056 Sunnyside Avenue, protested the granting since she did not feel
the development of a warehouse was proper in the area and that there were many other
areas within the City where such a developme3t could take place.
~r. Pass then remarked that this was not an industrial development but one of a
commercial use, was not a warehouse but a service center in which the goods would
be prepared prior to their shipment to the department stores.
Ars. John Burke, 113 Lomitas Avenue, expressed her thanks to the Council for their
recent assistance in solving a hillside problem on property which affected her home.
She protested the granting, explaining from a map of the City on which she had indi-
cated the effects such a development would have with regard to E1Camino High School,
Treasure Island Trailer Court and the Boys' Club on Orange Avenue. She conwnented on
the increased traffic which would be generated from the number of trucks going to
~nd from the building and the effect such an establishment would have on the new
County buildings in the area, those which were proposed in the future and the recently
constructed medical buildings on Mission Road. She likewise mentioned the walkway
which was used by the children going to and from E1 Camino High School, remarking
that the traffic would in some way endanger =his walkway. She remarked that she would
prefer to see the area remain for the development of professional buildings and could
rot see why the City would consider this type of development.
~arren Steinkamp, 43 Duval Drive, stated tha~ as a former member of the Planning Com-
mission, wished to know why the City Council had zoned the area C-1 when the Planning

~ayor Bertucelli remarked that the area had been zoned when White Front first was
interested in locating in the area. He further stated that the City had been offered
the parcel of property hut that the price was more than could be paid for a park site.
Councilman Rozzi stated that it was felt tha= the area fronting on E1 Camino Real
should be commercial in development and was natural to this type of development.
Ar. Steinkamp again stated that the Planning Commission at the time was unanimous in
opposition, suggesting that Council consider initiating action to rezone to a pro-
fessional development, asking as to where the Superior Court site would be built,
to which the Mayor replied that it would be erected in the same area where the
present court buildings now existed.
~r. Steinkamp stated that this was a misuse of land since it was surrounded by
residential areas and was the worst piece of planning.

Councilman Rocca then asked concerning the m~tter of the walkway to which the City
Planner replied that it shoeld be noted that all the school district had previously
was a thirty-day license for a pathway and not an easement and that now, Macy's
had given them a 180-day permit which was six times what the people had before. He
further remarked that in the event Macy's decided to revoke the permit, they would
neet with the school authorities and try to develop another route and that this had
been satisfactory to the school authorities.
Mr. Anthony Montoya, 1125 Miller Avenue, remarked on the proposed development of a
drive-in theater sometime previous in the City of Colma and which was denied because
of the assistance of the City of South San Francisco in objecting to the increased
=raffic. He commented on the lack of communication between the City departments and
=he people which resulted in the discussion this evening.
Further discussion followed at which time Mr. Kaufmann spoke on the 180-day permit
for the use of the pathway as well as inquiring of Mr. Egan as to the number of
warehouse sales which might take place during the course of a year, the number of
deliveries by rail which would be entering t~e location as well as the number of
=rucks going in and out.
Councilman Rocca then cowented that the City appreciated having high class people
establishing within the City, commenting on the number of people who would be employed
and the increased revenue hy taxes which the City would be paid.
RESOLUTION NO. 4532:
City Attorney Noonan then explained the course of action which the City could take
in either approving or denying through the adoption of a resolution after which
brief discussion followed hy Mrs. Burke concerning the 180-day permit for the pathway
to the E1Camino High School.
Councilman Rocca remarked that the Use Permit request would not be detrimental to
