The meeting was called to order by Mayor Bertu:elli at 8500 p.m.
Pledge of Allegiance to the Flag was recited after which the invocation was given
by Reverend Carl E. Curtright of First Assembl~ of God Church.

Mayor Bertucelli asked if there was a motion a=provtng the minutes of the regular
meeting of September 6, 1966.
Councilman Rocca moved, seconded by Councilman Rozzi and regularly carried, that
the minutes of the regular meeting of September 6, 1966 be approved as submitted.
Mayor Bertucelli then asked if there was a motion approving the regular claims as
submitted for payment.
Councilman Rocca moved, seconded by Councilman Rozzi and regularly carried, that
the regular claims totaling $32,601.86 be approved for payment.
Mayor Bertucelli then asked if there was a motion approving the claims for Parking
District No. 1 as submitted for payment.
Councilman Rozzt moved, seconded by Councilman Rocca and regularly carried, that the
claims as submitted for Parking District No. 1 totaling $62.56 be approved for payment.

The Fay Improvement Company claim dated Ajgust 31, 1966 in the amount of

Councilman Rozzi moved, seconded by Councilman Rocca and regularly carried, that the
claim as submitted for Cabot, Cabot & Forbes I~dustrial Park, Unit No. 1 be approved

Councilman Cortest moved, seconded by Councilman Rocca and regularly Carried, that the

(a) P.G. & E. Company claim dated August 26, 1966 in the amount of $44,919.00 -
installation of underground electric distribution system in Stonegate Ridge.
(b) The Lowrie Paving Company, Inc., claim dated August 31, 1966 in the amount of
$21,608.10 for work completed as of August 31, 1966.
Councilman Rozzi moved, seconded by Councilman Cortest and regularly carried, that the
claims as submitted for Stonegate Ridge Assessment District No. 1 be approved for
payment.
The next item for Council's consideration was the continued Public Hearing on Planning
Conmisston Resolution No. 2080 entttled~ "A RESOLUTION OF THE PLANNING CO~t~ISSION
OF THE CITY OF SOUTH SAN F~ANCISCO ~EOONNENDIRG TO THE CITY COUNCIL APPROVAL OF
TH~ AMENDMRNT PETITION OF CAESA~-CALLAN NONES INC., SO AS TO REZONE AN APPROXI-
MATELY 180-ACP~ PARCEL OF LAND FROM A "U" DISTRICT TO A "PC" DISTRICT."
There being no objections, Mayor Bertucelli continued the Public Hearing to the
next regular meeting.
The next item was the Public Hearing on the denial of the Planning Commission to the
Use Permit request of Budget Rent-a-Car to permit the placement of two signs with an
aggregate area of approx. 800 sq. ft. on the {~11 and to the front of an automobile
reatal building.
Mayor Bertucelli declared the Public Hearing opened, asking if any written protests
had been received to which the City Clerk replied none had been received by his office.
He then asked if anyone present in the audience wished to offer an oral protest. There
being none, Mayor Bertucelli declared the Public Hearing closed.

The next item was the Proclamation designating September 24 - October 1, 1966 as
"N~TIONAL 4-H WEEK."
Mayor Bertucelli so proclaimed.
The Proclamation designating October 9 - 15, 1966 as "NATIONAL FIRE PREVENTION WEEK"
was the next item for Council's consideration.

The next item was the Inter-Office Memorandum from the Director of Public Works
dated September 7, 1966 reconeaending approval 3f plans and specs for the Traffic
Signal Installation on Spruce Avenue at Huntington Avenue and requesting authori-
zation to advertise for bids.
City Attorney Noonan explained the resolution which had been prepared.
Brief discussion followed at which time Mayor 3ertucelli remarked that earlier the
matter had been discussed and it was agreed to authorize the wOrk only with no
advertising for the calling of bids to be made until such time as the portion which
was to be paid by the Tavares COmpany had been worked out.
Councilman Rocca introduced= "A RESOLUTION APtROVING PLANS AND SPECIFICATIONS,

City Attorney Noonan then remarked that a motion could be adopted by Council, delaying
the date of the advertising for the calling of bids until such time as funds had been
received from the Tavares Company.
Cotncilman Rocca so moved, seconded by Councilman Rozzi and regularly carried.

The next ttem was the resolution accepting Grart of Utility and Anchor Easements from
Cabot, Cabot & Forbes California Properties, Ir.c.
There being no objections and at the request of the City Attorney, Mayor Bertucelli
continued the resolution pending a legal check to be made by the City Attorney.
The resolution of intention to vacate Utility &nd Anchor Easements was the next item
for Council's attention.

City Attorney Noonan explained the next resolution which had been prepared after

Roll call vote was as follows= Ayes, Councilmmn Frank J. Bertucelli, Emilio Cortesi,
Andrew Rocca and Guido J. Rozzi. Noes, none. Absent, Councilman Patrick E. Ahern.
Mayor Bertucelli at this time conmended the members of the Fire Department of their
quick action tn the recent fire explosibn which prevented loss of life and further
damage.
He Likewise commended the Police Department for their personnel organization. Mayor
Ber=ucelli then stated that it was personnel of the Fire Department who were injured
as =esult of the fire but because of good organ~zation, a Battalion Chief was able
to act in the capacity of Fire Chief while the Acting Chief and other top personnel
were incapacitated.
Mayor Bertucelli introduced the next resolution which had been prepared for Council's
attention entitled= "A RESOLUTION AUTHORIZING ~ERTIFICATES EXPRESSING APPRECIATION TO
THE COUNCIL CHAPLAINS."
Roll call vote was as follows= Ayes, Councilmen Frank J. Bertucellt, Emilio Cortesi,
Andrew Rocca and Guido $. Rozzl. Noes, none. Absent, Councilman Patrick E. Ahem.
Mayor Bertucellt ordered the title of the ordinance read. The title of the ordinance
was read. City Attorney Noonan then explained the ordinance and advised the Council
reg&rding procedure for adoption and passage. 3ounctlman Rocca moved reading of
the ordinance in its entirety be waived and that the ordinance be passed and adopted
by reading title only, seconded by Councilman Rozzi and passed by unanimous vote.

The next item was the Inter-Office Memorandum cared September 7, 1966 concerning
the Use Permit request of Budget Rent-a-Car to place two signs with an aggregate
area of approx. 800 sq. ft., on the rear wail ~nd to the front of an automobile-
rental building, located on the westerly side of Beacon Street, approx. 350'
southeasterly of South Airport Boulevard in the M-2-H District; recommending
approval of the free-standing sign and denial cf the wall sign.
Cou%cilman Rozzi moved, seconded by Councilman Cortesi and regularly carried, that
the recon~endation of the Planning Commission be approved and accepted and the free-
standing sign be approved and the wall sign be denied without prejudice as contained
in ;he Planning Commission's Inter-Office Memorandum of September 7, 1966.
The next item was the communication dated September 7, 1966 from Wilsey & Ham
concerning final acceptance of the improvements in the Carlton Court and Forbes
Boulevard Assessment District.
Accompanying was Inter-Office Memorandum dated September 8, 1966 from the Director
of i~blic Works recommending partial acceptance of work on the Carlton Court and
Forbes Boulevard Assessment District Project.
There being no objections, Mayor Bertucelli continued the matter until the next
regular meeting.
The next item for Council's attention was the communication dated September 7, !$66
fron Wilsey & Ham concerning Change Order No. 8 - Improvements on the Carlton Cou~t
and Forbes Boulevard Assessment District.
Accompanying was Inter-Office Memorandum dated September 8, 1966 from the Director
of ?ublic Works recommending approval of Change Order No. 8.
Councilman Rozzi moved, seconded by Councilman ~occa and regularly carried, that
the recommendation of the Director of Public Wcxrks be approved and accepted.
Monuhly Reports were received from the following:

Fire Department - August, 1966
There being no objections, Mayor Bertucelli ordered the reports accepted and placed
on file.

There being nothing further, Mayor Bertucellt asked if any member of the City Council
had anything they wished to offer.
Cour.cilman Rozzi made the following statements
"~ Mayor, Members of the Council, Ladies and Gentlemen=
On October 24, we celebrate United Nations Day. The Mayor has appointed
me United Nations Day Chairman, and as the initial act in preparation for
our observance of that day, I would ask you to consider a Resolution Ex-
pressing Appreciation to the United Nations General Assembly and Officers
for their efforts
- to save succeeding generations from the scourage of war
- to reaffirm faith in fundamental human rights
- to establish conditions under which justice and respect for
international law can be maintained
- to promote social progress and better standards of life.
Mr. Mayor, I move the adoption of the resolution and request that upon
passage, it will be forwarded to Ambassador Arthur $. Goldberg for
presentation to the General Assembly.

Cotncilman Cortesi brought to the attention of Council a drainage condition which
existed at Magnolia and Palm Avenues.
City Manager Aiello stated that this was one of the miscellaneous items to be done
in this year's Capital Improvement Program.
Cotncilman Cortesi also brought to the attention of Council the need for attention
at Locust and Grand Avenues.
There being no objections, Mayor Bertucelli referred the matter to the Director
of Public Works and City Manager.
Mayor Bertucelli asked if any member of the audience had anything they wished to
offer under Good and Welfare.
There being none, Councilman Rozzi moved, seconded by Councilman Rocca and regularly
carried that the meeting be adjourned to the next regular meeting of October 17, 1966.
