N~Yor Bertucelli at this time called on Willia~ Borba, President of the Chamber of
Conmerce, who introduced Eric McCartney and Brian Vauter ~no were each to receive
a presentation this evening which were being presented jointly by the Chamber of
Conmerce and the City for their quick action i~ preventing injury and loss of life
th2ough a fire.

,or Bertucellt at this time requested Councilman Rozzi to make the first presentation.
,ncilman Rozzi made the following statement~
"At 6~17 a.m. on the morning of October 20, 1965, two newsboys,
Eric McCartney, 14 years old, living at 276 Gardenside Avenue
and Brian Vauter, 14 years, living at 272 Gardenside Avenue,
South San Francisco, spotted rear of a home at 1218 Old Mission
Road on fire.
These two boys pulled a fire alarm box, alerted the family and
then used the garden hose to help co,fine the fire before the
arrival of the fire department.
There is no doubt that the quick thinking and actions of these
two boys saved the lives of the family who were asleep at the
time. The fire already had a good start. Not only did they
prevent loss of'life, but their quic~ actions of using the
garden hose assisted the fire departnent to limit the loss
to about $2,000.00."
Councilman Rozzi then made the presentation to Eric NcCartney after which Mayor
Be~tucelli made the presentation to Brian Vauter, congratulating him and commending
bin for his quick action.
Ma~or Bertucelli asked if there was a motion a~proving the minutes of the regular
meeting of October 3, 1966.
Councilman Rocca moved, seconded by Councilman Rozzi and regularly carried, that the
minutes of the regular meeting of October 3, 1966 be approved as submitted.
~ayor Bertucellt then asked if there was a motion approving the regular claims as
suIxaitted for payment.
CoUncilman Rozzi moved, seconded by Councilman Rocca and regularly carried, that the
regular claims totaling $95,815.66 be approved for payment.
Mayor Bertucelli asked if there was a motion a~proving the claims for Parking District
No. 1 as Submitted for payment.

The next item was. the Inter-Office Memorandum dated October 4, 1966 from the Director
of Public Works reconanending adoption of a resolution approving elimination of parking
on E1Camino Real at Chestnut Avenue.
City Attorney Neonan explained the resolution after which Councilman Ahern tntroduceds

The next item was the Inter-Office Memorandum dated October 5, 1966 from the Director
of Public Works recommending adoption of a resolution approving a cooperative agreement
with the State Division of Highways for channelization at the intersection of Chestnut
Avenue and E1Camino Real.
City Attorney Noonan explained the resolution which had been prepared after which

City Attorney Noonan explained the resolution which had been prepared after which
Councilman Rozzi introduced: "A RESOLUTION C~[NTING A GRADING AND HAULING PERMIT
TO MARCO AND MARIE SE~LALDI," stating that this was to include the new Inter-Office
Memorandum as received from the Director of Public Works under date of October 24, 1966.

The next item was the claim against the City of South San Francisco as filed by
Max T. Petroff for alleged injuries sustained }y his daughter at Alta Loma School
(Recreation Program) on June 30, 1966.
Councilman Rocca moved, seconded by Councilman Ahern and regularly carried, that the
cl&im be denied and referred t° the City's insurance carrier.
The next ttem was the claim against the City of South San Francisco as filed by
California Casualty Indemnity Exchange in behalf of Rose Marie and Samuel Taormina
alleging damages as a result of an accident on August 22, 1966 involving a City-
owned vehicle.

cl&im be denied and referred to the City's insurance carrier.
The next item was the communication dated September 21, 1966 from the Division of
Highways concerning the purchase of two minor mvement con,rollers for controlling
the left turn movements and installing them in a pre-wired cabinet for the intersection
of Junipero Serra Boulevard amd Hickey Boulevard.
Accompanying was the Inter-Office Memorandum dated October 11, 1966 from the Director
of Public Works reco~ending that the City Council approve the proposed improvements
anc authorize a City contribution in the estimated a~unt of $2,000.00.

reco,~endation of the Director of Public Works be approved and acc, pied and that the
City participate up to One-half of the cost, namely, $2,000.00
The next item was the Inter-Office Memorandum dated October 7, 1966 from the Director
of Public Works concerming, the proposed mud dice for retaining future fill:.on Tide Lots
17, 22, 23 and 24 owned by South San Francisco Scavenger Company.

City Attorney Noonan explained that since this was a legal matter in origin and
planning, suggested a motion: "Move not to vacate the 20-ft. alley at this time;
=o defer any further consideration regardin~ abandonment until the Planning re-
quirements are determined as recommended by the City Planner."

The next item was the Inter-Office Memorandum dated October 6, 1966 fromthe
Equipment Maintenance Supervisor submitting compilation of bids and recommendation

dministrative Assistant James Sargen declared the bids received, stating that
he low bidder was Arata Pontiac with a net total of $7,050.00 for four Police
ehicle$.
Councilman Rocca moved, seconded by Councilman Rizzo and regularly carried, that
~he bid of Arata Pontiac be accepted and award be made to that firm.
he next item was the Inter-Office Memorandtm dated October 14, 1966 from the
trector of Public Works submitting Change Order No. 1 in the amount of $2,600.00
~o the San Mateo Avenue Proposed Grade Raising and New Drainage Improvement for
~emoving unsuitable material and recommendirg approval of the change order and
authorization for payment from Person and Swanson Assessment District funds,

~The next item to be considered was the Inter-Office Memorandum from the Director
f Public Works dated October 17, 1966 advising of the completion of work for
he San Mateo Avenue Proposed Grade Raising and New Drainage-1966 Project in
accordance with the plans and specifications and requesting authorization to
~ile a Notice of Completion.

Shere being no objections, Mayor Bertucelli ordered the reports accepted and
laced on file.
~here being nothing further, Mayor Bertucelli asked if any member of the City
~ouncil had anything they wished to offer urder Good and Welfare.
~here being none, Mayor Bertucelli at this time stated that he had four items
h® wished to bring to the attention of the City Council.
He then made the following statement~
The Council is concerned with the ~ccomplishment of two projects -
the swimming pool and the Magnolia Fine Arts Center. The time for
completion of either or both of these projects will depend on the
availability of funds and other matters. In accordance with our
conversation regarding the matters, I suggest that the Council and
Recreation Commission confer with the City Manager and have him
include in theCapital Improvements Budget allocation of funds for
the two projects with the understardtng that the funds will be
used for the project that can first be accomplished.
It is my opinion that the swimming pool should receive first priority.
After we have the meeting and allocate the funds, we can take the next
step of obtaining architectural services.
The Council authorized a Veterans Memorial on July 18, 1966 and I would
like to have the plan for the Memorial submitted to the Council and a
meeting date set with the Veterans of Foreign Wars, American Veterans
and other Veteran organizations for approval of a plan and the establish-
ment of a schedule for constructior and installation.
Mr. Goss has a report regarding the City-owned propurty which needs
development, and I would like to h~ve him explain to you the details
of the report. After he gives the report, we would like to have you
consider a Motion to complete the work as recommended.
)irector of Public Works Louis Goss at this time stated that he had recommended to
:he City Council appropriation of funds for the lowering of the sewer in the vicinity
of the Martin Primary School and which is on a trestle which had sagged. He further
commented that it would he his recommendation that the sewer line be placed underground,
a roadway built and the area landscaped, thereby eliminating the unsightly condition
which exists.

4. We have had before us for some time a =equest by Golden Gate Produce
Market for a large directional sign. I suggest that we form a committee
to work in conjunction with the City ~anager to make the necessary request
with the State of California for the sign. Sunset Produce has a sign
similar to the one we are requesting. Our request is not just for equal
facilities, so to speak, but if you have been in the area you will know
that a definite direction by a sign would minimize the traffic hazard there.
There being nothing further, Mayor Bertucelli asked if anyone present in the audience
had!anything they wished to offer under Good and Welfare.
Mr.iThomas Finnerty of 221 Clifton Drive brough~c to Council's attention the matter
of ~he erection of a Veterans' Memorial which had been authorized some time previously.
He stated that a friend of his had prepared a sketch which he wished to present to
Council at this time for its future consideration.
Discussion followed at which time Mayor Bertucelli remarked that if there were no
objections, the committee could be composed of Mr. Finnerty, a member of the Veterans
of Foreign Wars, James Sargen, Jim Street, at the request of Mr. Finnerty, and Mr.
Angelo Canziani of the American Legion.
Mr'l Bob Moriarity of 237 Sequoia Avenue spoke on the matter of an overpass at Clay
and!Junipero Serra, stating that a similar request had been made after the death of
hisison as a result of having been struck by a vehicle. He remarked that he had
attended meetings and was told stop lights would end the danger to children crossing
the highway, remarking that this was not,so since recently a young girl was killed
while trying to cross Junipero Serra Boulevard. He further commented that the death
would have been prevented if the overpass had been built. He suggested that Council
introduce a resolution for the erection of an overpass.
Captain Terragno of the Police Department at this time cited the section of the
Vehicle Code concerning the accident as a result of a buss allowing the discharge
of passengers. He stated that since this was r.ot a school bus which have flashing
red lights requiring traffic to come to a full stop, no traffic had to stop for
the intersection~
Mrol Robert Reid, father of the girl who was st=uck and killed recently, remarked on
the traffic officer who was present across the street at the time, stating that if the
overpass had been built last year, this fatali=y would not have happened and asked if
it were possible fer the City to share in the cost of building the overpass.
Mayor Bertucelli replied that since this was a State Highway, the City had no control
over the matter.
Conncilman Rocca stated that while such accide%ts are deplorable, the City had no
jurisdiction over the matter but have been doi%g everything possible to get the work
accomplished.
City Attorney Noonan stated that a study had been made on the cost of the construction
of an overpass and how it could be accomplished but if Council wished, he would review
the report on the matter. He further asked if the City wished to renew its request to
the State for an overpass.
Cot'ncilman Ahem commented that all of the me~ers of the Council had pushed rather
hard for the erection for this overpass but that the State had the final jurisdiction
in the matter.
Ma~or Bertucelli at this time called on Mr. To~ Finnerty for his comments.
Mr~ Ftnnerty stated that when the Moriarity boy was killed, the Council was behind
hi~ 100~, had gone all the way for the construction of the overpass and that in all
sincerity, would have to state that while they tried very hard, knew that an overpass
wa~ not possible.
Ma,or Bertucelli remarked that the Council would continue to pursue the matter earnestly.
Mr, Moriarity then asked if the City were not in a better position due to the recent
fat:ality.
Mr,. Reid asked if the City could do something to speed the matter up, requesting to know
wh~t he could do to push the matter harder.
Co'~ncilman Rozzi suggested that the City go on record renewing its request to the State
in behalf of the residents of the Winston ~an~r area and the City.
Discussion then followed concerning the preparation of petitions and the obtaining of
names for presentation to the State.
Mri Dan Murphy, 104 Sutton Avenue, stated that in going to and from work, noticed that
the speeds were in excess of the posted limitS.~ He himself exceeded these limits to
se~ if enforcement reaction would be forthccedng, stating that he felt a lax of en-
forcement on the part of the Police existed.
Mr[ Alden Lindgren of 809 Camaritas Avenue silted that he was in sympathy with the
resident of Winston Manor, stating that it was his feeling that strict enforcement of
th laws should be made.

M~j Moriartty stated that she was present not =o law fault with anyone but to get
effective control and felt that this could be achieved through the construction of
anloverpass.
Mr.I Lindgren then commented that Captain Terragno has had Police vehicles in the area
to!enforce the vehicle laws after which Captain Terragno stated he would place a radar
unit in the area, stepping up the enforcement in the particular location.
DiScussion followed at which time Councilman Ahern stated that the City of South San
Frqncisco could be well proud of its law enforcement agency since it was noted for its
efficiency and its strict enforcement of all laws.
Ca~tain Terragno then mentioned the recent study made for resettng speed limits in the
area at which time the Police Department had to fight rather hard to retain the 35-
mi~e speed limit which existed.
DiScussion then followed concerning children going to and from school crossing Hickey
BoUlevard who did not use the overpass presently existing bus rather crossing the
highway further down the road.
Coqncilman Rocca at this time mentioned that some comments had been made concerning
th~ City's payment of monies for work performed as well as monies spent for the
purchase of vehicles. He stated that in the payment of monies for work performed,
th~se were from assessment district funds which were only paid hy the areas affeCted
and not by the general public and that the vehicles purchased were for four new police
ve~icles to further enforce laws which the residents were requesting at this time.
He isuggested more training on the part of parents instructing their children con-
ce~ntng the crossing of highways safely.
Further discussion followed at which time Mayor Bertucelli stated that the City
would pursue the matter again.
Mr.i Dan Murphy at this time stated that he had called the Engineering Department on
th~ matter of the Hickey Boulevard Extension in the vicinity of Dunman Way, requesting
that the area be posted with a sign as a dead-end street so that it would prevent
oar!s from going into Dunman Way and then having to return which added to the traffic
hazards in the area. He stated that he was assured this would be done but to date,
nothing had been accomplished.
Disicusston followed at w~ich time the Director of Public Works stated that the City
coulld erect temporary barricades with detour signs and that he would then follow this
with a call to the County for a follow-up with a request for signs.

3r Bertucelli requested the Director of PubLic Works to acknowledge requests
received.
Dan Murphy at this time then brought to the attention of the City Council the
ter of playground equipment which existed, zhat these had been cut up by torches
the firm of Buzz Haskins who was working in the area, that he had been informed
the Superintendent of Parks and Recreation ~obert Maxey that the equipment was in
r condition and that it would be removed an¢ replaced with new equipment at the
e the playground is located.
Mayor Bertucelli stated that the City at the present time was looking at two new
playground sites and was continually looking git for the interests ~ the residents.
Mr.i Murphy stated that he would like to be present at the time the discussion take
plape concerning the future locations.
Further discussion followed at which time Mr. ~urphy stated that while Council had
asked his group to appoint a com~nittee to work with the City on the matter, it was
their fault that no committee had been formed by their people.
Couhcilman Cortest then mentioned complaints which he had recently received on the
mat[er of Jet noises in the Arro~Drive area of Burl Buri, to which the Mayor replied
thai the City was working on these complaints ~lth the International Airport
rep~esentatives.
Councilman Rocca moved, seconded by Councilman Rozzi and regularly carried that the
meeting be adjourned to a conference meeting with the Planning Commission.
