The meeting was called to order by Mayor BertLcelli at 8:00 p.m.
Pledge of Allegiance to the Flag was recited after which the invocation was given
by Reverend Harry Larson of the First Baptist Church in place of Reverend Eugene
Linamen of Hillside Church of God.

Mayor Bertucelli asked if there was a motion approving the minutes of the regular
meeting of October 17, 1966 and the regular meeting of November 7, 1966.
Councilman Ahern moved, seconded by Councilman Rocca and regularly carried, that the
minutes of the regular meeting of October 17, 1966 and the regular meeting of
November 7, 1966 be approved as submitted.
Mayor Bertucelli then asked if there was a mo~ion approving the regular claims as
submitted for payment.
Councilman Rocca moved, seconded by Councilman Rozzi and regularly carried, that the
regular claims totaling $45,420.95 be approve¢ for payment.
Mayor Bertucelli asked if there was a motion approving the claim~ for !~ark%ng District
N~. 1 as submitted for payment.
Councilman Ahern moved, seconded by Councilman Rocca and regularly carried~ that the
claims as submitted for Parking District No. ' totaling $336.23 he approved for payment.
Conmur Street and Dianne Court Assessment District Claims:

City of South San Francisco claim dated November 8, 1966 in the amount of $127.11
for Inspection Charges for the month of October 1966.
Crosby and Associates claim dated November 7, 1966 in the amount of $243.25 for
final billing for Field Density Tests on Subgrade and Base Rock.
(c) Marvin W. Wolff, Civil Engineer, claim d~ted November 3, 1966 in the amount of
i $180.00 for field staking and engineering services.
Councilman Rozzi moved, seconded by Councilman Rocca and regularly carried, that the
claims as submitted for Conmur Street and Dianne Court Assessment District he approved
for payment.

for Inspection Charges for the month of October 1966.
The Lowrie Paving Co., Inc., claim dated October 31, 1966 in the amount of
$14,184.41 for P/B #6 for quantities of work completed as of 10/31/66.
(c) Frank J. Rochex, Jr., claim dated April 18, 1966 in the amount of $300.00 for I Appraisal Fee.
Councilman Rocca moved, seconded by Councilma~ Rozzi and regularly carried, that the
claims as submitted for Stonegate Ridge Assessment District No. 1 he approved for payment.
The next item was the continued Public Hearing on the Proposed Amendment to Section 7
by adding Section 7.29A (Home Occupations) of Ordinance No. 353, as amended, Zoning
Ordinance of the City of South San Francisco.
Mayor Bertucelli declared the Public Hearing opened, asking if any written protests
h&d been received to which the City Clerk replied none had been received by his office.
H~ then asked if anyone present in the audience wished to offer an oral protest. There
b~ing none, Mayor Bertucelli declared the Public Hearing closed.
The next item to be considered was the continued Public Hearing on Planning Commission
RQsolution No. 2080 entitled: "A RESOLUTION OF THH PLANNING CON~ISSION OF THE CITY OF
S~UTH SAN FRANCISCO RECOMMENDING TO THE CITY COUNCIL APPROVAL OF TH~ AMENDMENT PETITION

There being no objections, Mayor Bertucelli continued the Public Hearing.

The next item was the communication dated October !8, 1966 from Dan Coleman Associates,
PrOject Engineers, concerning electrical materials to be furnished for Stonegate
Ridge Assessment District No. 1.
AcCompanying was the resolution entltled: "A RESOLUTION AUTHORIZING PROGRESS
PAYMENT - STONEGATE RIDGE UNIT NO. 1."
There being no objections, Mayor Bertucelli requested the communication and resolution
belremoved from the Agenda until such time as ownership to the electrical supplies was
established and the agreement to pay.
Ci~y Attorney Noonan explained the first resolution which had been prepared after
which Councilman Rozzi introduced: "A RESOLUTION APPROVING THE REPORT AND RECOMMENDATION
OFi THE PLANNING COMMISSION SET FORTH IN PLANNING COMMISSION RESOLUTION NO. 2081, PASSED
SEPTEMBER 12, 1966, AND ORDERING ENDORSEMENTS AFFIXED TO SAID REPORT AND RECOMMENDATION."
Roll call vote was as follows: Ayes, Councilmen Frank J. Bertucelli, Patrick E. Ahem,
Emilio Cortest, Andrew Rocca and Guido 3. Rozzi. NoeS, none. Absent, none.
The next item was the Inter-Office Memorandum dated November 9, 1966 from the Director
of~Public Works concerning improvements on Spruce Avenue and recommending execution
of~the agreement.
City Attorney Noonan explained the resolution after which Councilman Rocca introduced:
"A RESOLUTION ACCEPTING A GRANT FROM SOUTHERN PACIFIC COMPANY - SPRUCE AVENUE WIDENING."

The next resolution to be considered was entitled: "A RESOLUTION(l: INTENTION TO LEVY
SUPPLEMENTAL ASSESSMENT - CONMUR STREET AND DIANNE COURT."
At'the request of City Attorney Noonan pendin~ receipt of Engineer's Report and there
being no objections, Mayor Bertucelli continued the resolution.
The next resolution was explained by City Attorney Noonan after which Councilman Rocca
introduced: "A RESOLUTION OF INTENTION TO MAKE CHANGES AND MODIFICATIONS - STONEGATE
RIDGE UNIT NO. 1."
Roll call vote was as follows: Ayes, Councilmen Frank J. Bertucelli, Patrick E. Ahern,
Emilio Cortesi, Andrew Rocca and Guido J. Rozzi. Noes, none. Absent, none.

attention after which Councilman Ahern introd%ced: "A RESOLUTION CALLING FOR BIDS ON

City Attorney Noonan explained the next resolttion after which Councilman Rocca intro-

has been duly waived, be passed and adopted, seconded by Councilman Rozzi and passed

The Inter-Office Memorandum from City PIanner DanieI M. Pass dated November 9, i966
c~ncerning the Rationale of the proposed "Home Occupation Ordinance" was the next
item to be considered by the City Councii.
Mayor BertuceIii ordered the titie of the ordinance read. The titIe of the ordinance
was read. City Attorney Noonan then explained the ordinance and advised the Council
regarding procedure for introduction. Councilman Rocca moved that reading of the
o~dinance in its entirety be waived and that the ordinance be introduced and read
for the first time by reading tttie only, seconded by Councilman Ahern and passed
by a unanimous vote.

Thie next item was the Inter-Office Memorandum from the Director of Public Works as
adldressed to the City CounciI dated November ~, I966 concerning the Aita Vista No. 2
Subdivision Improvement Bond.
Director of Public Works Louis Goss read in ftlI said Inter-Office Memorandum.
City Attorney Noonan suggested a motion that ~ written notice be served upon the
Subdivider and Subdivider's Surety of breach of Agreement in accordance with Paragraph 18
of!the referenced Agreement.
Copnciiman Rocca so moved, seconded by Counciiman Cortesi and reguIarIy carried.
The next item for Councti's attention was the Inter-Office Memorandum dated November I5,
I966 from Administrative Assistant James Sargon concerning bid opening for painting of
specified areas of the interior of City Hall and requesting Council approve award of bid.
City Manager Euoene Aieilo declared the bid's received, stating that the low bidder was
Hayden Neal Company with a low bid of $1,679.00.

bid of Hayden Neai Company be accepted and award be made to that firm.
Th~ next item wa~ the Inter-Office Memorandum f~'om Administrative A~sistant James Sargen
dated November 1, 1966 concerning amendment to contract with Kaiser Foundation Health
Plan and Travelers Insurance Company.
There being no objections, ~ayor Bertucelli continued the matter for further study.

There being no objections, Mayor Bertucelli orcered the report filed.
There being nothing further, Mayor Bertucelli asked if any member of the City Council
had. anything they wished to offer under Good and Welfare.
There being none, he then asked if anyone present wished to offer something under
Good and Welfare.
Director of Public Works Louis Goss stated that there was an offer from Haulaway
TruCking Company to remove sand from Colma Cree~ at 15 cents per yard and that he
recommended their proposal be accepted, subject to an Agreement. He further requested
authorization to execute this Agreement for sand and silt deposits.
MayOr Bertucel!i requested Mr. Goss to work with the City Manager and City Attorney
to affect a proper conclusion.

City Attorney Noonan remarked that a contract could be drawn with the name of the
contractor left open so that a more suitable contracting party could be found.
Councilman Rocca moved in accordance with Mr. Noonan's remarks, seconded by Council-
man Cortesi and regularly carried.
Mr. Thomas Finnerty, 221 Clifton Drive, a member of the committee appointed by
Mayor Bertucelli, to work on the Veterans' Memorial, stated that his committee had
only one meeting, but were scheduled fro another one the following night at 7:30 p.m.
Helmentioned that they were contacting an art director to draw up four sketches which
will be presented to the City Council to choose the one they want. Mr. Finnerty said
that he had contacted Mr. 3ce Bocci of Golma. He questioned the Council as to how
this should be handled once a choice had been made, if it should be put to bid.
Mr~ Noonan stated that since this was a contract for artistic design, they would be
free to negotiate.
Mr~ Finnerty asked if they might proceed without hearing from Council to which
CoUncilman Ahem stated, "Not to finalize the price."
Mr~ Finnerty said that whey they have the four pictures, they would be presented to
CoUncil to choose the one they wished and he zould have a price for each one.
Mr~ Robert Reid, father of Linda Reid who was killed on Junipero Serra, presented
another petition containing over three thousand names to be added to the previous
pe[ition.
Mr; Reid asked the City Council how long it would be before there would be anything
done.
City Manager Eugene Aiello stated that he had talked to Clifford Green, Assistant
Director of 5ngineering ~n charge of planning who was present at the meeting. Mr. Green
sa~d that he had the re¢olution in front of him on his desk and was getting under way
with the study and as soon as the study had been made, it would be forwarded to the
DiStrict Engineer and that they would communicate with the City Council as soon as
they had an answer.
Mrs. Reid said he was anxious to get it settlec and that more names were going to be
presented to Council.
Mayor Bertuce!li asked ~f the previous names bad been for%'¢arded to which City Clerk
Arthur Rodondi replied they had and that he would forward these new names.
MaYor Bertucelli replied to Mr. Reid's inquiry as to how much longer it. would take
byistating that they were doing the best they possib!y could.
Cotmci!man Ahern moved, seconded by Counci!mar Rozzi and regularly carried, that the
me,ting be adjourned to the next regular meeting, ~onday, December 5, t966.
