Rozzi None MaYor Bertucelli asked if there was a motion a~proving the minutes of the regular meeting of November 21, 1966. Councilman Rocca moved, seconded by Councilman Ahern and regularly carried, that the minutes of the regular meeting of November 21, 1966 be approved as submitted. MaYor Bertucelli then asked if there was a motion approving the regular claims as submitted for payment. CoUncilman Rozzi meved, seconded by Councilman Rocca and regularly carried, that the regular claims totaling $24,793.65 be approved for payment. MaYor Bertucelli asked if there was a motion approving the claims for Parking District No~ 1 as submitted for payment. Councilman Ahem moved, seconded by Counctlmar Rocca and regularly carried, that the claims as submitted for Parking District No. 1 totaling $987.88 be approved for payment. Cabot. The Fay Improvement Company claim dated November 10, 1966 in the amount of $3,600.72 for Schedules "B" & "C," C.O.'s 1, 2, 3, 4, 5, 6, 7 and 8. (c) Wilsey & Ham claim dated November 17, 1966 in the amount of $200.97 for engineering . services in connection with the re-bid and construction - Forbes Blvd., widening. (e) Wilsey & Ham claim dated November 17, 1966 in the amount of $113.17 for engineer- ing services in connection with the Baldwin-Warren claims. The next ite~ was the continued Public Hearing on Planning Commission Resolution No, 2080 entitled= "A RESOLUTION OF THE PLANN-NG COMMISSION OF THE CITY OF SOUTH SAN FRANCISCO RECOMMENDING TO THE CITY COUNCIL APPROVAL OF THE AMENDMENT PETITION OF iCAESAR-CALLAN HOJ~ES, INC., SO AS TO REZONE AN APPROXIMATELY 180-ACRE PARCEL OF LAND FROM A 'U' DISTRICT TO A 'PC' DISTRICT." There being no ~jections, Mayor Bertucelli conninued the Public Hearing. The next item to be considered was the Notice of Hearing concerning Amendment of SeCtion 5.6, Ordinance No. 353, as amended, de,eting Subsection 5.6(a)1. MaYor Bertucelli declared the Public Hearing o~ened, asking if any written protests had been received to which the City Clerk replied none had been received hy his office. Helthen asked if anyone present in the audience wished to offer an oral protest, There being none, Mayor Bertucelli declared the PuhlLc Hearing closed. The next item was the Notice of Hearing concer~ing the adoption of a specific plan and regulation establishing a 15-foot building set-back on each side of South Spruce Avenue between South Canal Street and E1Camino Real. Mayor Bertucelli declared the Public Hearing o~ened, asking if any written protests had been received to which the City Clerk replied none had been received hy his office. The next resolution was explained by City Attorney Noonan after which Councilman Rozzi introduced: "A RESOLUTION APPROVING THE REPORT AND RECOMMENDATION OF THE PLANNING COMMISSION SET FORTH IN PLANNING COMMISSION RESOLUTION NO. 2084, PASSED 10/10/66, AND ORDERING ENDORSEMENTS AFFIXED TO SAID REPORT AND REC~NDATION." The next resolution to be considered was entitled: "A RESOLUTION AUTHORIZING EXECUTION OF AN AGREEMENT WITH MACY'S REGARDING COLMA CREEK." At !the request of the City Attorney so that sone legal details could be worked out, MaYor Bertucelli continued the resolution to an adjourned meeting to be held Monday, DeCember 12, 1966 at 5:30 p.m. The resolution entitleds "A RESOLUTION AUTHORIZING EXECUTION OF AN AGREEMENT WITH MAC~'S - SANITARY SEWERS,' was the next item to be considered. At the request of the City Attorney, Mayor Bertucelli continued the resolution. At the request of the City Attorney and there being no objections, M, ayor Bertucelli continued the resolution. Councilman Ahern moved reading of the ordinance in its entirety he waived and that the ordinance be passed and adopted bylreading title only, seconded by Councilman locca and passed by unanimous vote. The mext item was the Inter-Office Memorandum from Administrative Assistant James Sargon dated November 1, 1966 concerning amendment to contract with Kaiser Foundation Health Planand Travelers Insurance Company. There being no objections, Mayor Bertucelli continued the matter. The next item to be considered was the communication dated September 12, 1966 from UtahConstruction & Mining Company requesting payment for final billing for acquisitions of improvements, South San Francisco Industrial 2ark, Unit 2C, Zone-III in the amount of $29,342.41. There being no objections, Mayor Bertucelli continued the request. The next item was the claim as filed against the City of South San Francisco by Mrs..Anthony Dully for alleged damages to clothing as a result of'street Seal-Coating on Martposa Drive. CounCilman Rocca moved, seconded by Councilman R3zzi and regularly carried, that the claim be denied and referred to the City's insurance carrier. The next item was the Tentative Parcel Map 7 of ~antegani property - 0.55 acres - Orange Avenue and Con~nercial Avenue (SW) received from the Planning Commission with the recommendation of approval subject to the requirements of the City Engineer as stated in his Inter-Office Memorandum dated Octooer 31, 1966 to the Planning Commission and of the Chief Building Inspector as stated in his Inter-Office Memorandum dated November 3, 1966 to the City Planner. CounCilman Rozzi moved, seconded by Councilman Rocca and regularly carried, that the recommendation of the Planning Commission be approved and accepted. The next item for Council's attention was the Tentative Parcel Map 8 of Cabot, Cabot & Forbes Properties - 4.84 AC. more or less - on the northerly side of Forbes Boule- vard, opposite Allerton Avenue received from the Planning Commission with the recom- mendation of approval subject to the requirements of the City Engineer as stated in his inter-Office Memorandum dated November 4, 1966 as addressed to the Planning Com- mission and of the Chief Building Inspector as stated in his Inter-Office Memorandum dated November 8, 1966 to the City Planner. Councilman Rozzi moved, seconded by Councilman Cortesi and regularly carried, that the reco~endation of the Planning Commission he approved and accepted. Department of Alcoholic Beverage Controls Application for Alcoholic Beverage License as filed by Callan, Harold J. and Paoli, Robert G. for On-Sale General Public Premises at 700 E1Camino Real. There being no objections, Mayor Bertucelli ordered the report filed. There being nothing further, Mayor Bertucelli asked if any member of the City Council had anything they wished to offer under Good an~ Welfare. There being none, he then asked if anyone present in the audience wished to offer anything under Good and Welfare. Mr. John M. Artin, 616 Serra Drive, spoke for Mr. Robert Reid. He said that Mr. Reid requested he appear and thank the Council for t~eir'work in regard to the Junipero Serra overpass. Mr. Artin questioned the Council as to the next step. Mr. Aiello, City Manager, read the letter dated November 28, 1966 as addressed to the City Council from Mr. Allan S. Hart, District Engineer of the Division of Highways, which acknowledged receipt of Resolution No. 45~6 and stated that a study was being made. Mayor Bertucelli stated that he and Senator Richard Dolwig were to see Mr. Hart, but that he wasn't in his office at the moment ~nd he and Senator Dolwig discussed the matter with two other gentlemen. They said that an estimate should be available within ten days. Mr. Aiello also stated that he was In receipt of a letter from the Board of Trustees of the South San Francisco Unified School District stating that they were in receipt of ResolutiOn No. 4566 and would meet with the City Council to discuss negotiations necessary for the planning, financing and structure of the overpass at Clay. 8O GOOD AND WELFARE~ (CONTINUED VETERANS* MEMORIAL DISCUSSION ADJOURNNRNT ~ Mr. Artin asked if the estimate would be the total cost of the job or State participation. Mayor Bertucelli said that it would be the total cost of the overpass. ~r. Thomas Finnerty, 221 Clifton Drive, spoke in ragard to the Veterans' Memorial. He asked Council if they had made a decision on on~ of the four sketches which he had presented. Mayor Bertucelli asked if the committee had a preference to which ar. Finnerty replied, "No," and that it was entirely up to the City Council. ar. Finnerty said that ar. Roy Ghilardi, past Commander of the American Legion, mentioned that he would like to have it more of a civic project, w/th designs submitted by children or interested citizens. The main thing stated ar. Finnerty is to get it off of the ground and if necessary, to disregard the four sketches, but felt that this would be a loss. Mr. Roy Ghilardi, American Legion, apologized for their poor representation but stated that they had not been properly informed. He coem~nted that he felt the public should be inv/ted to participate with prizes for artistic designs and one prize for the main drawing. He stated that he would concur with whatever the committee decides and the American Legion will back up the decision of tae City Council one hundred percent. ar. Aiello stated that notification was sent on March 21, 1966 to the American Legion, Veterans of Foreign Warg, the two posts in Burl Buri and that his office did not receive any action and, therefore, assumed nobody was interested in it. ar. Angelo Canziani spoke from the audience that he had never been notified and just heard that morning. ar. Aiello suggested that they appoint an art comnittee of three people to go over it and make recommendations for the selection of a design and to include ar. Ghilardi's suggestion to broaden their scope. Mayor Bertucelli concurred with the suggestion of ir. Aiello and stated that Mr. Finnerty had spent a great deal of time on this and was ap~ointed by the City Council. Mayor Bertucelli requested ar. Ghilardt to appoint somecne from the American Legion. He further stated that he was very anxious to get the monument erected in front of City Hall, and requested all to look at the drawings ard make a decision or start on another architectural design.
