The meeting was called to order by Mayor Ahern at 8s07 p.m. The Pledge of Allegiance to the Flag was recited. No invocation was given. Present~ Absent~ Councilmen Patrick E. Ahem, Frank 2. Rozzi None Mayor Ahern asked if there was a motion approving the minutes of the regUlar meeting of July 3, 1~67 and the adjourned regular meeting of July 6, 1967. COuncilman Rocca moved, seconded by Counctlmar Bertucelli and regularly carried, that the minutes of the regular meeting of July 3, 1967 and the adjourned regUlar ~eeting of July 6, 1967 be approved as submitted. Mayor Ahem then asked if there was a motion ~pprovtng the regular claims as sub- mitted for payment. Councilman Rozzi moved, seconded by Councilma~ Rocca and regularly carried, that the regular claims totaling $61,840.87 be approved for payment. Mayor Ahem asked if there was a motion approving the claims for Parking District No. 1 as submitted for payment. Councilman Rocca moved, seconded by Councilmar, Rozzi and regularly carried, that the claims as subedtted for Parking District No. ' totaling $60.18 be approved for payment. Cabot. Cabot & Forbes Industrial Park. Unit NO. 2 Claim8 Bergesen Electric Inc., claim dated June 23, 1967 in the amount of $68.16 for the repair of electric power line to the temporary pump site. Councilman Rozzt moved, seconded by Gounctlmar Rocca and regularly carried, that the claim as submitted for Cabot, Cabot & Forbes :ndustrial Park, Unit No. 2 be approved for payment. Cabot. Cabot g Forbes Industrial Park. Unit No. 2A Glaim~ Bergesen Electric Inc., claim dated June 23, 1967 in the amount of $68.15 for the repair of electric power line to the temporary pump site. Councilman Bertucelli moved, seconded by Councilman Rocca and regularly carried, that the claim as sub~itted for Cabot, Cabot & Forbes Industrial Park, Unit No. 2A be approved for payment. Person and Swanson Industrial Park Claims Enterprise-Journal claim dated June 15, 1967 in the amount of $15.00 for publication. Councilman Rocca moved, seconded by Councilman Bertucelli and regularly carried, that the claim as sub,it%ed for Person and Swanson Industrial Park be approved for payment. The next ite~ was the continued Public Heartn? on Planning Con~nission Resolution No. 2080 entitleds "A RESOLUTION OF THE PLAN[INGCONNISSION OF THE CITY OF SOUTH SAN FRANCISCO RECOI/~ENDING TO THE CITY COUNCIL APPROVAL OF THE ANEND~4ENT PETITION OF CAESAR-CALLAN HO~ES, INC., SO AS TO REZONE AN APPROXINATELY 180-ACRE PARCEL OF LAND FROM A 'U' DISTRICT TO A'PC' DISTRICT." At the request of the City Attorney and there being no objections, Mayor Ahem continued the Public Hearing. The continued Public Hearing on the Appeal to Planning Coemission's recmmnendation of denial for the resubdivision of Grassi Nne~ican Corporation property at the south- easterly corner of South Canal Street and SounhNaple Avenue was the next ite~. Mayor Ahem asked if anyone present wished to speak on the matter. Mr. Robert Grassi spoke, stating that he was Vice President of the fir~ of the American Grassi Corporation and explained to Council the reasons why the Parcel Subdivision Map was submitted in the form tha~ it was, remarking that one of the buildings in question was an old office butldLng and that its future proposed use would not require additional off-street parking inasmuch as there would probably be only two persons working at one time in the building. PUBLIC HEARING GRASSI AMERICAN CORP. RESUBDIVISION ~ (CONTINUED) City Attorney Noonan stated that an attorney had filed the appeal in behalf of the applicant and asked if he still represented item, to which ~r. Grassi replied that at the time his brother was out of town and when this came before the Planning Com- mission, did not know how to handle the matter and~equested Mr. Boccits assistance in this regard but that Mr. Bocci did not represent them. Councilman Rocca likewise con~aented on Mr. Bocci's acting for the applicant to which ~r. Noonan replied that it was for this reasor that he asked Mr. Grassi if he stil represented them and that apparently, Mr. Bocci was just accommodating the applicant by filing the appeal, asking I~r. Grassi if this was not correct, to which he replied that this was correct. Councilman Rocca then asked if Mr. Bocci merely filed the appeal for ~r. Grassi to which he replied that this was correct. Further discussion followed concerning the me,os which had been filed by the various City departments concerned which spelled out the requirements for the use of the parcel during which time Mr. Noonan stated that it would be somewhat difficult to make a decision this evening, suggesting that thematter be continued with a con- ference to be held between the engineer for the applicant and the City Planner after which a report could be filed in order that tee requirements of the City could be satisfied and be agreeable to the applicant. At this time, Mr. Grassi presented Council with another map which was more in detail than the first submitted after which further discussion followed. There being no objections and the matter bein~ agreeable to Mr. Grassi, present, the Public Hearing was continued and Mr. Grassi instructed to have his engineer, Theodore Tronoff, contact the City Planner in an effort to resubdivide the property so that it would satisfy the requirements of the City and be agreeable to the applicant. PUBLIC HEARING ADOPTION OF ORDINANCE REGULATING REMOVAL AND INSTALLATION OF GOM~NI- CATION FAGILITIES~ The next item was the ~ontinued Public Hearin~ on the Notice of Hearing of Adoption of an Ordinance establishing Regulations and Procedures for the removal of poles, over- head wires and associated overhead structures and for the underground installation of wires and facilities for supplying electric, communication or similar or associated service in a designated district. Mayor Ahem asked if any written protests had been received to which the City Clerk replied that none had been received by his office. He then asked if anyone present in the audience wished to register an oral protest. None was registered. Mayor Ahern declared the Public Hearing close~. Discussion~chen followed at which time ~r. Nocnan stated that in lieu of the ordinance which was prevte~ly listed, another ordi'nance was to be considered and suggested a motion be adopted that the ordinance listed net be passed. Councilman Rocca so moved, seconded by CouncilJaan Bertucelli and regularly carried. RESOLUTION NO. 4713 The next item was the Inter-Office Memorandum dated July 5, 1967 from the Director ALLOCATION REQUEST of Public Works recomending approval to the request that the California Public SOUTHERN PACIFIC CROSSINGS~ Utilities Commission make allocations from Crossing Protection Fund for protection _~ ~ ~ ~ of Forbes Boulevard crossings of the Southern Pacific Company tracks. City Manager Aiello remarked that this only asks that the Public Utility Co~mission contribute ~ the cost, with the remaining portion from the assessment district that is applicable to that particular area. City Attorney Noonan explained the resolution which had been prepared after which Councilman Rozzi introduced~ "A RESOLUTION RE~ESTING THE CALIFORHIA PUBLIC UTILITIES COMMISSION TO MAKE ALLOCATION FROM GROSSING P~OTEGTION FUND FOR PROTECTION OF FORBES BOULEVARD GROSSING OF THE SOUTHERN PACIFIC GOkPANY TRACTS - CROSSINGS NO. RESOLUTION AWARD OF CONTRACT TENNIS COURT IMPROVEMENTS~ The next item for Council's attention was the resolution entitled~ "A RESOLUTION OF AWARD OF CONTRACT." This resolution was not ready for Council's consideration at this time inasmuch as the bid opening would be on July 24, 1967 and was therefore dropped from the Agenda. RESOLUTION NO. 4714 AWARD OF CONTRACT COMf~JNICATIONS AND OTHER EQUII:MENT FOR E.O.C.~ City Manager Aiello made the declaration of bids received, con~enting that the bids of Radio Corporation of America and General Electric.Company did not meet the specifications and that it was the recoa~nendation that the bid of Motorola Communications and Electronics Inc., be accepted and that he concurred in this recommendation. Councilman Rozzi moved that the reading of the ordinance in its entirety be waived and that the ordinance be introduced and read for the first time by reactng title only, seconded by Councilman Rocca and passed by aumabLmous vote. The next item was the co~nunicatton dated July 5, 1967 from the City Treasurer con- cerning Idle Funds Investment in the Stonegate Ridge Assessment District No. 1. Mayor Ahern stated that the attorneys for the district indicated that it is quite all right and approve these deposits but before the City did, wished to be advised as to how long the deposits would be for and the amounts to be deposited. Councilman Rocca remarked that there was no possiblity of it costing the City anything and moved that it become effective as soon as the City receives a letter from the Project Engineer stating the amount and time for which they wish the deposit made, seconded by Councilman Rozzi and regularly carried. The communication dated July 5, 1967 from the Festival Chairman of Ail Souls Church requesting permission to hold their Festival o~ November 3, 4, and 5, 1967 with a further request of waiver of Business License in the eeent amusement rides are to be employed was the next matter for Council's consideration. Councilman Rozzi moved, seconded by Councilman Bertucelli and regularly carried, that permission as requested be granted. The next item was the communication dated July 3, 1967 from Louis S. Giovannoni re- questing permission to operate a taxicab service in the City of South San Francisco. Mayor Aborn ordered the letter filed and requested that the writer be asked to file a formal application. The next item to be considered was the communi:ation dated June 28, 1967 from the AAA Construction Inc., requesting permission to reeove approximately 30,000 additional yards of fill from Westborough ~4. There being no objections, Mayor Ahern continued the request. The claim against the City of South San Francisco as filed by Reisch & Sherman in behalf of Irvtn B. and Grace W. Tweet alleging water damages as a result of storm waters and drainage to property at 115 Arroyo Drive was next considered. CLAIM - IRVIN B. AND GRACE W. ORANGE MEMORIAL PARK ~ONTHLY REPORTS ~ GOOD AND WELFARE~ ADJOU~T ~ Councilman Rocca moved, seconded by Councilman Rozzi and regularly carried, that the claim be denied and referred to the City's insurance carrier. The next matter to be considered was the selection of an architect for architectural services in connection with the Westborough fi~e station. Brief discussion followed after which Councilm&n Sertucellt moved that we authorize an order to prepare an agreement to hire Markling and Yamasaki as architects, seconded by Councilman Rocca and regularly carried. The next item was the City Planner's Report to the City Council with respect to Use Permit and Variance Requests considered on Jun~ 26, 1967. There being no objections Mayor Aborn ordered the report accepted and placed on file. The setting of a Public Hearing on Parking Ban in the Industrial Park area was the next matter to be considered. There being no objections, Mayor Ahern set the Public Hearing for August 21, 1967 at 8~00 p.m. Discussion followed concerning notification to which City Manager Aiello stated that the people will all be notified by letter from our list of licenses in the area, com- menting that the assessment rolls give the owner and the City would be taking a chance the tenants would not be notified. In answer to Ma¥or Ahern's co~aent that the City was overlooking the owners, City ~anager Aiello replied that he was sure many of them will give the word to the owners of the land, stating that he thought the people most concerned are the people doing business. Further discussion followed after which Councilman Rozzi suggested that there be included in the letter a request that the tenart advise the owner. The Inter-Office Memorandum dated June 28, 1967 rrm the Director Of ~ublic Works advising of the completion of work in the Clea~tng and Painting Pedestrian Overcorsstng 1966 Project in conformance with the Plans and Specifications and requesting author- ization to file a Notice of Completion was the next item for Council's attention. Councilman Rozzi moved, seconded by Councilman Burtucelli and regularly carried, that the recoemendation of the Director of Public Works be approved and accepted and that the Notice of Completion filed. The next item was the Inter-Office Memorandum {ated June 12, 1967 from Superintendent of Recreation and Parks Robert Maxe¥ requestin~ change of hours of work to permit scheduling of full time attendance at Orange Memorial Park on Saturdays and Sundays. There being no objections, Mayor Ahern continued the matter. Monthly Reports were received from the followir,g~ Building Inspection Department - June 1967 Fire Department - June 1967. There being no objections, Mayor Ahem ordered the reports accepted and placed on file. There being nothing further, Mayor Ahern asked if any member of the Council had anything they wished to offer under Good and Welfare. There being none, Mayor Ahern then asked if th,re was anyone present in the audience who wished to offer anything under Good and We:fare.
