The meeting was called to order by Mayor Ahern at 8=05 p.m.
The Pledge of Allegiance to the Flag was recited, after which the Invocation was given
by Reverend Martin L. Wyneken of the First Lutheran Church.

Ma~or Ahem asked if there was a motion approvfing the Minutes of the adjourned regular
meeting of September 12, 1967 and the regular ;~eeting of September 18, 1967.
Councilman Rocca requested that the Minutes of September 18, 1967 meeting regarding
Variance Application No. 32 of the Airland Frefight Consolidated Inc., on Page 3,
Paragraph 8, wherein mention was made that the firm #did not intend to have on-street
parking" be changed that they "would not have on-street parking" and wished this stated
in the Minutes.
Councilman Rocca moved, seconded by Councilman Rozzi and regularly carried, that the
Minutes of the adjourned regular meeting of September 12, 1967 be approved as submitted
and the MinUtes of the regular meeting of September 18, 1967 be approved as corrected.
Mayor Ahem asked if there was a motion approvfing the regular claims as submitted for
payment.
Councilman Rozzi moved, seconded by Councilman Bertucellt and regularly carried, that
the regular claims totaling $72,481.85 be approved for payment.
Mayor Ahern then asked if there was a motion approving the claims for Parking District
No. 1 as submitted for payment.
Councilman Rocca moved, seconded by Councilman Rozzi and regularly Carried, that the
claims as submitted for Parking District No. 1 totaling $657.46 be approved for payment.

(a) Cooper-Clark & Associates claims dated September 8, 1967 for Invoices Nos. 632,
633, and 634 totaling $2,888.40 for soils engineering services.
(b) Wtlsey & Ham claims dated September 18, 1967 for Invoices Nos. 2847, 2848, 284%
2850, and 2901 totaling $5,271.0~ for engflneering services.
(c) Pacific Gas & Electric Company claim datec July 17, 1967 in the amount of $60.15
for electric service to water pump.
Councilman Bertucelli moved, seconded by Counc~lman Rocca and regularly carried, that the
claims as submitted for Cabot, Cabot & Forbes Zndustrtal Park Unit No. 2 be approved for
payment.

Councilman Rocca moved, seconded by Councilman Rozzt and regularly carried, that the
claims as submitted for Cabot, Cabot & Forbes :ndustrtal Park Unit No. 2A be approved
for payment.

City of South San Francisco claim dated September 7, 1967 in the amount of $371.95
for inspection charges.
Counctl~nan Bertucellt moved, seconded by Councfllman Rozzi and regularly carried, that
the claim as submitted for Stonegate Ridge Assessment District No. 1 be approved for
payment.

The next item was the continued Public Hearing on Planning Commission Resolution
No. 2080 entitled5 "A RESOLUTION OF THE PLANNING COMNISSION OF THE CITY OF SOUTH
SAN FRANCISCO R~GOMMENDING TO THE CITY COUNCIL APPROVAL OF THE AMENDMENT PETITION
OF CAESAR-CALLAN HOMES, INC., SO AS TO REZONE AN APPROXIMATELY 180-ACRE PARCEL OF
LAND FRON A 'U' DISTRICT TO A 'PC' DISTRICT."
~ayor Ahern remarked that there were some items remaining to be completed and that if
there were no objections, the Public Hearing w3uld be continued.
At the request of Councilman Rocca, City Attorney Noonan explained the items which were
to be completed.

No objections having been registered, Mayor Ahern continued the P~biic Hearing.
The continued Public Hearing on the request of the South San Francisco Industrial Park
Association to ban street parking in the Indus=rial area was the next item for Council's
consideration.
There being no objections, Mayor Ahern continued the matter.

AMENDMENT TO SECS. 4.11
AND 4.48 OF ORD. NO. 3535
The next item was the continued Public Hearing on the Notice of Hearing - Amendment to
Sections 4.11 and 4.48 of Ordinance No. 353, as amended, entitled "ZONING ORDINANCE OF
THE CITY OF SOUTH SAN FRANCISCO,~ modifying pa=king requirements.
Councilman Rocca remarked that there seems to =e a difference of opinions among the
people themselves who would be affected and that they should resolve their differences
before Council took its action.
No objections having been registered, Mayor Ahern continued the Public Hearing.

The next item was the Inter-Office Memorandum dated September 19, 1967 from the Director
of Public Works concerning bids received for the dredging of Colma Creek and Tributaries.
Director of Public Works Louis Goss explained =he bids received, recommending awards be
made to L. G. Smith Company and Jacobs Brothers.
Councilman Rozzi introduced the resolution enttled5 "A RE~OLUTION OF AWARD OF CONTRACT -

The next item was the communication dated September 14, 1967 from the Pacific Gas &
Electric Company forwarding agreements covering pole contacts.
City Attorney Noonan explained that this was a routine pole contact with Pacific Gas &
Electric Company for traffic lights.
In answer to Councilman Rocca's inquiry of the progress of CATV, City Manager Aiello
remarked that he had heard unofficially that Mr. Whitlock is .carrying out conferences
with the Telephone Company and getting descrtp=ions and making some progress.
Councilman Rozzi introduced the resolution entitled5 "A RESOLUTION AUTHORIZING CITY
MANAGER TO EXECUTE AGREEMENTS FOR POLE CONTAGTS.~

RESOLUTION NO. 4748

Mayor Ahern at this time commented on the time spent by the late Mr. Michael Minucciani
in City Government in which he devoted twenty years as a member of the City Council,
stating that the meeting would be adjourned this evening in his memory.
Councilman Rozzi introduced the resolutiOn entltleds "A RESOLUTION IN MEMORY OF MICHAEL

Councilman Cortesi brought to Council's attention a Proclamation which he had received
which designated the week of October 15 - 21, 1967 as"YMI WEEK."

There being no objections, Mayor Ahem continued the ordinance as it was related to the
continued Public Hearings.
The next item to be considered was the con,uunic~tion dated September 8, 1967 from
San Mateo County Manager E. R. Stallings concerting Senate Bill 837, Chapter 1332 -
Local ProPerty Transfer Tax.
If there were no objections, this matter would be referred to the City Attorney for
attention.
No objections having been offered, it was so orc ered.
The petition from Brentwood residents requestin~ a stop sign at the northeast corner
of the intersection of Brentwood Drive and Sprirgwood Way was the next item to be considered
There being no objections, Mayor Ahern referred the matter to the Police Department for
further study.
The next item was the communication dated Septeffber 21, 1967 from the Lowrie Paving Go.,
Inc., submitting the proposal for the culvert on Chestnut Avenue adjacent to Stonegate Ridge.
Accompanying was the communication dated September 22, 1967 from Dan Coleman Associates,
Engineers, recommending installation of culvert.
Brief discussion followek{ at which time the Director of Public Works recommened the
installation of the culvert with the City's contribution to be in the amount of $723.80
and the remaining monies to come from the assessuent district.
Councilman Rozzt~moved, seconded by Councilman Rocca and regularly carried, that the
recommendation of the Director of Public Works be approved and accepted.
The City Planner's Report to the City Council with respect to Use Permit and Variance
Requests considered on September 25, 1967 was the next matter for Council's attention.
There being no objections, Mayor Ahern ordered t~e report accepted and placed on file.
The next item was the Inter-Office Memorandum dated September 19, 1967 from the Director
of Public Works recommending approval of Change 3rder No. 1 in the amount of $12,05~.00
to the contract with Ptombo Construction Company for Stage 2 Reclamation Grading, Cabot,
Cabot and Forbes Industrial Park, Units 2 and 2A.
Councilman Bertucelli moved, seconded by Council=an Rozzi and regularly carried, that the
recommendation of the Director of Public Works be approved and accepted.
The next matter to be considered was the Inter-Office Memorandum dated September 26, 1967
from Director of Public Works Louis Goss concerning repairs to Sewer Force Main.
Director of Public Works Louis Goss stated that this matter had been discussed with Council
at an earlier Study Session meeting at which tim! authorization was given to proceed with
the work and that the purpose of this Inter-OffAls Memorandum was to keep Council informed.
Mayor Ahem asked if any action should be taken uy Council to which the City Attorney
replied, none was needed at this time.

There being no objections, Mayor Ahern ordered the reports accepted and placed on file.
The next item was the communication dated SeptemOer 15, 1967 from County Supervisor James
V. Fitzgerald, Bay Area Coordinator, concerning ~he Governor's designation of October 8-14,
1967 for a statewide salute by activities showing the functions of local government.
There being no objections, Mayor Ahern ordered the communication acc~ted and placed on file.
The communication dated September 4, 1967 from Assemblyman Bob Monagan, Twelfth District,
concerning Federal Tax Sharing Program, and urgtmg support of such legislation was the
next matter for Council's consideration.
There being no objections, Mayor Ahern referred ~he matter to the City Manager and City
Attorney for further study.
There being nothing further, Mayor Ahern asked if any member of the Council had anything
they wished to offer.
There being none, Director of Public Works Louis Goss brought to Council's attention the
matter of the temporary park site at Oakmont Drive and Westborough Boulevard, stating that
his office had prepared plans and specifications, had obtained informal bids. He explained
the three bids received, recommending that Item 4, concerning the wooden stairs in the
amount of $450.00, be deleted and the work to be done by other forces and that he be
authorized to issue a Purchase Order to The Lowr~e Paving Company, Inc., to perform the
work.
Councilman Rozzi so moved, seconded by Councilmam Rocca and regularly carried.
There being nothing further, Mayor Ahern asked if any member of the audience had anything
they wished to offer.

ENDORSEMENT INQUIRYs

Mr. Tony Siciliani, 6701 Mission Street, Daly City, asked if Council had adopted a
formal resolution to endorse Sheriff V/httmore for Congress ~o which Mayor Ahern replied,
"No," that these were the personal opinions of each of the Council members.
Councilman Rozzt moved, seconded by Councilman Rocca and regularly carried, that the
meeting be adjourned. Mayor Ahem adjourned the meeting in memory of Mr. Mich,.el Minucciani.
