The meeting was called to order by Mayor Ahern at 8~00 p.m.
The Pledge of Allegiance to the Flag was recited after which the Invocation was given
by Reverend Carl Erickson of the Brentwood Orthodox Presbyterian Church.

Mayor Ahern asked if there was a motion approving the Minutes of the regular meeting
of March 4, 1968.
Councilman Rozzi moved, seconded by Councilman Rocca and regularly carried, that the
Minutes of the regular meeting of March 4, 1968 be approved as submitted.
Mayor Ahem then asked if there was a motion approving the regular claims as submitted
for payment.
Councilman Bertucelli moved,'seconded by Councilman Rocca and regularly carried, that
the regular claims, totaling $9~,0~2.45, be approved for payment.
Mayor Ahem asked if there was a motion approving the claims for Parking District No. 1
as submitted'for payment.
Councilman Rocca moved, seconded by Councilman Bertucelli and regularly carried, that the
claims as submitted for Parking District No. 1, totaling $889.42, be approved for payment.
Cabot, Cabot & Forbes Industrial Park, Unit No. 2 Claimss
(a) Pacific Gas and Electric Company claim in the amount of $16.25 for services
from January 16, 1968 to February 14, 1968.
(b) Wilsey & Ham ~laim dated February 21, 1968 in the amount of $431.08 for Reclamation
Grading, Construction Staking and Quantity Surveys.
(c) Wilsey & Ham claim dated February 21, 1968 covering Invoices Nos. 3642, 3643,

Councilman Bertucelli moved, seconded by Councilman Rocca and regularly carried, that the
claims as subntitted for Cabot, Cabot & Forbes Industrial Park Unit No. 2 be approved
for payment.

Councilman Rocca moved, seconded by Councilman Rozzi and regularly carried, that the

The next item was the Public Hearing on Appeal - Subdivision Application (SA-3)
Poxridge School site.
Mayor Ahern stated that a letter had been received frem Mr. Stan Haney, District
Engineer for the South San Francisco Unified School District, requesting a continuance
in order that they could meet with the residents of Westborough and that if'there were
no objections, a continuance would be granted.
There being no objections, Mayor Ahern continued the matter until April 15, 1968 at
8sO0 p.m.

~ayor Ahem asked if anyone Present wished to speakon the matter.
I~'. John O'Connor, 2570 Wexford Avenues stated that he was present with a number of
residents of his area on the matter of rezontng and was unaware that a request had been
received to postpone this item. He stated that they were opposed to the rezening and
sale of the land. He commented that an item in the bond issue provided for permanent
improvement, that the area was not landscaped as yet. He remarked that sand bags which
had been placed a year ago were still there as well as many ruts as a result of the
erosion from rains. He further resmrked that the general appearance of the areawas
one that was very unattractive and that monies which had been provided for landscaping
had not been used for this purpose.
Discussion then followed concerning the size of the area, the number of lots which
had been proposed, after which Mr. O'Connor remarked if the rezoning were permitted,
would place the school in an area which would be surrounded by residential homes.
He urged the City Counctl to support the City Planning Co~ission's decision in denying
the request of the South San Francisco Unified School District.
The next item was the Proclamation designating the week of March 17 - 23, 1968 as
"CIVIC BEAUTIFICATION AND ANTI-LITTERWEEK.#
Mayor Ahern so proclaimed.
City Attorney Noonan explained that the next two resolutions were concerned with the
appointment of the Director and Assistant Director of Civil Defense and authorization
for the appointed officials to obtain financial assistance under the Federal Defense Act.
Councilman Rocca introduced the first resolution entitleds "A RESOLUTION DESIGNATING
THE DIRECTOR AND ASSISTANT DIRECTOR OF CIVIL DEFENSE AND DISASTER OF SOUTH SAN FRANo

Councilman Rozzi introduced the second resolution entitleds '~ RESOLUTION DESIGNATING

The next item to be considered was the resolution authorizing execution of an Agreement
with the North San Mateo County Sanitation District.
At the request of the City Attorney for a continuance since there were some adjustments
to be made on the Agreement and there being no objections, ~ayorAhern ordered the
resolution continued.
City Attorney Noonan stated that the next resolution was prepared at the request of
Mayor Aborn to honor lir. Eugene Lynch, deceased, who had been Chairman of the Personnel
Board for the City of South SMW Francisco and to express sympathy to his family.
Councilman Rocca introduced the resolution entitleds "A RESOLUTION IN ~ORY OF
EUGENE LYNCH, DECEASED, AND EXPRESSINGSYMPATHYTOHIS FAMILY."

City Attorney Noonan explained the next resolution after which Councilman Rozzi intro-
duceds "A RESOLUTION AUTHORIZING CITY MANAGER TO NEGOTIATE FOR PARCELS IN THE VICINITY
OF THE PUBLIC LIBRARY LOCATEDAT ORANGE AND CAMARITAS AVENUES."

The next ~atter to be considered was the second reading and adoption of the Ordinance

At the request of the City Attorney for a continuance since not all of the Department
Heads' reports, including some meticulous Engineer'sdrawings, had been completed and
there being no objections, Mayor Ahern continued the ordinance for its second reading
and adoption to April 1, 1968.
The Inter-Office Memorancb~m dated March 7, 1968 from the City Manager recommending autho-
rization of transfer of funds from Contingent Fund to cover additional insurance pre-
miums on City's liability and other policies and from the Capital Improvement Surplus
for contribution to Miller-Willow Avenue Drainage Project was the next matter for
Council's attention.
Councilman Bertucelli moved, seconded by Councilman Rocca and regularly carried, that
the recommendation of the C~tyManager be approved and accepted.
The City Planner's Report to the City Council with respect to Use Permits and Variance
Requests considered on March 11, 1968 was the next matter for Council.

Mayor Ahem stated t~at the APpea! from the Planning Commission's recomnendation of
denial had been~eived from Use Permit 76 - Bell Electrical Signs, Inc.
Councilman Rocca moved, seconded by Councilman Rozzi that the Public Hearing in Up-76
be set for April 1, 1968 and that the City Clerk be ordered to ~tve Ne%ice of Hearing
and Publication. The time of the Public Hearing would be 8~00 p.m.
City Attorney Noonan stated that UP-73 - Request to establish a coin-operated car wash
between Arroyo and Del Paso Drives - required a motion that the matter stand*appealed
and the Notice of Hearing be Prepared and published and a Public Hearing set for
April 15, 1968 at 8fO0 p.m.
Councilman Rocca so moved, seconded by Councilman Rozzi and regulariy carried.
The next item was the Inter-Office Memorandum from the City Manager dated March 7, 1968
recommendingdenial to the Business License Application of King's Limo Service to
operate a limousine service in the City of South San Francisco.
City Attorney Noonan stated that a resolution would be in order which would recite
the reasons for denial after which Councilman Bertucelli introduced~ '~ RESOLUTION

There being no objections, Mayor Aborn ordered the reports accepted and placed on file.
Department of Alcoholic Beverage Controls
Application as filed by Beard, Roy F., for On Sale Beer & Wine Public
Premises at 701 Airport Boulevard.
~here being no objections, Mayor Ahern requested that there be no action taken on
this Application.
The next item was the Petition signed by Brentwood Subdivision residents concerning
the entranceof the Brentwood Bowling Alley.
Mayor Ahern at this time asked if anyone present wished to speak on the matter.
lilt. August Erickson, 150 Northwood Drive, remarked that he has been a resident of the
Brentwood Subdivision for the past seventeen years, has seen the increased traffic as a
result of the Brentwood Bowl's location, has observed damages to lawns as a result of
cars' driving across them as well as debris left on the front lawns of the residents
as well as the growing congregation of young people in front of the Brentwood Bow~.
He requested Council's consideration to the closing of the front entrance to eliminate
these conditions.
Councilman Bertucelli at this time orated that the petitioners should be thanked for
bringing this matter to the attention of Council and deserved some relief. Councilman
Bertucelli moved that a meeting be held with the owners of t..be ~rer~twood Bowling Alley
to see if asolution can be found to this matter and agreement regarding the closing of
the entrance facing Northwood Drive. Councilman Bertucelli stated he would like to defer
the date until he had a chance to talk with the owners of the Brentwood Bowl.
Councilman Rozzi seconded the motion and regularly carried.
Further discussion followed at which time Mr. Ralph Marcus, 154 Northwood Drive,
remarked that the location of the Brentwood Bowl created a problem for the residential
area in that he had observed debris being left on the front lawns as well as the youth
in the area using the front yards for activities which were offensive and disturbing.
Mrs. MaryMuehlman, 158 Northwood Drive, commented that the records indicated that in
1950 the matter of the establishment of the Brentwood Bowl may have been done without a
quorum of Planning Commission officers, that the legal entrance should be located on
E1Camino Real since this was their Post Office address. She commented t~at the Brentwood
Subdivision was a nice neighborhood and that if something were not done to eliminate this
nuisance, property values would be greatly reduced. She likewise cmmmnted on the area
being cluttered with debris and that the residents have been long patient in this regard.
She requested the City Council's aid in eliminating the nuisance.
Mrs. Ralph Marcus, 154 Northwood Drive, commented on the abusive language which she had
,overheard and which was directed to her on her way to the shopping area which she stated
she had ignored but it has come to the point where it can no longer be ignored.
At the request of Mayor Ahorn, Police Chief Fabbri explained the enforcement action which
had been taken by his department, the limits to which this action could be taken as well
as the business locations within the premises which were leased out to other people and
the curtailment of their activities should the entrance be closed.
Mrs. Marcus suggested the use of one of the cat-walks within the Brentwood Bowling Alley
as an entrance in an attempt to eliminate the problem.

Further discussion followed concerning this matter as well as the private police which
had been hired by the proprietors of the Brentwood Bowl to eliminate the problem.
Again at the request of the M~yor, Police Chief Fabbri in delail explained the enforce-
ment action which could be taken by officers withjuveniles gOing to and from their
place of residence as well as being in public areas. He likewise explained the pro-
cedures in notification to parents when Juveniles had to be brought to the Police Station
as well as the action which was takenon repeated violations at which time they were
then taken to the Juvenile Authorities.
The next item was the communication datedFebruary 26, 1968 from the California Water
Service Company regarding their application with the California Public Utilities
Co~issien for rate increases in the City.
Mayor Aher~ remarked that the Public Uttlities. Comaisston:havethe final, say in this
regard and that the City was notified as required..
There being nothing further, Mayor Ahern at this time commented that the residents of
the Westborough area may have become aware of the road failure which took place on
Westborough Boulevard over the weekend, asking theCtty Manager to explain to those
present what had taken place.
City Manager Aiello stated that on Saturday, it beceem evident that a problem existed
with the east-bound lanes of Westborough Boulevard which grew progressively worse on
Sunday to the point that any car proceeding in an easterly direction was exposed to a
danger and as a result, the City had to take some course of action. He explained the
closure which took place this morning on the east-bound lanes and the detour which had
to be made along other streets such as Bantry Lane and Shannon Drive as a result of the
barricades which were placed along Skyline Boulevard. He further remarked that if the
traffic could be diverted to areas other than the residential streets, this would be
done and that the City was attempting to solve the problem as quickly as possible.
Mr. Edward Blair, 2480 Bantry Lane, asked as to how long this problem would exist to
which Mayor Ahern replied that this was not a City street, had been installed while in
the Jurisdiction of the County and under County supervision and had not as yet been
accepted by the City as a City street.
City Manager Aiello remarked that the street was now barricaded and aflagman would be
on duty to divert traffic.
Further discussion followed concerning the matter of traffic, traffic enforcement and
efforts made to maintain a minimum amount of cars from using the residential streets.
Councilman Bertucelli at this time stated that after hearing about Westborough Boulevard
this afternoon, made a few notess 'I want to coeeaend the staff for in~.ediately pro-
tecting people in the area by barricading the road and re-routing the traffic. This
road was put in under the supervision of the County whikWestborough was still in the
County, but we in South San Francisco must see that this road is put back into operation
as soon as possible.
"I want the Staff~ to i~mediately determine the cemse and recommend a course of action
which will restore the road and assess the cost against the responsible party.
would like this in a motion."
The motion was seconded by Councilman Rozzi and regularly carried.
There being nothing further, Mayor Ahem asked if anyone present in the audience had
anything they wished to offer.
Mr. Theodore Karas, 125 Francisco Drive, thanked the Council for the. steps taken to
prevent the flooding of their homes and spoke on the recent heavy rains which fell on
March 16, 1968. He stated that the residents of Francisco Terrace had not been alerted
to this danger and that they were still concerned with the problem.
Mayor Ahern remarked that the Police Department had been called after its occurrence
and that it.had been reported as a flash flood.
City Manager Aiello remarked that Superintendent of Public Works Stoppoloni has a radio
which is tuned to only one station, that of the weather reports, that the report received
the previous day called for intermittent rains with no ~ention made of the possibility
. of a heavy rainfall. Had this information been received, crews would have been in the
area but because of the report, were only on stand-by call.
Councilman Bertucelli at this ti~e stated that at the meeting with the Army Corps of
Engineers, County officials and State officials, he had moved that an interim plan be
developed while we are trying to expedite the Ar~y Flood Control project. Councilman
Bertucelli c~mented that the interim measures seem to be working so that floodwaters
would not reach into the homes. He stated that we.have removed the big threat but the
residents want to know about our warning system and he was informed that the City Manager
and Department Heads have a radio co~munications system established so that a warning
can be given if flood danger arises and if the residents want further information or
assistance, the City will certainly cooperate in giving warnings.
Further discussion followed after which Councilman Rozzi asked the Director of Public
Works as to what measures the City was taking concerning the waters from Huntington Avenue
to which he replied that the SuPerintendent of Public Works had been instructed to in-
stall a catch basin at that location to intercept these waters with the cost of installa-
tion to be borne by the developer. He explained the study which was still under way in
his department to correct the problems as well as explaining the culvert top which had
been removed in order to allow excess water from the Spruce Avenue culvert to drain into
a ponding area.

Police Chief Fabbri explained the action taken by his department at 4~08 onthe morning
in question at which time the Department of Public Works was called out as wellas the
method his department would follow in alerting the residents of the area.
Robert Shrove, 116 Francisco Drive, concurred in the statemonts of Kr. Karas.
ar. Dona~Gri~es, 103 Francisco Drive, informed Council of the action which he took
that morning in alerting people of his area. He remmrked that a permanent type of
relief was needed now, requesting action on this type of relief. Helade mention of'
the photographs which he took of the flooded area to illustrate some of the problems
which existed. He suggested to Council the blocking off of drains which emptied
other waters into their area, remarking that the drains should be used for~relieving
their area of the wa~erswhich fell.
Further discussion followed concerning waters which came from other areas as well as
possible solutions.
Councilman Rocca remerked that the Gouncil recognized the problem which existed but was
attempting to solve t't with I permanent method.
Mr. Robert Whitehead, 5 Sonora Avenue, suggested the installation of an inexpensive
system to alert the residents. This and other reliefs were discussed after which
ar. Whitehead asked that the City solve the matter permanently in order that Francisco
Terrace would not be used asaa ponding area.
