BONALANZA. 8sO0 p.m. Council Chambers, City Hall. The meeting was called to order by Mayor Ahem at 8sOl p.m. The Pledge of Allegiance to the Flag was recited. Mayor Ahem stated that although this seemed informal, it was a formal meeting with a form to be followed which he would try to make interesting. Presents Absent; Councilmen Patrick E. Ahem, Frank J. Bertucelli, Andrew Rocca and Guido J. Rozzi. Councilman Emilio Cortesi Mayor Ahern declared the purpose of the Meetings "The City Council meets tonight in compliance with the Elections Code of the State of California, Section 22932 and the Government Code of the State of California, Section 36801. The first action requires ~hat the Council meet the first Tuesday after the election to canvass the returns and to install the newly elected officers. The Code section requires that the Council declare elected the persons having the highest number of votes given for each office. The Council will, therefor, consider and pass a resolution reciting the facts of the election and the results of the election. The second section requires that the Council at this meeting choose one of its number as Mayor and the one of its number as Mayor pro tempore which we refer to in South San Francisco as the Vice Mayor.' City Clerk Rodondi then de,fared the results of the votes cast for each of the candidates after which City Attorney Noonan explained the resolution which had been prepared. Councilman Rozzt at this time stated that as the last official act on his part, he would like to introduce the resolution entitleds '~ RESOLUTION CANVASSING RETURNS AND DECLARING RESULTS OF THE GENERAL UUNICIPAL ELECTION HELD IN THE CITY OF SOUTH SAN FRANCISCO ON APRIL 9, 1968." Roll call vote was as followss Ayes, Councilmen Patrick E. Ahern, Frank J. Bertucelli, Andrew Rocca and Guido J. Rozzi. Noes, none. Absent, Councilman E~i{io Cortesi. Councilman Rozzi at this time made the following statements "As mentioned, this is my last .meeting. There will be the signing in of a new Council. I do want to state it was a pleasure and privilege to have represented the City of South San Francisco and its citizens over the past twelve years. I enjoyed it immensely in your present City Council and believe me, that it has been a lot of hard work, a lot of cooperative effort and we feel we pro~ressed immensely and I am sure the new City Council will continue in the same direction. "To my colleagues, thank you for the support you have given me, the honor as Mayor, the twelve years or four terms that I have had the privilege of your support. I have been President of the League of California Cities, Peninsula Division~ honor of being first Chairman and Charter Member of the County Council of Mayors, all through the efforts and support of my colleagues on the Council and I tell you, Frank, Pat and Andy and I would Emilio, if he were here, to express the same comment again~ it has been a privilege and an honor to be a part of this pro~ressive team which has done a good job{ had some difficult times, never always been right, made some'errors but always strove to go the way of the majority of our citizens wanted us to go. Again, it is an honor to have been a part of this team. "To Whitey Steinkamp and Frank Mammini, I want to wish you the very best and I am sure, knowing you both personally, that you will continue to strive for the same tupe of government we have had in the past. Mayor, thank you for this opportunity." The Members of the City Council then extended their best wishes to Councilman Rozzi, remarking that his services, experience and advice would be missed. Mayor Aborn at this time administered the Oath of Office to re-elected City Clerk Arthur A. Rodondi. City Clerk Rodondi then administered the Oath of O~fice to re-elected City Treasurer John J. Bonalanza. OATH OF OFFICI: TO CITY COUNCIL ~ STATEMENT BY NR. (70IDO ROZZI ~ STATEMENT BY MAYOR AHERN ~ NONINATION OF CO~NCILNAN BERTUCELLI TO SERVE AS MAYOR~ STATEMENT BY MAYOR BERTUCELL! ~ City Clerk Rodondi then administered the Oath of Office to re-elected Councilman Frank J. Bertucelli, newly elected F. Frank Mammini and Warren Steinkamp to Council. Mr. Guido Rozzi stated~ "If I may, unofficially, add to my earlier remarks, I do want to also mention in addition to the Council's wonderful cooperation, the wonderful cooperation of the Staff and the City Employees. I neglected that part. It was wonderful working with the Eiployees and the Staff." At this time, Mayor Ahern made the followingstatement8 ~4embers of the Council, Ladies and Gentlemen~ "Now that the new members of the Council have been installed, it is my duty to declare the meeting open for'nomination of Mayor and the selection of a Mayor Pro Tempore, but before I do that, I would like to make a few comments. "City Government is the unit of government closest to the people and, in my opinion, is one of the mainstays of our democratic institutions. Together we have provided a good City Government in South San Francisco and I am sure that we will continue to do so. "Tonight it is my pleasure to congratu~ite Councilman Frank Bertucelli on a very successful campaign and cmmend the voters of this community for their generous support of this d~ltgent, capable leader. I also have the pleasure of welcoming two new members to our Council, who waged a vigorous, successful campaign - Councilman Frank Mammtni and Councilman Warren Steinkamp. These two men have a broad background in City Government and I am sure the cca~aunity will benefit from their experience and dedication to the coenuflity*s welfare. "May I add that I am grateful to the members of the Council and the citizens of South San Francisco for the opportunity given to me to serve as Councilman and Mayor, and I look forward to further accomplishments which will add to the growth and progress of this community. "We will miss Councilman Cortesi and Councilman Rozzt and I extend to them my best wishes for success. I also know that we will be able to count on them to support the many civic programs that will come up in the future. "Gentlemen, the meeting is now open for nomination of Mayor and if I may have the privilege, I would like to place in nomination the name of Councilman Frank Bertucelli to serve as Mayor of the City of SOuth San Francisco." Councilman Rocca seconded the motion which was regularly carried. Mayor Bertucelli spoke at this time8 "Members of the Council, Ladies and Ge~tlemens "I am grateful to the voters of this City and to my many campaign workers, who are responsible for my re-election. I would like to name them all so that you would know the people who dedicated many hours for ~ood City Government, but there is not enough time to do so tonight. I assure them and all the voters of this community that such a strong vote of confidence gives me an equally strong desire to do a better Job for the City of South San Francisco. "We have just completed five years of heavy work, including the Westborough development, the Cabot, Cabot and Forbes Industrial development, the planning of the downtown Revitalization and many other capital improvement projects. We won the battle for parks in Westborough, the Fire Station site in Westborough, the Library and Emergency Operating Center, and the battle for tax reduction. "we now face many other big projects, including Flood control, completion of the Swimming Pool Project and the Cultural Arts Center and further development of our Oyster Point Marina. Regional Government, Highway Development and Transportation, among many other problems, are looking us squarely in the face. "But a TEAM OF CHAMPIONS is ready to take on these projects and problems. We have the experienced Veterans Rocca and Ahern and the dedicated new Councilmen Mannini and Steinkamp. This team welcomes the challenge! This team prondses a full effort! This team will produce results! "May I in closing my remarks thank the Council for honoring me with the office of Mayor and also congratulate our other winners - Councilmen Frank Mammini and Warren Steinkamp, City Clerk Arthur Rodendi and City Treasurer John J. Bonalanza. "At this time, I would like to bring up the nomination for Mayor Pro Tempore. After much serious discussion and agreement, we selected our present Vice Mayor to continue for one more year because of the many projects and to give our new Councilmen a chance to get acquaintedwith the functions of the City Government. "I am going to miss you, Guido, as a partner and worker and I am going to miss Emilio Cortesi. I am sorry he isn't here. Thank you for all the help ¸:2 5 STATEMENT BY MAYOR BERTUCELLI t (CONTINUED) ~/ ~ NOMINATION FOR MAYOR PRO TEMPORE~ ACCEPTANCE BY VICE MAYOR ROCCA s STATEMENT OF COUNCILMAN MAMMINI STATEMENT BY COUNCILMAN STEINKA~P~ INTRODUCTIONS OF GUESTS IN AUDIENCE: ADJOURNM~NT~ RESPECTFULLY SUBMITTED, and effort you have put in to make this Council a good working Council and beneficial to the City of South San Francisco." Mayor Bertucelli placed in nomination for Mayor Pro Tempore the present Vice Mayor to continue in this position for one more year, seconded by Councilman Steinkamp and regularly carried. Vice Mayor Rocca stated at this time he would be happy to serve as Vice Mayor and would give all of the time necessary to assist in building a greater City, stating that the City was admired for its growth and accomplishments. Councilman Mammini made the following statements "It is indeed a privilege and an honor to have been chosen by the voters of this City as one of their Council representatives. The success of our capaign is the result of many hours of hard work and faith placed into it by my supporters and the confidence of the voters. To these people I wish to express my sincere appreciation. "During the many weeks of campaigning I repeatedly expressed the conviction~ 'We expect Men of Desire and Vision to also be Men of Proven Leadership.' Vision and Desire to do the job are not enough. Once you know what plan you think is best, Leadership makes the difference. The difference between knowing where you are going and getting there. I believe that I know where we are going and I also believe I have the Leadership ability to help us get there. "I realize that no one man can possibly do all of the work that has to be done. This is why I am anxious to promote the greatest possible cooperation between all agencies that help govern our community. This includes establishing a positive working relationship with out local school district. "I plan to initiate research for possible sources of revenue other than property taxes to bring out a solution to our flooding problems. "I will work to help establish a Cultural and Art Comaission of interested citizens for the purpose of bringing to our City enriching opportunities. "And I will continue working on an Assembly Bill I have proposed for tax relief on personal property improvements. "I would like at this time to congratulate Mr. Bertucelli on his re- election and Mr. Steinkamp on his election and I look forward to working with them and other incumbent members of the Council. I believe that our City is in good shape and will continue to progress. At the same time there is no denying that some problems exist and we must address ourselves to them right now. I look forward very much to this opportunity." Councilman Stetnkamp made the following statement at this times "I, too, would like to take this opportunity to express my thanks to the many people who supported and worked towards my election and also to congratulate Mayor Bertucelli and Frank Mammini on their election and I, too, will strive and do ay utmost to serve the City and the people of this City, to do my very best and I will work in full cooperation with the other members of the Council and Commissions in the City that are a part of our City Government. I look forward to hard work that I envision at this time and I hope to do the job required and represent all of the people bi this City. "Thank you," Mayor Bertucelli at this time acknowledged the presence in the audience of the following~ Mr. Tony Montoya and David Friedenberg who were candidates for City Councilt and Marlo Raffaelli, Chairman of the Planning Coe~ission{ Walter McNamara, Member of the Personnel Board{ Fire Chief John Marchi{ Arthur "Buzz" Haskins who offered the services of his company to the City on a number of projects, the most recent of which was the grading of a roadway to the lighted Christmas Free and Easter Cross on top of Sign Hill{ the family of Councilman-elect Warren Steinkampl the family of Councilman-elect F. Frank Mammini{ Mr. A1 Ames{ A1 Romine, photographer for the Enterprise-Journal{ Mr. Vince Mager of the Enterprise-Journal{ and Mrs. Margaret Pettigrew. There being nothing further, Councilman Ahern moved that the meeting be adjourned, seconded by Councilman Rocca and regularly carried. Time of adjournments 8~32 p.m. APPROVEDs
