The meeting was called to order by Mayor Bertucelli at 8~00 p.m.
The Pledge of Allegiance to the Flag was recited after which the Inv~,cation was given
by Reverend Eugene Linamen of Hillside Church of God,

Mayor Bertucelli asked if there was a motion approving the Minutes of the regular
meeting of June 17, 1968.
Councilman Ahern moved, seconded by Councilman Rocca and regularly carried, that the
Minutes of the regular meeting of June 17, 1968 be approved as submitted.
Mayor Bertucelli then asked if there was a motion approving the regular claims as
submitted for payment.
Councilman Rocca moved, seconded by Councilman Ahern and regularly carried, that the
regular claims, totaling $27,879.39, be approved for payment.
Mayor Bertucelli asked if there was a motion approving the claims for Parking District
No. I as submitted for payment.
Councilman Rocca moved, seconded by Councilman Ahern and regularly carried, that the
claims as submitted for Parking District No. 1, totaling $17.28, be approved for payment.
The next item was the continued Public Hearing on Appeal of the Subdivision Application
Foxridge School Site.
Mayor Bertucelli at this time read the following statements
"Map on hand calls for subdivision of eleven lots, nine lots to be sold -
two to be kept for widening of entrance to school and to be landscaped.
"Since submittal of map, there has been a different proposal. The
Westborough Homeowners Improvement Association and School Board have
reached an agreement, Seven lots are to be sold and four lots to be
kept and landscaped.
"At our last Council meeting, we asked and later received an opinion
from the District Attorneyts office through the Superintendent of Schools,
Dr. Nielsen, that the School District has the authority to sell the parcel
of School lands declared surplus and not needed for school classroom
buildings at the time of their conveyance. Such a sale may be made without
first taking a vote of the electorate of the District.
"So, in conclusion, ttappears that the School District has the power
or authority to sell the land, but the map we havebefore us does not show
the latest proposal. Therefore, I ask that the Council deny or reject this
map. I ask for a motion as such."
Mayor Bertucelli then called on Kr. Edward Toby, President of Westborough Homeowners
Improvement Association present in the audience, for a verification of their letter
dated June 28, 1968 in which they recommended that the School District not dispose of
any of the lots but that all eleven be landscaped to which Mr. Toby replied that this
was the feeling of their association.
Councilman Ahern moved that the request be denied inasmuch as it was the recommendation
of the Planning Commission for denial as well as the Westborough Homeowners Improvement
Association and Recreation and Parks Commission.
Councilman Mammini at this time stated that he had asked for a legal opinion from the
City Attorney and requested the City Attorney to restate this opinion.
City Attorney Noonan stated that Councilman Mammini had asked him if the School District
had the authority to sell the property and that he had informed him that the District
Attorney had so advised the City when he spoke to him. He also comnented on whether or
not the School District would have to go back to the Planning Commission for a modifi-
cation in the event the City were to grant the map since the number of lots involved had
been changed from its original status. He also stated that if the City were to deny or
reject the appeal, the School District could proceed with the sale of the land to a
subdivider who could then subdivide the land and approach the City with a subdivision
map which could meet the City's requirements; further stating that the City would then
have to consider the application.

Councilman Mammini stated at this time that he wanted the people to know that there is
a possibility if the map were rejected, that the School District did have the right
to sell all eleven lots and the subdivider had the right to ask for a subdivision
on that property.
City Attorney Noonan remarked this would be so if it met the standards of the Sub-
division Ordinance.
Discussion then followed concerning the matter of the map presently before the City
Council, the submitted changed in lots to be sold and retained, the development of
park and recreational area and the latest recoamendation thatnone of the lots be
sold at all.
After discussion, Mayor Bertucelli continued with the remaining portion of his statement:
"I realize that the School can sell all the land and a subdivider who buys
the land can bring in a mapwhich meets the Cityes standards and this Council
would have to approve it, but I am hoping that the School District and all
concerned will take a new look at this - because a governmental agency should
set an example for good development.
"Following the principles of good land development~ the City requires
Industrial, Commercial and Residential developers to landscape their street
frontages. How can we have that policy respected if public institutions
refuse to respect the same landscaping principles.
We are trying to build a better community where open space and green
areas are a uust.
"Isnet it important for our School District to join wholeheartedly
in this project.
'Do you know for example that the State Legislature has authorized School
Districts to spend money for forestry programs, planting trees, shrubs and vines
on lands inside and outside of the district.
"Did you know that the Legislature has provided for the adornment of
school grounds - going as far as giving to the County Superintendent of
Schools discretionary power to require the governing board to adorn school
grounds with fruit and ornamental trees and shrubbery.
"If the governing board neglects to do so, the County Sui~erintendent of
Schools may order the work done - pay for it - on his requisition upon the
County Auditor -and the County Auditor draws a warrant payable out of
any money to the credit of the District.
"These questions bring out the fact that the State policy encourages
landscaped and attractive school sites.
"I still th~nk that they, the School Board, should think this over."
Councilman Rocca stated he seconded the motion and in doing so, would like to call to
mind that this Council had met on the subject on three occasions and had spent con-
siderable time on it and has been entirely with the idea of working this out to benefit
everybody. He remarked that this belonged to the School and not the City, that they
are the one who has Jurisdiction as the District Attorney had already advised the City
in the request of ourselves and the audience regarding the sale of the lots. He
remarked that until this matter comes to the City in a different state than at the
present time and until it comes under the City's Jurisdiction, there was nothing else
this Council could do but take action by this motion and second.
Motion as made and seconded was regularly carried.
The next item was the Notice of Public Hearing with respect to collecting Sewer Rentals
on Municipal Real Property Tax Rolls.
Mayor Bertucelli declared the Public Hearing opened, asking if any written protests had h
received to which the City Clerk replied none had been received by his office.
Mayor Bertucelli then asked if there was anyone present in the audience who wished to
speak on the matter.
There being none, Mayor Bertucelli declared the Public Hearing closed.
The next matter for Councilts attention was the Agreement with the State of Calif~nia
for lease of property adjacent to Colma Creek to be used for dredging of sand.
City Attorney Noonan explained that a resolution had been prepared which authorizes
execution of the Agreement with the State for lease of the property after which Council,~
Rocca introduced the resolution entitled: "A RESOLUTION AUTHORIZING EX£CUTION OF A LEAS]

The next item was the Inter-Office Memorandum dated June 7, 19~8 from the Director of
Public Works transmitting letter dated May 28, 19~8 and proposed Agreement with the Stat
Division of Highways, together with Inter-Office Memorandum from the Superintendent of
Recreation and Parks recommending approval of proposed Cooperative Agreement between Sta
and Cit7 - Landscaping of Westborough Blvd., Median at Junipero Serra Freeway, dated

After an explanation of the resolution, Councilman Ahem tntroducedl "A RESOLUTION

City Attorney Noonan explained that the next resolution would authorize extension of
time to the Agreements for the service station site in Westborough C-1 District and
Westborough Square to accomnodate certain legal procedures after which Councilman

City Attorney Noonan asked that the Minutes reflect the receipt of the Petition and
explained the resolution which had been prepared which would authorize execution of
the Petition after which Councilman Rocca introducedl "A RESOLUTION AUTHORIZING

item for Council's consideration.
City Attorney Noonan remarked that this item was concerned with the development of
Westborough Boulevard, westerly of Junipero Serra Boulevard to the approximate vicinity
of Skyline Boulevard and since certain legal documents were still to be submitted,
requested continuance of this matter.
There being no objections, Mayor Bertucelli continued the item to the adjourned regular
meeting of July 8, 1968 at
The next item was the Inter-Office Memorandum dated June 20, 1968 from the Assistant
Public Works ~ngineer submitting bids and recommendation for Lomitas Slope Stabilization
Proposal.

Mayor Bertucellt stated that if there were no objections, this resolution would be
continued to the adjourned regular meeting of July 8, 1968.

City Attorney Noenan explained that the next item was the subject of the Public Hearing
considered earlier in the meeting and a resolution had been prepared for their consider-
ation after which Councilman Ahem introducedl "A RESOLUTION A[X)PTING REPORT OF Ak~qUAL
SEWER RENTALS AND CHARGES FOR 1968-69 PURSUANT TO ORDINANCE NO. 396, AS AMENDED."

Mayor Bertucelli at this time stated that he would be happy to introduce a resolution
commending Michael Burns of 327 Valencia Drive who had plunged into the ocean to save
a stricken tot.

City Attorney goonan explained that the next reSolution concerned the award of bids
for the landscaping of Hickey Boulevard Extension and which would authorize the trans-
action as set forth in the Inter-Office Memorandum from the City~anager to the City
Council dated July 1, 1968.
Councilman Man~ini introduced the resolution, stating that it shall incorporate the
total recommendation of-the City Manager in his Inter-Office Memorandum of July 1, 1968
and which was entitled~ "A RESOLUTION AWARDING CONTRACT FOR LANDSCAPE PLANTING -
HICKEY BOULEVARD EXTENSION."

The next item was the coenunication dated May 8, 1968 from Mr. Larry Schwab, General

Accompanying was the letter from Mr. Marvin Wolff dated March 24, 1968 concerning
engineering funds remaining unpaid in the District.
There being no objections, Mayor Bertucelli ordered the matter continued to the next
regular meeting of the City Council of July 15,
The next item was the claim as filed against the City of South San Francisco by
St. Veronica's Catholic Church for alleged water damage to school equipment and
supplies at 434 Alida Way on May 25, 1968.
Councilman Rocca moved, seconded by Councilman Ahern and regularly carried, that the
claim be denied and referred to the City's insurance carrier.
The City Planner's Report to the City Council with respect to Use Permit and Variance
Requests considered on June 24, 1968 was the next item for Council's attention.
There being no objections, Mayor Bertucelli ordered the Report accepted and placed on file
The next item was the Subdivision Application No. 4 requesting permission to subdivide
approximately 20-acre parcel of land, located at the northeasterly corner of Allerton
and East Grand Avenues, in the M-2-H District, into four lots and accompanied by
Inter-Office Memorandum dated June 18, 1968 from the City Planner.
There being no objections, Mayor Bertucelli ordered the Subdivision Application No. 4
accepted and placed on file.
The next matter was the communication dated June 11, 1968 from County ManaGer E. R.
Stallings, County of San Mateo relative to a determination as to whether the City of
South San Francisco desires to continue to be served by War on Peverty Programs under
the Jurisdiction of the Countyes Economic Opportunity Commission.
Brief discussion followed at which time, City Manager Aiello remarked that since the
City did not have its omm program, it is well for the City to "opt in." If the City
"opt out," there would be no program for South San Francisco. It was his recommendation
that the City "opt in."
Councilman Ahern moved, seconded by Councilman Mammtni and regularly carried, that the
City of South San Francisco "opt in" in the War on Poverty Programs under the County's
Economic Opportunity Commission.
The next item was the communication dated June 10, 1968 as addressed to the Director of
Public Works from the American Savings and Loan Association of California requesting an
extension of six months to the Subdivision Agreement of November 7, 1967.
Councilman Mammini moved, seconded by Councilman Rocca and regularly carried, that the
extension for completion of work, as provided for in the Agreement between City and
American Savings and Loan Association of California and Carlos Tavares as optionee,
entered into as of the 7th day of November 1966, be granted until November 18, 1968,
as requested by American Savings and Loan Association of California.
The Inter-Office Memorandum dated June 20, 1968 from the City Manager requesting
appointment of F. D. Minucciani Insurance Agency as Broker of Record for the City in
relation to its liability, comprehensive, fire, fleet and other insurances was the
next matter for Council's consideration.
Councilman Mammini moved, seconded by Councilman Ahern and regularly carried, that the
recommendation of the City Manager be approved and accepted.
The next item was the Inter-Office Memorandum dated June 17, 1968 from the Equipment
Maintenance Supervisor submitting compilation of bids and recommendation for~-ton
Pickup be awarded to Arata International for use by the Park Department.
City Manager Aiello declared the bid received, remarking that while only one bid had
been received from Arata International, it was $10 less than the last bid which had
been received; further stating the other bidders were not able to supply a 1968 model
since their manufacturers were converting to 1969 models. He stated that it was the
recommendation of the Equipment Maintenance Supervisor that the bid of Arata International
be accepted and he concurred in this recommendation.
Councilman Rocca moved, seconded by Councilman Mammini and regularly carried, that the
recommendations of the City Manager and Equipment Maintenance Supervisor be approved and
accepted and award of contract for~-ton Pickup he awarded to Arata International.

There being no objections, Mayor Bertucelli ordered the reports accepted and placed
on file.

There being nothing further, Mayor Bertucelli at this time read the letter dated
June 8, 1968 as received from Mr. Robert A. Bennett of 809 ~Liller Avenue concerning
the ilprovement work done on the lane between Miller and Grand Avenues in which the
thanks of the residents were expressed to the Council for this work.
Mayor Bertucellt at this time commented on the matter of Colma Creek as it affected
the residents of Francisco Terrace, stating that they had received some encouraging
news and that Mr. Lou Larson of the firm of Nolte and Company was present in the audience,
requesting Mr. Larson to speak on the matter.
Mr. Larson at this time read a letter dated July 1, 1968 from George S. Nolte Consulting
Civil Engineers, Inc., in its entirety.
Mr. Donald Grimes, 123 Francisco Drive, asked as to when the work would be performed to
whtch Councilman Ahern stated that it was the desire of Council that it be done this year.
Mr. Larson remarked that if the work were authorized, it could be completed by the end
of this year.
Further discussion followed concerning the matter of deciding which work was to be
performed at which time Mayor Bertucelli remarked that this would be decided Thursday
morning after Council had met.
There being nothing further from any member of the City Council, Mayor Bertucelli
asked if any member of the audience had anything they wished to offer under Good
and Welfare.
Mrs. Robert Whitehead, 5 Sonora Avenue, beiefly remarked on the Councilts earlier
action to"opt in" on the County's War on Poverty Pro~rams, under the Economic Opportunty
Commission~ asking if any information was available on the matter of Iow-income rental
property for those in low-income brackets. She stated that this matter had been studied
in the Cities of San Mateo and Burlingame and asked if any such information had reached
this City on the matter.
Mayor Bertucelli remarked that information had come to the City this afternoon from
the United States Conference of Mayors and that possibly, this information was contained
in the literature.
He concluded by stating that the City would look into this matter.
Mr. Thomas Fee, 2~01Don~al Avenue, at this time extended his compliments to the City
Council for their decision with regard to the Foxridge School matter, rbquesting that the
Mayor send a letter to the School District with his statement reminding them of their
obligation as outlined by the State Legislature.
Mayor Bertucelli stated that he would forward such a letter and copy of his statement
to the School Board.
There being nothing further, Councilman Mammtni moved, seconded by Councilman Rocca and
regularly carried, that the meeting be adjourned.
