The meeting was called to order by Mayor Bertucelli at 8~07 p.m.

City Attorney Noonan remarked that the purpose of the adjourned meeting this evening
was to report to Council the action which had been taken by Caesar CaZlan Homes, Inc.,
the developer of Westborough. He commented that Council, at last night's meeting,
had adopted a series of resolutions and that since the adoption of those resolutions,
all of the conditions which Council requested, appeared satisfactory to the developers
and were to be complied with. He at this time enumerated the conditions, among which
were a cash payment to be made by the developer for the improvement of Westborough
Boulevard, the grading of the 2~acre park site, the period for commencement of such
grading, the method by Which the work was to be accomplished in the event the sub-
divider did not perform, the bond which was to be posted for the improvement of
Galway Place and which was to be completed with the grading of the fire station site.
He concluded by stating that the developers had agreed to all of the requests of the
City Council.
Mayor Bertucelli at this time commended the City Attorney for his work in resolving
all of the issues in this regard and the conclusion of all of the outstanding items.
City Attorney Noonan stated that the escrow in these matters would be closing in from
two to three days.
Mr. Bruce Rosengren, 2684 Duhallow Way, present in the audience, asked if the grading
in the park site would be commenced in thirty days to which the City Attorney explained
the application which was to be made within thirty days, the rough grading which was to
be accomplished and, in the event that such work was not done, the City's guarantee to
conclude the work. ~r. Rosengren then inquired as to when the improvement work was
to be performed in West Park 1 and 2.
City Attorney Noonan explained the work which was to be commenced in Common Green G
and the time required for the completion of this work.
Director of Public Works Louis Goss at this time brought to the attention of the City
Council the matter of a pipe which belonged to the San Francisco Water Department and
which crossed Colma Creek. He explained that because it was at a low elevation in its
present state, it created an obstruction in the flow of water through Colma Creek. He
stated that a Purchase Order had been prepared by his office for the raising of this pipe
by the San Francisco Water Department and that such work would have to be done at the
expense of the City since an earlier agreement had been made between the then City
Engineer, ~r. Klassen, tn 1942, with the San Francisco Water Department.
After discussion concerning the height to which the pipe was to be raised, Councilman
Steinkamp moved, seconded by Councilman Rocca and was regularly carried, that the
recommendation of the Director of Public Works be approved and accepted and the Purchase
Order authorized for the work to be performed.
Councilman Rocca at this time asked the Director of Public Works for a report concerning
the performance of the recently installed Spruce Avenue drain.
Director of Public Works Louis Goss replied that it was functioning properly andthat
dredging operations for the removal of sand in Colma Creek was being done at this time
as well.
There being nothing further, Mayor Bertucelli adjourned the meeting to the Study Session
which was to follow.
