The moe~ing was called to order by M~yor Bertucalli at 7~39 p.m.

City Nanager Mc~enzie at this time distributed to the members of the City Council
M~aorandum of Understanding which he had executed with the varies ~loyee groups.
City,niger N~onzie read frm the first M~rand~ of Understanding whi~ had
exerted ~th the Police Department Wage ~mittee, explaining the areas of agre~ent.
Discussion followed concerning the mtter of unifor~ allowances~ the matter of salary
survey which was proposed robe undertaken~ as well as the compensation which was to
be paid for overtime.
After discussion, City ~tanager Mc~enzie then read fro~ the Nemorandu~ of Understanding
which had been executed with Council 57, Local 1569, APace.
He then read fram the third Ma~orandu~ of Understanding which had been executed with
the Fire Dopart~aant, Local 1507, after which discussion followed concerning the matter
of uniforms and what this allowance covered.
The final b~orandu~ of Understanding was then explained by the City Manager which was
executed with the South San Francisco Nunicipal bployees Association.
City Attorney Noonan then explained the first resolution which hsd been prepared after

City Manager McKenzie at this time expressed his thanks to the Mayor and members of the
City Council for their generosity and expressed his appreciation to the various employee
groups with whom he met for their understanding.
Captain Ho~mo Zylker, representing the Fire Deparment, expressed his thanks to the
Mayor and members of the City Council and the City Manager for their generosity and
cooperation in this regard.
Sergeant $alvatore Rosano, representing the Police Doparmant, likewise expressed his
thanks to the Mayor and me~bers of the City Council and to the City Manager for their
work and the benefits granted.
City Manager Mc~enzie at this time stated that the next series of itee~ which would be
before the City Council would be tho adoption of the fiscal budget for the fiscal year
1969-70j setting of the tax ratej fixing of the revenuesj and related items.
City Attorney Noonan then explained the first resolution concerning these items after

City Attorney Noonan explained the resolution fixing the tax rate after which C~uacil~an
Ahem introduced the resolution entitled~ 'A RESOLUTION FIXING THE TAX RATE FOR THE
FISCAL YEAR 1969-70.'

After an explanation by City Attorney Noonan, Councilmn Rocca introduced the resolution
entitled~ "A RESOLUTION APPROVING THE OPERATING BUDGET FOR THE FISCAL YEAR 1969-70.'

City Attorney NOonan then explained the resolution concerning the a~ount of revenue re-

After an explanation by City Attorney Noonan, Councilmen Mamnini introduced the reso-

City Attorney Noonan explained the next resolution after which Councilman Rocca Intro-
duced the resolution entitled8

City ~jer Mctienzte at this time asked the Mayor and members of the City Council if
~ were lrl~psTg 'to d~si~nlte a representative to vote for the City Council at the
Atonal Llm~ae C~,~t~snc~ which was to be held September 28 - October 1, 1969.
At the request of Mayor Bertucelli, the matter was continued, pending the return of
Councilman Steinkamp from vacation.
City Manager McKenzie brought to the attention of the City Council the matter of the
execution of the Landscape Architect's Agreement for the Clay Avenue Park, which was
to be executed between the City and the firm of Ribera & Sue, Inc.
Councilmen Ahern moved, seconded by Councilmen Manmini and regularly carried, that
the Mayor be authorized to execute an Agreement for Landscape Architect's services
between the City and the firm of Ribera & Sue, Inc.
There being nothing further, Mayor Bertucelli at this time read a letter which was
received, dated August 23, 1969 and signed by a San Mateo County l,axpayer, voicing
opposition to the changing of the Police uniforms.
Police Chief Fabbri explained the research which was presently being Bade in an eftort
to improve the appearance as well as moking it more comfortable for · police officer
by eliminating the present heavy uniform. He stated that any changes proposed or con-
templated, would be those which the City would be proud of.
Mr. Dan Murphy, a resident of West Winston Manor, briefly commented on the monies which
his organizetion hsd spent for the beautification work in their area and the youths
employed in this work, requesting the cooperation of the City.
Discussion then followed at which time the City Manager, at the request of the Mayor,
commented on the park which was to be constructed in their area, stating that a definite
time of completion c~uld not be set at this time since the architectural study would
have to be made by the ftrm whichwas employed in this regard.
Discussion then followed between Mr. Murphy and the Director of Public Works concerning
the matter of underground drainage which Mr. Goss explained to Mr. Murphy.
Mr. Murphy suggested the planti.n9 of the hilly area in their district at this time to
prevent erosion.
City Menager McKenzie was requested to check on this metter.
There being nothing further, Mayor Bertucelli stated that the meeting would be adjourned
to the next regular meeting of September 2, 1969 and that the City Council would now
meet in their Study Session.
