NOTICE OF SPECIAL MEETING
NOTICE I$ HEREBY GIVEN, pursuant to the Government Code of the State of California, of a special
meeting called for Friday, September 26, 1969 at 6s00 o'clock p.m. in the Council Chambers, City Hall, South
San Francisco, California.
The purpose of the meeting is to receive, consider, and vote on the following matterss
1. Proposal to transfer street lighting system in Buri Burl No. 1 to Pacific Gas & Electric
for renovation and modernization at Pacific Gas & Electric's expense.
2. RESOLUTION granting blasting~ permit to Cabot, Cabot & Forbes and their contractors.
The Council will adjourn to a personnel session for the purpose of considering the filling of a
vacancy of the office of Chief of Police.

The meeting was called to order by Mayor Bertucelli at 6=16 p.m.

The first item for Council's consideration was the matter of the acquisition by the
Pacific Gas and Electric Company of the street lighting in Burl Burl No. 1.
Director of Public Works Louis Goss at this time read his Inter-Office Memorandum dated
April 11, 1969 after which he briefly explained what was to take place.
Mayor Bertucelli and the members of the City Council agreed that the proposal was a good
Councilman Steinkamp then moved, seconded by Councilman Rocca that the recommendation of
the Director of Public Works be approved and accepted.
City Attorney Noonan at this time asked if Councilmen Steinkamp and Rocca would consider
amending their motion to include the following proposed motion, explaining the reasons
why such a motion was being proposed for Council's adoption. City Attorney Noonan then
read to the members of the City Council the following proposed motions Motions that the
City accepts the offer contained in.the letter dated April 4, 1969 to the City of South
San Francisco from Pacific Gas and Electric Company, and as recommended by the Director
of Public Works as set forth in an Inter-Office Memorandum dated April 11, 1969 to the
Director of Public Works from Robert DeHart, Associate Engineer, Subjects Pacific Gas
and Electric Proposal - Street Lighting in Buri Burl #13 and an Inter-Office Memorandum
dated April 11, 1969 to the City Manager from Louis H. Goss, Director of Public Works,
Subjects Pacific Gas and Electric Company Acquisition of Street Lighting in Buri Buxi#1!
and that the City Manager be and he is hereby authorized to execute documents necessary
to convey title to such lighting system to Pacific Gas and Electric Company in accordance
with the aforegoing.
Councilman Steinkamp then accepted the motion as proposed by the City Attorney, so movin~
after which Councilman Rocca seconded the motion which was regularly carried.
The next item for Council's consideration was a communication dated September 16, 1969
as received from C. A. Magistretti Co., Inc., requesting a blasting permit for blasting
which was to take place in the Cabot, Cabot & Forbes Industrial Park, Unit No. 2.
Director of Public Works Louis Goss read the communication as received from Mr. Magtstret
stating that the insurance certificates had been reviewed by himself and the City AttornE
and that McGutre & Hester was to provide a minimum of One Million Dollars to protect the
City's interests. Director of Public Works Goss then read the Inter-Office Memorandum
dated September 25, 1969 as addressed to City Manager McKenzie from the Chief of Police
which explained the field inspection which was made with Assistant Fire Chief Alvin Braun
and Police Captain Terragno, after which he recommended that the permit be granted,
subject to the approval by the City Attorney of the insurance certificates which were to
be filed with the City and in accordance with his Inter-Office Memorandum and that of
the Police Chief.

City Attorney Noonan remarked that a resolution had been prepared in this regard, ex-
plaining the resolution after which Councilman Steinkamp introduced the resolution entit]
"A RESOLUTION AUTHORIZING ISSUANCE OF A BLASTING PERMIT TO CABOT, CABOT & FORBES AND THE~
CONTRACIDRS."
Roll call vote was as follows: Ayes, CoUncilmen Frank J. Bertucelli, Patrick E. Ahem,
F. Frank Mammini, Andrew Rocca and Warren Steinkamp. Noes, none. Absent, none.
Mayor Bertucelli at this time declared a recess in order that Council could listen to
a presentation from the South San Francisco Police Officers Association regarding the
matter of the Police Chief's appointment.
Mayor Bertucelli declared a recess at 6:30 p.m.
Mayor Bertucelli recalled the meeting to order at 6~50 p.m. at which time Councilman
Rocca moved, seconded by Councilman Steinkamp and regularly carried that the meeting be
adjourned to a personnel session for the purpose of considering the filling of the
vacancy of the office of Chief of Police.
Time of adjournment: 6~§1 p.m.
The City Council completed the Personnel Executive Session at 8=30 p.m. and adjourned
at 8~30 p.m.
