The meeting was called to order by Mayor Bertucelli at 8~05 p.m.
The Pledge of Allegiance to the Flag was recited after which the Invocation was given
by Reverend Robert Hayburn of N~ter Dolorosa Catholic Church.
Presents Councilmen Frank J. Bertucelli, Andrew Rocca and Warren Steinkamp.
Absents Councilman Patrick E. Ahern and F. Frank Mammini.
Mayor Bertucelli asked if there was a motion approving the Minutes of the regular
meeting of February 2, 1970.
Councilman Rocca moved, seconded by Councilman Steinkamp and regularly carried, that
the Minutes of the regular meeting of February 2, 1970, be approved as submitted.
Mayor Bertucelli then asked if there was a motion approving the regular claims as
submitted for payment.
Councilman Stetnkamp moved, seconded by Councilman Rocca and regularly carried, that the
regular claims, totaling $136,876.21, be approved for payment.
Mayor Bertucelli asked if there was a motian approving the claims for Parking District
No. 1 as submitted for payment.
Councilman Rocca moved, seconded by Councilman Steinkamp and regulaz!y carried, that the
claim as submitted for Parking District No. 1, in the amount of $6.77, be approved for
payment.
Armour-Linden Storm Drain Assessment District Claims
Wilson, Jones, Morton & Lynch claim dated January 29, 1970 in the amount
of $835.86 for Legal Services.
Councilman Steinkamp moved, seconded by Councilman Rocca and regularly carried, that the
claim as submitted for Armour-Linden Storm Drain Assessment District, be approved for
payment.
Councilmen Patrick E, Ahem and F. Frank Mammini appeared present at 8~09 p,m. for
the Council meeting and remained for its duration until adjournment.
Cabot, Cabot & Forbes Industrial Park, Unit No. 2 Claimss
(a) Wils~/& Ham claims covering Invoices Nos. 7100, 7097, 7098 and 7099,
totaling $6,344.49, for Engineering Services through December 31, 1969.
(b) McGuire & Hester claim dated January 26, 1970 in the amount of $27,883.60
for work performed during January 1970.
City Clerk Rodondi stated that the Wtlsey & Ham claim was submitted for approval only
at this time.
Councilman Rocca moved, seconded by Councilman Steinkamp and regularly carried, that the
claims as submitted for Cabot, Cabot & Forbes Industrial Park, Unit No. 2, be approved
for payment.

(a) Wilsey & Ham claims covering Invoices Nos. 7100, 7197, 7098 and 7099,
totaling $6,334.38, for Engineering Services through December 31, 1969.

work performed during January 1970.
City Clerk Rodondi commented that the like claim for Wilsey & Ham was also submitted
at this time for approval only.
Councilman Ahem moved, seconded by Councilman Mammint and regularly carried, that the
claims as submitted for Cabot, Cabot & Forbes Industrial Park, Unit .No. 2A, be approved
for payment.
Stoneqate Ridge Assessment District No. 1 Claims
Wilson, Jones, Morton & Lynch claim dated January 29, 1969 in the amount
of $3,612.73 for Legal Services.
Councilman Rocca moved, seconded by Councilman Ahern and regularly carried, that the
claim as submitted for Stonegate Ridge Assessment District No. 1, be approved for payment.

The next item was the continued Public Hearing - Improvement and Widening of South
Airport Boulevard.
City Manager McKenzie stated that the City was awaiting the appraisal report of the
Bodinson property and it should be forthcoming this week.
Mayor Bertucelli stated that if there were no objections, the Public Hearing would be
continued.
There being no objections, it was so ordered.
The Proclamation designating the week of March 2 - 7, 1970 as QUALITY WEEK was the
next item for Council's attention.
Mayor Bertucelli so proclaimed.
The next item was the Proclamation designating the week of February 22 ~ 28, 1970,
as ENGINEERS WE~K.
Mayor Bertucelli so proclaimed.
City Attorney Noonan explained that the first of the resolution comes at the request
of the City Clerk and provides for the holding of a General Municipal Election on
April 14, 1970 and designates precincts and polling places after which Councilman
Mammini introduced the resolution entitled~ "A RESOLUTION PROVIDING FOR THE HOLDING
OF A GENERAL MUNICIPAL ELECTION IN THE CITY OF SOUTH SAN FRANCISCO ON THE 14TH DAY OF
APRIL, 1970, DESIGNATING AND CONSOLIDATING PRECINCTS, DESIGNATING POLLING PLACES,
APPOINTING PRECINCT ELECTION OFFICERS AND OTHER RELATED MATTERS."
Roll call vote was as follows= Ayes, Councilmen Frank J. Bertucellt, Patrick E. Ahern,
F. Frank Mammini, Andrew Rocca and Warren Steinkamp. Noes, none. Absent, none.
The Inter-Office Memorandum dated February 5, 1970 from the Director of Public Works
submitting compilation of bids and recommendation of award of contract for Interior
Painting - Central FireStation, was the next matter for Council's consideration.
Director of Public Works Goss declared the bids received, stating that the low bidder
was Thomas F. Kenny, Jr., with the bid of $2,350.
City Attorney Noonan explained the resolution which had been prepared after which
Councilman Steinkamp introduced the resolution entitled~ "A RESOLUTION OF AWARD OF
CONTRACT INTERIOR PAINTING - CENTRAL FIRE STATION."
Roll call vote was as follows~ Ayes, Councilmen Frank J. Bertucelli, Patrick E. Ahern,
F. Frank Mammini, Andrew Rocca and Warren Steinkamp. Noes, none. Absent, none.
The next item was the Inter-Office Memorandum dated February 3, 1970 from Landscape
Specialist advising of expiration of contract and requesting authorization to call for
bids for a new contract - Landscaping Maintenance of West Park No. 1 and 2 Common Greens,
Lots 17, 84 and 109.
After an explanation by City Attorney Noonan, Councilman Mammini introduced the resolution
entitled~ "A RESOLUTION APPROVING PLANS AND SPECIFICATIONS, AUTHORIZING THE WORK AND
CALLING BIDS FOR MAINTENANCE FOR WEST PARK OOM~ON GREENS."
Roll call vote was as follows~ Ayes, Councilmen Frank J. Bertucelli, Patrick E. Ahern,
F. Frank Mammini, Andrew Rocca and Warren Steinkamp. Noes, none. Absent, none.
City Attorney Noonan stated, with Council's permission, this resolution entitled: "A
RESOLUTION AUTHORIZING EXECUTION OF MODIFICATION OF 'AGRHEMENT BETWEEN LANDOWNERS,
AND DECLARATIONS CONCERNING RESPONSIBILITY IN CONNECTION WITH IMPROVEMENT WORK,
ESTABLISHING COVENANTS RUNNING WITH THE LAND' CABOT, CABOT & PORBES INDUSTRIAL PARK
UNIT NO. 2" be continued so that the description which had been verified by the Director
of Public Works and received hy the City Clerk could be further studied.
There being no objections, Mayor Bertucelli so ordered.
City Attorney Noonan at this time presented to Council the resolution expressing sympathy
to the family of Robert DeHart, deceased, and memorializing his contribution to the City
of South San Francisco.
Councilman Ahern introduced the resolution entitled~ "A RESOLUTION IN MF~ORY OF ROBERT
De HART, DECEASED."

The next matter for Council's attention was the claim as filed by Mr. Armando Alvarez
for alleged damages as a result of sewer malfunction at 117 "A" Street on January 20, 1970.
Councilman Rocca moved, seconded by Councilman Steinkamp and regularly carried, that the
claim be denied and referred to the City's insurance carrier.
The next item was the Tentative Parcel Map-61 - (The rearrangement of two lots.) Lots 6
and 7, Block 2, Cabot, Cabot & Forbes Industrial Park, Unit No. 2.
There being no objections, Mayor Bertucelli ordered the Tentative Parcel Map-61 accepted
and placed on file.
The City Planner's Report to the City Council with respect to Use Permit and Variance
Requests considered on February 9, 1970 was the next item for Council's consideration.

There being no objections, Mayor Bertucelli ordered th~City Planner's Report accepted
and placed on file.
The next item was the Inter-Office Memorandum dated January 27, 1970 from the Director
of Public Works recommending that the construction of curb, gutter and sidewalk at the
southerly end of Marco Way be deferred for an additional one-year period; further recom-
mending the retention of the $600 guarantee bond for this installation.
Councilman Rocca moved, seconded by Councilman Ahem and regularly carried, that the
recommendation of the Director of Public Works be approved and accepted.
The next item was the Inter-Office Memorandum dated February 5, 1970 from the Assistant
City Manager recommending additional funds in the amount of $259.34 be made available
to Capital Improvement Westborough Fire State No. 4.
Councilman Steinkamp moved, seconded by Councilman Ahern and regularly carried, that the
recommendation of the Assistant City Manager be approved and accepted.
City Manager McKenzie explained that these funds were necessary to provide emergency
repairs to a water line to the area where the Westhorough Fire Station is being completed
and that the person responsible for the damage will reimburse the City for this expenditure.

There being no objections, Mayor Bertucelli ordered the Reports accepted and placed
on file.
Alcoholic Beveraqe Control Boards
Application as filed by United Vintners, Inc., for Beer & Wine
Wholesaler's at 272 South ~Aaple Street.
There being no objections, N~yor Bertucelli ordered the Report placed on file.
The next item was the communication dated January 30, 1970 from Mr. F. D. Minucciant
submitting his resignation as a Member-Director of the Housing Authority of the City
of South San Francisco.
There being no objections, Mayor Bertucelli ordered the communication accepted and
placed on file.
Mayor Bertucelli requested City Manager McKenzie to contact Mr. Minucciani so that he
would be present at the next Council meeting to be honored for his twenty-three years
of service as a member of the Board of Directors of the South San Francisco Housing
Authority.
The communication dated February 3, 1970 from the City of San Bruno forwarding their
resolution urging the completion of Colma Creek Improvement Project was the next matter
for Council's attention.
There being no ojections, Mayor Bertucelli ordered the communication and resolution
accepted and placed on file.
The next communication dated January 30, 1970 was received from the City of San Mateo
forwarding their resolution supporting action to abate the pollution of the Environment
by Jet Aircraft.
No objections having been registered, Mayor Bertucelli ordered the communication and
resolution accepted andPlaced on file.
The next item was the communication dated January 30, 1970 from the City of San Mateo
forwarding their resolution urging the release of Motor Vehicle Fuel Tax Revenues to
combat Air Pollution and to support Mass Transit.
There being no objections, Mayor Bertucelli ordered the communication and resolution
accepted and placed on file.
The next item was the communication dated January 29, 1970 as addressed to the Mayor from
Mr. James V. Fitzgerald r6garding Council's approval of fallout shelter allocations and
related policy matters.
City Manager McKenzie remarked that this was presented to bring Council up to date on
what the Civil Disaster group is doing as far as emergency fallout shelters were con-
cerned in the event of an atomic or natural disaster. He stated that no formal action
of Council is required and this was for informational purposes only with a written
report to be forthcoming in the near future.
Councilman Rocca requested that everyone in the community be furnished information as
to where the fallout shelters are and how to reach them.
City Manager McKenzie repIied that they were to obtain information concerning buildings;
types of buildings which they would require, and this information would he made available
to the public.
In addition to Councilman Steinkamp's rema=ks that South San Francisco was lacking in
adequate facilities in this direction, Mayor Bertucelli stated that City and County Planners
should notify any builders submitting plans to notify the Director so that they would be
so informed and be given the opportunity to work out a shelter in the plans.

There being no objections, Mayor Ber~ucelli ordered the communication accepted and
placed on file.
The next item was the communication dated January 23, 1970 from the Department of Public
Works advising City of an apportionment of $65,556 as City's share of federal TOPICS
funds (TRAFFIC OPERATIONS PROGRAM TO INCREASE CAPACITY).
City Manager McKenzie stated that this was a new program and was the first year that the
City was eligible for funds. He remark.ed that this tied into the recently-authorized
study in conjunction with San Mateo County. He further stated that this program requires
City meet some fairly complicated criteria to be eligible for the TOPICS funds, and until
such time as City reee~ges a traffic report from the County which qualifies some City
projects for these TOPICS funds, he recommended the funds be held over to the next
fiscal year.
There being no objections, btayor Bertucelli ordered the communication accepted and
placed on file.
There being nothing further, City Manager McKenzie requested Council adjourn to a
Personnel Session after tonight's meeting to discuss the matter of the appointment of
the Chief of Police. He at this time complimented the members of the Personnel Board
and Captain Conroy for the manner in which the examination was conducted, stating that
the examination was conducted in such a manner to be above any question or ref~roach.
Brief discussion followed at which time Councilman Ahern commented that he was certain
that a large number of people present this evening were here for this reason and asked
as to whether or not the Personnel Session could not be conducted publicly.
City Manager McKenzie stated that since the matter was one where the qualifications
of candidates would be discussed, it was the feeling that this should be done in private
rather than in public.
Mayor Bertucelli then requested the City Clerk and Staff to remain until after the
Personnel Session had been held so that the matter might he concluded before the ad-
journment of the meeting.
Further discussion followed at which time Councilman Ahern asked the City Attorney if
his request was legal to which the City Attorney informed him what the courses of action
were which they could follow; either case would be proper. He further remarked that
the City Manager had stated that the certified list for this position had been made
hy the Personnel Board and with this assurance, Council could proceed.
Councilman Ahern then stated that in view of the fact that so much interest had been
expressed in this appointment and since he had received a number of inquiries concerning
the appointment, moved that the Personnel Session be held in public if this was not
illegal.
Mayor Bertucelli seconded the motion after which further discussion followed.

Mayor Bertucelli then asked if anyone on the Council had anything they wished to offer
under Good and Welfare.
Councilman Mammini brought to the attention of the City Council a call which he had
received from Mr. Peeler concerning his ten or eleven year old daughter who was injured
when struck by a golf club at the Pitch and Putt Course. Mr. Peeler expressed to him
his appreciation and gratitude for the manner in which the Police Department responded~
and in particular, the manner in which Officer Bennett covered the incident. He stated
that the officer went beyond his duties and that he was quite impressed with the services
which are rendered by the City and requested that this appreciation he conveyed to
Officer Bennett by the Acting Police Chief.
Mr. Eugene Varni, 2219 Kenry Way, brought to the attention of the City Council a problem
he encountered with the American Housing Guild concerning their failure to take corrective
measures on deficiences in his home, stated that they agreed to correct two deficiencies
provided that he would sign a release concerning the other remaining ones. He asked the
assistance of the City in this regard.
Brief discussion followed at which time it was pointed out that this was a matter which
did not concern the City hut concerned a buyer and seller.
After discussion the City Attorney requested that the matter be referred to him in order
that he might explore it in detail and ascertain if there was some assistance to he
given to Mr. Yarni.
Mr. Varni was requested to contact the City Attorney in this regard.
Mrs. Judy Capurro, resident of the Buri Burl Subdivision, discussed the recent newspaper
articles concerning the elimination of the pedestrian overpass on the soon-to-be con-
structed Westborough Expressway, stating that some months back, the pedestrian overpass
was agreed to and that because of its necessity, did not wish to see it eliminated.
A lengthy discussion followed at which time the City Council pointed out that at the
previous meeting, there had been a request for a study to he made by a traffic consultant
in this regard and that the plans included the pedestrian overpass as an alternate.
Mayor Bertucelli and Councilman Ahern both remarked that they had voted against such a
study since they felt that the overpass was needed and had previously been approved.

Further discussion followed at which time Councilman Mammini stated that he and Council-
man Steinkamp were not members of the Council at the time that the matter had been dis-
cussed and a request had only been made for a study of the overpass as well as signaliz-
ation and the like.
Mr. David Albright, President of the Westborough Homeowners' Improvement Association,
commented on the study which had been made when their overpass had been requested,
remarking that the study pointed out that the overpass was not the answer to their
problem and that they accepted it on this basis.
Mrs. ¥incent D'Amico, 136 San Felip Avenue, pointed out the difficulties which would
be encountered by mothers ~rith strollers and children in attempting to cross without
the benefit of an overpass, further commenting that classes of students would not be
permitted to go to the public library if the overpass were not part of the installation.
Further discussion followed after which City Manager McKenzie informed the Council
and the people in attendance that the overpass had not been eliminated and that Council
was not making a decision on the overpass this evening but that a study merely had
been requested.
Mir. James Hill, Cuesta Drive, stated that how could a study be made of traffic
conditions when the traffic conditions did not exist at this time.
Mr. Drago, resident of Avalon Park, stated that he saw no reason for a further study
since the matter had been decided at a previous CounciI meeting.
Councilman Rocca remarked that no action was being taken this evening, that a request
had been made for a study only and that nothing was being deleted from the present plans.
Mr. John Drago, Cuesta Drive, remarked that it was his feeling that a commitment made
by a previous Council was an obligation.
Mr. Kenneth Goslin of the West Park Subdivision stated that the people in West Park
were not opposed to the construction of an overpass; that they had voted for an over-
crossing on Westborough Boulevard; that a study had been made and that it had be pointed
out that one was not necessary. He remarked that their only interest was {o haV~ a study
made in order to verify the fact that an overpass was needed.
After discussion, Mayor Bertucelli adjourned the meeting to a PersonneI Session, stating
that the meeting would be reconvened upon the adjournment of the Personnel Session.
The meeting was then adjourned to the Personnel Session at 9~35 p.m.
The meeting was recaIled to order by Mayor Bertucelli at 10~37 p.m. at which time
City Manager McKenzie reported that, as indicated, it was his recommendation that
Sergeant San Rosano be appointed Chief of Police for the City of South San Francisco.
Councilman Mammini then moved that the recommendation of the City Manager be approved
and accepted and Sergeant Sal Rosano he appointed to the position of Chief of Police
for the City of South San Francisco.
Brief discussion then followed concerning the final scores which each of the applicants
received and the order in which they placed in the examination.
Councilman Rocca then seconded the motion after which roll call vote was as follows:
Ayes, Councilmen F. Frank Mammini and Andrew Rocca. Councilman Ahem voting "No"
remarked that he wished to explain his "No" vote and stated that an open examination
had been conducted and that Lieutenant James Keane was certified as passing number
one and that he could not justify taking another man other than the one certified as
number one. He stated that this was the reason for civil service examinations.
Further discussion then followed between the members of the City Council concerning
the scores received by the applicants at which time Councilman Rocca stated that the
difference in scores was on account of military service, something that had nothing
to do with police work at all. He stated that in seconding the motion, he felt con-
fident that Sergeant Rosano would make the best Police Chief for the City, that it was
important to obtain the best man for the years to come. He then remarked that Sergeant
Rosano made a fine impression on him during the time that the examination was being
discussed when he commented that the examination be open and that they welcomed outside
competition from others.
The roi1 call vote continued, Councilman Steinkamp voting "Aye" and Mayor Bertucelli,
before voting, remarked that the position had been advertised as an open competitive
examination, that he had attempted at first to have it as a closed examination for the
City's own department, that it was also his feeling that the man who was certified as
number one should be selected and for this reason, voted "No."
Mayor Bertucelli then extended his congratulations to the newly appointed PoIice Chief,
asking if Mr. Rosano was present in the audience.
Sergeant Sal Rosano addressed the Mayor and members of the City Council and those
present, expressing his thanks to the City Manager for the position he took in this
regard, stating that he was sorry he could not win the approval of the entire Council;
that he would try to prove his worth of this position by his work; also that any
differences, if they existed, could be resolved.
Mayor Bertucelli assured Sergeant Rosano that he would have the complete support of
this Council.
