The meeting was called to order byMayor Bertucelli at 8sOl p.m. The Pledge of Allegiance to the Flag was recited after which the Invocation was given by Reverend Kenneth Glenn of the First Southern Baptist Church. Ahem llayor Bertucellt exPlained that Councilman Ahem was absent because he was attending a Candidates Night for the comtng I~unicipal Election. Mayor Bertucelli remark, ed that the oath of office would be given to a group of Reserve Police Officers. After the officers were sworn in by City Clerk Arthur Rodondi, ~4ayor Bertucelli con- gretu~&ted the young nan and introduced each of them by name to the members of the audience. ~ayor Bertucelli asked if there was a notion approving the /4inures of the regular meeting of March 16, 1970 end the adjourned regular meeting of March 23, 1970. Councilman ~lammtni moved, seconded by Councilman Steinkamp and regularly carried, that the Ktnutes of the regular meeting of March 16, 1970 and the adjourned regular meeting of March 23, 1970, be approved as subm/tted. Mayor Bertucelli then asked if there was a motion approving the regular claims as subedtted for payment. Councilman Rocca moved, seconded by Councilman Mammini and regularly carried, that the regular claims, totaling $130,616o77, be approved for payment. Mayor Bertucelli then asked if there was a motien approving the claims for Parking District No. 1 as submitted for payment. Councilmen Steinkamp moved, seconded by Councilman Rocca and regularly carried, that the claims as submitted for Parking District No. 1, in the amount of $41.10, be approved for payment. Armour-Linden Storm Drain Assessment District Claims D. Venturini Trucking & Grading Company claim dated March 3, 1970 in the amount of $2,426.79, for retention monies due. City Clerk Rodondiexplained that this claim was for approval only at this time with payment to be made upon expiration of Notice of Completion. CounCilman Maemdni moved, seconded by Councilman Rocca and regularly carried, that the claim as submitted for Armour-Linden Storm Drain Assessment District, be approved for payment. Cabot, Cabot & Forbes Industrial Park, Unit No. 2 Claimss (a) Cooper Clark & Associates claim dated March 5, 1970 for Invoices Nos. 3073, 3074, 3075 and 3076, totaling $3,840.42, for Soils Engineering Services. City Attorney Noonan explained the second resolution as one directing the Director of Public Works to prepare the report for the acquisitions and improvements. City Manager McKenzie remarked that the storm drainage improvements will be without petition from the property owners and will require a 4/5 vote of the City Council. Councilman Rocca introduced the resolution entitled: "A RESOLUTION DIRECTING PREPARATIO~ OF INVESTIGATION REPORT UMD~RDIVISION 4 OF THE STREETS AND HIG4WAYS CODE SOUTH MAPLE AVENUE - SOUTH CANAL STREET RELIEFPU~ AMD STORM DRAINAGE ASSESSMENT DISTRICT." The next item was the Inter-Office Memorandum dated March 25, 1970 fro~ the Director of Public Works submitting compilation of bids and recoeJendation for award of contract for the 1970 Corporation Yard Paving Project. Director of Public Works Louis Goss declared the bids received, stating that the low bidder was The Lowrie Paving Company, Inc., with thebid of $7,217.95 for~ltems 2, 3, 4. After an explanation by City .Attorney Neonan, Councilman Steinkamp introduced the reso- lution entitled: #A RESOLUTION OF AWARD OF (1)NTRACT 1970 CORPORATION YARD PAVING PROJECT. The next item was the Inter-Office Memorandum dated ~rch 26, 1970 from the Superintendent of Recreation and Parks submitting specifications andrequesting approval and authorizati. to call for bids for the Path Light Syste~ for Westborough Park. After an explanation by City Attorney Noonan, Councilman Maemdni introduced the res~ lution .entitled: "A RESOLUTION APPROVING SPECIFICATIONS, AUTHORIZING THE WORK AND CALL- lNG BIDS FOR PATH LIGHT ~YSTEN, W~TBOROUGH PA~K, SOUTH SAN FRANCISCO, CALIFORNIA." The Inter-Office M~morandum dated March 27, 1970 from the City Attorney concerning agree- ment between the City and Westborough County Water District regarding pipeline running beneath Westborough Boulevard right of way was the next matter for Counciles attention. City Attorney Noonan explained the resolution authorizing the agreement between the City and the District to enable the workto proceed on the Westborough Boulevard. Improvement Project while attorneys for the City and District determine the liability for protection of the pipeline. Councilman Ms,mini introduced the resolution entitled: "A RESOLUTION AUTHORIZING EXE- CUTION OF AN AGREEMENT BETWEEN THE CITY OF SOUI~ SAM FRANCISCO AND ~ WESTBOROUGH Q3UNTY WATER DISTRICT." City Attorney Noonan explained that the next resolution, while not appearing on the Agenda, was related to the Public Hearing and was recoammnded by the City Manager for the acqui- sition of the Bodinson property after which Councilmen Rocca introduced the resolution entitled: "A RESOLUTION OF PUBLIC INTEREST AND NECESSITY REGAtU)ING ACQUISITION OF BODINSOII PARCEL." · Roll call vote was es follows: Ayes, Councilmen Frank J. City Attorney Noonan stated that the next resolution was related to Item 5 under Reports and concerned the air conditioning in City Hell and comes at the reco~mendation of the City I~nager to approve the plans and specification, authorize the work and call for bids. Portusach alleging damages as a result of a collision with a City-owned vehicle on February 27, 1970. Councilman Rocca moved, seconded by Councilman Steinkamp and regularly carried, that the claim be denied and referred to the Cityes insurance carrier. The claim as filed by Mr. Beau Hickory for alleged damages to his motor vehicle was the next item for Council's consideration. Councilman Rocca moved, seconded by Councilman Steinkamp and regularly carried, that the claim be denied and referred to the Cityes insurance carrier. The next ttem was. the City Plannerts Report to the City Council with respect to Use Permit and Variance Requests considered on March 24, 1970. There being no objections, Mayor ~ertucelli ordered the Report accepted and placed on file. The next item was the Inter-Office Memorandum dated March 31, 1970 from the Director of Public Works advising of work completion, recommending acceptance and requesting authorization to file Notice of C~mquletion for the Interior Painting Central Fire Station Councilman Steinka~ moved, seconded by Councilman Mammini and regularly carried, that th recommendation of the Director of Public WOrks be approved and accepted and authorization be granted to file Notice of Completion. The Inter-Office Memorandum dated March 18, 1970 from the ~rector of Public Works advising of work completion, recommending acceptance of work and requesting authorization to file Notice of Completion for Hickey Boulevard Ditch Improvement was the next matter for Council"s consideration. Councilman Mammini moved, seconded by Councilman Rocca and regularly carried, that the recommendation of the Director of Public Works be approved and accepted and authorization be granted to file Notice of Coequletion. The next item was the Inter-Office Memorandum dated March 26, 1970 from the Superintenden' of Recreation and Parks submitting Change Order No. 2 for the Westberough 10 Acre Park with the recommendation of approval. Councilman Rocca moved, seconded by Councilman ~b~ini and regularly carried, that the recommendation of the Superintendent of Recreation and Parks be approved and accepted. The next matter for Council's attention was the Inter-Office Memerandum dated March 26, 1970 from the Superintendent of Recreation and Pa~ks subedtti~j Progress Report dated March 13, 1970 from Mr. Davtd Mayes, Landscape Architect for Westborough 10 Acre Park. There being no objections, Mayor Bertucelli ordered the Report accepted and placed on file. The next item was the Inter-Office .Memorandum dated March 20, 1970 from the Assistant City Manager to the City Manager submitting plans and specifications, together with the recommendati~n from the Engineeres office and Building Inspection Department for the air conditioning of City Hall. This item, having been acted upon earlier under Resolutions, required no further action by City Council. The next matter for Council's attention was the Inter-Office Memorandum dated March 31, 1970 from the Assistant City Manager to the City Manager concurring with the City Engineerts recommendation for the City Hall Flood Light Installation as proposed by the Pacific Gas & Electric Company and requesting transfer of funds in the amount of $3,230 be transferred to the Building Maintenance Account from the Hotel Motel Beauti- fication to cover such expense. C~uncilman Steinkampmoved, seconded by Councilman l~aint and regularly carried, that the recommendation of the Assistant City Manager be approved and accepted. The next item was the Inter-Office Memorandum dated March 12, 1970 to the City Manager from {ir. Moore, Sro Eamgineer, concerning the replacement of windows in the City~a~l and Grand Avonue Library{ accompanied by Inter-Office Memorandum dated March 31, 1970 free the Assistant City Manager concurring in the recommendation and requesting transfer of funds from Contingency Reserve Fund to Building Maintenance Fund in the amount of $8,700. Chuncilman Mammini moved, seconded by Councilman Stainkamp and regularly carried, that the recommendation of the Assistant City Manager be approved and accepted. The next item was the Inter-Office Memorandum dated March 26, 1970 from the Assistant City Manager to the City Manager reqeestin9 transfer of funds in the a~ount of S2,617 from Contingency Reserve Account to Planning Studies Account to cover studies on Jet Aircraft Noise ~J~atement. City Manager MdCenzie remarked that this request was for work previously authorized by Council and reminded the City Council of a lunchenn meeting with the San Mateo County Board of Supervisors concerning this subject. Councilman Mammini moved, seconded by Councilman Rocca and regularly carried, that the rec~endation of the Assistant City Manager be approved and accepted. There being no objections, Mayor Bertucelli ordered the Reports accepted and placed on file. The next item was the clunication dated April 3, 1970 fro~ the South San Francisco Cha~b( of Comerce sub~itting their first quarter financial report. There being no objections, Mayor Bertucelli ordered the Report accepted and placed on file. The next item was the co~eunication dated April 2, 1970 frma Markling-Yamasaki, Architects~ Inc., recomeending final acceptance of the Westborough Fire Station. Councilman Steinkaep moved, seconded by Councilman Rocca and regularly carried that the recoaBendation of MarklSng-¥amasski, Architects, be approved and accepted and Motice of Completion filed. Councilman Mameint stated that the public should be made aware of the wonderful design and construction of theWestborough Fire Station. City Manager McKenzie remarked that 'the cooperation of Fire Chief Marchi, Arc, acts and Contractor was responsible for the construction with no Change Order other than a deletion which he felt was extremely uncoemon. Councilman Rocca stated that this was quite gratifying, a situation that does not often happen. Councilman Steinkamp extended his congratulations and asked if seam indication c~uld be given concerning the dedication of the fire station. City Manager McKenzie stated that, if acceptable to Council, the,dedication ceremony could be in three or four weeks so that fencing would be co,plated and personnel installed. At the invitation of Mayor Bertucelli to speak, Fire Chief Marchi extended his thanks to the City Council, City Mansger, Architects and Contractors for their coebined efforts to make the Westborough Fire Station one of the finest stations constructed. The next item was the coeeunication dated March 11, 1970 free the State Depart~aent of Public Works advising of the review of the Scenic Highway Advisory CeIaittee to add Route 2~0 to the State Scenic Highway Master Plan -(Asseebly Bill 3~8, Britschgi). There being no objections, Mayor Bertucelli ordered the coeaunication accepted and placed on file. Mayor Bertucelli asked if any member of the City Council had anything they wished to offer under Geed and Welfare. Mayor Bertucelli at this time read the coeeunication dated April 2, 1970 free Nr. and Mrs. Angle of 433 Dianne Court expressing their enjoyment of the lighted Cross st Easter time and the invitation from the Ssa Explorer Ship MO. 829 Mothers Club to attend a Spaghetti Dinner on April 11, 1970 free 5 to 9 p.m. Mayor Bertucelli urged the public to attend this fund-raising dinner. Nfs. Leo Parodi, 120 Cuesta Drive, requested information concerning any late reports regarding the overpass at Camaritas and West Orange Avenues. City Manager McKenzie stated that he believed the County was in the process of work ceaBencemant within the next two or three weeks and the City should be receiving a report by the end of this ~onth or the first part of next month. Air. Douglas Wigton, Manager of the South San Francisco office of the Pacific Gas and Electric Coapany, presented to the City the electric franchise payment in the amount of $23,996.44 and the gas franchise payment in the amount of $29,156.92, and expressed his company's appreciation for the fine spirit of cooperation given by the City Council and SSa Mayor Bertucelli asked if anyone present in the audience had anything they wished to offer under Good and Welfare. City Attorney Noonan explained the agreement between the CoUnty of Sen M~teo and the City in which the County agrees to assure the golf club side at no cost to the City and Council's intention to secure the anchor easements before deletion of the overpass. Discussion followed during which time ~trs. Robert Bergero, 36 Escanyo Drive, inquired if the deletion of the overpass changed the responsibility of financial contribution by the County, ~yor Bertucellt requested City~nager McKenzie to check with the City Engineer and to tnfort~the residents on any information concerning the project. Further discussiOn followed concernin~ the acquisition of the rights of way without any c~st to the City in accordance with the agreement with the County of San Mateo. City ~nager Mc~enzie brought to the attention of Council the coemunication from Los Cerritos School at 210 West Orange Avenue inviting the City Council to attend a fund- raising pancake breakfast. ~ayor Bertucelli invited all residents to attend this affair to support the school children on April 26, 1970, 8 to 12 noon. City M~nager McKenzie read the co~eaunication fro~ the ReicLhold Chemical Company dated ~arch 24, 1970 cc~ending the perfors~nce of the South San Francisco Fire Department at their recent plant fire. Mayor Bertucelli co~mended Fire Chief Marchi who praised the efficiency of the men in his d~partmont.
