The meeting was called to order by Mayor Bertucellt at 8~02 p.m.
The Pledge of Allegiance to the Flag was recited.

Mayor Bertucelli declared the purpose of the Meeting~
"The City Council meets tonight in compliance with the Elections
Code of the State of California, Section 22932, and the Government Code
of the State of California, Section 36801. The first action requires
that the Council meet the first Tuesday after the election to canvass
the returns and to trstall the newly elected officers. The Code section
requires that the Council declare elected the persons having the
highest number of votes given for each office. The Council will,
therefore, consider and pass a resolution recttt~g the facts of the
election and the results of the election. The second section requires
that the Council at this meeting choose one of its number as Mayor
and One of~4ts number as Mayor pro tempore which we refer to in
South San Francisco as the Vice Mayor."
City Clerk Rodondi then declared the results of the votes cast for each of the candidates
after which City Attorney Noonan explained the resolution which had been prepared.
Councilman Ahem introduced the resolutions entitledl "A RESOLUTION CANVASSING RETURNS
AND DECLARING RESULTS OF THE GENERAL t~JNICIPAL ELECTION HELD IN THE CITY OF SOUTH SAN
FRANCISCO ON APRIL 14, 1970."
Roll call vote was as follows~ Ayes, Councilmen Frank J. Bertucelli, Patrick E. Ahem,
F. Frank Mammini, Andrew Rocca and Warren Steinkamp. Noes, none. Absent, none.
City Clerk Arthur Rodondi then recorded the Statement of the Results as required by
Section 22933 of the Elections Code~ (a) the whole number of votes cas% in the City;
(b) the names of the persons voted for; (c) for what office each person was voted for;
(d) the number of votes given at each precinct to each persont and (e) the number of
votes given in the City to each person, which is set forth as follows and also set forth
in Resolution No. 5288 which is incorporated herein by reference~

The names of the persons voted for in the General Municipal Election are=
Patrick E. Ahem, Incumbent
Gordon T. Boblitt, Businessman
William A. Borba, Manufacturer
Terry 3. Mirri, Management Trainee
Tony Montoya, Sr. Hydro Designer
"Ed" Edward 3. Rickenbacher, Real Estate Broker
Edward Toby, Businessman.
City Clerk Rodondi then in accordance with Section 22934 of the Elections Code certified
that the Campaign Statements as required by the Elections Code had been filed by Council-
man Candidate Patrick E. Ahem and Councilman Candidate William A. Borba. He then
administered the Oath of Office to both Councilman Candidates Patrick E. Ahem and William
A. Borba after which he delivered to each person the Certificate of Election.
Mayor Bertucellt at this time extended his congratulations to Councilmen Patrick E. Ahern
and William A. Borba after which he briefly commented on his past service as Mayor,
extending his thanks to everyone for their help and cooperation during his tenure.
Councilman Steinkamp then moved that Mayor Bertucelli be nominated to the office of Mayor
to succeed himself for another term. Councilman Mammini seconded the motion after which
roll call vote was as follows~ Ayes, Councilmen F. Frank Mammint and Warren Steinkamp.
Noes, Councilmen Patrick E. Ahern and Frank J. Bertucelli. Councilman Borba declined
to vote.
Mayor Bertucelli at this time stated that he had announced earlier that he did not wish
to succeed in the office of Mayor and at this time would not accept any nominations.
Councilman Mammini then moved that Councilman Steinkamp be elected to the office of Mayor.
Councilman Steinkamp seconded the motion after which roll call vote was as followss
Ayes, Councilmen F. Frank Mammini and Warren Steinkamp. Noes, Councilmen Patrick E.
Ahem, Frank J. Bertucelli and William A. Borba.
Councilman Borba then moved that Councilman Patrick E. Ahern be elected to the office
of Mayor. This was seconded by Councilman Bertucelli after which roll call vote was as
follows~ Ayes, Councilmen William A. Borba, Frank J. Bertucellt and Patrick E. Ahem.
Noes, Councilmen F. Frank Mammini and Warren Steinkamp.
Councilman Bertucelli then moved that Councilman William A. Borba be elected to the office
of Mayor pro rem. This was seconded by Mayor Ahem after which roll call vote was as
follows~ Ayes, Councilmen Patrick E. Ahem, Frank J. Bertucelli, William A. Borba,
F. Frank Mammint and Warren Steinkamp.
Councilman Bertucelli at this time relinquished the Mayor's Chair and Gavel to Mayor-elect
Patrick E. Ahem.
Mayor Ahem then acknowledged the presence of former Councilman Victor Boido and former
Police Chief Louis Belloni after which he thanked the people of the City for returning him
to office, commending Mayor Bertucelli for his work during his tenure as Mayor and the
accomplishments which were realized. He likewise stated that the selection of Councilman-
elect Mayor pro rem was a wise choice, further commenting that the offices of the City Hall
and City services are for the benefit of everyone and requested the cooperation of all for
the best interest of the City. He at this time introduced Mrs. Ahem to those present.
City Manager McKenzie read the following telegrams
"Tom McKenzie, City Manager
City Hall, South San Francisco, California
Very sorry for not being with you tonight. My family and I extend
congratulations to the victoriuus Councilmen. May we all work toward
the betterment of South San Francisco.
Tony Montoya."
Mayor Ahem introduced Mr. and Mrs. Edward Toby and Mr. and Mrs. Edward Rickenbacher.
Councilman Borba then introduced Mrs. Borba, present in the audience, as well as his
daughter-in-law and Mr. Albert Fambrini, after which Councilman Borba stated~
"Mr. Mayor, Fellow Councilmen, Ladies and Geatlemens
I assure you that I am not going to be a speech maker. However, I do want to publicly
express my thanks to all who asdsted in my campaign and I do this from the bottom of
my.heart. I also extend this thanks to every voter who supported me.
To our Council, to our City staff, to our employees and our residents, I offer my
hand and full cooperation. I ask in return your good will and understanding.
With your hel~, we can work together in unity - to our common goal of good government."
Mayor Ahem then extended his congratulations to retiring Councilman Andrew Rocca, extend-
ing his sincere thanks for his efforts in behalf of the City. He at this time called on
Councilman Rocca who commented that he regretted leaving the City Council, citing the
opportunities present and the problems to be faced, further remarking that this was a
fine City, in good financial condition, staffed by good department heads and personnel.
He extended good fortune and best wishes to everyone.
City AttorneyNoonan then stated that a resolution congratulating retiring Councilman Rocca
had been prepared which he read in full.

RESOLUTION NO. 5289
COMMENDING ANDREW ROCCA{
Councilman Mammini introduced the resolution entitleds "A RESOLUTION COMMENDING
ANDREW ROCCA."
Roll call vote was as followss Ayes, Councilmen Patrick E. Ahem, Frank J. Bertucelli,
William A. Borba, F. Frank Mammini and Warren Steinkamp. Noes, none. Absent, none.
Councilman Rocca expressed his thanks to the Mayor and Members of the City Council for
the adoption of this resolution in his behalf, stating that he would treasure it always.
Mr. Donald Gamma, 37~0 Cork Place, congratulated the newly elected Council members,
stating that he would look forward to working with them and that in the six to seven
years that he has been attending City Council meetings in the interest of the City, he
often disagreed with Councilman Rocca but that at no time whatsoever, did he lose respect
for this Gentleman. He extended best wishes to Councilman Rocca, stating that he hoped
to see him at future meetings.
There being nothing further, Councilman Bertucelli moved, seconded by Councilman Mammini
and regularly carried, that the meeting be adjourned.
