HomeMy WebLinkAboutMinutes 1970-06-04 NOTICE IS HEREBY GIVEN, pursuant to the Government Code of the State of California, of a special meeting called for Thursday, June a, 1970, at 6:00 p.m. in the Council Chambers, City Hall, South San Francisco, California. The purpose of the meeting t.~ to receive and consider proposals for repair of Oyster Point Marina dump site dike, to be presented by South San Francisco Scavenger Company a~.._aJq.thorize any permits that may be necessary. SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO HF. LD THURSDAY, JUNE 4, 1970 TIME: 6:00 p.m. PLACE: Council Chambers, City Hall. CALL TO ORDER: The meeting was called to order by Mayor Ahem at 6:07 p.m. ROLL CALL: Present: Absent: Councilmen Patrick E. Ahem, Frank J.. Bertucelli, William A. Borba, F. Frank Mam~nini and Warren Steinkamp. None DISCUSSION CONCERNING DIKE REPAIR: '-- Mayor Ahern at this time read in full the Notice of Special Meeting after which he called on ~tr. Geerge Stagnaro of the South San Francisco Scavenger Company for a report on the matter of the dump. Mr. Stagnaro recited the problems which they had encountered and have worked on for the last five or six months to no avail. He explained the failures which had taken place in the dump site and the cease and desist order which they had been served with by the Water Quality Control Board. He further remarked on the penalty clause which could be imposed on them by the Attorney General's office, stating that they were presently attempting to ohtai.n soils tests and had explored the various solutions to the problem. He recited the t.ypes of solutions which could be employed and their expense, stating that they now needed a permit from the City in order that they could start with some form of corrective action. Mr. Stagnaro then informed Council that this would infringe on the neighboring property of Cabot, Cabot & Forbes. At the request of Mayor Ahern, Mr. Robert Zeibach, representing Cabot, Cabot & Forbes, read from a prepared statement dated June 4, 1970, the subject of which was "Failure of Sanitation Fill Adjacent to Unit 2, Cabot, Cabot & Forbes Industrial Park, South San Francisco," after which discussion followed concerning this matter. ,Mr. Raymond Maxwell from the office of the Director of Public Works explained from a prepared map'the type of dike which was discussed and which was needed to correct these failures and leechings into the Bay waters. The City Attorney at this time commented that if a permit were to be issued, it should be on plans and specifications prepared rather than on discussions as to what ~teps wouId be taken. Discussion then followed concerning the City Council's author~zin? by resolution the preparation of plans and specifications after which mention was made that City repre- sedatives would appear with the Scavengers at their hearing which was to be heid on June i6, 1970. Further discussion followed at which ttme mention was made as to the possible conflict between the Water Quaiit¥ Control Board and +he BCDC Board and it was pointed out that in view of the fact that the City was attempting to have some corrective measures taken in order to compiY with the reque~s of the Water Quaiity Control Board, there wouId be no objections from the BCDC Board. RESOLUTION NO. 5331 REGARDING REPAIR OF DIKE: After discussion, the City Attorney suggested the form of reztution which the Council could adopt, after which Councilman Bertucelli introduced the resolution entitled: "A RESOLUTION REGARDING REPAIR OF DIKE -- SANITARY LAND FILL AT OYST5R POINT MARINA." Roll call vote was as follows: Ayes, Councilmen Patrick S. Ahern, Frank J. Bertucel!i, William A. Borha, F. Frank Mammini and Warren Steinkamp. Noes, none. Absent, none. Brief discussion then followed at which time Mr. Stagnaro explained to Council the future plans for the disposal of garbage and the sites which were available to them. He likewis. explained the costs involved, stating that he would keep the Council informed as to the progress and development as it occurred. There being nothing further, Councilman Steinkamp moved, seconded by Councilman Bertucell! and regularly carried, that the meeting be adjourned.
