The meeting was called to order by Mayor Ahem at 7845 p.m.

City Manager McXenzie at this time brought to Council's attention the matter of the
continued Ordinance of the annexation of Rotary Plaza, cmmaenting that the people
involved in this development indicated that theyhad usedmost of thefunds and were
not in a position to pay the Capacity Interest charge to the City as required. He
further co,anted that they had requested that the City proceed with the annexation and
withhold the Building Permit until such time as they were able to make the payment of
the Capacity Interest charges.
Discussion followed at which time Mayor Ahern asked as to what would be gained if the
Council were to follow this procedure to which the City Manager replied.that they would
then be able to proceed with an application to thePlanningCommission and obtain the
Federal funds in this regard.
Councilman Mac,mini stated.that the Rotary Plaza organization was now in the process of
completing the drawings, preparing to go to bid and when all of this had been completed,
would receive the funds and have the monies to pay the fees required.
Councilman Borha indicated that the City should withhold any action until the monies
had been received.
In answer to Councilman Bertucelli, the City Attorney explained the steps the City
could follow in this regard after which the Director of Public Works explained how the
charges for the Capacity Interest were computed.
Further discussion followed concerning the receiving of the Capacity Interest charges,
the number of units which were to be constructed, the make-up of the organization which
was indicated ss a non-profit type for the benefit of aged people in South San Francisco.
Discussion then followed concerning the monies which had originally been put up by the
Carpenters' Union which had been spent for the preliminary work in this regard and that
no funds were now available.
Further discussion then followed concerning the proposed development after which it was
the suggestion of Coumcilman Bertucelli that the matter be continued until all of the
contract documents had been filed, stating that he would like to see the matter proceed
but that we should follow the procedures of the City.
There being no objections, Mayor Ahem so ordered, requesting that the City Attorney
and City Manager work with the representatives of the Rotary Plaza in concluding the
~atter.
Council next took up the matter of the Order which had been received bythe South San
Francisco Scavenger Company and City relative to the filled dmap site at Oyster Point.
City Manager McKenzie reviewed the requests of the Water Quality Control Board as con-
tained in their letter.
Discussion then followed concerning steps which were to be initiated in order that it
might be determined as to whether or not the dump site was causing the problems which
were indicated. These discussions concerned the expenditure of monies for diking,
fencing around the site in order that debris would not float out into the Bay waters
as well as instrumentation and monitoring program to be conducted.
Director of Public Works Louis Goss at this time road from copies of co~munications
which his office had forwarded to the South San Francisco Scavenger Company under date
of April 17, 1964 and June 22, 19S4, calling to their attention certain items which should
be taken care of. He then read a co~munication under date of May 13, 1964 as addressed
by the former City Manager Eugene Aiello to Mr. Joseph Sciarri of the South San Francisco
Scavenger Company calling to his attention certain items concerning the fill which was
being placed over the garbage at that time.
Mr. George Stagnaro of the South San Francisco Scavenger Company stated to Council that
his company tried every means to stop the slippage which was occurring and the leaking
of water into the dumping area..Se stated that his company was not in a position
financially to undertake all of the costs involved in this regard and was requesting
financial assistance.
Discussion then followed at which time the City Attorney explained to the City Council
that the City had a legal right to spend some of its ~onies in this regard since the matt
was somewhat of a joint venture in that the City was having its land filled by a fill and
cover operation.

Further discussion followed at which time it las lentioned that the City was cmm'dcting
testing operations for sulphides and other related items in this regard.
Discussion then followed concerning the costs ~hich would be involved in conducting
independent tests at which time mention was made that these tests cost about $8,000.
At the request of the City Council, the City Attorney stated that if the City desired,
a motion could be adopted authorizing the CityManager to contract with the South San
Francisco Scavenger Company for the slope instrument~tion by Gribeldo, Jones and Asso-
ciates for the purpose of obtaining the engineering data which will enable the City to
determine the necessary installations~ if any, and by whom said installations are to
be made and with the proviso that this participation shall in no way obligate the City
or be deemed as an obligation of the City to participate in any further costs.
Councilman Borba then stated that he so moved.
The Director of Public Works requested that the motion contain that the cost not
exceed $8,000.
Discussion then followed at which time the City Attorney stated that Jd~. Goss's
suggestion of cost not to exceed $8,000 was a good one. Councilman Bertucelli then
asked Councilman Borba if the cost of not to exceed $8,000 would be part of his motion
to which he replied that it would.
Councilman Bertucelli then seconded the motion which was regularly carried.
City Manager MeKenzie then concluded bv~Stating that he would advise the Water Quality
Control Board that the City was preceeding~itb tbs. preparation of plans and specifi-
cations for the construction of the stabilizing hem and partial displacement dike and
would also advise them as to what other testing the City was undertaking
There being nothing further, Mayor Aborn adjourned the meeting.
