The meeting was called to order by Mayor Ahern at 8:08 p.m.
The Pledge of Allegiance to the Flag was recited after which the Invocation was given
by Father Paul Coleman of St. Veronlca's Catholic Church.
Mayor Ahem stated that if there were no objections, the Public Hearing concerning
Use Permit 166, Damien House, would be heard at the end of the meeting so that those
who had gone to the City Hall to attend this meeting would be given the opportunity to
come to E! Camino High School Theater and be heard.
There being no objections, the Public Hearing was continued to the end of the meeting
so that all might participate.

Mayor Ahern asked if there was a motion approving the Minutes of the regular meeting
of October 19, 1970 and the adjourned regular meeting of October 22, 1970.
Councilman Bertucelli moved, seconded by Councilman Borba and regularly carried, that
the Minutes of the regular meeting of October 19, 1970 and the adjourned regular meeting
of October 22, 1970 be approved as submitted.
Mayor Ahern asked if there was a motion approving the regular claims as submitted
for payment.
Councilman Mammini moved, seconded by Councilman Steinkamp and regularly carried, that
the regular claims, totaling $367,626.50, be approved for payment.
Mayor Ahern then asked if there was a motion approving the claims for Parking District
No. I as submitted for payment.
Councilman Borba moved, seconded by Councilman Bertucelli and regularly carried, that
the claims as submitted for Parking District No. i, in the amount of $16.12 be approved
for payment.

Councilman Steinkamp moved, seconded by Councilman Mammini and regularly carried, that
the claim as submitted for Tanforan Avenue-Shaw Road Storm Drainage Assessment District
be approved for payment.

Councilman Bertucelli moved, seconded by Councilman Borba and regularly carried, that

PUBLIC HEARING The next item listed on the evening's agenda was the Notice of Hearing - Appeal from
APPEAL FROM USE PERMIT Use Permit Order UP-166 of the South San Francisco Planning Commission Conditionally
ORDER UP-166 DAMIEN HOUSE: Granting Use Permit to Establish Damien House Drop In Center in an Existing Single
Family Dwelling at 983 Linden Avenue in the C-3 District.

The next item was the Inter-Office Memorandum date.d October 20, 1970 from the Superin-
tendent of Public Works requesting approval of specifications for Weed Control Program
for 1970-71 and requesting authorization to advertise for bids.
After an explanation by City Attorney Noonan, Councilman Steinkamp introduced the reso-
lution entitled: "A RESOLUTION APPROVING PLANS AND SPECIFICATIONS, AUTHORIZING THE WORK
AND CALLING BIDS FOR WEED CONTROL PROGRAM, CITY OF SOUTH SAN FRANCISCO STREET DEPARTMENT."

RESOLUTION NO. 5437
AWARD OF CONTRACT
BEAUTIFICATION PROJECT

RANDOLPH & BUTLER:
The Inter-Office Memorandum dated October 28, 1970 from the Landscape Specialist sub-
mitting compilation of bids and recommendation for the award of contract for the
Beautification Project = Entrance to the City, Airport Boulevard between Randolph
Avenue and Butler Road was the next item for Council's consideration.
Acting City Manager Laurence Ross declared the bids received, stating that the lowest
bidder was Watkin &Sibbald and Watkin, Sibbald &Bortolussi, Inc. with the Iow bid of
$8,419. Acting City Manager!:':Ross requested Council's approval of an additional amount
of $105 be charged to this project for administrative costs, with the total amount of
the project, $8,524.53.
Councilmam Borba so moved, seconded by Councilman Mammini and regularly carried.
Councilman Steinkamp requested that the records show the Beautification Project was
awarded to the lowest bidder after which Councilman Bertucelli introduced the resolution
entitled: "A RESOLUTION OF AWARD OF CONTRACT BEAUTIFICATION PROJECT, ENTRANCE TO THE
CI~, AIR I~ORT BOULEVARD BETWEEN RANDOLPH AND BUTLER."

RESOLUTION NO. 5438

GRADING PERMIT TO KAISER
HOSPITAL:
CitynAttorney Noonan stated that the next resolution, while not listed on the agenda, was
discussed earlier in the Study Session and comes at the request of the Kaiser Foundation
Hospitals, Inc., for a grading permit. He explained that the resolution which would
authorize granting of the grading permit and which would include the recommendations of
the Director of Public Works; require the filing of indemnity agreements by Kaiser
Foundation Hospitals, Inc., was ready for introduction.
Councilman Steinkamp introduced the resolution entitled: "A RESOLUTION AUTHORIZING
GRANT OF A GRADING PERMIT TO KAISER FOUNDATION HOSPITALS, INC."

Councilman Bertucelli moved, seconded by Councilman Borba and regularly carried, that the
claim be denied and referred to the City's insuCance carrier.
The next item was the communication dated October 23, 1970 from the firm of Wilson,
Jones, Morton & Lynch, advising as to the status of the assessment in the Tanforan Avenue-
Shaw Road Drainage Proje¢~ as levied against the lands of Cape Esperance, recommending
advance of assessment by the City to be repaid upon transfer of ownership.
Accompanying are communication dated October 22, 1970 from United States of America
General Services Administration dated October 22, 1970 forwarding Notice To Pay Assessment;
communication from the office of the City Clerk dated October 23, 1970 requesting infor-
mation in this regard from the office of Wilson, Jones, Morton & Lynch.
Mayor Ahern stated that this was a request for the City to advance the amount of the
assessment as an advance to the project and not as a payment of the assessment.
City Attorney Noonan commented that authorization could be made by the City Council for
the advancement of these funds to the.project and that further action was to be taken
in this regard by the assessment attorneys and his office in order that future purchasers
of the property would be placed on notice that this obligation was to be repaid ~o the
City at such time as transfer of title to the~operty was made by the United States
Government.
Councilman Mammini moved, seconded by Councilman Bertucelli and regularly carried, that
the recommendation of the assessment attorneys, Wilson, Jones, Morton & Lynch; and
City Attorney Noonan be approved and accepted.

INTERCHANGE:
The next item was the request of theDivision of Highways for conveyance by City of
parcel located in San Bruno Slough which is required for new San Bruno Route 186 and
Bayshore Freeway Interchange.
Mayor Ahern stated that if there were no objections, this matter would 6e referred to the
City Staff for further review and return to Council as soon as possible.
There being no objections, it was so ordered.

The next item was the Inter-OffiCe Memorandum dated October 27, 1970 from the Secretary
to the Planning Commission submitting recommendations for UP-159 - request of Menn
Investment Company to construct a 36-unit apartment house on the easterly side of
Alida Way, between Alta Vista and Country Club Drives, in the R-3 and C-I Districts.
Mayor~Ahern commented that the ma~ter had been discussed at the Study meeting earlier
in the afternoon at which time Council had before them the recommendations from the
Police Chief and Fire Chief that no electronically-controlled g~e be installed due. to
the need for entrance of emergency vehicles without undue delay; and. that.the applicant,
in lieu of the electronically-controlled gate, had agreed to the installation of extra
lighting and a sign which would indicate that parking was for residents only. He stated
that this would then eliminate any problems which might exist.

Councilman Bertucelli moved, seconded by Councilman Borba and regularly carried, that
Use Permit 159 - request of Menn Investment Company - be granted, subject to the con-
dit~t.ons of lighting and signs.
The Inter-Office Memorandum dated October 27, 1970 from the Secretary t° the Planning
Commission adv~ing of Commission's action on the Report of the Westborough Planning
Committee, was the next item for Council's attention.
Mayor Ahern stated that if there were no objections, this matter would be continued.
There being no pbjections, it was so ordered.
CITY PLANNER'S REPORT:
The next item was the City Planner's Report 'to the City Council with respect to Use
and Variance Requests considered on October 26, 1970.
Since no action on Use and Variance Requests wes.::,taken, a report had not been submitted
and no further consideration by Council was required.

The next item was the Inter-Office Memorandum dated October 22, 1970 from the Director
of Public Works recommending approval of Change Order No. 9, in the amount of $3,125.
to the contract with McGuire & Hester in Cabot, Cabot & Forbes Industrial Park, Units
2 and 2A.
Councilman Steinkamp moved, seconded by Councilman Mammini and regularly carried, that'
the reco~endation of the Director of Public Works be approved and accepted.

Councilman Bertucelli moved, seconded by Councilman Borba and regularly carried, that the
recommendation of the Director of Public Works be approved and accepted.
The next matter was the communication dated October 15, 1970 from the Acting City Manager
concerning the Memorandum of Understanding with the South San Francisco Municipal Employee
MUNICIPAL EMPLOYEES ASSN.: Association regarding survey of certain positions and submitting recommendations.

Acting City Manager Laurence Ross stated that the next three items listed on the
agenda: (4) Communication dated October 23, 1970 from the Acting City Manager
concerning Memorandum of Understanding with Local 1569 of the American Federation
of State, County & Municipal Employees AFL-CIO regardlng survey of certain positions
and submitting recommendations in this regard; (5) Communication dated October 13,
1970 from the Acting City Manager concerning Memorandum of Understanding with the
South San Francisco Police Department, regarding survey of certain positions and
submitting recommendations; (6) Communication dated October 23, 1970 from the
Acting City Manager concerning Memorandum of Understanding with Local 1507 of the
Federated Fire Fighters, AFSC&ME, AFL-CIO, regerding survey of certain positions and
submitting recommendations, be continued for a thirty-day period for further review.
There being no objections, Mayor Ahern so ordered.
Department of Alcoholic Beverage Control:
(a) Application as filed by Morrow, Josephine andWalt for Off-Sale Beer & Wine
at 354 Commercial Avenue.

There being no objections, Mayor Ahem ordered the Reports placed on file.
While not appearing on the evening's agenda, Council considered the Inter-Office
Memorandum dated October 28, 1970 from the Director of Public Works recommending
Council authorize the employment of Barton Construction Company on an hourly basis,
total cost of work e#timated approximately $10,000, for excavating and removing
silt and wood piling from under various bridges on COlBa Creek.
Councilman Bertucellimoved, seconded by Councilman Mammini and regularly carried,
that the recommendation of the Director of Public Works be approved and accepted.
The request concerning the application of the Town of Colma to connect to the City's
sewage system was next considered by Council.
Councilman Borba moved, seconded by Councilman Mamm~ni and regularly carried, that
the City Staff be authorized to pursue the application of the Town of Colma.
Mayor Ahern stated that there being no further ~usiness, Council would now consider
the Public Hearing and everyone would be given the opportunity to speak.
The Public Hearing concerned the Notice of Hearing - Appeal from Use Permit UP-166
of the South San Francisco Planning Commission conditionally Granting Use Permit
to Establish Damien House Drop In Center in an Existing Single Family Dwelling
at 983 Linden Avenue in the C-3 District.
Accompanying were the letter of appeal from Mr. Joseph Saco protesting the granting
of UP-166 and letters of protest as received from Mrs. Roy Davia dated October 4,
1970; Gemini Metals & Iron Art Works dated October 6, 1970 and countersigned by
Overhead Door Company.
Also accompanying is the letter as signed by Reverend Bill Willms, Our Redeemer's
Lutheran Church, and Reverend Kenneth Glenn, First Southern Baptist Church, support-
ing the Damien Center.
Mayor Ahern declared the Public Hearing opened, asking if any written ~rotests had
been received to which the City Clerk replied that the following communications and
petitions had been received in this regard: letter of protest dated September 30,
1970 from Mr. Joseph Saco; letter of protest:dated October 4, 1970 from Mrs.
Roy Davis; letter of protest dated October 6, 1970 from Gemini Metals & Iron
Art Works and Overhead Door Company as countersigned by Mr. Robert A. Miller and
Mr. Thomas K. Bigg!; letter of support dated September 24, 1970 as signed by
Reverend Bill Wilims, Our Redeemer Lutheran Church and Reverend Kenneth Glenn,
First Southern Baptist Church; letter of support dated October 29, 1970 from
Mrs. Merri L. Delucchi; letter of support dated October 30, 1970 from Mr. and Mrs.
Roy Leighton; letter of protest dated November 2, 1970 from Mrs. Lillian Sivell;
letter of protest dated November 2, 1970 from Mrs. Barbara Contos; Protest Petition
as signed by 161 signatures; Petition in Support as signed by 411 signatures.
Mayor Ahern then asked if anyone present wished to speak on the subject.
Mr. Leo Sack, 2248 Shannon Drive, stated that he was the Chairman of Friends of
Damien House Steering Committee, and urged Council's consideration to the establish-
ment of the Damlen House since the need was obvious, and at the present time, in
the critical stages. He explained the organization of their group after which at
the request of Mayor Ahern, he read the stipulations as contained in the Planning
Commission's Use Permit recommendations which they could carry out as requested.
He requested permission to speak again on the subject matter.
Mr. August Chevalier, 2600 Leix Way, requested information concerning the tFpe
of structure in the house which was to be used, during which time he discussed this
in def~l with Mr. Leonard Pittz, Chief Building Inspector. He likewise requested
information concerning the amount of square footage which would be used for occupancy
Dr. Paul Nielsen, Superintendent of South San Francisco UnEied School District,
commented that he was not present this evening representing the Board of Trustees
nor,;was he representing the audience, but was representing a segment of students
in the school district. He stated that help was needed in this regard, that the
program could not be done completely by the schools, that assistance was needed
during the evening hours and during the night, stating that the school authorities
had expelled students who had either sold drugs or used drugs on school premises,

Mr. Bob Franklin, 289 Village Way, related his experiences with incidents which took
place when he visited a Damien House in New Jersey, stating that as soon as ouch an
establishment were allowed, undesirables would find their way into South San Francisco
and objected to the granting of this request.
Mrs. Tuba Stamates, 429 Hemlock Avenue, stated that she was opposed to the location of
Damien House because of its close proximity to a nearby elementary school.
Mr. Steven Stamates, 429 Hemlock Avenue, stated that this matter had come to the attention
of Council some two years ago and at that time, had been denied. He requested a continuance
of the matter so other residents of his area could be present to speak on this matter.
Mr. William Vitalie, 2343 Edgewood Way, commented that youth of the community needed help
and that the door should not be closed in their face, and urged Council's consideration to
the establishment of Damien House.
Councilman Mammini commented that he had attended many Damien House meetings add that they
were trying to get a job done, stating that several years ago, they attempted to locate in
South San Francisco and were requested to find the right place.
Councilman Mammini then moved that the appeal be denied and that Damien House be granted its
Permit.
Councilmen Steinkamp seconded the motion.
Father James Purcell, 315 Walnut Avenue, stated that a communication had been forwarded
from the Parish Council of All Souls Church which was an elected body representing the
entire Parish, this elected body being composed of people from 40 to 50 years of age and
had unanimously endo~sed~' the concept of the Damien House. He then went on to explain the
need for Damien House and urged Council's serious consideration to its establishment.
A youth residing on Fleetwood Drive, urged Council's consideration to the establishment
of Damien House because of its need. ..
Mrs. Nancy Hale, 123 Cuesta Drive, at this time read a statement from the Citizens'
Advisory Committee to the schools, spoke on the C~mittee's formation, its membership and
urged the establishment of Damien House, requesting Council's support.
Mr. Nathan Seres, 153 Northwood Drive, stated that he was a resident near the Brentwood
Bowling Alley, reciting some of the many disturbances which took place at that establishment
and the damages to private property. He stated that he supported the Damien House, con-
cluding-that the youngsters were requesting help and that youth be given a chance.
Councilman Bertucelli stated that he had always tried to look out for all of the citizens
and their welfare as well as the youth of the City; that conditions had been imposed on the
Use Permit and would support giving the youngsters a chance. He further remarked that if
the added condition would be made to the Use Permit that if any problem arose, the Permit
would be i~ediately revoked.
Discussion then followed between Councilman Borba and Mr. Korwitz concerning age groups
which would be visiting Damien House after which Mrs. Merri De lucchi, 700 Serra Drive,
stated that she was affiliated with the Damien House, had three small children and did not
hesitate bringing her children with her whenever it was necessary to visit a Damien House
location.
In answer to Councilman Borba, Police Chief Rosano commented on the matter of drug problems,
stating that drug abuse exists in every social, economic level in every city in the United
States.
Reverend Bill Willms, 408 Forrest View Drive, Pastor of Our Redeemer's Lutheran Church,
spoke on the resolution which had been passed by the South San Francisco Ministerial Fellow-
ship, reading it in full, which resolutio~ supported the idea of the Damien House. He
stated that it was not their purpose to simply pass a resolution, but to lend their support
to such a program. He urged Council to vote in favor of Damien House.
Mrs. Beryl Harris, 434 Hemlock Avenue, stated that she wished to object to the location
because of its close proximity to the local elementary school.
Mrs. Amy Pilgrim, resident of San Mateo, stated that she had two children, ages 7 and 9, that
she was actively involved in Damien House work and that her children gained by their re-
lation to other people.
Mr. Henry Rogers 78 Granada Drive, stated that he appreciated Council's indication to approve
the permit, requesting Councilman Bertucelil to withdraw his suggestion to close the Damien
house in the event ~f one incident were to take place since the incident would be brought
about at no fault of Damlen House. He concluded by stating this was too severea condition.
Councilman Bertucelli stated that, in his opinion, the matter of revocation was contained in
Item 13 of the Planning Commission Use Permit and that his additional condition was not needed.
Reverend Carl Curtwright stated that his hand was always stretched out to anyone who
needed help, that n~st of the people gathered here this evening were to help and urged
Council to grant the Permit.
Mr. Eugene DiPasqua, 648 Serra Drive, confronted on his personal experience which came about
as a result of taking a prescription authorized by a doctor which had a reverse affect on
him and of the resulting arrest and incarceration. He urged that the young people be give
a chance they deserve.

they would continue their stand in this regard and urged Council's assistance in this
request.
Mr. Gerald Higgins, 701 Hillside Boulevard, stated that he was in agreement with Dr.
Nielsen, urged Council's consideration to the establishment of the Damien House which would
provide a solution for the problems of youth.
Mr. Phil Heumann, Metropolitan Furniture Company, 950 Linden Avenue, stated that he was
located across the street feom the proposed building, that they had been in this location
for a number of years and looked forward to Damien House as neighbors. He urged Council's
consideration in granting this permit, remarking that it was the youngsters who wished to
help themselves. He further remarked that they were prepared to offer pieces of fur-
niture to them in helping them establish the Damien House.
Mr. Robert Miller, Gemini Metals & Iron Art Works, stated that when Mr. Sack', repre-
senting the Damien House, spoke to him earlier, mention was made that it was the location
for run-away children, upset children, and that the matter of narcotics had been played
down. He stated that while he was not opposed to the program, felt the location was not
a proper one, that the building was not the type which could house the number of people
proposed nor was there adequate parking.
Mr. Sack at this time presented for the consideration of Council a petition containing some
400 signatures which favored the establishment of Damien House.
Mr. John F. Dillon, 28 Arlington Drive, stated that he was an employee of the Department
of Motor Vehicles in San MateD and the Damien House was located next door to their office,
and at no time was there any nuisance, no parking problems, nor need for Police int®~ention.
Mr. Donald Grimes, 123 Francisco Drive, commented that in the San MateD Damien House location
a bad infection of hepatitus had taken place but that no mention had been made of this,
this evening.
Dr. Howard Gurezwitz, Chief Mental Health Office'of the County of San MateD, stated that
he had discussed these facts with Dr. James Body, Director of Public Health, who stated
that there had been no report of hepatitus in the San MateD location and further explained
the types of hepatitus which could be contracted. He stated that he had no knowledge of
any drug abuses in the San MateD Damien House.
Mr. Joe Krowitz stated that he was the Director of Programs for the Damien House, stating
that if Damien House were allowed, there would be programs of work shop and activities for
youngsters who would visit the establishment. He further explained to Council the pro-
visions which would be made for overnight residents and the conditions under which such
residency would be allowed.
Discussion followed between Mayor Ahern and Mr. Krowitz concerning~l~ matter of residency
and the requirements.
Councilman Borba at this time discussed with Mr. Krowitz the matter of minimum and maximum
ages of people to be allowed as residents after which he brought to the attention of the
City Council violations which had taken place in the San Mated location and the fact that
neighboring cities in the Peninsula did not wish the establishment of such a Damien House.
Mr. Sack, in answer to Council's inquiry, informed them as to how the funds were to be
derived for the Damien House and that it would not be at tax payers' expense.
Discussion followed during which time Councilman Borba commented on other violations which
had taken place.
Mr. John Dillon commented on the number of people which would be involved in this program
and the purposes for which it would serve.
Mr. Robert Voioslng, 2228 Kenry Way, stated that he wished to go on record in favor of the
Damien House, stating that the people who staff Damien House were trying to help even
though there were limited funds in this regard. He urged Council to grant the Use Permit
as requested.
Mr. lan McKinnon, resident staff member of the Damien House and Director of the Damien
House in San MateD, stated that he had become a resident not as a drug problem, but
because of his attitude towards society and from the counseling which he had received,
was given a new attitude, eventually working with church groups and other organizations
to assist the youth.
Mr, Thomas Biggs, 975 Linden Avenue, whose business is established next to the proposed
Damien House location, stated that he did not oppose the Damlen House but its location.
In answer to Councilman Steinkamp, Mr. Sack reported as to how a Police officer from the
City's Police Department would function on the Advisory Committee. He remarked that this
was volunteer help, that there were no paid salaries and that they acted as resource
people to whom' the Directors could turn in case of a determination.
In answer to Mayor Ahern, Mr. Sack explained the structure of Damien House and how it
operated.
Miss Rosalee Maleck, 585 Rocca Avenue, stated that she was a school teacher involved with
both grade school children and Jr. high school students and knew the need for such a
program; further stating that the time has now come ~m such a program, urging Council
to grant the request.
Mayor Ahern declared a recess at 9:45 p.m.
