NOTICE OF SPECIAL MEETING
NOTICE IS HEREBY GIVEN, pursuant to the Government Code of the State of California, that the City
Council of the City of South San Francisco will hold a special meeting on Monday, January 25, 1971, at 8:00 P.M.
in the Council Chambers, City Hall, South San Francisco, California.
The purpose of the meeting is to
I) Receive comments and suggestions from employees and their representatives regarding a
"response time" or"proximity requirement" regulation.

Mayor At~n called the meeting to order at 8:03 p.m.
Present:
Absent:
Councilmen Patrick E. Ahern, Frank J. Bertucelli, William A. Borba,
F. Frank Mammini and Warren Steinkamp.

The City Clerk at this time read to those present the items which were to be considered
this evening by the City Council after which Mayor Ahem stated that he would call on
the department head in alphabetical order for their comments concerning the matter of
residence requirements,
Acting City Manager Ross stated that the Chief Building Inspector was attending a
Planning Commission meeting across the hall and that Council had before them his Inter-
Office Memorandum regarding his comments on residence requirements.
Mr. Rex Green, Building Inspector, remarked that the local union representative would
speak in their behalf.
City Attorney Noonan explained the Senate Bill concerning the matter of residence
requirements and commented on the items which Council would be presented with this
evening, after which he remarked that he recommended a thirty-minute response time
insofar as residence requirements were concerned.
City Clerk Arthur Rodondi recommended a thirty-minute response time.
Acting City Manager Ross stated that the recommendation was for a sixty-minute response
time.
Director of Public Works Goss reported that the Planning Department's recommendation was
for a thirty-minute response time.

Fire Chief Marchi at this time read from his Inter-Office Memorandum concerning residence
requirements, copies of which he distributed to the members of the City Council prior to
his reading.
Upon conclusion of the reading by the Fire Chief, Mr. Richard Rosinski, representing
the Fire Fighters Local 1569, briefly commented on the matter of response time as it
affected their department. He compared their request with other benchmark cities
with whom they had previously been compared.
Brief discussion then followed befween Mr. Rosinski and the City Council concerning the
time it took to reach certain areas within the City from the outlying areas.
Assistant Fire Chief Alwin Brauns commented on the difference between South San
Francisco and other peninsula cities, pointing out the potential hazards and dangers
which this City was subject to in certain target areas such as DuPont and Fullers
and the like. He stated that a time element in response was important and that their
department owed the people who paid the taxes certain responsibilities.
Mr. Patrick Dunleavy, member of the Fire Department, commented on the change in the
law which permitted outside residency.
POLI CE DEPT.:
Police Chief Rosano explained the types of emergencies which might arise in his depart-
ment and the need for his officers to arrive at the station properly attired for each
type of incident. He stated that a sixty-minute response time from the time his officers
were contacted to the time which they should arrive at the station was recommended and
further, that living within San Mateo County would be in order.
A representative of the Police Association, present in the audience, stated that the
City should not impose limits but that, however, as safety members, there should be
some restrictions.

Superintendent of Public Works Hugo Stoppoloni read from his Inter-Office Memorandum
of July 27, 1970 in which his recommendations as they concern response time were
enumerated.
RECREATION AND PARK DEPT.: A thirty to forty-five minute response time was recommended.

A sixty-minute response time was recommended.
Mayor Ahern then asked if any member of the Personnel Board wished to make any comment.
Mr. Frank O'Brien stated that his Board has devoted entire evenings to the subject. At
the request of the City Council, Mr. O'Brien explained the Board's feelings concerning
its decisions at which time it was generally agreed that response time should be thirty
minutes. He remarked that he did not feel the recommendation conveyed the Board members'
feelings to the City Council, further that the Board felt that the State Legislature was
infringing on the rights of the City by adopting such legislation.
Mr. Walter McNamara remarked that he did not feel the City's authority should be taken
over since the City elected officials to make the decisions in such matters.
Mr. Mario Gagliolo remarked that he felt the Senate Bill affected the employee recruitment
locally which would be an effect on local tax payers as a result.
Mr. Gildo Fregosi remarked that he did not favor the Senate Bill, suggesting that a
ruling be obtained from the Attorney General's office.
Brief discussion then followed concerning the Senate Bill.
Mr. Frank Gillis, Business Agent for AFL-CIO Union, at this time briefly explained the
background of the Bill, its proposal, and its finally being enacted into law, He re-
quested Council use reasons in their decision in this regard. He then commented on
the various departments which he represented and his suggestions with regard to response
time.
Brief discussion then followed Mr. Henry Rogers, a resident of South San Francisco and
City Attorney Noonan with regard to the Senate Bill. Mr. Rogers requested an explanation
concerning the various suggested types of residence requirements which were made this
evening.
Councilman Mammini commented that people should be allowed to live where they choose,
stating that many people would not move out of the City because of economic reasons.
Further discussion followed after which Mayor Ahern expressed his thanks to everyone
who attended and offered their suggestions, stating that Council would now take the
suggestions under consideration and make its decision with regard to the residence
requirements.

NOTIFICATION OF
COMING MEETINGS:
City Attorney Noonan requested that the ordinance amending Ordinance No. 353, as amended,
be continued to the next meeting since the map required changes to be made. He explained
these changes to the members of the City Council and those present in the audience from
a map which he had with him and there being no objections, Mayor Ahern continued the
second reading to the next regular meeting.
Acting City Manager Laurence Ross then brought to Council's attention notifications of
meetings which were to be held during the coming weeks after which Councilman Steinkamp
commented that the City had been invited to look at and ride on the Bay Area Rapid Transit
cars and view their stations.
ADJOURNMENT TO EXECUTIVE
PERSONNEL SESSION:
Councilman Borba then moved, seconded by Councilman Bertucelli and regularly carried,
that the meeting be adjourned to an Executive Personnel Session.

ADJOURNMENT:
Mayor Ahern at this time announced that the purpose for the Executive Personnel
Session was to determine the selection of a City Manager and that the City Council
had made its decisions that Mr. Gale Fo Dreisbach of the City of Lawndale was selected
as the best qualified person.
Councilman Borba moved, seconded by Councilman Mammini and regularly carried, that
the meeting be adjourned.
