Proposed Council Actions: t. 2. 3. 4. Appointments to the Planning Commission and Library Board. Water Quality Control Program, Coordinated' Study. Summer Youth Program. Communication from San Mateo County Board of Supervisors re: Affirmation of Army Corps of Engineers' Project. Date: April 23, 1971 MayoW~ SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO HELD WEDNESDAY APRIL 28, 1971 TIME: PLACE: CALL TO ORDER: ROLL CALL: ADJOURNMENT TO EXECUTI VE PERSONNEL SESS I ON: RECALL TO ORDER: APPOINTMENT OF MRS. CHARLOTTE DILLON TO LIBRARY BOARD: WATER QUALITY CONTROL PROGRAM, COORDINATED STUDY: SUMMER YOUTH PROGRAM: 5:00 p.m. Council Chambers, City Hall. The meeting was called to order by Mayor Borba at 5:04 p.m. Present: Absent: Councilman Patrick E. Ahern, Frank J. 13ertucelli, William A. Borba, F. Frank Mammini and Warren Steinkamp None Mayor Borba announced that the City Council would adjourn to an Executive Personnel Session to consider appointments to the Planning Commission and Library Board. The meeting was then adjourned at 5:05 p.m. for the purpose of an Executive Personnel Session. The meeting was recalled to order by Mayor Borba at 5:30 p.m. Mayor Borba then announced that consideration had been given to appointments to the Library Board and offered the name of Mrs. Charlotte Dillon to replace Mrs. Lenore Varni, deceased. Councilman Steinkamp moved, seconded by Councilman Ahern and regularly carried, that the Mayor's appointment of Mrs. Charlotte Dillon to the Library Board be confirmed. Mayor Borba then offered for Council's confirmation the appointment of Mr. William Botieff as a member of the Planning Commission to replace Mr. Frank Rosati. Councilman Steinkamp moved, seconded by Councilman Ahern and regularly carried, that the Mayor's appointment of Mr. William Botieff to serve as a member of the PlanningCommission be confirmed. Mayor Borba then expressed his thanks to all of those who had submitted their applications for these two positions, stating that their applications and resumes would be kept for future use. Council next proceeded to the matter of the Water Quality Control Board's Coordinated Study. City Manager Dreisbach stated that the City's representatives in this regard were Mr. Goss and Mr. Collins after which Director of Public Works Goss read his report dated April 20, 1971 in which he had recommendedthat the subregional study by the County and the costs involved be approved. Councilman Steinkamp moved, seconded by Councilman Bertucelli and regularly carried, that the recommendation of the Director of Public Works as contai~ned in his Inter-Office Memorandum dated April 20, 1971 be approved and accepted. The next matter for Council's consideration was the Summer Youth Program. Assistant City Manager Ross explained the program which had been proposed, requesting direction of the City Council since there was a need to recruit early for the summer months.-- SUMMER YOUTH PROGRAM: (CONTINUED) AFFIRMATION OF ARMY CORPS OF ENGINEERS' PROJECT: REPORT BE: ACTION AGAINST CITY & SCAVENGER CO. FILED BY ATTORNEY GENERAL: RESOLUTION NO. 5553 REQUESTING PASSAGE OF AB 954 OR SB 550 - FLOOD CONTROL STATE PARTICIPATION: ADJOURNMENT: Discussion then followed at which time mention was made that the program should provide employment to those students who, because of their economic background, were in need of employment and that, further, no employment should be made to the youth of present City employees. Discussion also followed concerning referrals which were to be made to the City from the South San Francisco Economic Information Center and additional funds which might be available from the City's Beautification - Hotel-Motel tax receipts in order that the program could be extended. Assistant City Manager Ross then stated that the only request before Council at this time was that the City be directed to continue the program as adopted in the past with a study to be made concerning the possible extension of the program as suggested. Councilman Bertucelli so moved, seconded by Councilman Ahern and regularly carried. The next item was the communication from the San Mateo County Board of Supervisors dated March 31, 1971 concerning affirmation of the Army Corps of Engineers' Project. Discussion followed at which time City Manager Dreisbach suggested that the City re- affirm its original position, emphasizing that the Corps Project should stay within the existing channel. Councilman Mammini then moved, seconded by Councilman Bertucelli and regularly carried, that the recommendation of the City Manager be approved and accepted. The next item was the Report concerning the action against the City and South San Francisco Scavenger Company as filed by the Attorney General for the Water Quality Control Board. City Attorney Noonan at this time stated that both the City and South San Francisco Scavenger Company had been served with Notice of legal action, explaining the motion which was to be made for a change of venue which would be opposed by the City and that a formal answer was to be made on May 21, 1971 after which a trial date would be set. He commented that he felt that the City had a good defense in this case and invited a tour of the site to review the work which had been done and which had been done in an excellent fashion. Discussion then followed concerning the earlier tests which had been made and which showed no pollutants being discharged into the Bay waters but that, in effect, the debris which had been found floating there, had come from outside sources which had floated to the vicinity of the City's landfill. Mayor Borba then requested that the City's enforcement agency patrol the landfill site to assure that there wo~ld be no dumping .by the public as had been found to have been the case in the past. The next item was a resolution requesting passage of AB 954 or SB 550 concerning State participation in flood control. Councilman Steinkamp introduced the resolution entitled: "A RESOLUTION REQUESTING PASSAGE OF AB 954 OR SB 550 - FLOOD CONTROL, STATE PARTICIPATION." Roll call vote was as follows: Ayes, Councilmen Patrick E. Ahern, Frank J. Bertucelli, William A. Borba, F. Frank Mammini and Warren Steinkamp. Noes, none. Absent, none. There being nothing further, Councilman Mammini moved, seconded by Councilman Ahern and regularly carried, that the meeting be adjourned.
