CALL TO ORDER: The meeting was called to order by Vice Mayor Stelnkamp at 6:38 p.m.

Vice Mayor Steinkamp stated that Mayor Mamminl, due to illness, had
been ordered by his doctor ~ot to be present this evening.
RECESS FOR EXEC. Vice Mayor Steinkamp at this time recessed the meeting to an executive

Vice Mayor Steinkamp stated that twelve candidates had been interviewed
for the Park and Recreation Commission, that all were good candidates,
and offered for Council's conflrmatlon the three Candidates chosen.
These were as follows: Masers. John M. Cannon~ 137 Alta Loma Drive;
James R. Morton, 2341 Shannon Drive; Frank J. Prendergast, 3717 Erris
Court.
Councilman Borba moved, seconded by Councilman Ahern and regularly
carried, that the Vice Mayor's appointments be confirmed.
Vice Mayor STeinkamp extended congratula,ions to all three candidates.

SYSTEM:
Council next took up the matter of the South San Francisco Transit
System.
Lengthy discussion followed during which time the following spoke;
Mr. David Frledenberg, Attorney for the South San Francisco Transit
System, who gave a background of the system, filing petltions signed
by residents urging City's asslstance after which he requested City's
subsidy for a period of slx months.
Mr. Barton, 266 Dundee Drive, who stated that if the City wished to
subsidize businesses, h[.swas available also.
Mr. John Putkey, Attorney for Northgate Transit Company, who commented
on the operations of the South San Francisco Translt Company, commentlng
that he felt the request should be denied.
Discussion then followed between Councilman Boblitt and Mr. Putkey
concerning the operations of the South San Francisco Transit Company.
Deputy City Attorney John Shaw who commented on the recent court appear-
ance concerning the operations of the South San Francisco Transit
Company outside of Its route.
Mr. Donald Gamma, 3790 Cork Place, representing residents of West Park,
who favored Council's support to the continued operation of the bus
system.

Mr. Robert Polzoni, 717 Parkway, who inquired as to why Nor,hga,e
Transl, Company did no, extend ,heir services and who urged ,he City
to re,aln ,he Sou,h San Francisco Transit Bus serVice.
Mrs. Fern Lynch, a resident of Rotary Plaza, who urged Council's
support to the South San Francisco Transit Company.

Mr. George Ferrls of Northgate Transit who commented on his offer to the
City for extended bus service.
Mr. Jake Jones, 12 El Campo Drive. owner of El Camino Char,er Lines.

Mr. Richard Fllburn, Advertising Manager for Northgate Transit Company.
who commented on his flrm's investigation into additional routes
within the City.
Discussion followed be,ween Councilman Bobllt, and Mr. Filburn con~
cernlng ,he inspection of Nor,hga,e Transit buses.
Mr. Kenneth Post, 375 Forest View Drive, who remarked that he fei,
,he bus service was needed but no, in the me,hod proposed.
Mr. Wesley~Stede, 2555 Donegal Drive, who s,a,ed he felt assistance
should be given by ,he Cl,y ,o ,he Sou, h San Francisco Transit Company.

Company, who requested Council's continuance of the matter to the
next regular meeting of Honday, January 15. 1973 for action.

Councilman Ahern requested Staff make a recommendation in ,his regard.
The motion did not receive a second.
Vice Mayor Steinkamp declared a five-minute recess at 12:03 a.m.
The meeting was recalled to order by Vice Nayor S,elnkamp a, 12:09 a.m.

Discussion ,hen followed at which ,ime Mr. Fridenberg again asked
if the ma,,er of ,he Sou,h San Franclsco Translt would be on Nonday
night's agenda to which VlceMayor Stelnkamp stated ,has it would be
scheduled for Nonday, January 15, 1973.
The next item concerned ,he Coamunlcatlon Building.
Mr. Fred Hull, Dlrec,or of Ecological Development, briefly commen,ed
on the communlca, ion problem the Police Department was experiencing
and stated that ,he Pollce Chlef was present to further explain the
matter.
Police Chief Rosano, in detail, explained the application which had
been made with the Federal Communication Commission for frequency
allocation which had been granted since the present frequency was not
functioning to the best use of the Department, He also explained
the type of building and location ,o house this equipment.
Discussion then followed among the Members of the City Council, Police
Chief Rosario and Mr. Fred Hull after which the City Manager suggested
a motion to proceed on doing what is necessary to put the buiilding up.
Councilman Borba requested the matter be placed on the agenda for
the meeting of January 15, 1973.
There being no objections, Vlce Mayor Steinkamp so ordered.
The next item concerned the appointment to the colma Creek Advisory
Committee.
Councilman Borba proposed the appointment of Mr. Donald Grimes to this
committee.
Discussion followed after which councilman Borba so moved, seconded by
councilman Ahern.
Further discussion followed at which time Councilman Ahern sugges,ed
that ,he person should first be con,acted before being appoin,ed.
Councilman Borba then withdrew hls mo, Ion and Councilman Ahern withdrew
his second.
There b~Ing no objection, the matter was rescheduled by Vice Mayor
Stelnkamp for the meeting of January 15, 1973.
Councilman next had before them the matter of a resolution authorizing
an agreement to accept road rlght of ways.
City Attorney John Noonan explained the resolution which authorized a
Quitclaim Deed and the second resolution which authorized an amending
agreement, both of which concerned the Cabot, Cabot & Forbes properties.
Fu~her explana, ion was :made by Mr. Fred Hull, Director of Ecological
Development, after which Councilman Ahem suggested ,ha, this mat,er be
placed on the agenda for the meeting of January 15, 1973.
There belng no objections, it was so ordered.

City Attorney Noonan at this time brought up the matter of two reso-
lutions whlch concerned the Marina Feasibility Study.
After discussion, Councilman Boblitt introduced the resolution autho-
rizing an application for a Planning loan for preparation of an
Engineering Feasibility Study.
Roll call vote was as follows: Ayes, Councilmen Gordon T. Boblitt
and Warren Stelnkamp. Noes, Councilman Wllllam B. Borba. Absent,
Councilman F. Frank Mammlnl. Abstaining, Councilman Patrick E. Ahem,
Further discussion followed concerning the urgency of the resolutions
at which time, City Manager Dretsbach explained their need.
Councilmen Boblitt then introduced the resolution entitled: "A RESO-
· LUTION AUTHORIZING AN APPLICATION FOR A PLANNING LOAN FOR PREPARATION
OF AN ENGINEERING FEASIBILITY STUDY."
Roll call vote was as follows: Ayes, Councilmen Patrick E. Ahem,
Gordon T. Boblitt and Warren Stelnkamp. Noes, Councilman William
Borba. Absent, Councllman F. Frank Mammlni.
Councilman Ahern, in casting his "Aye" vote, stated that in the future
wanted all the information.
Councilman Boblitt then introduced a resolutlon entitled: "A RESOLU-
TION AUTHORIZING REQUEST TO SAN MATEO COUNTY HARBOR DISTRICT FOR
MARINA FUNDS."
Roll call vote was as follows: Ayes, Councilmen Patrick E. Ahern,
Gordon T. Boblltt and Warren Stelnkamp. Noes, Councilman William A.
Borba. Absent, Councilman F. Frank
City Manager~ Dreisbach at this time brought up the matter of the
Westberough sewer breakdown and the committee proposed to be formed,
consisting of Mo representatives from the Westborough Water District
and two City-elected officials. He requested the appointment of
two persons.
Council~en Boblitt and Ahem both volunteered to serve.
City Manager Dreisbach at this time requested authorization to obtain
outside help for the Planning Department.
City Attorney Noonan explained that this would authorize the City
Manager to spend up to $1,000 for the next sixty days. City Manager
Dreisbach stated that he considered employing Mr. Neal Martin who
was formerly with the firm of Hahn & Wise.
Councilman Borba moved, seconded by Councilman Boblitt and regularly
carried, that the allocation of $1~000 be approved.
There being nothing further, Vice Mayor Steinkamp adjourned the
meet at [:35 a.m.
