MINUTES:
Vice Mayor S,elnkamp asked if ,here was a motion approving the Minutes
of the regularmae, lng of January 2, 1973.
Councilman Borba moved, seconded by Councilman Boblitt and regularly
carried, that the Minutes of the regular mae, lng of January 2, 1973,
be approved as submitted.
REGULAR CLAIMS:
Vice Mayor Stelnkamp asked If there was a motion approving the
regular claims as submitted.
councilman Borba commented on the glass repair claims, asking if this
was caused by vandalism to which the City Manager repJied that they
were and that the City was working in this area with the parents.
City Manager Drelsbach then requested that there be added the claim
of South San Francisco Tire Servlce In the amount of $92.15 as Indi-
cated in ,he amended claim form presented to Council just before
the meeting.
councilman Boblitt moved that the regular claims be paid with the
amended claim as well.
councilman Borba ated that a~ewould second the motion, providing his
vote was registered "No" on the luncheon claims and also the VTN bills.
Councilmen Steinkamp and Bobllt"f voted "Aye." Councilman Borba voted
"No" on the t~o items.
Viee Mayor Stelnkamp then stated that ,he claims stand as paid.
Discussion then followed concerning the vote after which the City
Attorney suggested that council delete from the claims those objection-
able claims and then vote separately on those.
Councilman Ahem then moved the claims be paid with the exception of
those which are in doubt. Councilman Borba seconded the motion.
Discussion followed concerning the questioned bills, councilman Ahem
commented that they were VTN bills. Councilman Borba stated that they
were luncheon bills.

At the request of 03uncll, the City Clerk replayed the tape. After
the replay, City Attorney Noonan stated that he heard only one "Nay"
vote.
Discussion followed after which City Attorney Noonan Informed the
Vice Mayor that his ruling was correct. He then suggested that Council
consider separating the bills, leavlng those In doubt ?o be decided.
Further discussion followed after which Councilman Ahem requested a
roll call vote. City Attorney Noonen stated that to appeal the decision
of the chair, takesa majority vote to overrule the chair.
Councilman Ahem stated, for the record, that he objected to paying
the bills until he found out more about them.
City Attorney Noonan suggested that, in the future, If a Councilman
wished to object to a bill, he request this claim be deleted from the
list of claims and then approve or disapprove the whole list.
Vice Mayor Stelnkamp then asked if there was a motion approving the claims
as submitted for Parking Dtstrlct No. I for payment.
Councllman Ahern moved, seconded by Councilmen Boblltt and regularly
carried, that the claims, as submitted for Parking District No. I,
totaling $2.66, be approved for payment.
Stonegate Ridge Unit No. I Claim:
Wilson, Jones, Morton & Lynch claim dated December 15, 1972
In the amount of $332.35 for legal services rendered.
Councilman Boblltt moved, seconded by Councilman Borba and regularly
carried, that the claim as submitted for Stonegate Ridge Unit No, I,
be approved as submitted.
Deputy City Attorney Shaw explained the first resolution after which
Councilman Borba Introduced the resolution entitled: "A RESOLUTION
REGARDING BOY SCOUTS OF AMERICA SUSTAINING MENBERSHIP ENROLLMENT."
Roll call vote was as follows: Ayes, Councilmen Patrick E. Ahern,
Gordon T. Boblltt, William A. Borba and Warren Steinkamp. Noes, none.

Councilman Borba then introduced Mr. Gene Regan of the San Mateo Boy
Scout Councll who thanked Council for the Resolatlon after which he
introduced Mr. Remi Mullyeart, Chairman of th.rs section who thanked
Council for their kindness.
Deputy City Attorney Shaw explained the next resolution after which
councilman Boblitt introduced the resolution entitled: "A RESOLUTION
COMMENDING PHILIP J. VAN DER LEEST."
Roll call vote was as follows: Ayes, Councilmen Patrick E. Ahern,
Gordon T. Boblitt, William A. Borba and Warren Steinkamp. Noes, none.

The next resolution was explained by Deputy City Attorney Shaw after
which Councilman Boblitt introduced the resolution entitled: "A
RESOLUTION COMMENDING UNITED STATES ARMY CORPS OF ENGINEERS."

Councilman Ahem requested a continuance on The matter since the Beau-

the, they should be given ,his opportunity.

Roll call vote was as follows: Ayes, Councilmen Patrick E. Ahem,

The next matter for Council's consideration was the South San Francisco
Transit System.
Vice Mayor Steinkamp declared a recess at 9:11 p.m.
The meeting was recalled to order by Vice Mayor S,einkamp at 9:28 p.m.
with all Council presen,; Councilman Mammini, absent.
City Manager Dreisbach commented that he had been directed to present
a report reading in full his Inter-Offico Memorandum dated January 15,
1973.
A lengthy discussion then followed during which time, the following
persons spoke:
Mr. Davtd Frledenberg, representing the South San Francisco Transit
Company, gave a summary of the operatlons of the bus system. He stated
that slnce there would be an election tn April, suggested that the
City grant a subsidy for three months and then have the issue placed
on the ballot for the voters to decide whether or not they wished a
subsidy.
Discussion followed between Counclln~n Ahem and Mr. David Friedenberg
concerning the orJigtnal Investment tn the company and the financial
statement requested.
Finance Director Edward Allarlo, In answer to Vice Mayor Stelnkamp,
summarized the financial statement received by the City.
Councilman Boblltt suggested placing the issue on the April Election.
Mr. Fernando Teglla, 378 Altamont Drlve, stated he did not feel the
City should subsidize the South San Francisco Transit Company.
Mr. John Putkey, representing the North Gate Transit Company, commented
on the Staff report as a thorough one, the operations of the South
San Francisco Transit Company, stating the recommendation of the Staff
report should be considered.
Mr. Donald Gamma urged this matter going to the vote of the people,
requesting the City adopt a resolution In this regard.
Mrs. Fern Lynch, a resident of Rotary Plaza, urged assistance to the
South San Francisco Transit Company.
Roseanne Kohler of El Campo Drive suggested the acquisition of a bus
for theSenlor Cittzenst own use.
Mr. Donald Grimes who represented the City on Bay Area Rapid Transit
gave a summary of transit plans for the future.
The owner of Northgate: Transit spoke on the benefits to be derived
if proper service and management were provided.
Barbara Reid of Newman Drive commented that It was up to the City
to support local services.
COuncilman Borba then moved that this be deleted from further action.
Councilman Ahern requested that others present be allowed first to
speak on the matter.
A woman resident of Westborough requested that the City should give
someone a chance to provide service and do something for the Transit
Company.

Mrs. Yvonne OIiver, the morning Bus Driver, stated that her company
was here to provide a service and that Northgate: did not provide
such a service.
Deputy City Attorney Shaw explained the route of the South San Francisco
Transit Company.
Councilman Boblitt then moved that the City subsidize this service
for three months end put this up to'the vote of the people and use this
period for a real good study adequately supervised by the City and give
this bus company a free hand to run wherever people are at and not
where they are forced to run by stipulations by the City.
Vice Mayor Steinkamp seconded the motion.
Mr. Jake Jones commented that. if City monies were to be used. this
shoald be put up to bid or the vote of the people.

The next Item was the matter of the Con~unications Building.

present this evening and requested continuance of the item.

The next Item was the claim against the City as flied by Mr. Raymond
Lechner for alleged damages suffered to his vehicle by City-owned truck.
Councilman Boblltt moved, seconded by Councilman Borba and regularly
carried, that the claim be rejected and referred to the City's insurance
carrier and to the office of the City Attorney; and Notice be given
to claimant in accordance with Government Code Sections 913, 915.4
and other related sections of the Government Code;
The next claim for Council's attention was filed by Mrs. Marie Owens
for alleged damages to her car as a result of collision: with City-
owned vehicle.
Councilman Borba moved, seconded by Councilman Ahem and regularly
carrled, that the claim be rejected and referred to the City's insurance
carrier and to the office of the City Attorney; and Notice be given
to claimant in accordance with Government Code Sections 913, 915.4
and other related sections of the Government Code.
The next Item was the claim as flied by the law office of Thornton,
Taylor & Downs on behalf of the Hartford Fire Insurance Company for
alleged flood damages.

In answer to Councilman Borba's Inquiry, City Manager Dreisbach re-
ported that the City did receive reimbursement with HUD money for the
Botleff parcel of property purchased by the City.
There being nothing further, Vice Mayor Stelnkamp asked if anyone
present wished to offer anything under Good and Welfare.

ING - LESKO:
Mrs. Inez Lesko requested Information concerning the matter of
flooding which occurred on her p~operty.
Discussion followed after which it was agreed that Staff would again
meet with Mrs. Leko at her home on Wednesday, January 17, 1973.

C.C.&F.:
Council, with Mr; Hull and Mr. Pass, again discussed the matter of
Resolutions Nos. 7 and 8 concerning Cabot, Cabot & Forbes and which
had been continued, after which Councilman Borba moved that this
matter be placed over for further study, There was no second to
the motion.
There being nothing further, Vice Mayor Steinkamp adjourned the meeting
at 11:45 p.m,
