Mayor Mammini called the meeting to order at 8:00 p.m.
The Pledge of Allegiance to the Flag was recited and in the absence
of Reverend Charles O'Neal of First Southern Baptist Church, no
Invocation was given.

Mayor Mammini asked if there was a motion approving the Minutes
of the regular mee, ing of February 5, 1973.
Councilman Borba moved, seconded by Councilman Steinkamp and regu-
larly carrled, ,ha, the Minutes of the regular meeting of February 5,
1973, be approved as submi,,ed.
Mayor Mammini asked if there was a motion approving the regular
claims as submitted.
Mayor Mammlni stated that, before proceeding on with the matter
of the approval of the regular claims, he!had:s~en~'several hours
today with the City Attorney, City Manager and Director of Finance
reviewing controversial claims and through the review, the claims
were found to be in order and met the requirements of the contract
with VTN. He further stated that If there were no further questions,
he suggested a motion that all of these clatms be completely reviewed
by an impartial certified public accountant and that the certified
public accountant can meet with all members of the Council to review
once and for all. He then called on the City Attorney who explained
the review of the billings and what they coveked.;
Lengthy discussion followed prior to the City Council's motion and
after the motion had been made.
During the discussion, Mayor Mammlnl suggested that Council should
meet and discuss this matter with the City Manager after which
Councilman Ahern offered the suggestion of Council holding Study
Session meetings once a week for the discussion of such problems.
Mayor Mammini then stated that such meetings could be held and
included as part of his suggested motion.
After further discussion, Mayor Mammini suggested that the motion
is for the purpose of setting up again Study Sessions, also that a
committee be formed for a complete audit and report back to the
Council of the total VTN activities; statlng that if Council wished,
he would participate In it as well as the City Attorney, also that
Councilmen Ahern and Borba could participate.
Councilman St®inkamp then so moved on the Mayor's suggested motion
after which Councilman Ahern stated that he would second the motion
but felt that an audit was not necessary.
At the request of Councilman Borba, roll call vote was as follows:
Councilman Borba voted "Aye" on the Study Session, "No" on the audit.
REGULAR CLAIMS:

Councilman Ahem stated that he felt the same way, that the audit
was not necessary, voting "Aye." Councilman Steinkamp voted "Aye"
but without the Study Sessions. Mayor Mammini voted "Aye" on all.
RECESS:
Mayor Mammini declared a recess at 9:06 p.m., so that the TV cameras
could be retaped.
RECALL TO ORDER: Mayor Mammini recalled the meeting to order at 9:17 p.m., with all
Council present.

At the request of Councilman Borba, a brief explanation was given on
some of the other claims listed for approval this evening, after which
Councilman Steinkamp moved, seconded by Councilman Ahern ,hat the
regular claims be approved for payment as submitted.

City Attorney Noonan briefly explained the resolution after which
brief discussion followed between Mr. Sizoo and Mr. Frank Gillis,
AFSC&ME.
City Attorney Noonan then briefly explained the companion ordinance
which followed af,er which Councilman Ahem introduced ,he resolu, ion

Mayor MamminI ordered the title of the ordinance read. The title of
the ordinance was read.
City Attorney Noonan then explained 'the ordinance and advised the
Council regarding procedure for introduction. Councilman Ahern moved
that reading of the ordinance in Its entlrety be waived and that the
ordinance be introduced and read for the first time by reading title
only, seconded by Councilman Stetnkamp and passed by a unanimous vote.
Councilman Steinkamp moved that the ordinance entitled: "AN ORDINANCE
OF THE CITY OF SOUTH SAN FRANCISCO ESTABLISHING A PROCEDURE FOR THE
FORMATION OF, RECOGNITION OF, AND COMMUNICATION WITH EMPLOYEE ORGAN-
IZATIONS,'' the entire reading of which has been duly waived, be intro-
duced, seconded by Councilman Borba and passed by the following roll
call vote.

comments and that the resolution was now In order for introduction.
Brief discusslon followed at which time Director of Ecological Devel-
opment Hull, in answer to the inquiry of Mr. David Friedenberg, ex-
plained the safety device which provided for the safety of pedestrians
and the reasons why they could not be used; further, that the roadway
was still under the jurisdiction of the County of San Mateo and the
City of South San Francisco had not Jurisdiction at this point.
Councilman Steinkamp introduced the resolution entitled: "A RESO-
LUTION OF AWARD OF CONTRACT WESTBOROUGH BOULEVARD EXTENSION MEDIAN

City Attorney Noonan explained the resolution regarding the calling
for a special election and declaring the date after which Councilman

OF NOTICE AND ESTABLISHING HOURS DURING WHICH POLLS SHALL BE OPEN."

After an explanation by City Attorney Noonan, Councilman Borba intro-

City Manager Dreisbach at this time requested that the Council
appropria,e $7;500 from the unappropriated reserve to the City Clerk's
Election Budget.
Councilman Ahern so moved, seconded by Councilman Borba and regularly
carried.
The next matter was the claim as flied by Charles Cline Moore, Esq.,
on behalf of AAA Air, Inc., for alleged flood damages at I01 So.
Maple Avenue.
Councilman Steinkamp moved, seconded by Councilman Borba and regu,larly
carried, that the claim be rejected and referred to the City's in-
surance carrier and to the office of the City Attorney; and Notice
be given to claimant in accordance with Government Code Sections 913,
915.4 and other related sections of the Government Code.
The next item was the claim against the City as filed by Sapatu Ala
for alleged damages as a result of flooding at 202 Armour AVenue.
Councilman Stelnkamp moved, seconded by Councilman Borba and regularly
carried, that the claim be rejected and referred to the City's in-
surance carrier and to the office of the City Attorney; and Notice
be given to claimant in accordance with Government Code Sections 913,
91:5.4 and other related sections of the Government Code.
The claim as filed against the City by McCarthy & Perillat, Attorneys
at Law, on behalf of Barber-Greene-Telsmlth Equipment Co., for alleged
damages as a result of flooding at 320 Victory Avenue was the next
matter for Council's consideration.
Councilman Steinkamp moved, seconded by Councilman Borba and regularly
carried, that the claim be rejected and referred to the CitY,s in-
surance carrier and to the office of the City Attorney; and Notice
be given to claimant in accordance with Government Code Sections 913,
915.4 and other related sections of the Government Code.

The next item was the claim as filed by McCarthy & Perillat, Attorneys
at Law, on behalf of Berlin Food Equipment Co., Inc., for alleged
damages as a result of flooding at 43 So. Linden Avenue.
Councilman Steinkamp moved, seconded by Councilman Borba and regularly
carried, that the claim be rejected and referred to t~City's in-
surance carrier and to the office of the City Attorney; and Notice
be given to claimant in accordance with Government Code Sections 913,
915.4 and other related sections of the Government Code,
The next matter was the claim as filed against the City by Robert
Phydlth Brown for alleged damages as a result of flooding at 113
Francisco Drive.
Councilman Steinkamp moved, seconded by Councilman Borba and regularly
carried, that the claim be rejected and referred to the City's. in-
surance carrier and to the office of'the City Attorney; and Notice
be given to claimant in accordance with Government Code Sections 913,
915.4 and other related sections of the Government Code.
The next claim against the City was filed by Charles C. Moore, Attorney
at Law, on behalf of R. E. Colhour, dba B & C Automotive, for alleged
damages as a result of flooding at 431 So. Canal Street.
Councilman Steinkemp moved, seconded by Councilman Borba and regularly
carried, that the claim be rejected and referred to the City's in-
surance carrier and to the office of the Clty Attorney; and Notice
be given to claimant in accordance with Government Code Sections 913,
915.4 and other related sections of the Government Code.
The next item was the claim as filed by Charles C. Moore, Esq., on
behalf of Eugene Del Porto and Robert Hermann, dba Del Porto and
Hermann, for alleged damages as a result of flooding at 429 So.
Canal Street.
Councilman Stelnkamp moved, seconded by Councilman Borba and regularly
carrled, that the claim be rejected and referred to the City's in-
surance carrier and to the office of the City Attorney; and Notice
be given to claimant in accordance with Government Code Sections 913,
915.4 and other related sectlons of the Government Code.
The next claim for City Council's attention was filed by Charles C.
Moore, Esq., on behalf of De Alba Bros. Tile Co., Inc., for alleged
damages as a result of flooding at 74 So. Linden Avenue.
Councllman Steinkamp moved, seconded by Councilman Borba and regularly
carried, that the claim be rejected and referred to the City's in-
surance carrier and to the office of the City Attorney; and Notice
be given to claimant in accordance with Government Code Sections 913,
915.4 and other related sections of the Government Code.
The claim as flied by Sadie G. Dobbratz for alleged damages suffered
as a result of flooding at 950 Old Mlsslon Road was the next item.
Councilman Steinkamp moved, seconded by Councilman Borba and regularly
carried, that the claim be rejected and referred to the City's in-
surance carrier and to the office of the City Attorney; and Notice
be given to claimant in accordance with Government Code Sections 913,
915.4 and other related sections of the Government Code.
The next item was the claim against the City as flied by George A.
Weinkauf, Attorney at Law, on behalf of Flexible Plastics Corporation
for alleged damages~as a result of flooding at 132 So. Maple Avenue.
Councilman Stelnkamp moved, seconded by Councilman Borba and regularly
carried, that the claim be rejected and referred to the City's insu-
rance carrier and to the office of the City Attorney; and Notice be
given to claimant in accordance with Government Code Sections 913,
915.4 and other related sections of the Government Code.

Brief discussion followed concerning the right of way which the City
had and the methods by which this could be accomplished.
Councilman Steinkamp then commented on the improvement for traffic
need on Hillside Boulevard due to the increased amount on Randolph
Avenue, suggesting that the County be contacted in this regard and
that work commence on Its improvement.
Director of Ecological Development Hull then briefly commented on the
meeting which had been held with the County Engineer, the work which
was proposed from the western City limits to its terminus near
Airport Boulevard.
At the suggestion of Council.man Ahern, this matter was set for one
of the Council Study sessions.

Mayor Mammini at this time invited anyone to speak under Good and Welfare.
Mr. Jerry Higgins, 701 Hillside Boulevard suggested that, inclUded in
the election ,o be held in May, there be placed on the ballot for the
vote of the people, whether or not the services of VTN were desired.
'4r. Arthur EIIlott, 14 Beverly Court, spoke on the matter of minority
groups, commenting that there were a number of people of minority races
within the City, who held degrees and would be good personnel for
candidates for public office as well:as commissions.
Mr. Wesley Slade, 2555 Donegal Avenue, commented on the lack of
representation in the City by minorlty members.
