. Mayor Pro Tem Steinkamp called the n~eting to order at 8:00 p.m.
The Pledge of Allegiance to the Flag was recited after which the
Invocation was given by Reverend Bill Willms of Our Redeemer Lutheran
Church.~

Mayor Pro Tem Steinkamp asked if there was a motion approving the
Minutes of the regular meeting of April 16, 1973.
Councilman Borba moved, seconded by Councilman Mammini and regularly
carried, that the Minutes of the regular meeting of April 16, 1973
be approved as submitted.
Mayor Pro Tem Stelnkamp asked if there was a motion approving the
regular bills of May 7, 1973 as submitted for payment.
Councilman Borba moved that all bills be paid with the exception of
some $333 of luncheon bills but.~that the $27.50 luncheon bills for the
Lions' award to Police Officers be also approved for payn~nt.
Discussion followed concerning the motion as made after which Mayor
Pro Tem Steinkamp declared the motion dead for a lack of second.
Councilman Ahern then moved that all bills be approved for payment.
Discussion followed after which Councilman Mamminl seconded the motion.
At the request of Councilman Borba, roll call vote was as follows:
Councilman Borba, "Aye" on all claims, including the $27.50 luncheon
I~ills for the Lions' dinner for awards to Police Officers and "No"
on the $333 luncheon bills. Councilmen Patrick E. Ahern, F. Frank
Mammini and Mayor Pro Tern Steinkamp voted "Aye."
The next item was the Notice of Hearing - Proposed Vacation of Willow
Avenue, subject to reservation of certain easements and proposed
vacation of certain Sanitary Sewer Easements.
Mayor Pro Tem Steinkamp declared the Public Hearing opened, asking if
anyone present wished to register any protest.
Brief discussion followed during which time City Attorney Noonan
explained what this vacation covered after which, there being no
oral or written protests, the Public Hearing was closed.
City Attorney Noonan explained the resolution in relation to the
Public Hearing after which Councilman Borba introduced the resolution
entitled: "A RESOLUTION ORDERING THE VACATION OF A PORTION OF
WILLOW AVENUE."
Roll call vote was as follows: Ayes, Councilmen Patrick E. Ahern,
William A. Borba, F. Frank Mammini and Warren Steinkamp. Noes, none.

City Attorney Noonan commented that the next three resolutions were
companion in nature, explaining Resolution No. 2.
Brief discussion followed among Members of the City Council and Mrs.
Betty Higgins, after which Councilman Ahem introduced a resolution
entitled: "A RESOLUTION AUtHORiZING EXECUTION OF A PLANNING LOAN"
A~REEMENT - OYSTER POINT MARINA."
Roll call vote was as follows: Ayes, Councilmen Patrick E. Ahern, F.
Frank Mammini and Warren Steinkamp. Noes, Councilman William A. Borba.
Absent, none.
The next resolution concerned the execution of an agreement with the
San Mateo County Harbor District for a Marina Feasibility Study.
Lengthy discussion followed among Members of the City Council, City
Attorney Noonan, City Manager Dreisbach and Mrs. Betty Higgins con-
cerning the study, its relation with other such installations, the
grants available, after which Councilman Ahem moved, seconded by
Councilman Borba, that the matter be tabled for further study.
Further discussion followed concerning a study of the matter after which
Councilman Ahem withdrew his motion and Councilman Borba withdrew
his second.
There being no objections, Mayor Pro Tem Steinkamp ordered the resolution
continued for further study by Council at a Study Session meeting.
The next resolution concerned the execution of an amending agreement
with Wllllams-Kuebelbeck & Associates, Inc., (Engineering-Economic
Feasibility Study for Oyster Point Marina).
At the request of City Attorney Noonan, the resolutions-was ordered
continued as it was related to the previous continued resolution.
The next resolution for Council's attention concerned the preparation
of an Environmental Impact Report Ge llert Boulevard Extension Project
Assessment District.
Lengthy discussion followed among Members of the City Council, City
Attorney Noonan, City Manager Dreisbach, Mr. Robert Volosing, Mr. Robert
Anderson and City Planner Pass who, in detail, explained the matter.
A recess was declared by Mayor Pro Tem Steinkamp at 8:59 p.m., for
TV camera retaplng.
The meeting was recalled to order by Mayor Pro Tem Steinkamp at 9:11 p.m.,
with all Council present.
Further discussion followed after which Councilman Borba introduced the
resolution entitled: "A RESOLUTION DIRECTING THE PREPARATION OF AN EN-
VIRONMENTAL IMPACT REPORT GELLERT BOULEVARD EXTENSION PROJECT ASSESSMENT
DISTRICT," with a ceiling of $3,000 included in the resolution.
Roll call vote was as follows: Ayes, Councilmen Patrick E. Ahem,
William A. Borba, F. Frank Mammini and Warren Stelnkamp. Noes, none.
Absent, none.
After an explanation by City Attorney Noonan, Councilman Mammini in-
troduced the resolution entitled, "A RESOLUTION AMENDING RESOLUTION
NO. ~lE~, A RESOLUTION DETEF~41NING UNPAID ASSESSMENTS AND PROVIDING

Director of Finance Edward Alario declared the bids received and
recommended award be made to Western Traction Company.
Councilman Borba introduced the resolution entitled: "A RESOLUTION

The next item was the letter of resignation from Mrs. Lynn Adamson,
dated April 25, 1973, from the San Mateo County Transit Citizens'
Advisory Committee,
Councilman Mammini moved, seconded by Councilman Ahern and regularly
carried, that the resignation be accepted and a call made for appli-
catlonsthrough the office of the City Manager,
The matter of Personnel Request was considered by Council,
Director of Finance Alario explained the requests as received from
Mrs. Parks and Mrs, Glusti after which brief discussion followed.
Councilman Borba moved, seconded by Councilman Ahem that they be
placed on permanent status.
City Attorney Noonan then explained how this could be accomplished
after which m~tion as made and seconded was regularly carried.
Councilman Borba, commenting on the need for more space at Council
meetings, moved that future meetings be held at the El Camino High
School Little Theater until there is need to accommodate a smaller
attendance.
There being no second to the motion, Mayor Pro Tem Steinkamp declared
the motion dead.
Councilman Borba next brought up the matter of a recent newspaper
article concerning a number of Clty projects, objecting to the
indication that the City Council was responsible for these delays.
Lengthy discussion followed among Members of the City Council and
City Staff relative to the projects as mentioned in the article.
A recess was declared by Mayor Pro Tem Steinkamp at 10:09 p.m., for
TV camera retaping.
The meeting was recalled to order at 10:16 p.m. with all Counc~present.
Further discussion followed concerning the items and also the employ-
ment of a Director of Parks and Recreation during which time Councilman
Ahem inquired as to what had been done in this regard.
After di. scussion, Councilman Mammini stated that he proposed a motion
that will adopt the report which will implement the desires of
Councilman Ahern to hire a new man insofar as the Superintendent
of Recreation or call him whatever you want to call him; at least,
let us adopt a report in total, It will take care of everything that
needs to be done. If it needs to be changed, we can change it. If
we have to add, we can; if we have to take away from it, we can take
away from it.
Mayor Pro Tam Stelnkamp seconded the motion.
Roll call vote was as follows: Ayes, Councilmen William A. Borba,
F. Frank Mammini and Warren Steinkamp. Noes, Councilman Patrick E.
Ahern. Absent, none.
Councilman Borba next brought up the matter of requiring ratproofing
of buildings.
Discussion followed during which time City Attorney Noonan explained
his study of the matter and the requirement of ratproofing where
none exists.
Councilman Borba then moved that all permits be required to have rat-
proofing. There was no second to the motion.

Acting Director Wilson reported that the study had been completed and
that the Acting City Engineer had been asked to submit a report.

Mr. Ted Pretzer commented on the application of his son for the
position of sweeper operator and was refused on the ba~s that he
had no experience, stating that he did not have such experience and
that his application should be given some consideration.
Mayor Pro Tem Steinkamp then brought up the matter of the $500 con-
tribution received by Council-candidate Mirri.

Mr. Mario Gagliolo, 760 Grand Avenue, expressed his thanks for the
work of the Fire Department in pumping out the basement of the Santo
Cristo Hall during recent floods.
Mr. Gagliolo then extended an invitation to the Members of the City
Council, City Staff and the public to attend the up-coming Chamarita
Celebration to be held by the Santo Cristo Society.
Mr. Gagliolo next requested that more agendas be prepared and that
arrangements be made for a larger meeting place if the need arose
such as tonight,
Councilman Mammlni stated that, during the recess, a suggestion was
made for a TV monitor and increaseot~ficiency of the Public Address
system for the Hallway and Conference Room.
