NO. 6130 AUTHORIZING CITY REPRESENTATIVES TO SIGN & ACCEPT SURPLUS FEDERAL PROPERTY: RESO. NO. 6131 SUPPORTING WTVC PETITION BEFORE FEDERAL COMMUNI- CATIONS COMMIS- SION FOR WAIVER OF SEC. 76.501 RULES/REGS.: FLOOD DAMAGE EL CAMINO HIGH SCHOOL: 7:30 p.m. Conference Room, City Hall. The meeting was called to order by Mayor Warren Steinkamp at 7:35 p.m. Present: Absent: Councilmen Patrick E. Ahern, William A. Borba, Terry J. Mirri and Warren Steinkamp Councilman F. Frank Mammini City Manager Dreisbach stated that, before Council proceeded on with the matter of budget, there were several items that could be disposed of. The first of which was explained by City Attorney Noonan con- cerning the acceptance of surplus Federal property. Councilman Ahern introduced the resolution which was explained by City Attorney Noonan and which was entitled: "A RESOLUTION AUTHO- RIZING CITY REPRESENTATIVES TO SiGN FOR AND ACCEPT SURPLUS PROPERTY ON TERMS AND CONDITIONS STATED.~' Roll call vote was as follows: Ayes, Councilmen Patrick E. Ahern, William A. Borba, Terry J. Mirri and Warren Steinkamp· Noes, none. Absent, Councilman F. Frank Mammini. City Attorney Noonan next brought up a resolution which had been pre- pared supporting the Application of Western TV Cable before the Federal Communications Commission. After an explanation, Councilman Borba introduced the resolution entitled: "A RESOLUTION SUPPORTING WESTERN TV CABLE'S PETITION BEFORE THE FEDERAL COMMUNICATIONS COMMISSION FOR WAIVER OF SECTION 76.501 OF THE RULES AND REGULATIONS." Roll call vote was as follows: Ayes, Councilmen Patrick E. Ahern, William A. Borba, Terry J. Mirri and Warren Steinkamp. Noes, none. Absent, Councilman F. Frank Mammini. City Attorney Noonan then brought up the matter of flood damage at El Camino High School, explaining the matter to the City Council. FLOOD DAMAGE EL CAMINO HIGH SCHOOL: (CONT.) City Attorney Noonansuggested that Council could adopt the motion to reject the claim of the South San Francisco School District and refer it to the City's insurance carrier and to the office of the City Attorney. After discussion, Councilman Borba so moved, seconded by Councilman Ahern and regularly carried. DISCUSSION RE City Manager Driesbach next brought up the matter of the levee which LEVEE - COMMERCIAL was to be constructed near Commercial Avenue and Circle Court, ex- AVE. & CIRCLE CT.: plai~tn§ that the first cost estimate was in the amount of $6,000 and that it had been now computed as being $18,000. Lengthy discussion followed concerning the type of construction which could be obtained for $6,000 and that it could be obtained for $18,000. Speaking in addition to the Mayor and Members of the City Council and City Staff was Mr. Pierre Bernasconi, 478 Baden Avenue. There being no objections, this item was continued with no action taken. DISCUSSION RE POLICE COMMUNI- CATION BLDG.: City Manager Driesbach next brought up the matter of the Police Communication Building which was explained in detail by Mr. Wilson, Administrative Assistant to the City Manager, stating that Council approval was necessary to leave the existing pole in its location and that the tower for communication purposes be constructed only. No objections were voiced to this request. REQUEST FOR RESUBMITTAL OF BUDGETS TO STAFF: Director of Finance Edward Alario requested that the budget be re- submitted to Staff since other funds which they were not aware of during preparation were now aVailable as well as some other changes which were to be made. He reported that this would take from seven to ten days to evaluate the budget and report back to the City Council. In addition to the discussion among the Mayor and Members of the City Council, and Staff, Mr. Paul Westh, 206 Spruce Avenue, spoke in this regard. No objections being registerd, the budget was referred back to Staff for review and report. RECESS: Mayor Steinkamp recessed the meeting at 9:30 p.m. RECALL TO ORDER: The meeting was recalled to order by Mayor Steinkamp at 9:37 p.m., with all Council present; Councilman Mammini, absent. DISCUSSION RE COLMA CREEK HEAR- ING - BOARD OF SUPERVISOR'S: City Manager Dreisbach at this time in detail explained the matter of the hearing of Colma Creek which was to come before the Board of Super- visors on Thursday, July 12, 1973, and the City's procedure in this regard. Also discussed was the matter of financing the project. Upon conclusion of the discussions, it was agreed that as many of the City's ~ePresentatives as could be available, be present at this hearing. RESO. NO. 6132 ACCEPTING A DIRECTOR'S DEED FROM STATE (40539-DED): Mr. Michael Wilson, Acting Director Department of Ecological Development at this time brought up the matter of the Director's Deed as received from the State of California and which had been continued from the meeting of July 2, 1973, explaining to 'Council the location and pur- pose of the easements which had to do with the El Camino Real widening. He stated a resolution had been prepared in this regard after which Councilman Ahern introduced a resolution entitled: "A RESOLUTION ACCEPTING A DIRECTOR'S DEED FROM:'THE STATE OF CALIFORNIA (40539-DED)." Roll call vote was as follows: Ayes, Councilmen Patrick E. Ahern, William A. Borba, Terry J. Mirri and Warren Steinkamp. Noes, none. Absent; Councilman F.
