Rodondi, O-~ty Clerk ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO HELD MONDAY, JULY 30, 1973 TIME:~ 8:00 p.m. PLACE: Conference Room, City Hall CALL TO ORDER: The meeting was called to order by Mayor Steinkamo at 8:08 p.m. ROLL CALL: Present: Absent: Councilmen Patrick E. Ahern, William A. Borba, Terry J. Mirri and Warren Steinkamp Councilman F. Frank Mammini RESO. NO. 6147 FILING OF EMI- NENT DOMAIN PROCEEDINGS COLMA CREEK IMP. DIST.: City Attorney Noonan explained the first of the resolutions after which Councilman Borba introduced the resolution entitled: "A RESO- LUTION DETERMINING THAT THE PUBLIC INTEREST AND NECESSITY REQUIRE THE ACQUISITION OF CERTAIN LAND AND DIRECTING THE FILING OF EMINENT DOMAIN PROCEEDINGS COLMA CREEK IMPROVEMENT DISTRICT." Roll call vote was as follows: Ayes, Councilmen Patrick E. Ahern, William A. Borba, Terry J~ Mi~rri and Warren Steinkamp. Noes, none. Absent, Councilman F. Frank Mammini. RESO. NO. 6148 AUTHORIZING EXE- CUTION OF AGREE- MENT WITH COUNTY TAX DEEDED PAR- CELS WILLOW GARDENS: RESO. NO. 1973-1 ACCEPTING GRANT DEED FROM BETHLEHEM STEEL CO.: RESO. NO. 6149 After an explanation by City Attorney Noonan, Councilman Ahern introduced the resolution entitled: 'lA RESOLUTION AUTHORIZING EXECUTION OF AN AGREEMENT WITH COUNTY OF SAN MATEO FOR ACQUISITION OF TAX DEEDED PARCELS - WILLOW GARDENS." Roll call vote was as follows: Ayes, Councilmen Patrick E. Ahern, William A. Borba, Terry J. Mi rri and Warren Steinkamp. Noes, none. Absent, Councilman F. Frank Mammini. City Attorney Noonan explained the next item for Council's attention after which Councilman Borba introduced the resolution entitled: "A RESOLUTION OF THE SOUTH SAN FRANCISCO RECREATION AND PARK DISTRICT ACCEPTING A GRANT DEED FROM BETHLEHEM. STEEL COMPANY AND AUTHORIZING RECORDATION." Roll call vote was as follows: Ayes, Councilmen Patrick E. Ahern, William A. Borba, Terry J. Mirri and Warren Steinkamp. Noes, none. Absent, Councilman F. Frank Mammini. After an explanation by City Attorney Noonan, Councilman Ahern intro- AUTHORIZING APPLI- duced the resolution entitled: CATION FOR FEDER- AL ASSISTANCE UNDER FEDERAL DISASTER ACT: "A RESOLUTION AUTHORIZING APPLICATION FOR FEDERAL ASSISTANCE UNDER THE FEDERAL DIASASTER ACT (PUBLIC LAW 606, 91ST CONGRESS)." RESOo NO° 6149: Roll call vote was as follows: Ayes, Councilmen Patrick E. Ahern, (CONTINUED) William A. Borba, Terry J. Mirri and Warren Steinkamp. Noes, none° ~/ Absent, Councilman F. NO. 6150 Councilman Borba introduced the next resolution after an explanation AUIHORIZING APPLI-by City Attorney Noonan and which was entitled: "A RESOLUTION AUTHO- CATION FOR FED- ERAL ASSISTANCE UNDER FEDERAL CIVIL DEFENSE ACT OF 1950: CLAIM AS FILED BY BOCCI AND MODENA ON BEHALF OF KEITH FAZACKERLEY: RIZING APPLICATION FOR FEDERAL ASSISTANCE UNDER THE FEDERAL CIVIL DEFENSE ACT OF 1950 (PL 920, 81ST CONGRESS)." Roll call vote was as follows: Ayes, Councilmen Patrick E. Ahern, William A. Borba, Terry J. Mirri and Warren Steinkamp. Noes, none. Absent, Councilman F. Frank Mammini. City Attorney Noonan at this time brought up the matter of the claim as filed by the law office of Bocci and Modena on behalf of Keith Fazackerley, recommending that the claim be denied and referred to the office of the City Attorney and City's insurance carrier. Brief discussion followed at which time City Attorney Noonan further explained the course of action after which Councilman Ahern moved, seconded by Councilman Borba and regularly carried, +hat the claim be rejected and referred to the City's insurance carrier and to the City Attorney's office; and Notice be given to claimant in accordance with Government Code Sections 913, 915.4 and other related sections of the C~vernment Code. ITEMS FROM COUNCIL: As there were no Items from Staff, Mayor Steinkamp asked if any Member of the City Council wished to offer anything under Items from Council. DISCUSSION RE TRANSPORTATION FOR YOUNGSTERS TO USE RECREA- TIONAL FACILI- TIES: Councilman Borba asked as to what was being done to provide transport- ation for youngsters in order that they might use the recreational facilities of the City. Assistant City Manager Edward Alario stated that the matter could be scheduled for the agenda of August 6, 1973. Brief discussion followed at which time residents of the Westborough Subdivision urged Council to orovide some form of transportation in order that youngsters who live great distances from the recreational activities could use these facilities. There being no objections, Mayor STeinkamp requested that the matter appear on the agenda of the next regular meeting which would be held August 6, 1973. DISCUSSION RE MEETING WITH INFORMATION & REFERRAL CENTER: At the request of Alice Gonzales of the Information and Referral Center Assistant City Manager Alarto read a letter she had submitted to Council after which he stated that an attempt had been made to meet with the reoresentatives of the Referral Center and that they wished to have present a board member during these' discussions. Mr. Alario reported that an attempt would be made to schedule a meeting before the end of the week. D t SCUSS I ON RE BUDGET: "---~]/2 RECESS: Assistant City Manager Alario discussed budget with the City Council Purchasing, Print Shop, Public Safety, Communications which was discussed with the Police and Fire Chiefs, City Garage. · Mayor Steinkamp declared a recess at 10:32 p.m. RECALL TO ORDER: Mayor Steinkamp recalled the meeting to order at 10:47 p.m. with all Council present; Councilman Mammini, absent. Budget session was continued with Building Maintenance, Police Building, Fire Building, Civic Center Library, Corporation Yard, Magnolia Recre- ation Center, Municipal Swimming Pool, Park Corporation Yard, Recreation Centers, Sewage Treatment Plant, Buri Buri and Brentwood Parks and Parking District. -2- 7~30/73 ADJOURNMENT: There being nothing further, Mayor Steinkamp adjourned the meeting.
