CALL TO ORDER: Mayor Mirri called the meeting to order at 8:05 PM. PLEDGE OF ALLE- GIANCE TO FLAG & INVOCATION: The Pledge of Allegiance to the Flag was recited. At the Invocation, in the absence of Reverend Erickson, Mayor Mirri asked for a moment of reverence. ROLL CALL:, Present: Councilmen Richard A. Battaglia, F. Frank Mammini, Terry J. Mirri, and Leo Padreddii. Absent: Warren Steinkamp. APPROVAL OF MINUTES: Mayor Mirri asked if there was a motion approving the minutes of the regular meetings of February 4, 1974; February 19, 1974; and March 4, 1974. APPROVAL OF BILLS: Councilman Padreddii moved, seconded by Councilman Battaglia and regularly carried that the minutes of the regular meetings of February 4, 1974; February 19, 1974; and March 4, 1974, be approved as submitted. Mayor Mi rri then asked if there was a motion approving the regular bills of March 18, 1974. RESO. NO. 55-74 APPROVING SPECS. AND CALLING BIDS FOR PAINT STRIPER: Councilman Mammini moved, seconded by Councilman Battaglia and regularly carried, that the regular bills of March 18, 1974 be approved for payment. After an explanation by the City Manager, Councilman Mammini introduced a resolution entitled: "A RESOLUTION APPROVING SPECIFICATIONS AND CALLING BIDS FOR PAINT STRIPER". Roll Call vote was as follows: Ayes, Councilmen Richard A. Battaglia, F. Frank Mammini, Terry J. Mirri, and Leo Padreddii. Noes, none. Absent, Councilman Warren Steinkamp. RESO. NO. 56-74 IN SUPPORT OF AMEND. TO AB 2119: After an explanation by the Personnel Officer and a discussion with Council, Councilman Mammini introduced a resolution entitled, "A RESOLUTION IN SUPPORT OF AN AMENDMENT TO AB 2119". 5/5'.3 Roll Call vote was as follows: Ayes, Councilmen Richard A. Battaglia, F. Frank Mammini, Terry J. Mirri, and Leo Padreddii. Noes, none. Absent, Councilman Warren Steinkamp. RESO. NO. 57-74 City Manager Alario explained the next resolution after APP. PLANS & SPECS. which Councilman Padreddii introduced a resolution entitled, CALLING BIDS RE "A RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND A CALL FOR BACKSTOPS SOUTHWOOD BIDS FOR BACKSTOPS AT THE SOUTHWOOD AND PARKWAY RECREATION & PARKWAY REC. SUSPENDING CONVERSION OF APT. BLDGS. AND OTHER STRUCTURES TO CONDOMINIUMS: Ist Reading/ Introduction ,5"/ City Attorney Noonan explained the Petitions received and the purpose of the resolution after which Councilman Mammini introduced a resolution entitled, "A RESOLUTION AUTHORIZING THE ISSUANCE OF A REVOCABLE PERMIT". Roll Call vote was as follows: Ayes, Councilmen Richard A. Battaglia, F. Frank Mammini, Terry J. Mirri, and Leo Padreddii. Noes, none. Absent, Councilman Warren Steinkamp. The City Attorney explained the next resolution after which Councilman Mammini introduced a resolution entitled, 'A RESOLUTION AMENDING SECTION 2 OF RESOLUTION NO. 37-74 ENTITLED 'A RESOLUTION REQUESTING CONSOLIDATION OF ELECTION CITY OF SOUTH SAN FRANCISCO'." Roll Call vote was as follows: Ayes, Councilmen Richard A. Battaglia, F. Frank Mammini, Terry J. Mirri, and Leo Padreddii. Noes, none. Absent, Councilman Warren Steinkamp. After an explanation by City Attorney Noonan Councilman Battaglia introduced a resolution entitled, "A RESOLUTION DETERMINING THAT THE PUBLIC INTEREST AND NECESSITY DEMAND THE ACQUISITION, CONSTRUCTION AND COMPLETION OF A CERTAIN MUNICIPAL IMPROVEMENT". Roll Call vote was as follows: Ayes, Councilmen Richard A. Battaglia, F. Frank Mammini, Terry J. Mirri, and Leo Padreddii. Noes, none. Absent, Councilman Warren Steinkamp. Mayor Mirri ordered the title of the ordinance read. The title of the ordinance was read. City Attorney Noonan then explained the ordinance and advised the Council regarding procedure for introduction. Councilman Mammini moved that reading of the ordinance in its entirety be waived and that the ordinance be introduced and read for the first time by reading title only, seconded by Councilman Battaglia and passed by a unanimous vote. Councilman Mammini moved that the ordinance entitled: "AN ORDINANCE CALLING A SPECIAL MUNICIPAL ELECTION IN THE CITY OF SOUTH SAN FRANCISCO FOR THE PURPOSE OF SUBMITTING TO THE ELECTORS OF SAID CITY A PROPOSITION FOR THE INCURRING OF A BONDED INDEBTEDNESS OF SAID CITY FOR THE ACQUISITION, CON- STRUCTION AND COMPLETION OF A CERTAIN MUNICIPAL IMPROVEMENT; DECLARING THE ESTIMATED COST OF SAID IMPROVEMENT, THE AMOUNT OF THE PRINCIPAL OF SAID INDEBTEDNESS TO BE INCURRED THEREFOR, AND THE MAXIMUM RATE OF INTEREST TO BE PAID THEREON; PROVIDING FOR THE CONSOLIDATION OF THE ELECTION WITH THE STATEWIDE ELECTION TO BE HELD ON JUNE 4, 1974, AND PROVIDING FOR NOTICE THEREOF", the entire reading of which has been duly waived, be introduced, seconded by Councilman Padreddii and passed by the following roll call vote. Roll Call vote was as follows: Ayes, Councilmen Richard A. Battaglia, F. Frank Mammini, Terry J. Mirri, and Leo Padreddii. Noes, none. Absent, C~ouncilman Warren Steinkamp. City Attorney Noonan stated that the next ordinance was one of an emergency nature and that the Director of Public Services could explain further to Council the need for such an ordinance, Frank Addiego, Director of Public Services, then explained from his memorandum the moratorium which was being requested concerning the conversion of apartment buildings to condominiums. He then read the contents of the proposed ordinance to the City Council, after which discussion followed between the members of the City Council and the City Staff. Page 2 3/18/74 168 ORD. AND OTHER STRUCTURES TO CONDOMINIUMS: Ist Reading/ After discussion the City Attorney stated that inasmuch as the ordinance had been read in full by Mr. Addiego, it would not be necessary for Council to adopt the first motion saving the detailed reading and that Council could proceed with the second motion. Introduction (CONTD.)Councilman Battaglia moved, seconded by Councilman Mammini that the ordinance entitled "AN ORDINANCE OF THE CITY COUNCIL ~-~)39 OF THE CITY OF SOUTH SAN FRANCISCO SUSPENDING CONVERSION OF APARTMENT BUILDINGS AND OTHER STRUCTURES TO CONDOMINIUMS ~-/~z DURING THE PENDENCY OF STUDIES, AND PROVIDING AN EXCEPTION PROCEDURE", havin9 been read in its entirety be introduced for the first time. Roll Call vote was as follows: Ayes, Councilmen Richard A. Battaglia, F. Frank Mammini, Terry J. Mirri, and Leo Padreddii. Noes, none. Absent, Councilman Warren Steinkamp. CLAIM AS FILED BY VIOLA SAISI: The next item was the claim against the City as filed by Viola Saisi for the alleged wrongful death of Mario Saisi. Councilman Mammini moved, seconded by Councilman Battaglia and regularly carried, that the claim be rejected and referred to the City's insurance carrier and to the Office of the City Attorney; and Notice be given to claimant in accordance with Government Code Sections 913, 915.4 and other related sections of the C~vernment Code. CLAIM AS FILED BY VIOLA SAISI, ADMIN. FOR THE ESTATE OF MARLO SAISI: The next it®m was the claim against the City as filed by Viola Saisi, Administratrix for the Estate of Mario Saisi who succumbed to injuries received in an accident. Councilman Mammini moved, seconded by Councilman Battaglia and regularly carried, that the claim be rejected and referred to the City's insurance carrier and to the Office of the City Attorney; and Notice be given to claimant in accordance with Government Code Sections 913, 915.4 and other related sections of the Government Code. FINANCIAL STATEMENT OF SSF ENDING 6/30/73: Councilman Mammini moved, seconded by Councilman Padreddii and regularly carried that the Financial Statement for the City of South San Francisco for the fiscal year ending June 30, 1973 from Ledwith, Chagaris & Co. be accepted and filed. RESIGNATION OF RICHARD BATTAGLIA FROM PERSONNEL BD; City Manager Alario at this time brought to the attention of Council the resignation of Richard Battaglia as a member of the Personnel Board. P-O00 Councilman Mammini moved, seconded by Councilman Padreddii and regularly carried that the resignation be accepted. ITEMS FROM STAFF: ARCH. SERVICES FOR SIGN HILL PARK 3-OO/o Acting Director of Parks and Recreation. Dick Milkovich, briefly explained the development of Sign Hill park commenting that the representative from the firm of Recreation Systems, Dave Hayes, was present to further explain to Council this development. Mr. Dave Hayes at this time, through the use of slides, explained to the members of the City Council and the audience the developments which his firm had done in like areas. Page 3 3/18/74 16,9 RECESS: Mayor Mirri at this time declared a recess in order that the television cameras could be retaped. The recess was declared at 9:09 PM. RECALL TO ORDER: ITEMS FROM STAFF: (CONTINUED) ARCH. SERVICES FOR SIGN HILL PARK The meeting was recalled by Mayor Mirri at 9:27 PM with Council present except for Councilman Warren Steinkamp. Further discussion followed concerning this development and the fees to be charged for the design of the area and of preparation of the report. Councilman Battaglia then moved, seconded by Councilman Mammini that the City accept the proposal. Mr. William Borba suggested that local firms be contacted in this regard and that further study be given this matter. After further discussion in this regard and the reason for the selection of Recreation Systems, motion was made and seconded and regularly carried. ARCH. SERVICES FOR APPIAN WAY PARK The Acting Director of Parks and Recreation, Dick Milkovich, explained the proposed park site in Westborough and the request of the developers for the use of tennis courts by residents in the area. Lengthy discussion followed by the members of the City Council and City Staff concerning the development of these recreational facilities and a need for their early development. After discussion Mayor Mirri stated that he would entertain a motion to pass. Councilman Padreddii so moved, seconded by Councilman Battaglia and regularly carried. RECOM. ARCH. FIRM Frank Addiego, Director of Public Services discussed the OF DeWOLFE & ASSOCS: architectural firms that had been contacted and the reason for the recommendation for the selection of the firm of de Wolfe and Associates. Further discussion followed between the ff~mbers of the City Council and staff relative to the architects, after which Councilman Battaglia moved, seconded by Councilman Mammini and regularly carried that the recommendation of the Director of Public Services be approved and accepted. ARCH. SERVICES FOR SIGN HILL PARK AND APPIAN WAY PARK City Attorney Noonan at this time requested Council's permission to refer back to Staff Items I and 2 concerning Sign Hill Park and Appian Way Park. He commented that the City Manager had requested of the Director of Parks and Recreation that a definite figure be established for these two items. The City Attorney stated that it was re0orted the amount for Sign Hill Park was not to exceed $1,750.00 and Appian Way Park was not to exceed $3,870.00. He suggested a motion authorizing the City Manager to obtain the services for those respective projects in sums not to exceed $1,750 for Sign Hill Park and $3,870 for Appian Way Park, otherwise the City Manager could not authorize a contract. Councilman Mammini so moved, seconded by Councilman Battaglia and regularly carried. Page 4 3/] ~/74 ITEMS FROM STAFF: Brief discussion followed at which time Mayor Mirri (CONTINUED) stated that if there were no objections~ the matter APPTMENTS, OF would be continued to the next regular meeting when COUNCIL REPS. TO Councilman Steinkamp would be present. VARIOUS ORGANIZATIONS: PUBLIC SAFETY BOND COMMITTEE 3-/o~ ~ECESS: The City Manager briefly commented on the list of potential members which Council could consider and formally a0point. Mayor Mirri at this time declared a recess in order that the television cameras could be retaped. The recess was declared at 9:09 PM. RECALL TO ORDER: The meetin§ was recalled by Mayor Mirri at 10:39 with Council present except for Councilman Warren Steinkamp. PUBLIC SAFETY BOND COMMITTEE (CONT'D) Mayor Mirri at this time read the list of those persons who were to be contacted as committee members, after which Councilman Mammini suggested that in addition Robert Minucciani also be contacted; in addition Councilman Padreddii suggested the names of Leah Blackburn, Mary McKale, and Claire D'Amico; Councilman Battaglia suggested the name of Larry Coleman. City Manager Alario stated all those persons named this evening would be contacted by letter and requested to advise if they wished to serve. He further remarked that the first organizational meeting would be held Tuesday, March 26. Councilman Mammini so moved, seconded by Councilman Battaglia and regularly carried. NEED FOR TRANSP. AND VARIOUS RTES. City Manager Alario reported on the need of transportation stating that by Friday the City would be submitting its application. The City of Daly City was meeting this evening and no problems were foreseen. He explained the various routes which were to be established to serve the various areas of the City and shopping centers. MEETING RE TRAFFIC VIOLATIONS - FF~ANCISCO TERRACE ,.:oo,,./ Councilman Battaglia commented on the meeting which he and Councilman Padreddii attended with the residents of Francisco Terrace concerning the matter of traffic violations which was attended by a representative of the Police Depart- ment. One of the items which was brought up at that time concerned the matter of no parking on El Cortez during certain periods of the day. Mayor Mirri reported that this matter had been checked with the Police Department and that signs will be installed by the end of the week. RECOGNITION FOR Councilman Battaglia at this time brought up the matter SERVICEMEN KILLED of servicemen who were killed in the Vietnam conflict, IN VIETNAM CONFLICT: requesting staff to study some appropriate recognition to these servicemen. The City Manager stated that this matter would be explored and a report submitted. Page 5 3/18/74 ITEMS FROM STAFF; (CONTINUEb) BLDG, DEPT. INVEST. OF SAFE- GUARDS FOR APT. COMPLEXES GOOD AND WELFARE:. ADJOURNMENT: Councilman Mammini at this time brought up the matter of the death of a two-year old boy who fell from a balcony at'an apartment complex, requesting that staff investigate to see what safeguards could be established to prevent a future occurrence. He suggested that the Building Department contact the owner of the apartment complex. There being nothing under Good and Welfare, Mayor Mirri adjourned the meeting to 7:00 PM, March 25, 1974.
