· Mayor Mirri called the meeting to order at 8:05 PM.
The Pledge of Allegiance to the Flag was recited. At the
Invocation, in the absence of Clergy, the Mayor asked for a
moment of reverence.
ROLL CALL:
Present: Councilmen Richard A. Battaglia, F. Frank Mammini,
Terry J. Mirri, Leo Padreddii, and Warren Steinkamp.
Absent: None.
APPROVAL OF
MINUTES:
Mayor Mirri asked if there was a motion approving the
Minutes of the Regular Meeting of March 18, 1974 and the
Minutes of the Adjourned Regular Meeting of March 25, 1974.
Councilman Mammini moved, seconded by Councilman Steinkamp and
regularly carried that the Minutes of the Regular Meeting
of March 18, 1974 and the Adjourned Regular Meeting of
March 25, 1974 be approved as submitted.
APPROVAL OF
BILLS:
Mayor Mirri then asked if there was a motion approving the
regular bills of April 15, 1974.
Councilman Steinkamp moved, seconded by Councilman Battaglia
and regularly carried, that the regular bills of A0ril 15,
1974, be approved for payment.
PUBLIC HEARING: Mayor Mirri declared the public hearing ooen. He asked if
APPEAL. US~--~-RM. anyone present wished to speak on the matter. Mr. Silvio Ravetti,
RE DRUG KING SiGN 130 Bush Street in San Francisco, commented on the appeal
BURl BURl SHOP. after which he stated that an agreement had been reached with

letter withdrawing their appeal, and requested that the matter
be referred back to the Planning Commission. He then filed
two letters, both dated April II, 1974.
Councilman Mammini then moved, seconded by Councilman Battaglia
and regularly carried that the letters be filed and the
matter referred back to the Planning Commission.

City Attorney Noonan explained the resolution after which
a brief discussion followed, at which time the Director of
Public Services explained the study. Councilman Steinkamp
then introduced a resolution entitled: "A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO REOUESTING THE
BOARD OF SUPERVISORS OF SAN MATEO COUNTY TO ACT IN THEIR
BEHALF TO REQUEST AN EXTENSION OF TIME FOR THE PREPARATION OF
THE SEISMIC SAFETY ELEMENT, SAFETY ELEMENT, AND SCENIC
HIGHWAYS ELEMENT OF THE GENERAL PLAN".
Roll Call vote was as follows: Ayes, Councilmen Richard A.
Battaglia, F. Frank Mammini, Terry J. Mirri, Leo Padreddii,
and Warren Steinkamp. Noes, none. Absent, none.
After an explanation by the City Attorney, Councilman
Steinkamp introduced the resolution entitled: A RESOLUTION
TO ESTABLISH PROCEDURE IN DETERMINING A 3-YEAR PROGRAM FOR
FEDERAL AID FOR THE URBAN SYSTEM".
Roll Call vote was as follows: Ayes, Councilmen Richard A.
Battaglia, F. Frank Mammini, Terry J. Mirri, Leo Padreddii,
and Warren Steinkamp. Noes, none. Absent, none.
After City Attorney Noonan explained the resolution discussion
followed between the members of the City Council and City
staff, relative to only one bid having been received and whether
or not additional bids could be secured.
After further discussion Councilman Battaglia moved, seconded
by Councilman Mammini and regularly carried that the matter be
held over for review.
City Attorney Noonan explained the next resolution, after which
discussion followed between members of the City Council and
staff concerning the Senate Bill. Councilman Battaglia then
introduced the resolution entitled: "A RESOLUTION ENDORSING THE
PROPOSALS EXPRESSED IN SENATE RESOLUTION NO. 77 PASSED BY THE'
CALIFORNIA STATE SENATE ON FEBRUARY 6, 1974"
Roll Call vote was as follows: Ayes, Councilmen Richard A.
Battaglia, F. Frank Mammini, Terry J. Mirri, Leo Padreddii,
and Warren Steinkamp. Noes, none. Absent, none.
The bids received were declared by the Director of Administrative
Services, Stan Bara, who recommended award to Anchor Post
Products. Councilman Padreddii introduced the resolution
entitled: "A RESOLUTION OF AWARD OF CONTRACT FOR BASEBALL
BACKSTOPS AT SOUTHWOOD AND PARKWAY RECREATION CENTERS".
Roll Call vote was as follows: Ayes, Councilmen Richard A.
Battaglia, F. Frank Mammini, Terry J. Mirri, Leo Padreddii,
and Warren Steinkamp. Noes, none. Absent, none.
After an explanation by City Attorney Noonan, Councilman
Mammini introduced the resolution entitled: "A RESOLUTION
DESIGNATING REPRESENTATIVES TO VARIOUS COMMITTEES, COMMISSIONS
AND SIMILAR ASSOCIATIONS, AND RESCINDING RESOLUTION NO. 6143".

Adoption
Discussion followed concerning a report of attendance by the
representatives~ after which Mayor Mirri entertained a
motion that the members appointed to the various committees
submit a report to Council with a resume of the meeting attended.
Councilman Battaglia seconded the motion which was regularly
carried.
The next resolution was explained by the City Attorney,
after which Councilman Steinkamp introduced the resolution
entitled: "A RESOLUTION APPROVING AMENDMENT NO. 2 TO THE
MEMORANDUM OF UNDERSTANDING WITH UNIT NO. I"
Roll Call vote was as follows: Ayes, Councilmen Richard A.
Battaglia, F. Frank Mammini, Terry J. Mirri, Leo Padreddii,
and Warren Steinkamp. Noes, none. Absent, none.
After an explanation by City Attorney Noonan, Councilman
Battaglia introduced a resolution entitled: "A RESOLUTION
AMENDING RESOLUTION 6241 ENTITLED 'A RESOLUTION ESTABLISHING
THE SALARY PLAN FOR FISCAL YEAR 1973-74'.
Roll Call vote was as follows: Ayes, Councilmen Richard A.
Battaglia, F. Frank Mammini, Terry J. Mirri, Leo Padreddii,
and Warren Steinkamp. Noes', none. Absent, none.
City Attorney Noonan at this time requested permission to
take up items from Staff #2 which was a staff reoort from
the Director of Administrative Services recommending vehicle
replacement through the State of California, stating that
a resolution was necessary in this regard.
After discussion, Councilman Steinkamp introduced the
resolution entitled: "A RESOLUTION AUTHORIZING THE DEPARTMENT
OF GENERAL SERVICES OF THE STATE OF CALIFORNIA TO PURCHASE
CERTAIN ITEMS".
Roll Call vote was as follows: Ayes, Councilmen Richard A.
Battaglia, F. Frank Mammini, Terry J. Mirri, Leo Padreddii,
and Warren Steinkamp. Noes, none. Absent, none.
Mayor Mirri ordered the title of the ordinance read.

time and passed and adopted as an urgency ordinance, seconded
by Councilman Mammini and passed by the following roll call
vote.

INTERIM ORDINANCE OF THE CITY OF SOUTH SAN FRANCISCO PROHIBITING
USES WITHIN THE PARCEL DESIGNATED AS THE HOUSING AUTHORITY
PARCEL PURSUANT TO GOVERNMENT CODE SECTION 65858," the entire
reading of which has been duly waived, be so read for the first
time and passed and adopted as an urgency ordinance, seconded
by Councilman Steinkamp and passed by the following roll call
voto.

Introduction
The meeting was recalled to order by Mayor Mirri at 9:25 PM
with all Council present.
Mayor Mi rri ordered the title of the ordinance read. The title
of the ordinance was read.
City Attorney Noonan then explained the ordinance and advised
the Council regarding procedure for introduction. Councilman
Steinkamp moved that reading of the ordinance in its entirety be
waived and that the ordinance be introduced and read for
the first time by reading title only, seconded by Councilman
Mammini and passed by a unanimous vote.
Councilman Battaglia moved that the ordinance entitled; "AN
ORDINANCE CREATING A REVOLVING FUND", the entire reading
of which has been duly waived, be introduced, seconded by
Councilman SteinkamD and passed by the following roll call
vote.
Roll Call vote was as follows: Ayes, Councilmen Richard A.
Battaglia, F. Frank Mammini, Terry J. Mirri, Leo Padreddii,

CLAIM AS FILED

SOLOMON:
The next item was the claim against the City as filed by
Edward Solomon in behalf of Effie G. Solomon, alleging
injuries and damages to automobile as a result of accident
on Savannah Court near intersection of Greendale and
King Drive.
Councilman Mammini moved, seconded by Councilman Battaglia
and regularly carried, that the claim be rejected and
referred to the City's insurance carrier and to the office of
the City Attorney; and Notice be given to claimant in
accordance with Government Code Sections 913, 915.4 and
other related sections of the Government Code.

PLANNING COMM. 7he next item was a communication, dated March 16, 1974,
ITEMS: from Lvdia Dozier appealing the decision of the Planning
[~IA ~OZIER Commission on Variance Application No. 178.

APPLICATION NO. 178 At the request of the City Attorney and there being no
objections, Mayor Mirri set the public hearing for May 20,
1974.

The next item was a communication, dated April I, 1974,
from D.A. Eschelbach in behalf of Bison Dutt aooealing the
decision of the Planning Commission on the variance
to the setback in the rear of 514 Railroad Avenue
At the request of the City Attorney and there being no
objections, Mayor Mirri set the 0ublic hearing for May 20,
1974.
INDUSTRIAL REPS.
APPEAL. USE
PERMIT NO. 269
A Communication, dated April 4, 1974, was the next item.
The communication, signed by six industrial renresentatives
was appealing the decision of the Planning Commission on
Use Permit No. 269.
At the request of the City Attorney and there being no
objections, Mayor Mirri set the public hearing for May 6,
1974.

APPEAL. SUBDIVI-
SION APPLICATION
NO. 29
The next Planning Commission Item was a communication,
dated April 3, 1974, from Donald F. Gamma, Chairman of the
Board of Directors, West Park Homeowners' Association,
appealing the decision of the Planning Commission on
Subdivision Application No. 29.
Lengthy discussion followed at which time in addition to
the members of the City Council and City staff, Donald
Gamma, Chairman of the Board of Directors, West Park
Homeowners Association, and Sam Young, attorney for Grubb
and Ellis, spoke on the matter of a moratorium, construction
of high rIse apartments, buildings which were presently
nearing completion, the importance of time, and a com0arison
of similar construction in nearby cities, also allowing more
people to be heard on the matter who were not 0resent this
evening.
After discussion Councilman Battaglia moved, seconded by
Councilman Padreddii, that the hearing be held at the regular
meeting of May 6, 1974. Mr. Sam Young, representing Grubb
and Ellis, withdrew his earlier objection. Motion as made
and seconded was regularly carried.
REPORTS:
PALM AVE, CENTER-
LINE STRIP
Staff Report, dated April 15, 1974, from the Director of
Public Services submitting recommendation on the Palm Avenue
Centerline Strip.
Frank Addiego, Director of Public Services, and Bob Yee,
City Engineer, commented that a study had been made with
the Police Department and the double yellow lines had been
painted in order to avoid head-on accidents.
Discussion followed at which time it was suggested that a
single line be painted in order that motorists crossing
over would not be committing a violation of the Vehicle Code.

ZONE STUDY

Staff Report, dated April 15, 1974, from the Director of
Public Services regarding Status Speed Zone Study.
Director of Public Services, Frank Addiego, stated that this
item was only for the information of Council with no action
to be taken this evening since it would be an item on the
agenda for their meeting of May 6.
ITEMS FROM STAFF: The proposed work and formation of an assessment district
A, B AND C SIREEIS for the improvement of A, B and C Streets, through the
ASSESSMENT DIST. & circulation of petitions was explained by Director of Public
CONNECTION Services and City Engineer, after which Councilman Mammini
moved, seconded by Councilman Steinkamp and regularly
carried that the petitions be circulated.
Discussion then followed concerning the connections of B and C
Streets, after which, Councilman Steinkamp moved, seconded
by Councilman Padreddii and regularly carried that the
extension be included in the oroject but not as a part
of the assessment district.
ITEMS FROM COUNCIL:Councilman Battaglia at this time brought~o the attention of
FENCING RESIDEN- City Council a burglary which took place in a residence

access to these homes. Partial fencing now exists.
After discussion the City Manager stated that staff could
make a study on the installation and maintenance and report

In answer to Councilman Mammini's inquiry concerning the
fencing on the overpass at Junipero Serra Boulevard, the
Director of Public Services stated that this had already been
done.
SENIOR CITIZENS
SHELTER

In answer to the inquiry of Councilman Padreddii regarding
the shelter for the senior citizens near the City Hall, City
Manager Alario reported plans were presently being predated
and a report would be submitted at the next meeting.
IMPROVE. RE PARK Councilman Steinkamp brought to the attention of the City
PECK SUBDIVISION Council the need for improvements to the small park area
in the Peck Subdivision. He requested that some acti-on be

In answer to the inquiry of Councilman Steinkamp concerning
the establishment of a more proper speed limit on Westborough
Boulevard, the Director of Public Services stated that a
request had been written to the County three weeks ago.
SANTO CRISTO SOC.
CELEBRATION
Mayor Mirri at this time brought to the attention of the
City Council the celebration which is held annually by the
Santo Cristo Society. This year it is to be held on May 18
and 19. He requested the City appropriately decorate the
streets as has been done in the past.
Councilman Steinkamp so moved, Councilman Padreddii seconded,
and motion regularly carried.
HONORING CITY'S
VETERANS
In answer to Councilman Battaglia's inquiry concerning the
matter of honoring the City's veterans, the City Manager
reported that a survey was to be made with a report to be
submitted in thirty days.
Various suggestions were listed, one of which was from a
woman in the audience who suggested dedicating the shelter
for the senior citizens in the name of the veterans who
Served.
GOOD & WELFARE:~
There being nothing further Mayor Mirri asked if anyone had
anything they wished to offer under Good and Welfare.
PUBLIC SCHOOLS
WEEKS

Allan Weinstein stated that he was representing Francis
Drake Lodge who was sponsoring Public Schools Week, and
requested Council proclaim Aprill 22-26 as Public Schools
Week. Mayor Mirri requested that the 0roclamation be issued.
CANCER CRUSADE
Claire D'Amico remarked that the Cancer Crusade was oresently
in progress and requested the support of the people in the
community.
PONDEROSA SCHOOL
& PONDEROSA RD.

Councilman Steinkamp requested information as to the status
of the Ponderosa School and portions of Ponderosa Road as to
whether or not they were within the City limits or still in
County area.
The City Manager explained those portions which were in the
City but stated he would make a further survey and report
to Council.
EXTENSION OF
EUCALYPTUS AVE.
Councilman Battaglia stated that he had been informed by some
of the affected residents that they had not been notified of
the extension of Eucalyptus Avenue when it was considered
at a recent Planning Commission meeting. He suggested that
in the future they be notified in writing rather than by
posting the area, as had been done.
Councilman Mammini so moved, seconded by Councilman Padreddii
and regularly carried.

ADJOUF~NMENT:
Councilman Steinkamo requested that the meeting be adjourned
this evening in memory of Daly City Police Chief, Roland
Petrocchi. A moment of silence was declared by Mayor Mirri
after which the meeting was adjourned in memory of the former
Daly City Police Chief.
The time of adjournment was 11:20 PM.
