VARIANCE PERMIT ORDER V-180 - 514 RAILROAD AVENUE 8:00 PM. El Camino High School (little Theatre). Mayor Mirri called the meeting to order at 8:15 PM. Pledge of Allegiance to Flag recited. Present: Councilmen Richard A. Battaglia, F. Frank Mammini, Terry J. Mirri, Leo Padreddii, and Warren Steinkamp. Absent: None. Mayor Mirri asked if there was a motion approving the Minutes of the Regular Meeting of Monday, May 6, 1974 and the Minutes of the Adjourned Regular Fleeting of Monday, May 13, 1974. Councilman Mammini moved, seconded by Councilman Steinkamp and regularly carried that the Minutes of the Regular Meeting of Monday, May 6, 1974 and the Minutes of the Adjourned Regular Meeting of Monday, May 13, 1974 be approved as submitted. Mayor Mirri then asked if there was a motion approving the regular bills of May 20, 1974. Councilman Steinkamp moved, seconded by Councilman Mammini and regularly carried, that the regular bills of May 20, 1974, be approved for payment. Appeal from Variance Permit Order V-180 of the South San Francisco Planning Commission denying applicant's request to reduce rear yard and side yard setback at 514 Railroad Avenue, South San Francisco, CA. Staff Report from the Director of Public Services recom- mending that the appeal be denied. PUBLIC HEARING: APPEAL. VARIANCE PERMIT ORDER V-180 - 514 RAILROAD AVENUE (CON'TD.) 5O3-0 APPEAL. VARIANCE PERMIT ORDER V-178 - 760 MILbER AVENUE Discussion followed at which time Director of Public Services, Frank Addiego, commented from his staff report recommending that the apDeal be denied, tie remarked that Bill Costanzo, the Zoning Administrator was present to further explain the matter. A brief explanation was made by Mr. Costanzo after which Councilman Mammini suggested that the matter be referred back to staff in order that the details could be worked out. Discussion followed between staff and members of the City Council concerning the conditions with respect to the variance. Mr. Eschelbach, representing the owner, commented on the reasons the owner wished to build as he did. He further remarked that he was not in favor of the matter going back to the Planning Commission. After further discussion Mr. Costanzo recommended on the part of staff the following suggested motion: That the variance be granted subject to the six conditions adopted by the Planning Commission March 26, 1974, and an additional Condition 7 which reads as follows -- '~That the variance shall stand approved when the five (5) parking garages on the 30' x 50' parcel shall have been examined and reoriented so that they face each other rather than the alley." Mr. Eschelbach was then asked if he was in agreement with the recommendation as made by Mr. Costanzo, to which he replied that he was. Mayor Mirri then stated that it appeared an agreement had been reached and stated that the Chair would entertain a motion. Councilman Padreddii so moved on the suggested motion of Mr. Costanzo, seconded by Councilman Steinkamp and regularly carried. Appeal from Variance Permit Order V-178 of the South San Francisco Planning Commission denying construction of a garage in a side and rear yard setback at 760 Miller Avenue, South San Francisco. Communication from Lydia Dozier requesting continuance of public hearing due to hospitalization. Staff Report from the Director of Public Services recommending that the appeal be denied. Councilman Mammini moved, seconded by Councilman Battaglia and regularly carried that the request for continuance be granted. Paqe 2 5/20/74 RESO. NO. 90-74 IN MEMORY OF WILLIAM J. WRIGHT: "A RESOLUTION IN MEMORY OF WILLIAM J. WRIGHT, DECEASED, AND EXPRESSING SYMPATHY TO HIS FAMILY." Roll Call vote was as follows: Ayes, Councilmen Richard A. Battaglia, F. Frank Mammini~ Terry J. Mirri, Leo Padreddii, and Warren Steinkamp. Noes, none. Absent, none. Mayor Mirri read the resolution in full after which a presentation was made to a member of the Police Department who expressed his thanks to Council for the resolution which would be presented by the Police Chief to Mrs. Wright. RESO. NO. 91-74 AWARD OF CONTRACT FOR PAINTING HARBOR FIRE STATION: RESO. NO. 92-74 AWARD OF CONTRACT FOR MINI PICKUP TRUCKS: AND RESO. NO. 93-74 AWARD OF CONTRACT 3/4 TON PICKUP: RECESS: RECALL TO ORDER: A RESOLUTION APPROVING PLANS & SPECS. RE AIR CONDITIONING, HEATING OF CITY BLDGS. Bids were declared by the Assistant to the City Manager, Mike Wilson, who recommended award to the Iow bidder, Nathan Bloom. Brief discussion followed concerning the difference of $15.00 between the two lowest bidders, after which Councilman SteinkamD introduced the resolution entitled: "A RESOLUTION OF AWARD OF CONTRACT FOR PAINTING CITY BUILDINGS (HARBOR FIRE STATION).-" Roll Call vote was as follows: Ayes, Councilmen Richard A. Battaglia, F. Frank Mammini, Terry J. Mirri, Leo Padreddii, and Warren Steinkamn. Noes, none. Absent, none. Bids were declared by the Assistant to the City Manager who recommended award to the Iow bidder, Fairway Chevrolet, after which Councilman Battaglia introduced a resolution entitled: "A RESOLUTION OF AWARD OF CONTRACT FOR MINI PICKUP TRUCKS." Roll Call vo~e was as follows: Ayes, Councilmen Richard A. Battaglia, F. Frank Mammini, Terry J. Mirri, Leo Padreddii, and Warren Steinkamp. Noes, none. Absent, none. Councilman Steinkamp introduced a resolution entitled: RESOLUTION OF AWARD OF CONTRACT 3/4 TON PICKUP." Roll Call vote was as follows: Ayes, Councilmen Richard A. Battaglia, F. Frank Mammini, Terry J. Mirri, Leo Padreddii, and Warren Steinkamp. Noes, none. Absent, none. Mayor Mirri recessed the meeting at 9:05 PM for the retaping of the television cameras. The meeting was recalled to order by Mayor Mirri at 9:22 PM with all Council present. Staff Report, dated May 20, 1974 from the Director of Public Services recommending approval of plans and specifica- tions and authorizing a call for bids on the air conditioning, heating, and modifications at the Library, Police Building, and the first and second floors of the City Hall. At the request of the Assistant to the City Manager, Mike Wilson, and there being no objections the resolution was continued. Page 3 5/20/74 RESO. NO. 94-74 City Attorney Noonan explained the resolution after AMENDMENT TO AGREEMENT which Councilman Mammini introduced the resolution RE DESIGN & CONSTRUCTION entitled: "A RESOLUTION AUTHORIZING EXECUTION OF AN SPRUCE AVENUE BRIDGE: AMENDMENT TO AGREEMENT FOR DESIGN AND CONSTRUCTION OF SPRUCE AVENUE BRIDGE AND RELATED WORK - CITY OF SOUTH SAN FRANCISCO." Roll Call vote was as follows: Ayes, Councilmen Richard A. Battaglia, F. Frank Mammini, Terry J. Mirri, Leo Padreddii, and Warren Steinkamp. Noes, none. Absent, none. RESO. NO. 95-74 ~'ORE ALTERATIONS FOR RECREATIONAL PURPOSES - 230 GRAND AVE. & 409 GRAND AVE: After an explanation by City Attorney Noonan Councilman Mammini introduced a resolution entitled: "A RESOLUTION APPROVING PLANS AND SPECIFICATIONS, AUTHORIZING THE WORK AND CALLING BIDS FOR STORE ALTERATIONS FOR RECREATIONAL PURPOSES AT 230 GRAND AVENUE AND 409 GRAND AVENUE, SOUTH SAN FRANCISCO." 3-'00/0 Roll Call vote was as follows: Ayes, Councilmen Richard A. Battaglia, F. Frank Mammini, Terry J. Mirri, Leo Padreddii, and Warren SteinkamD. Noes, none. Absent, none. RESO. NO. 96-74 AMENDING RESO. NO. 79-74 RE SALARY PLAN FOR F.Y. 1973-74: City Attorney Noonan requested permission to add one more resolution which he briefly exnlained. Asst. Personnel Officer, David Haughey, further explained the reasons for this resolution, after which Councilman Battaglia introduced the resolution entitled: "A RESOLUTION AMENDING RESOLUTION NO. 79-74, PASSED APRIL 15, 1974, ENTITLED, 'A RESOLUTION AMENDING 6241 ENTITLED--A RESOLUTION ESTABLISHING THE SALARY PLAN FOR FISCAL YEAR 1973-74.' Roll Call Vote was as follows: Ayes, Councilmen Richard A. Battaglia, F. Frank Mammini, Terry J. Mirri, Leo Padreddii, and Warren Steinkamp. Noes, none. Absent, none. ORD. NO. 667 DESIGNATING TIME AND PLACE OF CITY COUNCIL MEETINGS: 2nd Reading/ Adoption 5/5'8 Mayor Mirri ordered the title of the ordinance read. The title of the ordinance was read. City Attorney Noonan then explained the ordinance and advised the Council regarding procedure for adoption and passage. Councilman Steinkamp moved reading of the ordinance in its entirety be waived and the ordinance be passed and adopted by reading title only, seconded by Councilman Mammini and passed by unanimous vote. Councilman Mammini moved that the ordinance entitled, "AN ORDINANCE DESIGNATING TIME AND PLACE OF MEETINGS FOR THE CITY COUNCIL," the entire reading of which has been duly waived, be passed and adopted, seconded by Councilman Battaglia and ~assed by the following roll call vote. Mayor Mirri ordered the title of the ordinance read. The title of the ordinance was read. City Attorney Noonan then explained the ordinance and advised the Council regarding procedure for introduction. Councilman Mammini moved that reading of the ordinance in its entirety be waived and that the ordinance be introduced and read for the first time by reading title only, seconded by Councilman Battaglia and passed by a unanimous vote. Councilman Mammini moved that the ordinance entitled, "AN ORDINANCE REGULATING CONDUCT IN PARKS: PROVIDING FOR ENFORCEMENT AND PRESCRIBING PENALTIES FOR VIOLATIONS~' the entire reading of which has been duly waived, be introduced, seconded by Councilman Battaglia and passed by the following roll call vote. Page 5 5/20/74 ORDINANCE REGULATI NG CONDUCT IN PARKS (CON'TD.): Ist Reading/ Introduction COMMUNICATIONS RECOMMENDING BEAUTIFICATION COMMITTEE BE MADE SUB-COMMITTEE OF THE PARK & REC. COMMISSION: ,5'006 ITEMS FROM STAFF ~INAL ACCEPIANCE OF OUTFALL FORCE MAIN TREATMENT PLAN PROJECT NO. 2: ITEMS FROM COUNCIL A~POINTMENTS TO PERSONNEL BOARD P-OOO WIDENING OF A, B, AND C STREETS COUNCILMAN BATTAGLIA'S INVITATION TO CONSTITUENTS DAY Mr. James Schwirian, 448 Hemlock Avenue, stated he had requested a copy of the ordinance drafted but had not, as yet, received one. He was provided with a copy at this time. Memorandum from the Park and Recreation Commission of May 4 recommending that the Beautification Committee be made a sub-committee of the Park and Recreation Commission. Staff Report from City Manager, dated May 20, 1974, concurring with the recommendation of the Park and Recreation Commission and recommending the establishment of the Beautification Committee as a sub-committee. Councilman Steinkamp moved that the recommendation of the Park and Recreation Commission, as concurred in by the City Manager, be approved and accepted and the existing members be retained, seconded by Councilman Mammini and regularly carried. Staff Report from Director of Public Services recommending final acceptance of the Outfall Force Main Treatment Plant - Project No. 2. Councilman Battaglia moved that the recommendation of the Director of Public Services be approved and accepted, seconded by Councilman Mammini and regularly carried. Assistant to the City Manager, Mike Wilson, requested that the matter be taken up under Executive Personnel Session. There being nothing further Mayor Mirri asked if anyone on Council had anything they wished to offer. In answer to Councilman Steinkamp's inquiry as to the progress on the widening of A, B, and C Streets, Mr. Addiego renorted that the CiTy Engineer was wOrking on the matter. Petitions were being prepared which should go out in two weeks. He further stated that a report would be ready for the next Council meeting. Councilman Steinkamp requested that in addition the report contain the progress being made with the School District and the San Francisco Water Department realtive to the connecting streets. Mr. Addiego stated a report would be submitted for the next status report. Councilman Battaglia remarked that in keeping with his earlier campaign promises he would hold a Constituents Day on this Saturday, May 25, 1974, from I:00 PM to 3:00 PM at the front steps of the Orange Avenue Library. Paae 6 ~/20/74 GOOD AND WELFARE VIGILANT VOTERS COMMITTEE - OPPOSITION TO PROPOSITION G RECESS: RECALL TO ORDER: APPOINTMENTS TO PERSONNEL BOARD P-Ooo ADJOURNMENT There being nothing further Mayor Mirri asked if anyone present had anything they wished to offer under Good and Welfare. Mr. Ronald Acosta, 433 Newman Drive, representing lhe Vigilant Voters Committee commented on the ballots ~hich his organization cast on Proposition G, stating that they were opposed to this proposition. Discussion followed at which time Mr. Acosta commented on the reasons for this opposition, after which in answer to the request of Mrs. Diana Steinkamp read the information which had been mailed out by the committee for the passage of Proposition G. Mayor Mirri recessed the meeting to Executive Personnel Session at 10:07 PM. Mayor Mirri recalled the meeting to order at 10:18 PM with all Council present. Mayor Mirri at this time stated that during the Executive Personnel Session, the following persons were appointed to the vacancies on the Personnel Board: John J. Tanti, Antoinette L. Fraschieri. He expressed Council's thanks stating that very well qualified applications had been received. Mayor Mirri adjourned the meeting at 10:20 PM.
